Imphal, Feb 12 : 27 Assam Rifles of 28 Sector under HQ IGAR (S) held multi-specialty Medical, Dental cum Career Counseling Camp at Sigmaijin, in Thoubal District on Feb 12, 2013. The primary objective of the camp was to create awareness about the various diseases and their prevention and particular emphasis was laid on this aspect. The Medical Camp had the facility of various specialists including Eye, ENT, Skin, Gynecology, Surgery, Dental and Pediatrician etc. Specific OPD wards were set up to facilitate the process. Laboratory facilities for testing blood sugar, hemoglobin, ECG, as well as ELISA test for HIV infection were provided. A fully equipped state of the art Mobile Dental Clinic was also established to provide much needed dental care to the local populace.
The camp was conducted at the behest of Major General UK Gurung, AVSM,YSM, IGAR (S) who had affirmed his commitment to provide all possible help to the local populace. The agenda for the Medical Camp included Health Awareness Campaign wherein a large number of illustrative Health Educative Posters were displayed and specially trained Health Education Personnel of NACO, MACS and the State Health Services under the guidance of CMO, Thoubal District gave health talks to the people attending the Camp.
The response to the camp was overwhelming, with 1055 patients treated by the various specialists who volunteered for this noble cause. The Medical Staff who contributed their valuable time and effort were led by Dr Devakanta of RIMS and included the Medical Officers of the Assam Rifles. The initiative for raising the awareness about HIV/AIDS was pioneered by the Medical Officer of 27 Assam Rifles and the Manipur Aids Control Society. The Nursing Support was provided by the Ibotombi Nursing Institute, Porompat, Imphal and the paramedical staff of 27 Assam Rifles.
The camp also conducted Career Counseling for the local youth and guided them on the various avenues available to join the Armed Forces. An Ex Servicemen Interaction was also organized on the occasion. 30 Ex Servicemen of the area also took part with zeal and gusto in the event and many of them could be seen swapping stories of their innings in the Olive Greens.
24 Assam Rifles of 26 Sector under HQ IGAR (S) in a grand event distributed Solar Street lights to the villagers of Kwatha Khunou village under the Tengnoupal block on 12 Feb 2013. Brigadier Rajiv Mankotia,VSM, Commander 26 Sect Assam Rifles distributed the Solar Lights to the chief of Kwatha Khunou village L Iremto Meitei and the Chairman Shri N Manihar. The installation of Solar Street Lights will pave way for the overall development of the remote village. Commander also distributed stationery and furniture items to the Govt Primary School at Laibi. The people of the village and nearby villages expressed their gratitude to the insightful aids given by the Assam Rifles. The event was attended by about 60 villagers incl ladies and children also. The chief and the chairman of both the villages, in their speech expressed their hearfelt gratitude to 24 Assam Rifles for this event that culminated with tea and snacks organized at Kwatha post. Seaking on the occasion, Brigadier, Rajiv Mankotia emphasised on the development of border area and role of Assam Rifles in assisting civil administration in bringing peace and tranquillity in the region.

Goalpara ( Assam ), Feb 12 (ANI): Eight people died after police opened fire on a violent mob during the village council (Panchayat) elections in Goalpara district of Assam on Tuesday.
The eight dead persons hailed from different areas of the district Dhupdhara, Krishnai and Rangjuli, which saw violent clashes between the mob and police during the third phase pf the elections.
Indefinite curfew was imposed in several areas .
Police took the first offensive in violence to prevent the ransacking of the polling booths by the irate mob. “The police arrived and started baton charging and stone pelting on the people who had gathered here. They also indulged in blank firing from their guns. When the people also retaliated with violence, there occurred some violence between both the sides,” said Dulal, a local.
Tension gripped the entire Rabha Hasong Autonomous Council (RHAC) areas in Goalpara district since Monday, ahead of the polls, which were scheduled for Tuesday.
Sporadic violence swept across the area and locals blocked the roads, which lead to polling booths set up by the provincial government.Thousands of people have been protesting on the streets since Monday, in order to stop the officials in Goalpara and parts of Kamrup district from carrying out polling preps.

MNS:- Students and teachers from remote areas of Manipur’s Imphal East and West District are on a tour of New Delhi this week as part of the National Integration Tour organized by 30 Assam Rifles  of 9 Sector under HQ IGAR(S). The students first visited the Metro Museum which is located at the Patel Chowk Metro Station. The students thereafter enjoyed a Metro ride from the Patel Chowk to Udyog Bhavan Metro station.
Delhi Metro is one of the largest metro networks in the world consisting of six lines with a total length of 189.63 km &142 Stations of which 35 are underground. The combination of elevated, at-grade and underground lines hypnotized the students with its dazzling architecture and engineering. The Delhi Metro Rail Corporation has been certified by the United Nations as the first metro rail and rail-based system in the world to get “carbon credits for reducing greenhouse gas emissions” and helping in reducing pollution levels in the city by 6.3 lakh tonnes (630 Gg) every year.Delhi Metro Museum is South Asia’s first modern Metro Museum which is a one of its kind existing in an Operational Metro Station. The students were ecstatic to see the museum which was holding a collection of display panels, historical photographs which traces the journey of the Delhi Metro which took 32 years to reach the operational stage from the drawing boards, reaching major milestones and overcoming issues regarding the selection of technology etc. It was the first time that the students saw the Delhi Metro and an escalator. They said these have got indelibly etched into their memories. One of the student said “It is for the first time that I saw the stairs which move on their own and initially I was scared but now I’m comfortable.” He further added that he wished to be an engineer and construct escalators like these back home in Manipur There was a flagrant happiness on his face.
The tour then moved to visit Nehru Planetarium situated in the green vicinity of the famous Teen Murti House, the official residence of India’s first Prime Minister, Jawaharlal Nehru, which has since been turned into a museum. The students were amazed by the way Nehru Planetarium was constructed with its primary aim being the promotion of astronomical education.
This visit to the Planetarium invigorated the spirit of science in children and opened a totally new world to them. This tour helped students interact with what they are learning in the classrooms. The experience went beyond reading about a concept and the students were able to feel the planets and the solar system, learn about it and participate in it physically. On 11 December the tour will be moving to Dehradun for the second phase of their itinerary where they are scheduled to meet His Excellency, the Governor of Uttarakhand and will visit Indian Military Academy.The National Integration Tour from one end of the country to the National Capital, is being conducted by Assam Rifles so as to foster true integration amongst the young students who are the future of the country and to provide them with a platform to visit new places, interact with people and experience the culture in other parts of the country. This exposure to the students is bound to go a long way in broadening their horizons and understanding”, said an Assam Rifles press release.

In the development starved state like Manipur development news evoke amusement. There had been debate in the past whether development should precede maintenance of law and order or vice versa. The motion itself was proved wrong. Both development and law and order maintenance can go together. Manipur has seen developmental programmes being taken up across the state. At par law and order too improved. Too many developmental programmes could be taken up in the state in the past one decade. The supportive Congress Government at the centre extended helping hand to the Government led by Chief Minister O. Ibobi. Gradually people’s expectation from the Government too changed. This is brought by time. The men in power have realised the areas to be focussed if the continuity of the Government is to be established. Congress party winning for three terms continuously would not have been possible if it neglected the aspirations and expectations of the masses. The newspapers published from Imphal had their front page filled with development news. Engineers returning to duty for completion of railway tract. Of Chief Minister claiming completion of Thoubal project within one year and also of visiting the NIT complex at Langgol. These are interesting stories to read. Then the PWD Minister Ratankumar visited Jiribam to discuss with the engineers in charge of construction of National Highway no, 37 connecting Imphal and Jiribam. It is said the railway tract laying, which was taken up as a national project is to be completed by 2016, which is not far away. If that happens the face of development too will change. The prices of essential commodities will be reduced. Landlocked state will be called train linked state. All these are development news, something we want to hear something we want to read. A massive plan is also underway to give finishing touches to the roads passing through the state capital. Construction season is properly utilised. One notices construction programme coming up on almost all the roads lanes and by-lanes included. It seems the MLAs too have felt the need for repairing roads on war footing. In the recently conducted state assembly elections MLAs, who neglected the duty of repairing roads and construction of drainage faced rejection by voters. The verdict of the people is pay importance to taking up developmental programmes. The rest are secondary. If developmental programmes are taken up public mind too will change and they will go for candidates, who work for their respective constituencies. Elderly leaders will have trouble time facing firebrand young leaders, who focus on development only. What more should the common masses speak if the elected representatives take up what they want them to focus on. It is interesting to watch elected representatives waking up early and making surprise check of the developmental works done in their respective constituencies. Forget everything. Set a mission and attempt to fulfil it within a limited time frame. If you do that common masses will know the difficulties faced in attempting to complete the mission. You will be given a chance to complete the mission. That’s the secret that you can share with your voters.

Chapchar Kut is celebrated by the Mizos with pomp and show after the clearance of forest for the jhumming.
Preparation for the celebration of the festival is in full swing in different parts of Mizoram.
The celebration of Chapchar Kut 2013 in the state capital, Aizawl will be held at AR Ground, where Mizoram Governor Vakkom Purusothaman will be the chief guest.  Art & Culture Minister P.C. Zoram Sangliana will be the ‘KUT PA’, which means, ‘Father of the Festival’.
A meeting in finalizing the programme for Chapchar Kut 2013 was convened today under the leadership of Art & Culture Minister P.C. Zoram Sangliana, at his office chamber. The meeting was attended in good number by members of the programme committee.
In order to enable celebration of the festival with full public participation, several items have been selected, and a discussion about the ongoing preparation is held in the meeting.
Chapchar Kut is scheduled to be held for two days on February 28 and March 1 next.  Besides in Aizawl, preogrammes are set to celebrate the Chapchar Kut with splendor and fanfare in all the district headquarters of the state and even in other smaller towns.

DIMAPUR, Feb 11 NNN : Environmentalists, social organisations and pressure groups have asserted that the land, forests, rivers and all natural resources in India’s North East belong to the indigenous people of the region.
This was echoed during a two-day consultation programme christened as “Indigenous Peoples Consultation on Dams and Natural Resources Protection in India’s North East”, which concluded today in Agartala.
The event was jointly organized by the Borok Peoples Human Rights Organization, Committee on the Protection of Natural Resources in Manipur, North East Dialogue Forum, Citizens Concern for Dams and Development, Siang Peoples Forum, Mapithel Dam Affected Villagers Organization, Peoples Movement for Subansiri Valley, Civil Society Women’s Organization, All Loktak Lake Areas Fishermen Union, Affected Citizens of Teesta, Centre for Research and Advocacy, Save Sikkim, Initiative for Human Rights and Indigenous Peoples, Peoples’ Right to Information and Development Implementing Society of Mizoram, Federation of Khasi, Jaintia and Garo People, All Assam Students Union, Save Mon Federation, All Zeliangrong Students Union, Hmar Inpui United Committee on the Protection of Natural Resources, All Tribal Students Union Manipur, Manab Adhikar Sangram Samiti, Naga Women’s Union.
“Our land and all natural resources are inherent sources for our life, culture, identity, survival and future of our present and coming generations,” the participants affirmed.They further affirmed that the indigenous peoples in the region have the right to self determination over their lands, territories and resources and they possess undeniable rights over its management and use.
According to a press communique received here, the participants expressed their concern on the introduction of more than 200 mega dams and other ‘unsustainable development policies and projects’ in the region done without the consent of the indigenous peoples of the region
The participants then asserted that mega dam constructions that had already been commissioned such as Loktak Project in Manipur, Dumbur Dam in Tripura have already led to widespread dispossession, loss of lands, extinction of flora and fauna, demographic impacts on indigenous peoples in the region and other human rights violations.
The environmentalists and pressure groups tool note of the ongoing and aggressive construction of mega dams such as 2700 MW Lower Siang HEP, 3000 MW Dibang HEP, 1750 MW Lower Demwe in Arunachal Pradesh, 1200 MW Teesta III HEP, 500 MW Teesta IV HEP, 97 MW Tashiding HEP, 280 MW Panang HEP etc in Sikkim, 1500 MW Tipaimukh HEP, 7.5 MW Mapithel Dam in Manipur, 2000 MW Lower Subansiri HEP, 600 MW Kameng HEP  in Arunachal Pradesh which have already led to widespread dispossession, environment devastations, militarization, conflicts and human rights violations
They also seriously concerned with the projection of mega dams in India’s NE as climate friendly and seeking carbon credits and profits by dam developers from CDM mechanisms of UNFCCC
The participants of the two-day event then expressed oncerned with the increasing corporatization of their lands and resources and the aggressive efforts to explore and drill oil in the region by corporate bodies, such as oil exploration efforts by Jubilant Energy in Manipur, Gas exploration in Tripura by ONGC, to mine uranium in Meghalaya by UCIL, etc.
These groups also said they are concerned with the increasing militarization of indigenous peoples land while pursuing mega dams and other extractive industries and the complication of conflicts by the destructive development processes and subsequent human rights violations.
The participants further said they are disrurbed with the increasing involvement of international financial institutions, such as World Bank, Asian Development Bank, the Japanese Bank for International Cooperation etc in financing energy and water related projects and in deregulation of related policies to intensify corporatization of our land and resources.

IMPHAL, Feb 11: The Department of Art & Culture, Government of Manipur as a member of North East Zone Cultural Centre, Dimapur (NEZCC) has decided to jointly organize the “Folk Dance Yatra-Celebration of Zonal Cultural Centre” on February 13 at Bhagayachandra Open Air Theatre (BOAT), Palace Compound in Imphal.
Addressing a press conference at the Directorate of Art & Culture, Palace Compound, Som Kamei, Director, NEZCC said that on completion of its existence for 25 years, the Zonal Cultural Centre in India, including the NEZCC have started a year-long silver jubilee celebration which was inaugurated by Dr Manmohon Singh, Prime Minister of India in the august presence of UPA Chairperson Sonia Gandhi as the chief guest on April 13, 2012 at Panchkula, Chandigarh.
Manipur will host the programme under the theme “Culture for Peace,” he said.
In continuation of the celebration by the Ministry of Culture, the NEZCC has been organizing a chain (yatra) where folk and tribal cultures are focused, in three-four different places of all the member states starting from Meghalaya, he said.
Different nine communities in Manipur like the Tangkhul, Maram, Tarao, Monsang, Maring, Kom, Kabui, Thadou and Meitei consisting of 15 members each are jointly making an effort to translate the theme into action / performance, he said.
The organisers have felt the need of bringing peace among the peoples of NE states, he said, adding it also felt that organizing a one-day performance/show will not serve the purpose and hence different communities of Manipur are invited and gather under one umbrella for five consecutive days— living, eating together and sharing ideas to create through culture under the creative guidance of W Lokendrajit Singh, choreographer with two assistants.
The year-long silver jubilee celebration of NEZCC will be wrapped up by Sonia Gandhi at the NEZCC headquarter, Dimapur, he further informed.
Dr K Sobita, Director, Department of Art & Culture, Manipur, who was also spoke at the press conference, thanked on behalf of the department to get a chance to host the silver jubilee celebration of NEZCC by Manipur.
She assured the department would include the programme as a yearly event in its annual plan programme.
As part of the Folk Dance Yatra-Celebration of Silver Jubilee of Zonal Cultural Centre,  150 artists from the nine communities presented a 60-minute dance of single-rhythm  as a rehearsal at BOAT.

“I shall speak the right of the Naga people and I am ready to go to jail for that,”  he stated. Rio asserted that the Naga People’s Front (NPF) has stood up for the rights of the Nagas and the party leadership has voiced the plight of the Nagas, especially those in Myanmar.
Speaking at NPF election rallies at Longleng, Kiphire and Pfutsero under Phek district, the Chief Minister said that the Nagas of Myanmar have achieved political recognition with the establishment of the Naga Autonomous Zone. The Nagas of Myanmar have their own elected members and the Nagas are also well represented in the Myanmar Parliament, Rio said.
Rio informed that likewise the NPF has also entered the poll fray in Manipur and will do so in other Naga inhabited areas of neighbouring states. The NPF is providing a political platform to Nagas and we are moving towards emotional and political integration, the Chief Minister said.
The chief minister also appreciated the initiative of the NBCC for the clean election campaign. We support the NBCC’s campaign and welcome the steps being taken by the church, the chief minister said.
The chief minister addressed NPF rallies at Longleng town, Kiphire town and Pfutsero under Phek district today.
At Kiphire, the NPF rally was disturbed by Congress workers who had come in a long convoy of two wheelers and other vehicles honking and shouting slogans in order to disrupt the rally when the chief minister was addressing the gathering.
He regretted that the Congress was using such negative tactics to disrupt the meetings of the NPF, however he advised the general public not to disrupt each other’s meetings and allow all political parties to hold their meetings without disturbance from the rival parties.

Imphal, Feb 11 :  Even with draconian laws and heavy militarisation of Manipur, India government is finding it very hard to suppress UNLF and the ongoing liberation struggle of the resilient Manipuri peoples said Ksh Yoihenba, Senior Publicity officer, UNLF today. Troops are resorting to many covert operations including secret killings , bombings, sabotages and what not; breaking all international laws it was alleged.
Recently, in the intervening night of 6 and 7 of February 2013, a special team of 44 Bn AR Kasung post under 10 Sector AR   with close coordination with 24 BN AR under 9 sector AR deployed at Moreh crossed inside Myanmar territory and conducted an operation and destroyed a bridge at about 20 mile north of Tamu along Tamu – Minthar road of Myanmar. This is a clear case of war as well as an act of transnational terrorism it was alleged. They tried to  pass the blame to UNLF pasted a poster which read as, “Long Live UNLF, Long Live Meghen, Kabaw Valley belongs to Manipur & not to Burmese Dogs”. Troops left behind pieces of “rotis” (Indian bread) and a lot of jungle boot trails leading to Kasung post. This is   a proxy war against Myanmar and  a challenge to the sense of reasoning of the Burmese people.
So far India is trying to obliterate all the Mongoloid people of Western Southeast Asia [WESIA – which india calls their northeast) and assimilate it to India forever he added. The people of WESIA ( including Manipur) who are more racially and culturally closure to our South-east Asian neighbours and fighting suppression is thus a constant challenge to hegemonic and regional expansionism. Thus the recent act of sabotage is a covert operation of Indian military to drive a wedge between Manipuri and Burmese people he added. It was a plan to make Myanmar government blame UNLF it was added.
Taking the cue from global terrorism, India is so far trying to garner the world support to denounce UNLF and other revolutionary parties of Manipur as terrorists, which are fighting to regain the lost sovereignty  .
But The Amnesty International, and other Human Right Forums, UN Human Right rapporteurs who visited the region from time to time have seen the real scene and acknowledged our liberation struggle and mentioned in their reports that the Indian state is the real culprit exercising state terrorism with draconian laws like AFSPA ’58.
