Five crore people living in over one lakh habitations in villages in our country do not have access to safe drinking water even today. According to official figures twenty two per cent rural families have to walk for at least half a kilometer or more to fetch water (mostly it is the women who have to bear the burden). The percentage of such families is the maximum in Manipur, Tripura, Odisha, Meghalaya, Jharkhand and Madhya Pradesh. Fifteen per cent of households in villages depend on uncovered wells and other unimproved sources like rivers, springs, ponds for drinking water. Also eighty five per cent of all drinking water resources in villages are based on underground sources of water and in many of these areas water is contaminated. Only 30.80 percent of the rural population has access to tap water. In fact there are only four states which have been able to bring fifty per cent or more of the rural areas under piped water supply. Many of the states are yet to fully comply with the Supreme Court order on supply of potable water in government schools. The latest available data shows that less than the 44 per cent government schools in villages have drinking water facility. During the national consultation in Delhi held recently on the progress of national rural drinking water programmers and related issues , it was revealed that in spite of this unsatisfactory scenario with regard potable water availability in villages many of the states have failed to fully utilize the funds allocated by the centre under the various heads of NRDWP. To achieve the objective of providing drinking water facilities to all the villages, the Government is bringing about a major paradigm shift in the National Rural Drinking Water Programme in the XIIth Five Year plan period. In the backdrop of over extraction of ground water in most parts of the country, the emphasis is to shift away from ground water to surface water. The focus would be on piped water supply and minimizing the use of hand pumps. The target is to ensure individual household connections to at least 35 per cent of the population in villages by 2017 against only 13 per cent today. In order to encourage the villagers to take water connections, the Government is roping in Accredited Social Health Activists (ASHA). A recent order said the ASHAs will get an incentive of 75 rupees for motivating each of the families in villages to take individual household tap connection. The states can use the money from the support funds allocated to states under the NRDWP. The norm of 40 litres of water per capita per day( LPCD) in villages was set way back in 1972 but now under the 12th five year plan , it is being increased from 40 to 55 litres .In the 12th plan the target is to cover at least half of the population to get 55 LPCD water within in their house hold premises or within 100 meter radius. Once the states are able to increase the per capita availability of drinking water, it will help in bridging the gap to some extent between urban areas and rural areas. Under NRDWP, States have the flexibility to fix their own supply norms. The Drinking Water and Sanitation Minister Bharatsinh Solanki has urged the states to aim at 55 LPCD , this he says will enable higher level of household connections and reduce the burden on women and girls in fetching water from hand pumps and public taps as well as reducing risk of contamination. Quality of drinking water availability is a major concern in villages many parts of the country are affected by contamination of arsenic and fluoride, which are considered the most hazardous in terms of their effect on health. In the budget proposals for 2013-14 Rs 1,400 crore will be provided for the setting-up water purification plants as there are still 2,000 arsenic and 12,000 fluoride affected rural habitations in the country. Then there are contaminants like iron, salinity uranium and pesticides. The centre is assisting States affected with Chemical contamination of drinking water, and those States which have cases of Japanese and Acute Encephalitis Syndrome through a provision under the NRDWP by allocating 5% of the NRDWP funds for Improving the quality of drinking water Given the growing importance of water quality issues, under the 12th plan dedicated funding will be provided to States with quality affected habitations, over and above the normal NRDWP allocation to the State. Highest priority will be given to arsenic and fluoride affected habitations. Part of the funding would also be made available to tackle bacteriological contamination in the priority districts with high incidence of Japanese and Acute Encephalitis Syndrome as identified by the Ministry of Health and Family Welfare Unfortunately many of the states like Chhattisgarh, Gujarat, Haryana, Jammu & Kashmir, Jharkhand, Kerala, and Uttarakhand & Tripura are yet to submit proposals to get the benefit from 5% Water Quality earmarked fund. World over lack of drinking water and sanitation facilities account for over nine per cent of the diseases and more than six per cent of deaths. In our country where more than half the population resorts to open defecation, the situation is worse. It is in this scenario that major emphasis in the 12th plan is strengthening convergence between rural drinking water supply and rural sanitation by taking up villages covered with piped water supply to get Open Defecation Free status priority and vice versa.The 12th plan draft document says that all government schools and anganwadis in government or community buildings will be provided with water supply for drinking and for toilets as per relevant quality norms by convergence of NRDWP for existing schools and Sarva Shiksha Abhiyan and for new schools set up under SSA. For private schools this will be enforced the right to education provisions. All community toilets built with public funds and maintained for public use will be provided with running water supply under NRDWP. Care will be taken to ensure that minimum distance is maintained between the toilet systems and water sources, to alleviate the problem of nitrate contamination.A part of NRDWP outlay will be set aside for integrated Habitat Improvement Projects to provide housing, water and sanitation facilities in rural areas at par with urban areas. Participation of the beneficiaries especially women in drink water supply schemes is also proposed.In another initiative Solar powered pumps will be provided for implementation in remote, small habitations and those with irregular power supply by converging subsidy available under Ministry of New and Renewable Energy. Waste water treatment and recycling will also be an integral part of every water supply plan or project. India is fast becoming a water stressed country and over and above everything else there is need to generate awareness about protecting drinking water sources from contamination, regular testing of drinking water sources, conserving rainwater in tanks and ponds, water recharge and water saving devices so that everyone in the country is able to get the basic facility of drinking water. BJP has revamped its decision making body, yet it is keeping in the dark, who will be its prime ministerial candidate. No war is won without a general. Soldiers fight albeit aimlessly and their vision is short. If BJP is really serious about ushering in the party to power it should come out clean on leadership issue. The person so chosen should be acceptable to all its allies in the NDA. Telegu Desam in Andhra Pradesh ate humble pie for supporting NDA Government in the past. It is now struggling for survival. Similarly Samajwadi Party, BSP will not fall on NDA line. These political parties understand BJP is more dangerous than Congress (I). The possibility of third front coming out at such critical juncture of political parties looking for base is remote. The fight will be between Congress led group and BJP led group. In the run up to the Lok Sabha elections slated for early part of 2014, voters have started weighing the bad side and better side of all the political parties. Political parties too are in search of issues on which they can bank. Congress party in the meanwhile is thinking of going to the people by framing policies and programmes for the common masses. RTI, MGNREGA were popular policies of the Congress led Government. Food Security Bill will add a feather on the cap of the UPA II Government. Even the diehard opposition parties will not oppose this bill. Having observed the development that has taken place in the past few months one can make a logical conclusion the fight for ouster of the ruling party at the centre will be very tough. Samajwadi Party and AIADMK know that very well. Therefore the two parties despite winning elections in massive scale in the respective assembly elections do not demand conduct of early elections. The outcome of the 2014 Lok Sabha elections will be revealed by the assembly elections being held in Karnataka and other states in South.

Imphal, April 1 : A six days of film screening at the Second Imphal International Short Film Festival 2013 concluded on March 28 last with a formal function. Mohen Naorem, festival founder and Director of Imphal International Short Film Festival announced the award at the closing day. MISSED SAMONTE, a short film from Philippines won the Best Short Film. North East Indian based filmmaker Lovita J R Morang’s documentary named VIRGIN RHODODENDRON BURNT ALIVE was declared the BEST DOCUMENTARY FILM while BEST DIRECTOR Award went to Grant Orchard from USA for his Academy Award Nominated short film A MORNING STROLL.
31 films were awarded in different categories while another 15 films are selected to represent Imphal Film festival in various International Film festivals this year.
In the concluding speech, Mohen Naorem announced the possibility of granting short films by Legend Studio and making every possible way to invite independent filmmakers from the country to come and make feature films, shorts and documentaries. He also informed the filmmakers to come again in the next edition where the participating filmmakers will be given the opportunity to make regional films like Manipuri, Assamese and other languages.
The festival was organised by Legend Studio Manipur and supported by Action for Social Advancement (ASA), Manipur and Film Forum Manipur organized the 2nd Imphal International Short Film Festival 2013 with the motto “Bigger picture in shorts” at the College of Agriculture (CAU), Iroisemba on 23rd March 2013 with the opening film CELLO, a Japanese short film was shown in a pack auditorium hall of College of Agriculture, CAU, Imphal.
In what is expected to boost filmmaking in northeast region, the Legend Studio in the Manipur has decided to support independent filmmakers in making films and documentaries.
Director of the Legend Studio, Mohen Naorem, the organiser of the Imphal International Short Film Festival said this Friday while announcing the awards for the Second Imphal International Short Film Festival (IISFF), which started at the Manipur capital on March 23.
“From next time on, we are going to give opportunity to the participating filmmakers of the festival to make regional films like Manipuri, Assamese and in other languages. We are also going to provide them with some grants for the purpose,” said Naorem while adding that the move is initiated to boost regional filmmaking in the northeast.
The festival which was opened on 23rd March screened short films including silent films and films of Korea, Spain, Bangladesh, Japan, Argentina, Iran, Russia, Georgia, Marathi, USA, UK, UAE, Australia and Philippines and in languages like Urdu, Kannada, Meeteilon, Bengali, Tamil, English, Malayalam,
Altogether 80 short films like The Hell (Korean), Kanaveegal (Tamil), Illusions (Tamil), Mazhayoooppam Mayunnathu (Malayalam), She (Spanish), Corner (English), Pizzasin (Bangladeshi), The Future (Australian), June (Bengali) and Eibu Eida Thiba (Meeteilon) were screened at the festival.
Other short films like Mr Bear (USA), The Truth Behind (Silent Film), Love at First Sight (UK), Luminaris (Argentine), Once Upon a Sultan (Urdu), Rangi (Kannada), The Eyes of Miracle (Iran), 1937 (Russia), April Chill (Georgian) and Missed Samonte (Filipino) are also being showcased.
A total of 200 entries were received out of which only 150 films were shortlisted. 80 films were selected to screen to the audience. The festival is a successful event after comparing the number of entries received this time. In the first edition of Imphal International Short Film festival, only 62 films were received, out of which 15 films are foreign films, 29 are regional and 18 are Hindi films. Last time also the organiser could not make arrangement to screen the 18 Hindi short films for general public due to ban on Hindi films by some outfits.
“We are worried the second edition of the festival will be a poor performance after the banned on Hindi films screening in our festival. However, this time also we received 24 Hindi films which is much higher than the last edition.” Mohen said.
Last time only 6 filmmakers attended the event, this time 15 filmmakers attended the event which is a good sign of success and few of them are returning filmmakers from the last edition.

New Delhi, Apr. 1 (ANI): Bangladesh Army Chief, General Iqbal Karim Bhuiyan, arrived here on Monday with an aim to enhance military ties between the two neighbouring countries.
General Bhuiyan, who is on a four-day visit to India, was accorded a warm welcome by the Indian army officers on his arrival here. General Bhuiyan is slated to hold talks with Defence Minister A.K. Antony, National Security Advisor Shivshankar Menon, IAF chief Air Chief Marshal NAK Browne, Army chief General Bikram Singh and Navy chief Admiral D.K. Joshi.
Last month, security forces of India and Bangladesh attended the Director General-level talks in New Delhi and discussed border issues, including fencing, illegal movement of criminals and smuggling.
India and Bangladesh had earlier in January signed two landmark agreements to extradite criminals and terrorists and liberalise the visa regime.
Furthermore, traditional economic and cultural links between India and Bangladesh have been greatly enhanced with Prime Minister of Bangladesh, Sheikh Hasina, visiting India in January 2010 followed by a return visit by Prime Minister Dr. Manmohan Singh in September 2011.

New Delhi: The Delhi police on Monday announced that they have arrested four people in connection with the murder of Bahujan Samaj Party leader and business tycoon Deepak Bhardwaj in his south Delhi farmhouse.
Addressing a press conference, Deputy Commissioner of Police (South) Chhaya Sharma said that two shooters – Purushottam Rana alias Monu, Sunil Mann alias Sonu – car owner Rakesh alias Bhola, and Amit, the driver of the car, have been arrested.
On the basis of the information provided by Rakesh, the owner of the grey-coloured Skoda Laura car used in the sensational murder, Amit was arrested, said Sharma.
The DCP (South), however, refused to reveal any more details in connection with the case, saying information on motive as well as conspirator will be provided as the investigation proceeds.
Earlier in the day, Purushottam was apprehended from outside Patiala House court complex this morning but his accomplice, Sunil Mann, managed to evade the waiting police and entered a court room but the judge refused to hear the matter and handed him over to the police.
Meanwhile, media reports have quoted police sources as saying that Bhardwaj’s wife, Ramesh Kumari, and his sons, Hitesh and Nitesh, could be behind the murder of the BSP leader.
The trio have been interrogated by police.
Police sources said they had a tip off about the possible surrender but they could manage to catch Rana only.
At Patiala House court complex, Mann managed to enter Metropolitan Magistrate Prashant Sharma’s court to surrender but the judge refused to hear the matter and directed the Delhi Police Crime Branch officials, who were present there, to take the accused out of the court room. The magistrate was angry with the conduct of the persons who were accompanying Mann and said he would not hear the matter today.
“Is this the way you behave in court room? Don’t you know that the accused is charged in a murder case under Section 302 IPC? I will not take up the matter today. Take the accused out of the court room,” the magistrate said.
As the police officials took the accused outside the court room, a ruckus was created by the persons who were accompanying Mann and the police had to struggle to put him inside their vehicle.
The police had issued lookout circulars against the two suspected shooters– Rana and Mann.
Bharadwaj, the richest candidate in the 2009 Lok Sabha polls from Delhi with declared assets of over Rs 600 crore, was shot dead on March 26 at around 9 am by unidentified men in his 35-acre farmhouse in south Delhi’s Rajokri. A post-mortem examination report revealed Bharadwaj had been shot thrice — once in his head and twice in his chest. The killers entered the farmhouse on the pretext of meeting Bharadwaj to book a marriage venue in the farmhouse complex

New Delhi, Apr 1 (ANI):In what could be termed a victory for those lobbying for less expensive foreign-manufactured drugs in India, and probably in other parts of the world, the Supreme Court on Monday dismissed Swiss pharma giant Novartis AG’s plea for getting its blood cancer drug Glivec patented in India.
While rejecting the Swiss pharma giant’s claims, the apex court said patents would be granted only for genuine inventions.
The landmark court ruling has broad consequences for the ability of global drugmakers, to sell lucrative patented medicines in the country.
Novartis has been fighting since 2006 to win a patent for Glivec, which many oncologists view as a major advance in treating chronic myeloid leukemia, which kills 80-90 percent of sufferers, and some gastrointestinal cancers.
Novartis approached the apex court challenging the order of Chennai-based Intellectual Property Appellate Board (IPAB), which rejected its appeal against patent department’s decision on Glivec.
The Controller General of Patent and Design had denied patent to Glivec on several grounds including its alleged failure to meet stipulations under sections 3(d) and 3(b) of the Indian Patent Law.
Some Indian pharmaceutical companies and social organisations had also approached the apex court against Novartis claiming that the multinational company is making an attempt to evergreen its patent right.

New Delhi, Apr. 1 (ANI): As Arvind Kejriwal’s indefinite fast against “inflated” power bills entered the tenth day on Monday, his Aam Aadmi Party said it will today deliver over 6.38 lakh letters it collected from Delhiites to chief minister Sheila Dikshit urging her to cut power tariff.
In a statement, AAP said a total of 6,38,707 letters were signed by Delhiites till Saturday night and they will be submitted to Dikshit on Monday.
The party also alleged that the price of electricity and water had increased many folds in the capital due to corruption.
“As the number of Delhiites, who have decided not to pay their bills, swells day by day, the ball is in the court of Sheila Dikshit now. Would she listen to the voice of people who have elected her to power or continue to support private companies?” the statement said.
Kejriwal had earlier said the lives of the common man have become miserable due to the rampant corruption.
“The price of electricity and water has been increased in Delhi only because of the corruption. The government was repeatedly told to do something in this regard, but it is grossed deep in corruption,” he added.
Recalling Father of the Nation Mahatma Gandhi, Kejriwal said that his fast is aimed at uniting the citizens of the national capital so that they stand together and oppose the anti-people policies of the Delhi Government.

Kejriwal accused Sheila Dikshit-led Congress Government in Delhi of working hand in glove with the power distributing companies.
“The increase in the tariffs of electricity and water was due to corruption and the documents have already been presented in the public domain. Sheila Dikshit has nexus with electricity and water companies and it has been proved earlier also in front of the public,” said Kejriwal.
“Now the problem is that, Dikshit is claiming that the companies have incurred loss of rupees 20,000 crores within two years and this entire loss is a hoax,” he added.

Akhlas Khan (20) Sangaiyumpham part one at present staying at Imphal west commando complex, Sarangthem Tomba (32) Yairipok at present staying near DC office, Thoubal.
13 two wheelers were recovered from their possession.
Meanwhile a youth was killed in a road accident on the third day of Yaoshang. The victim was identified as Konjengbam Ibomcha (42) Moirang Thana at present staying at Singjamei chinga Makha.
In another incident local people arrested a woman while trying to carry to carry a dead child in her bag on March 27.
The accused was identified as Saikhom (o) Tharo Devi (32) Mayang Imphal. Thana Maning Leikai. The Woman had two daughters and a son earlier. Her husband Joy ended his life by hanging self five years back. Local People noticed changes in her body although she is a widow. She was caught with a dead child in her bag on March 27.

Agitating North-East students turn violent due to callous approach of DU authorities.

The protesters block Ramjas Chowk and break the gate of Proctor’s Office during the agitation against imposition of compulsory language.

The North-East Forum for International Solidarity (NEFIS) has been running a campaign to oppose the imposition of Hindi/MILs (Modern Indian Languages) on the students of ‘north-east’ from the next academic session. The compulsory language course is part of the foundational course of the four year undergraduate program. NEFIS along with individuals and other organizations like MASAD has already held two protests, the first on 22nd March when a memorandum was submitted, and the second on 25th of March when we again approached the Delhi University (DU) authorities to seek a response from them. Since no response was forthcoming, today NEFIS again organized a massive demonstration in the University which blocked Ramjas Chowk and then also broke the barricade outside Dean/Proctor Office. This being an issue that concerns all the students from the North-East and from other marginalized communities of our country; NEFIS took the initiative to organize a joint protest of students from all these different communities, especially those from the North-East.

We gathered at 2:00pm at the Vivekanand Statue, Faculty of Arts, Delhi University and held a public meeting. Speakers from various different communities of the North-East spoke to the gathering and condemned the chauvinist tendency of the University administration. This was followed by sloganeering and a procession which was taken out throughout the campus. The procession of enraged students blocked the Ramjas Chowk for nearly half an hour before proceeding towards the Proctor’s Office. On reaching the main gate of the Dean Students’ Welfare/Proctor’s Office, the students found that it had been barricaded by the University’s private security and the local police. Even after hours of sloganeering nobody from the administration came to talk to us. This cavalier attitude displayed by the administration enraged the crowd which then broke the gate and rushed to the Dean’s office. Rather than understanding the anxiety of the students, the authorities instructed their private security to manhandle the students, including women students. Some men students were even boxed by the security guards. Shockingly, sexist abuses were hurled at the students as they approached the Proctor Office after crossing the barricade.

The enraged students went onto burn a copy of the proposed syllabus that is going to be introduced in the next academic session. This was followed by a public meeting in which it was collectively decided that we would stage our next protest at the HRD ministry; the date for which would be decided in the next meeting.

In the coming academic year, Delhi University’s administration is going to introduce a new syllabus according to which it would become compulsory for students of all courses to do a foundational course during the first year of their graduation. In this foundation course they would be required to opt for a language which would either be Hindi or one of the Modern Indian languages (MILs). It is our opinion that the compulsory imposition of Hindi and other MILs would cause immense hardships for the students who belong to communities that speak neither Hindi nor one of the MILs.  There would be problems even for the communities that speak MILs like Manipuri, Assamese etc. because the infrastructure and faculty strength for these languages is too small to be able to cover the whole of university.  This step amounts to nothing less than cultural chauvinism on part of the university administration directed against the communities from the North-East because most of them are not adept in any of the languages of the mainland India. The new syllabus, if it is allowed to come into force, would put the students of the North-East under serious disadvantage vis-à-vis students of rest of the country. This gross neglect of the special needs of the students of the North-East is not a new thing. It is our observation that in the framing of university polices the interests of the students from the North-East is always neglected. It is for this reason that we made this fresh instance of bias an occasion for us to rise above community lines and put forward a united protest to safeguard our common interests.
