Imphal, May 31 : A tree plantation drive was organized by HQ 10 Sector Assam Rifles and its under command units on 31 May 13 in Ukhrul District as part of forest & soil conservation. The arboriculture activity received an overwhelming response from Ex Service Men, villagers, school children and families who participated in large numbers to plant the saplings in the area. The plantation drive aimed to achieve a clean and green environment.
The event started with an address to all the denizens from the local area who participated with full zeal and enthusiasm and vowed to plant more trees in the coming future as they understood the importance of tree in day to day life and the contribution that trees make to everyone’s life. The participants of the Tree Plantation included folks of all age group and the students of different schools.The event included plantation of 3000 saplings of fruit bearing and ornamental trees in the Sector HQ, Battalion HQs and COBs. Assam Rifles vowed to continue this effort and further plant saplings in the monsoon and every year.
15 Assam Rifles under the aegis of HQ 9 sector Assam Rifles as part of HQ IGAR (S) organised awareness programme on Anti Tobacco Day on 31st May 2013 at Chandrakhong. A health lecture encompassing the harmful effects of tobacco was taken by medical officers. In another endeavour of reaching out to the local populace, medical team of 6 DOGRA under 26 Sector AR and HQ IGAR(South) performed a life saving treatment on a seriously injured accident victim. The incident took place in a remote village, Phasainjang of Khengjoi Block, in which Ms Kimboi, a 17 yrs old girl was seriously injured. Brought to unit MI Room at Phaisanjang in a state of altered consciousness, she was admininstered treatment by medical officer of 6 DOGRA resulting in her condition becoming stable. The timely medical attention, relentless medical support by the medical team of 6 DOGRA has been highly appreciated by the locals along the border area.
Students of Assam Rifles Public School (ARPS) have yet again proved their mettle in the present competitive academic scenario. With the 10th standard Board results being declared on 30 May 2013, not only did everyone breathe a sigh of relief, but the school witnessed a 100% result too. Miss Sharvari Vijay Ranade topped the charts scoring 95% followed by local Manipuri lads Master Seilenthang Lupho scoring 93.10 % and Master Ytelheiba Singh with 91.20%. This sterling success can be accredited to the utmost hard work and sincerity by the students and at the same time also goes to prove the high standards of education being meted out to the future of the nation. Maj Gen UK Gurung, AVSM, YSM, IG AR (South) congratulated the students and management, staff on this momentous occasion and wished the students a very bright career and greater triumphs in all their future endeavours.

New Delhi, May 31: The Central Bureau of Investigation has filed a chargesheet against five accused persons (four residents of Balipur & one of Katra Vihar) of District Pratapgarh(U.P) for their role in the conspiracy & alleged murder of Nanhe Yadav then Pradhan of Balipur District Pratapgarh and recovery of illegal weapons.
The investigation revealed that rivalry between the deceased & the accused for dominance in village politics and a land dispute between the deceased & accused persons, were the reasons behind the killing.
CBI had registered four cases relating to murder of three persons, including ShriZiaulHaque, Deputy Superintendent of Police of Uttar Pradesh and two other persons, namely ShriNanheYadav& his brother Shri Suresh Yadav, both of District Pratapgarh (UP) in separate incidents on 02.03.2013 on the request of UP Govt and after Notification by Govt of India. CBI has taken of the investigation of these cases which were earlier registered by Uttar Pradesh.
Further investigation is continued U/s 173 (8) Cr.P.C. in the case.
The public is reminded that the above findings are based on the investigation done by CBI and evidence collected by it. Under the Indian Law, the accused are presumed to be innocent till their guilt is finally established after a fair trial.

IMPHAL, May 31 NNN:Elaborate security has been beefed up in Manipur after the Joint Committee on Inner Line Permit System (JCILPS) taking up radical movement barring non-locals from coming to Manipur from June 1. Manipur Home minister Gaikhangam told reporters this evening that security measures have been tightened and all the police stations in the state have been alerted so as to thwart any activity that may invite problem. The Home minister then appeals the JCILPS not to take law into their hands.
“Let us go together to Delhi and press the Centre for the implementation of the Inner Line Permit system in Manipur,” said the Manipur Home minister.
He then said the state government had already taken a Cabinet decision in this regard and had put before the Centre urging it to implement the ILP system in Manipur.
Meanwhile, the students’ wing of JCILPS appealed the non-locals (people from mainland India) not to enter Manipur during its agitation.
“We will fully endorse the JCILPS movement,” said the student wing leader Angamba Meitei. From June 1 no non-locals will be allowed to enter Manipur either by surface transport or by air and this agitation will continue for 5 days. From June 6 till June 10 movements of non-locals in streets and neighbourhood in Manipur will be restricted.
Non-locals here means the people from mainland India.
With the dateline of the ultimatum given to Manipur Government to clear its stance on introduction of Inner Line Permit system in the state is ending, Joint Committee on Inner Line Permit System (JCILPS) has on Thursday decided to go ahead with its earlier decision to forbid visiting of non-locals to the state from June 1-5 and disallow outsiders to enter into the lanes and neighbourhoods within Manipur from June 6-10.
Representatives of Joint Committee on Inner Line Permit System met the Chief Minister, the Chief Secretary and other Cabinet ministers on May 20 during which it had discussed seriously about the ultimatum served to the Government regarding its stance on implementation of ILP system in the state, the committee’s convenor Sapamcha Jadumani told reporters here.
He said that during the meeting the Government side called for withdrawal of the committee’s decision to ban coming of non-Manipuris to the state.
Jadumani lashed out at the Chief Minister O Ibobi Singh for allegedly being double standard and accused the Ibobi led Congress Government of ignoring the resolution of the state assembly with regard to introduction of the ILP system under Bengal Eastern Frontier Regulations, 1873.
“Ibobi says he wants to implement ILP system in Manipur and at the same time he says the system will be demanded by other states and India may breakup if it is introduced in the state. This clearly indicates his Government is not willing to introduce the system in Manipur,” he said.
He alleged that the Chief Minister wants Manipur to be died out in order to save India and his remarks on ILP introduction shows that he is an anti-Manipuri. The design to convert Manipur a ‘hybrid state’ is never right and the integrity of the nation can only be protected only when there is ILP system, Jadumani affirmed.

Television and Films are the most popular medium of entertainment and information dissemination. In both, rural and urban India the impact created by cinema and television programmes on public mind is massive and ineffaceable in many respects. Fashions and life-styles shown in films become popular overnight. Exposure to smoking in movies promotes tobacco as normal and associates it with style and glamour.
A qualitative analysis of TV and Film contents shows that movies are an obsession. India produces more than 900 films a year in different languages watched by over 188 million viewers every year. Satellite television has increased the outreach to a much larger audience. There are dozens of movie channels that telecast movies round the clock. The entertainment channels also show movies and reach 60-70% of the cable and satellite audience. Films and film-based programmes account for 25% to 30% of programming content and are the key viewership drivers for all general entertainment channels.
It is pointed out by many scientific studies that the electronic images depicting smoking and tobacco use promotes the harmful and deleterious habit of smoking among youngsters, who happen to be the most vulnerable segment of the society. The role of motion pictures in promoting tobacco has been clearly reflected in many studies. Since in India and other such underdeveloped countries the literacy rate is too low so for most of these people, what is seen is often believed and followed. Hence, mass media and movies are an unfortunate but very powerful tool in the hands of tobacco companies.
The instances of females consuming tobacco in movies has also increased in India pointing towards a specific market expansion strategy by tobacco companies using movies as a vehicle. Studies suggest that the tobacco companies specifically position their products to attract female smokers from all segments, strata and age groups of society. The tobacco companies’ communications targeting females is carefully designed for younger women stressing on female camaraderie, self confidence, freedom, and independence; cigarette brands for older women are tailored to address the needs for pleasure, relaxation, social acceptability, and escape from daily stresses. In many movies, the female leads are shown smoking in style, which is seen emulating by many young girls. Beauty, success, emotional and physical toughness, independence and rebelliousness have often been associated with female smoking. In many instances even the cigarette brand has been deliberately shown at the subliminal level.
A survey depicts that seventy nine of the hundred and ten movies analyzed, presented smoking or tobacco with glamour and style. A sizeable number of movies related tobacco with stressful situation and thereby projecting tobacco as a panacea to all kinds of stress and tension. The false association of tobacco as a stress reliever has been created in sixty one of the hundred and ten movies analyzed. The association of tobacco with stress is factually and scientifically incorrect. There are no medical studies to even point that tobacco reduces stress. The association of tobacco with stress only promotes the tobacco industry marketing theme that smoking/tobacco reduces stress. It’s a scientific fact that tobacco is the major cause of hypertension and increased the chances of an infraction many folds.
False association of tobacco and smoking with glamour, bravery, success, stress etc. needs to put to an end immediately if the tobacco control efforts have to succeed and if millions of lives are to be saved.
The promotion of harmful substances like tobacco through mass media is undeniably against the established research of science’ against the direction provided by the Indian constitution and has the regrettable ability to degenerate the young people and hence the future of India and any civilization of the world.
In conclusion, the role of TV and movies as vehicles for promoting tobacco use has become even more important to be checked as other forms of tobacco promotion are constrained. This investment is part of a wider and more complex marketing strategy to support pro-tobacco social norms, including product placement in mass media, sponsorship and other modalities. Not only the tobacco traders but many of the film producers, directors and actors have also opposed ban on screening tobacco in films.
New Notification for Movies, TV Programmes Displaying Tobacco Products
With effect from 14.11.2011

In 2003, WHO conducted a study on the portrayal of tobacco in Indian cinema and its impact on youth audience before implementation of the Cigarettes and other Tobacco Products (Prohibition of Advertisement and Regulation of Trade and Commerce, Production, Supply and Distribution) Act, (COTPA) in 2003. Further in 2004 (post COTPA ), a second study titled on “Tobacco In Movies and Impact on Youth” documented changes in Bollywood’s tobacco imagery. This research found the following:

The Government had enacted the COTPA with the objective to protect the present and future generation from the adverse effects of tobacco usage and second hand smoke, through imposing progressive restriction.
As per Section – 5 of the Act, all forms of advertisement (direct, indirect/surrogate) promotion and sponsorship of tobacco products is prohibited. However, it was observed that when the advertising, promotion and sponsorship ban went into force, tobacco companies developed new marketing strategies to circumvent the law through depiction of tobacco use scenes and brand placement of tobacco products in movies.
The Ministry of Health and Family Welfare (MoHFW) has notified the rules for Cigarettes and other Tobacco Products (Prohibition of Advertisement and Regulation of Trade and Commerce, Production, Supply and Distribution) [second amendment rules] 2011. The rules were notified after consultation and taking into account the views of Ministry of Information and Broadcasting to make it more practical and implementable.

As per the Rules, all the old movies and TV programmes i.e. produced before the 14th November, 2011 displaying tobacco products or its use would have to mandatorily display:-
a. anti-tobacco health spots or messages of minimum thirty seconds duration each at the beginning and middle of the film or the television programme.
b. anti-tobacco health warning as a prominent scroll at the bottom of the screen during the period of such display.
And such programmes will be telecasted at such timings that are likely to have least viewership of minors.
For new films and TV programmes a strong editorial justification for display of tobacco products or their use shall be given to Central Board of Film Certification (CBFC) along with UA certification, and it will be accompanied by the following:
a. A disclaimer, of minimum twenty seconds duration, by the concerned actor regarding the ill- effects of the use of such products, in the beginning and middle of the film or television programme;
b. anti-tobacco health spots or messages, of minimum thirty-second duration each at the beginning and interval of the film or the television programme;

c. anti-tobacco health warning as a prominent scroll at the bottom of the screen during the period of such display;
There will be a representative of MoHFW in the CBFC.
In order to restrict blatant display of tobacco brands in old films and TV programmes these rules make it mandatory to crop /mask display of brands of cigarettes or any other tobacco product or any forms of product placement, close-ups and for new films and TV programmes such scenes should be edited/blurred by the producer prior to screening. The ban is on display of tobacco product or its usage also.

IMPHAL, May 31 NNN: Police today raided a house in Imphal and seized large quantity of goods items that belonged to driver Kumud Ali who was kidnapped and killed before hijacking his goods-laden vehicle by five miscreants from Sekmai bazaar on May 9.
A combined team of police jointly led by Lamphel Police Sub-Divisional Police Officer, Kashar and Sekmai Police Officer-in-charge, Premjit raided the house of one Md Nasir aged 40 of Hapta Golapati Tenki Makhong around 3:30 pm and recovered the goods items packed in cartons.
However, no arrest was made during the raid as the police reports said that the goods were deposited in a rented godown belonging to Nasir by one of the accused in the kidnapping and killing of Kumud Alia aged 22 and later hijacking of his truck case.
The accused named Sanayaima took the godown on rent from the owner and he left the items there on May 10, according to police.
Five miscreants including Sanayaima kidnapped the truck driver Ali, son of Md Mojid Ali of Dikhujali village, Assam from the Sekmai bazaar along with his truck and killed him before hijacking his vehicle.
Imphal West District Police had claimed to have cracked the case of kidnapping and killing of truck driver Kumud Ali of Dikhujuli village with the police arresting the main accused on May 29.
Md Amir Khan aged 22 of Litanpokpi involved in the kidnapping and killing of the truck driver Kumud Ali and later hijacking of the truck owned by the victim, was arrested by the police and also recovered the hijacked vehicle, Superintendent of Police, Imphal West District Police, had said.
Md Amir Khan of Litanpokpi, Md Rajak Ali of Keibung Mayai Leikai, Md Sana of Kwakta Ward Number-3 and Md Sanayai, also from Keibung Mayai Leikai are co-accused in the case however they are absconding.

The 1st North East India top of World Mt. Everest Expedition was funded by Government of India and Government of Manipur and implemented by Manipur Mountaineering and Trekking Association, Manipur.
The expedition was flagged off by the President of India, Shri Pranab Mukherjee on 20th March 2013 from Rashtrapati Bhawan, New Delhi. The Expedition is first of its kind wherein the climbers are exclusively from the North Eastern States of Manipur. 11 enthusiast mountaineers from the team successfully summitted the Mt. Everest in between 17th to 24th May 2013. The Expedition was successful in setting up many records for the country. The records include the First mother of two who scaled the Mt. Everest for the third time, the youngest Indian Mountaineers to scale Mt. Everest.
