IMPHAL, April 29: O. Joy Singh, advisor of the Manipur People’s Party (MPP) and a  former MLA today said that democratic administration is being enforced in Manipur as part of India adopting democracy.

But it is not right that rules and regulations and actions of a Police state are being adopted in a democratic country, he continued.

“It is unfortunate that the State police force got involved in various crimes relating to drug smuggling, activities of proscribed organizations, bomb and gun smuggling, vying for contract work, kidnapping for ransom, rape etc which continues unabetted in Manipur.”

“Though there are some good, dutiful police personnel, it is necessary to cleanse the Manipur police department,”  O. Joy Singh said while addressing a press conference at the party office.

He further said that it is the weakness of the police department and the Manipur government that there are Lakhpatis/crorepatis among police personnel.

He continued the real owners of the seized drugs are concealed and not brought to book according to law.

“Will the Police department of Manipur be first cleansed as per the police commission or by setting up another commission?”, he asked while validating that a cleansing of the police systems in the state is long overdue.

At the press conference, N. Sovakiran Singh, President of MPP and Senior Member Nabashyam also spoke in connection with the issue.

IMPHAL, April 29: The CPI/MSC has applauded the police personnel team who arrested commando personnel in two vehicles led by a Sub-inspector and a Jamadar at Moreh Commando Post at Pallel yesterday by stopping and frisking them while the team was trying to smuggle drugs containing pseudo-Ephedrine. Befitting legal actions should be taken up against the police personnel who were trying to smuggle drugs,  Dr. M Nara Singh, Ex-Minister who is also Secretary of Communist Party of India/Manipur State Council said while addressing a press meet at the office of CPI/MSC at Irabot Bhavan of Imphal.

He further said he felt unhappy that some personnel among the law keeping police force of the state have committed such a crime. The identities of all the personnel involved in the drug smuggling incident should be made public and befitting legal punishments should be taken up against all the commando personnel involved in the incident, he said.

On the other hand, CPI/MSC opposed the move by the state government to extend the term of service of the Chief Secretary which is to expire and said that the party will be against the move by the Government while asserting that the Senior most IAS officers of Manipur cadre just below him in rank should be promoted to the post of Chief Secretary.

The action taken up by the Election Commission of India against the MLA who won the elections on a Congress ticket from 27-Moirang Assembly Constituency has awakened the public of Manipur, he said while adding that furnishing wrong information in an affidavit submitted to ECI is a crime punishable with six months imprisonment under section 125 (A) of the Peoples’ representation Act, 1951. Adding that `the criminal can be fined along with the imprisonment`, he said that concerned officials should extend all possible support to expedite the actions being taken up by ECI.

IMPHAL, April 29: The proscribed outfit United National Liberation Front, Manipur has claimed in a statement that yesterday’s bomb blast near the Ngariyan village along the Yairipok Andro road was an attack upon the Assam Rifles which was carried out by a small demolition group of the outfit.

The outfit has claimed that a truck of the AR was damaged in the attack and two personnel including a Subedar were injured.

While claiming that several groups of the MPA of the UNLF is spread across the state both in the hills and the valley to attack security forces, the statement has appealed to the general public to distance themselves from the security forces and not to move close to the security forces.

The statement has further said that the Indian government has distributed funds through the Manipur government officials and encouraging the formation of commando battalions in a bid to wage war amongst the people.

In such a scenario, people have forgotten that all the torture and atrocities committed on the public are by the security forces and as such people has started considering the atrocities as consequences of the revolutionary movement, it claimed.

PRESS STATEMENT

Dated Tahamzam, 28th April, 2013

We are constrained to place again on record the inaction and the communal response of the Government of Manipur(GoM) to the continued captivity of Ms. Alice Kamei, a 14 year old tribal school girl in the hands of Revolutionary Peoples Front/Peoples Liberation Army(RPF/PLA) since 10th March, 2013.

In blatant collusion with the militant group, the GoM has gone to the extent of absolving itself of its responsibilities of securing the release and safety of the girl child custody by stating that Ms Alice had joined the RPF/PLA on her own volition. By doing so, the GoM has accepted the captivity of Ms. Alice by the militant group as a normal thing. Instead of upholding the Constitution, the GoM has heaped the responsibility upon the volition of the underaged girl. It is clear that the GoM does not function under the Constitution nor with any rule of law.

We reiterate that the Government of India(GoI) must intervene immediately and vindicate its position as the custodian of the Constitution. Should the GoI also fail to intervene with action, it will be responsible for any eventuality that may arise out of this situation. The United Naga Council will not remain a silent spectator and shall be compelled to take up its own course of action should the captivity of Ms Alice be allowed to continue.

We also appeal to the Zeliangrong Youth Front(AMN), the All Zeliangrong Students’ Union(AMN) and the Zeliangrong Students’ Union Manipur to review its decision on the indefinite bandh in view of the hardship faced by the general public and in anticipation of the intervention of the GoI in the matter.

Spring

A poem by Bijayata  Akham

They say,
Once the gale blew ,
The fragrance of the flowers
Pervading ,
When the king arrived .

Blandly He was
visiting homes and hovels
to give new hopes
to the young and hoary old .

Today, the weather is hot
The wind doesn’t blow
When He comes
That   I  don’t  feel  His  coming .

And  sometimes at  sunset
I  seeing  the rows
of  herons  flying
From the Nongmaijing hill
Towards the western horizon
Pondered , how long
They will continue coming  there .
