IMPHAL, February 11: The Director Of University & Hr. Education has notified in a statement to all the in-service candidates securing 60% or more marks in aggregate in three years Diploma Course (taking the marks of all three years into consideration) that they may apply on or before March 10 for information of one in service candidate by selection on merit basis from amongst those in service candidates of the state of Manipur in connection with admission to EE (Electrical Engineering) in degree Module to NERIST (North Eastern Regional Institute of Science & Technology), Nirjuli, Arunchal Pradesh without Entrance Examination for Academic Session 2013-14 to 2014-15.

It has further informed that the Diploma should have been obtained from an Institute approved by AICTE and the Academic Session will commence w.e.f July 22, 2013.

The Candidate should not be more than 40 years (45 years in case of SC/St & PH and 43 years in case of OBC & Women) as on August 1, 2013 and the nomination/recommendation of one in service candidate by the State Govt. will reach NERIST on or before April 1, 2013, it added.

IMPHAL, Feb 11: The All Tribal Disables’ Union Manipur has in a release said that it strongly support to the demands of Tribal Youth Council, Manipur (TYCM) for setting up a sports complex in every hills districts and also handling over all the responsibilities of developmental works in hill areas to Manipur Tribal Development Corporation (MTDC).

The ATDUM has also extended support to the demands of All Tribal Students` Union Manipur (ATSUM) for setting of Manipur State Commission for the Schedule Tribes and B Ed centres in every hills districts, appointment of adequate teaching and non-teaching staff in all the educational institutions of the hill areas `with better infrastructures, it further said.

ATDUM appealed the state government to take up immediate necessary actions for fulfillment of the said demands in the interest of the Tribals, it said.

Hepatitis C, aptly called the silent killer has long made its presence felt in Manipur. A study done in 1994 by ICMR showed figures of 98% of Injecting Drug Users (IDUs) in Churachandpur and 92% in Imphal as being both Hep C and HIV positive. The ICMR figures, were of the percentage of Hep C infections among IDUs but still highlights the risks among the IDU community. Over the years, there have been other smaller concentrated figures that have covered mostly pockets of injecting drug users in the state, but what comes clear from these studies is that Hep C infection, its management and treatment is a critical aspect of public health in the state. Unfortunately enough, there is not much noise on the matter, except of course among the population at risk on one hand while on the other, even nodal agencies remain uncaring about tackling this unseen epidemic. Increasingly in Manipur, there have been voices calling for a more strategic state response to Hep C since treatment regimens are costly and out of the reach of most people. Over and above the costs factor, is the fact that there is no total cure for Hep C infection with the best bet being Interferone injection that runs up a cost of lakhs per treatment cycle with the rider that there can be and there are relapse cases in which treatment regimens will have to be suspended and resume all over again.

Hep C is intrinsically linked to the HIV/AIDS scenario in the state for despite the HIV/AIDS scenario fast becoming a generalized epidemic that is no longer confined to a certain population but reaching and touching upon the ‘general population’, it still holds true that the majority of the HIV positive population in Manipur largely come from a background of being injecting drug users. Though the efforts of state nodal agencies following the initiatives set by the National AIDS Control Organization (NACO) has brought about a stabilized epidemic after its implementation of various intervention, care and treatment aspects in the context of HIV/AIDS, the reality is that what has been achieved through such programs is slowly getting undone because of the shadow of Hep C. This happens because people who are Hep C positive are reactive to the ART drugs that are given free of cost to people who are HIV positive. This in layman terms mean that taking of ART by a HIV and Hep C positive person does not help. This situation plays out because ART is needed to keep HIV at bay and boost up the body’s immune system while its impact would create complications on a person’s physiology in case he/she happens to be Hep C positive as well. The Government response to HIV/AIDS in the country is uniform and does not take regional specifics into consideration, which is why the National AIDS Program over the years have been ‘targeted’ at truck drivers, sex workers, MSMs and such. It took a local initiative in Manipur called the needle and syringe exchange program for the component to be replicated under the National program but largely, Hep C by its very nature of being prevalent among IDUs means that the silent epidemic is being borne without much support in Manipur, Mizoram and Nagaland where injecting drug use is the most rampant.

Activists working at the field say that the call for a more serious look at Hep C infection: its prevention, treatment and management or even research to zero in on a cure or even a vaccine is a grim reminder of the battle for a more humane treatment to people living with HIV/AIDS and the activism that went into bringing about free ART drugs that were still a distant dream back then in the 90’s. But poignantly enough, a lot of those activists who rallied then have since fallen to Hep C after having placed the spotlight on the needs of the HIV/AIDS affected community to be able to have affordable treatment mechanisms in place. Perhaps given the felt need of the affected community in Imphal and given earlier histories of grass roots activism over HIV/AIDS and its treatment/therapy starting from the state, the call might well have to start from Manipur and would then have to be taken further to ensure that the ‘killer’ dies not lie lurking nearby. It would have to begin with vocal calls for more research and a willingness to initiate path-breaking measures.

The simplicity of a man should be decided by the life style he adopts. If you feel ashamed of doing something like manual work that you consider does not fit you stature your simplicity is pretentitious. Politicians must adopt simplicity as a way of life. The Indian democracy demands it. In the sovereign democratic country representatives of people must attempt to uphold people’s sovereignty. Simple men, who elected representatives, rejoice on seeing their representatives outclassing bureaucrats. When the West Bengal Finance Minister sat by the side of the TATA company chairman Ratan with the head inclining towards him he was ridiculed for reflecting an image, lower than the chairman. But behind the scene when they nobody see them they can do whatever they like it. At the public place people’s representatives when they are seen by all our Ministers and MLAs or MPs must behave as if there is none none above them. At the same par they must look and treat common people with love and care. After all why one casts vote. He wants to see his representative outclassing rivals in any field. They express jubilation when their representatives speak mesmerising the crowd. When a young MLA spoke an elderly person looks to him in the same manner parents looking to their young son playing the role of Lord Krishna in Ras Reela. When the young MLA performs superbly well in making speech the elderly crowd appreciate each other for making the right choice. They scurry their face with shame when the elected representatives are ridiculed by police officials or bureaucrats. But it happens in Manipur many of these elected representatives have started playing secondary role to the bureaucrats. We have heard bureaucrats openly ridiculing elected representatives. This is a sad phenomenon something we hate to see in a democratic country. Our elected leaders must assert and attempt to carry out all that they had promised on the eve of elections. In Delhi when a Union cabinet Minister addresses a press conference bureaucrat officers would flank and note down whatever uttered by the Minister. Ministerial assurance is a serious matter, but unless somebody notes it down and translates the assurances into action all assurances will go to vain. What happens in the state is that even the assurances given by the top executive is not strictly followed up by the bureaucrats. There are also other people who think their representative should focus on giving direct benefit to the common masses. They lament their representatives have forgotten to strengthen public distribution system. They want more outlets to come up to compete with the business sharks. Their simple complaint is they are very poor they cannot buy costly items sold by these malls. The state Government will have a long way to go to convince the masses. The common masses should be told what their representatives can do and what stands between the people’s expectation and the men at the helms of affairs. Until that happens our representative should continue to show simplicity. Learn to love lowliest guys. Only then you will shine in electoral politics.
