IMPHAL, April 5: In a bizarre incident, a man claimed that he received a parcel containing stones, paper, wood splinters and other items. The man who identified himself as Moirangthem Radhesana (50) called a press conference today at the Manipur Press Club and made the statement.

He said his son, Moirangthem Roni presently staying at Noida had sent the parcel containing two pairs of pants, six shawls and two T Shirts for his sister through the post office parcel service. “The parcel was dispatched on March 15 and reached the Bishnupur Post office on March 19 but was handed to my family only on April 2,” he said while showing a receipt that showed the date of the parcel reaching the district post office on March 19.

On opening the parcel at home, it was found that it contained only stones, wood and other things, he said.

He continued that following the incident, the family took the parcel to the General Post Office and complained to the Managing Director about the parcel. However the official said the post office is not responsible for incident and as such can only repay double of their parcel tax, he said.

He said on March 16, his son had sent another parcel to his aunty but the family has refused to accept it following the incident.

JIRIBAM, April 5: Speaking at the press meet at its office, members of MSF Jiribam  after inspection of schools at Jiribam  said that contrary to reports of deterioration in the standard of the government schools at Imphal where teachers outnumber students, there are a large number of students at government schools at Jiribam sub division under Imphal East district while there is a lack of adequate number of teachers as a result of which, students are suffering. In view of the prevailing conditions the MSF district unit appealed to the Education Minister to save government schools at Jiribam by visiting and inspecting the schools.

During the inspection by the MSF team including the Vice President of MSF HQ and new executive members of MSF Jiribam  as part of `Eikhoi Lairik Ningthina Tamshi`, Schools from LP schools to High School at Jiribam were inspected. Of seven teachers of Dibong Govt Jr. H/S six teachers except the Head Master- Th Ibopishak Singh did not attend school beyond 10.30 a.m. and students were waiting for teachers, said Kh. Seraj Uddin, MSF HQ.

There are 108 students of which 71 are female and 37 are male and students of classes III, IV and V sitting  in a room. There were no desks, benches, black boards or toilets, he said. He questioned how SSA sanitation scheme was implemented at Jiribam. The second school which the team inspected was Islambada LP School which was found to be existing in name only. Nine teachers were teaching 335 students at Lalpani High School in which there were 87 students in class VI and 84 students in class VII who all taught in one room.

133 students were trying to sit on eight pairs of desks and benches. Eight teachers were teaching 513 students at Netaji Govt. High School. Teachers disclosed that RAMSA teachers were not posted. Though Borobekara High School was upgraded to the level of a Secondary School, it was in name only as a teacher appointed under RMSA was not seen after joining his post.

IMPHAL, April 5: Chief Minister Okram Ibobi Singh inaugurated the National Sports Complex today at the Khuman Lampak Sports Complex.

The National Sports Complex has been constructed by the Manipur Development Society funding from the North East Council.

The complex was constructed with a total fund of around Rs 6 crore from the NEC and the 13th Finance Commission, the Chief Minister said during the inaugural function.

The complex has been completed keeping an eye to the North East Games which the state will be hosting from April 8, he continued.

Even though the economic condition of the state is weak at the moment, the government cannot allow any lack of infrastructure to affect the sportspersons of the state, the Chief Minister said.

The government will encourage all sportspersons in the state and bring in foreign coaches to train them with the aim to bring medals from the 2016 Olympics, he said.

The government will lay special emphasis to bring foreign coaches for selected sports discipline, he said.

Lauding Olympic Bronze medallist Mary Kom, the state Chief Minister expressed his wish to see more sportspersons like her from the state.

Parliamentary Secretary, YAS M Prithiviraj in his speech said the indoor stadium will be used to host contact sports and it has facilities for Sauna and Steam baths.

Meanwhile, the Chief Minister also inspected the under construction separate Sports Hostel for boys and girls with intake capacity of 150 persons each inside the Khuman Lampak sports complex.

IMPHAL, April 5 (NNN): “The revelation of Revolutionary People`s Front (RPF) regarding the minor school girl Alice Kamei who has been held captive since March 10, after the matter was kept concealed from revealing to the general public for about one month was done following the persistent public pressure. The RPF/PLA claimed that the minor school girl had joined the militant outfit on their own volition is the outfit`s version which cannot be taken as true since the minor school girl is still in their custody,” stated the All Zeliangerong Students Union (AZSU), Zeliangrong Youth Front (ZYF) and Zeliangring Students Union, Manipur (ZSUM).

The RPF/PLA`s statement saying that the minor school girl has already attained 16 years is without basis and totally wrong as far as the parents who gave her birth is concern as such the statement is desperate attempt to mislead the general which the general public will never accept at all, AZSU, ZYF and ZSUM said today.

“Below 18 years is not permissible under the International laws as such the statement is complete violation and non compliance of the laws. The stand of the RPF/PLA not to release the minor school girl but urged the people to stop demanding for her release is only injecting strength to start rigorous public movement. The peoples` stand to rescue the minor school girl from the custody of the RPF/PLA is very clear therefore, the third phase movement will begin as and when the 2nd phase public democratic agitation is completed,” AZSU president Tingenlung Pamei, ZYF president Titus Kamei and ZSUM chairman D Stephen Zeme warned.

Meanwhile, the Zeliangrong leaders expressed that it is shocking and dismaying to hear deputy chief minister, Gaikhangam, who is in-charge of the Home Department who had said that the minor school girl `willingly` joining the organisation is unfortunate. “This has given the impression to the general public that the minister had interface interview with the minor school girl at the RPF`s custody. Such words are venomous and not appropriate at this critical juncture and never expected to be commented by a person of such high responsibility. It has totally reflected the minister`s complete ignorance of the international law wherein clearly says total forbidden to all arms groups to recruit any minor who is less than 18 years to be cadre. The organisations spearheading for the safe release of the minor school girl appeals all responsible citizens not to meddle or politicize on such sensitive issue but to extend support for her safe release on humanoitarian ground,” the ASZU, ZYF and ZSUM stated.

“There are few individuals of vested interest with malicious intention and deliberate attempt to sabotage the peoples` protest by spreading fabricated tales and rumours as such the rumour mongers` role and character will be exposed before the general public. The propagation of rumours amounts to glorification of the minor school girl`s captivity by RPF/PLA and hence it is against the law which is punishable,” the Zel;iangrong youth leaders said.

The Zeliangrong youths and students` organisations extremely feel happy and appreciate to see the response of different right thinking people and organisatiions expressing their strong objection and demand for the safe release of minor school girl Alice Kamei, said the AZSU,ZYF and ZSUM leaders.

IMPHAL, April  5: The Chief Minister is to attend a meeting at the Planning Commission scheduled on April 23. The meeting will be held between the Deputy chairman of the Commission, Montek Singh Ahluwalia and state CM Ibobi Singh to finalize the plan size for the financial year 2013-14 for the state.

Regarding the matter, a preliminary meeting is scheduled on Saturday at the Chief Secretary’s office at 11 am. The said meeting will be attended by representatives of all government departments.

Sources say that the deficit incurred during the last financial year ended with hardly a hundred crores and the plan size for 2013-14 may be beneficial for the expenditure of the state government.

It may be mentioned that the Manipur Legislative Assembly in its 4th session held on March last had approved a vote of accounts for an interim budget to incur the expenditure of the state government till July 2013.

IMPHAL, April 05: The Kharif campaign, 2013 and state level Krishi mela with the theme “Use less seeds, get more grains” organized by the Department of Agriculture, Manipur from April 3-5, 2013 at Iboyaima Shumang Lila Shanglen, Palace Compound concluded today.

Speaking as chief guest at the concluding function Md Abdul Nasir, Minister Agriculture said a green revolution is needed to make our living independent in terms of food crops. Farmers have to work hard for more productivity and they should be strengthened by keeping in high status, he said.

“Without farmers, there will be no development and change of a society. The concerned department should help them with available man power and resources and I will also help them,” he added.

During the occasion, the award for best Agriculture Technology Management Agency (ATMA) district were distributed to ATMA Imphal West with a cash amount of Rs 50,000; ATMA Senapati with a cash award of Rs 30,000; and ATMA Chandel with Rs 20,000 as first, second and third positions respectively.

Presided over by G Shamu Kamei, Director Agriculture Manipur; the occasion was attended by K Sharatkumar Singh, Director Fishery Manipur and Dr Saidokhum Joute, Director Veterinary and Animal Husbandry as Guests of honor.

IMPHAL, April 5: Two shops located at Irong Chesaba Makha Leikai under Mayang  Imphal police station of Imphal west district were burnt at around 6.15 p.m. People stoned and damaged a vehicle of Mayang Imphal Fire – Sub station which was trying to put out the fire.

The Officer-in-charge of fire-sub station told IFP  that the fire broke out and engulfed oil kept inside the two shops while trying to light a K/oil lantern.

The fire incident was reported to the fire sub station at around 6.19 p.m. As soon as the report was received, the fire service vehicle reached the scene of incident seven Kms away in two minutes and tried to put down the fire but the advance water tender (AWT) bearing registration No. MN-01/T-0766  was stoned and the window panes were broken even before the before fire-fighters got down from the water tender.

The fire could not be put out and a team of Mayang police station dispersed the mob. The Fire-fighters resumed putting out the fire but the fracas resulting in at least two and three minutes being wasted. As a result, major portions of the shops could not be saved as the shops were stocking up petrol and kerosene. The shops are said to belong to Md Nazir and Md Kalam.
