Imphal, April 30 NNN : After the Manipur Peoples’ Party (MPP) and the Communist Party of India (CPI), the Naga Peoples’ Front (NPF), Manipur State takes its turn to lash out at the state government of Manipur particularly the state Home minister and the police for the rampant trafficking of the banned drugs in Manipur in recent time.
The NPF, Manipur State has demanded the resignation of state Home minister Gaikhangam.
After the serial seizures of drugs trafficked by people in power and security forces personnel, opposition political parties and the civil society organisations in Manipur to flex their muscles while lashing out at the state government and the security force set up.
Army colonel in Ajay Choudhry, an MLA’s son, police sub-inspectors and others have been put behind bar for smuggling the banned drugs in the past few months in Manipur.
On Tuesday, the NPF, Manipur state unit said, “Since the induction of Gaikhangam as the Home minister of Manipur, the crime rate in the state of Manipur has increased beyond measure. Security forces personnel both the Central and the state are engaging in the trigger-happy activities, raping of women, kidnapping for ransom, smuggling of the banned drugs and extortions and the Manipur Home department is the agent of these evils which will result in the complete ruin of the Manipur society. Now the people need to be aware of the devils in human clone,” Manipur State unit NPF secretary Athuan Abonmai cautions.
“Had the Manipur government particularly the Home department established the real owner of the drugs seized from the Imphal Airport, things could have been improved but inspite of the public’s hue and cry, the Manipur Home department concealed the identity of drug-lord. And now the result is one Indian Army officer Col. Ajay Chowdhry was apprehended in Pallel with a huge quantity of illegal drugs followed by rounding up of a Congress MLA’s son and now the Manipur police commando team was caught by another commando team at Pallel. All those drugs in huge quantity may be worth few crores of rupees but it can destroy lakhs of human lives and ruin the entire society,” said the NPF, Manipur State.
According to Athuan Abonmai, due to inefficient dealing of the Congress government both in the state and in the Centre, Manipur is facing drug mafia war where the Manipur Home department is the main architect.
“Instead of taking action against errant security personel, state Home minister Gaikhangam used to complain against his Home department or security foreces through the media.
The Home minister’s office instead of taking the charge of administration, is now complaining against the department which he should be taking care of,” said the NPF, Manipur State.
“Does the government exist in Manipur State?,” the NPF asks while adding, “If so, by whom and for whom?”
“Now the public have to judge. The Manipur state has been converted to Drug Leibak from Sana Leibak by the Congress party. Instead of addressing the public grievances like kidnapping for ransom, rampant killing, raping of women and murder, extortions, smuggling of drugs, public security etc., the deputy chief minister who is incharge of the Home portfolio is only concentrating sending out his coterie to collect money from the poor people facing the interview in connection with the Manipur police recruitment. This is very unfortunate,” the NPF added.
NPF Manipur state demands the immediate resignation of the state Home minister on moral ground. “If not, the ‘High Command’ of the Congress party should suspend him from his post to save the society before it is too late,” the NPF, Manipur State demanded.
The Kuki Students Organisation, Chandel district (KSO-Chandel) has expressed its dismay over the rampant drug trafficking in Manipur.
“We will like to express our deep resentment over the recent trend of illicit drug trafficking incidents in the state of Manipur in which, politicians and bureaucrats seem to be the major stakeholders whereas the law enforcing agencies become the facilitators who earn a good sum of money in transporting the illicit items,” the KSO-Chandel district said.
It then expressed that the recent arrest of 11 police commando personnel at Pallel by Thoubal police commandos for trafficking drugs, estimated to worth around Rs 3,64,02,000 in international market was laudable. However, the students’ bodies strongly condemned the involvement of law enforcers especially the Moreh unit police commandos in illicit drug trafficking when they should be the ones to arrest, it added.
“Drug trafficking by the law enforcing agencies are on rampant in the state; a couple of months back, the same commandos at the same place have arrested drugs racketeers led by Colonel Ajay Choudhury, PRO, Defence Wing yet, it seems there’s nothing visible done by the authority concern to stop drug trafficking,” the Kuki students’ body said.
The KSO also said it is very unfortunate that, the law enforcers and the state government projected Chandel district especially the Moreh border town to be kind of Sadom & Gomrah (sin cities) Last year, when the state government deployed police commandos in the border town, Moreh denizens openly resisted deploying of police commandos in the town saying “enough forces, including Assam Rifles, Manipur Police and Manipur Rifles are already posted at Moreh, there is no need for police commandos.” However, the state justified on the pretext of enhancing law & order situation of the town, which is ironical to what we have witnessed today, it stated.
The KSO then said it would like to appeal the Union government to immediately intervene in tackling the menace of drugs in the state, if not controlled on time many lives would be at stake where many youths would have also fallen to the prey of drugs.
“As 90% of the illicit drugs imported into the state have been delivered, transacted and utilized in the district, KSO Chandel district pledged to exert its best effort in controlling drug trafficking in the district,” the KSO asserted.

The new spices park set up by Spices Board was commissioned in Guna, Madhya Pradesh. The new park is expected to make a clear impact on the production and processing of seed spices in nearby 11 districts covering the States of Madhya Pradesh and Rajasthan. The Union Minister of State for Power, Sri Jyotiraditya M Scinida inaugurated the park on March 16, 2013, set up in the village of Mavan in Guna which will cater to thousands of seed spices farmers in the districts of Guna, Ashok Nagar, Mandsaur, Ratlam, Rajgarh, Neemuch, Shivapuri, Morena, Sheopur in the State of Madhya Pradesh and Jhalawar and Baran districts of Rajasthan.
The Guna Park with an investment of Rs. 45 crore is the fourth in the series of Spices Parks set up by Spices Board in various spice growing regions in the country. Spice Board of India has taken steps to establish spices parks at seven locations in the country to provide scientific infrastructure facilities in order to empower the growers of spices and ensure better price realization. Three of such parks are already functioning in Chhindwara, Madhya Pradesh, Puttady, Kerala and Jodhpur Rajasthan. The park is expected to bring in prosperity to Guna and the nearby hundreds of villages where seed spices are grown.
The Spices Park at Guna will ensure that the benefit generating from the park is well distributed among the farmers, processors and other end users as well. There will be backward linkage connecting the processing centre with the farmers to strenghten the total value chain. The farmers after harvesting their raw produce can either store at the park for a very affordable rent or they can sell the produce directly to the spice processors located within the park. The middlemen will have minimum involvement ultimately benefiting farmers in the form of fair price realization. The processors will be assured of supply of good quality raw produce for further processing and value addition.
Thus the park will provide a valuable link with the farmers and will encourage them to increase area under cultivation as well as to strive more for achieving higher productivity.
The common infrastructure facilities include networks of wide roads, uninterrupted power and water, sewerage and drainage network, fire fighting system, weighing bridge, truck terminal, park administrative office, guest house, restaurant, meeting hall, bank counter besides ample opportunities and space for warehousing. Processing facilities include fill line processing for seed spices.
The projects on Spices park are primarily intended to benefit the growing community through quality improvement, grading, packing, warehousing, etc for value addition which would lead to better price realization of their produce. The exporters can also set up their unit in the Parks for processing spices under the terms and conditions of the Board.
The Spices Parks are defined as industrial parks for processing and value addition of spices and spice products which offers the processing facilities at par with international standards.
The regional crop specific spices park is a well-conceived approach to have an integrated operation for cultivation, post harvesting, processing for value addition, packaging, storage and exports of spices and spice products by meeting the quality specifications of the consuming countries.
The basic objective of the concept is to provide common infrastructure facilities for both post harvest and processing operations of spices and spice products, which also aims at backward integration by providing rural employment. All the Spices Parks will have processing facilities at par with international standards in which the products undergo cleaning, grading, sorting, grinding, packing, warehousing etc. Apart from the above facilities, the Board will develop the common infrastructure facilities like roads, water supply system, power stations, fire fighting and control systems, weighing bridges, effluent treatment plants, quality lab for checking basic parameters, bank and post office counters, restaurant, business centres, guest house etc.
Establishment of spices park in the country is a major initiative of the Government as part of its commitment that any growth in the country should be more of agriculture-specific and pro-farmers. The spices park will ensure a better pricing for the products by shortening the channels in the supply chain system currently followed locally. The facilities available in the spices park can be utilized by the farming community for primary processing for improving the quality of their product and thereby they can directly sell to the exporters. Spices park will help render educative services to the farming and trading community. It provides training programmes on Good Agricultural Practices (GAP), post harvesting operations, advanced processing practices and global food safety and quality standards and issues etc.

The Newseum at Washington, D.C., USA will honor the late journalist – Thangjam Dwijamani Singh of Imphal, Manipur during the rededication of the Journalists Memorial. The ceremony will be held on Monday, May 13, 2013 at 10:00 AM at the Journalists Memorial Gallery at the Newseum, 555 Pennsylvania Avenue N.W., Washington DC, 20001.

A letter from Cathy Trost, Vice President, Exhibits and Programs of the Newseum inviting Thangjam Babu Singh (father of Dwijamani) and his family to the ceremony at Washington DC, was handed over to Thangjam Tulchand Singh (elder brother) on April 18, 2013. Mr. Tulchand accepted the letter with gratitude, and thanked the Newseum for the invitation. The letter was handed over to the family by representatives from KanglaOnline and the Imphal Free Press.

John Powell, Exhibits Writer at the Newseum, journalists from the Imphal Free Press, and members of the KanglaOnline team have been instrumental in communications between the Newseum and Dwijamani’s family.

Dwijamani (32), a resident of Thangmeiband Sinam Leikai was killed in the line of duty on December 23, 2012 near the foothills of Cheiraoching hill, Imphal, Manipur, India; while covering an arson incident which erupted as a fall out of the Livingstone / Momoko (actress) molestation incident. He was a reporter for Prime News and Doordarshan Kendra, Imphal.

Dwijamani was covering an incident of a mob burning a truck and bravely continued recording despite police firing towards him. He sustained a bullet wound on his chest and later succumbed to his injuries at RIMS hospital. He is survived by his wife and two children – a 2-year old son and a 1-year old daughter.

The Journalists Memorial, located in the Newseum, pays tribute to reporters, photographers and broadcasters who have died reporting the news. The names of 2,156 individuals (as of 2012) from around the world are etched on the glass panels of the soaring, two-story structure.

The names of 84 journalists who died covering the news in 2012 will be added to the memorial, along with six journalists killed in previous years who were recently brought to the Newseum’s attention. The 2012 death toll of 84 is the fourth highest number of journalists killed in a single year.

IMPHAL, April 29: The 11 police personnel including a Sub Inspector and Jamadar of the Moreh commando arrested along with a huge consignment of RESPIFIED Tablets containing pseudoephedrine by a team of Thoubal commando yesterday were produced before the Chief judicial Magistrate Thoubal today under FIR number 62(4) 2013 Kakching police station under section 21/29 of the ND&PS Act and 27 Arms Act  and remanded to 8 days police custody till May 6.

A press release issued by Dr AK Jhalajit Superintendent of Police Thoubal said that yesterday Thoubal commandos conducted a search operation in front of the Pallel police station new building gate on the suspected vehicles which were plying on National highway number 2 on the Imphal-Moreh road under the supervision of Y Chandramani MPS Dy SP (operation) Thoubal and under the command of Inspector M Sudhir officer in charge commando unit, Thoubal. During the search operation, two white maruti Gypsy having occupants dressed in police uniform were seen coming from Imphal side toward Moreh at around 6 am and were stopped for checking in which course, some big bags were seen inside the vehicles in an unusual manner.

The SP press release further said that on verification it was found that the two Maruti Gypsy both in white colour belong to the Manipur Police commandos of Moreh post and the two police gypsy (one without registration) was occupied by Jamadar Heisnam Premananda, son of H Rupmohan of Iram Siphai Mamang Leikai along with five other security personal including the driver while the other police gypsy bearing registration number MN01X-3392 was occupied by SI Beishamayum Debson Singh and six security personnel. While checking the two police vehicles, one plastic gunny bag with “ Golden Singha” inscribed on it was found containing 4680 strips (ten tablets in each strips ) of Pseudoephedrine tablets marked as `Respifed`  were found inside the police vehicle occupied by SI Debson of CDO unit Imphal East and now posted at Moreh. The check on the another police vehicle occupied by Jamadar Heisnam Premananda and his police party revealed two air bags: one olive green in color with “scope” and “indiana” marked on it and
containing 5880 strips (10 Tablets in each strip) of Respifed Tablets and the other deep purple in colour with “Star Bag” marked and containing 23 plastic packets of pseudoephedrine tablets were found, out of which 10 packets contained 26400 tablets each; 12 packets containing 18000 tablets each and one packet containing 21100 tablets were found.

The official release made available to the media today said that all of the police personnel have been formally arrested along with the illegal drugs which is reportedly is worth about Rs 3,64,02,000 (Three crores, sixty four lakhs  and two thousand) in the international market.

It said that on spot questioning of the two officers- Jamadar H Premananda and SI Debson revealed that the huge consignment of the tablets concealed in the bags were handed over to them by one Md Ali, son of Md Kasim alias Abo of Lilong Leihaokhong at Khongjom Patpal Lamkhai along national Highway number 2 at around 5 am yesterday morning for transporting and delivery of the said consignment to one of his associates of Md Ali at Moreh

The 11 state police personal arrested with the drugs according to sources are: S I Beishamayum Debson son of Deben of Singjamei Bheigyabati Leikai CDO unit Imphal East now posted at Moreh; Junior Commision (JC) number 727 H Premananda son of H Rupmohan of Iram Siphai Mamang Leikai, 1st IRB attached to Thoubal commando now posted at Moreh; Constable number (C/No) 0908864 Sorensangbam Opendra Singh, son of Tomba of Kiyam Siphai Amureijam Leikai; C/No 0908519 Th Bijendro, son of Th. Jugeshor of Salungpham Mayai Leikai both of Thoubal district police attached to CDO Thoubal now posted at Moreh; CD/No 10D1289 Thanglenmang Thouthang, son of (L) Yamkhongam Touthang of Pallel H Kotlenphai Village; C/No 0915517 Maibam Henik, son of Nongthon of Naharup Mayai Leikai; C/No 0915126 Ngangom Premjit, son of Ng Khomei of Chingmeirong Mamang Leikai; C/No 0915555, Ningthoujam Surkumar son of N Gopal of Khongman Mayai Leikai all of  Imphal East district police attached to CDO Imphal East now posted at Moreh;  Rifleman number 01
2006123 Soram Ranbir of 7th Manipur Riffles attached to Imphal east CDO now posted at Moreh and Riflemen number 132001243, Ningthoujam Nilamani, son of Basanta of Phayeng Mayai Leikai.
