IMPHAL, Sept 15 NNN : The Naga Peoples’ Front (NPF), Manipur State unit has said that Manipur Chief Minister O Ibobi Singh should be held responsible for the September 13 bomb blast where nine labourers got killed and scores injured while alleging that the involvement of Manipur police commandos in that blast could not be ruled out.
Two days after the blast where nine labourers working in putting drain slabs in the heart of Imphal engaged by Kolkata based Simplex Projects Limited were killed, the NPF said the attack on the innocent people such as the poor labourers should be condemned by all. It also said the blast on Friday evening happened in a tight security zone which would not be possible without the involvement of the security force personnel.
There has not been a single case where the state security force personnel have not involved with regard to cases of murder, rape, drug smuggling and even to petty matters such as lifting of vehicles, alleged the NPF.
“The Congress government under the leadership of Shri O Ibobi Singh has failed in all fronts and now instead of continuing in the chair the chief minister should resign immediately so as to halt further loss of lives,” NPF general secretary Athuan Abonmai demanded. The NPF leader said due to inefficiency and weakness of the state government under the leadership of Ibobi Singh, scores of lives have lost and will continue to lose. “So in order to have a secured atmosphere in the state the chief minister should first resign on moral ground,” Athuan Abonmai further demanded.
According to the NPF leader, grenades have become as cheap as crackers in its availability in Manipur used by children during festivities. “In the face of this the Congress government is talking tall saying it had done enough for the people and the state. “How can the state government able to claim such things.
The people are not blind and deaf,” Athuan Abonmai stated adding that the Congress government has failed in developmental front and also in law and order side. “The chief minister should not remain jubilant while distributing ex-gratia to the victims’ families,” the NPF leader said.
It then said that the Congress led government under the leadership of Ibobi Singh is pre-occupied only with the thought to practice corruption and nothing else.

IMPHAL, Sept 15 NNN: The government of India had dispatched a missive to the government of Myanmar to amicably settle the border dispute between the two countrires.
This was disclosed by Manipur Deputy Chief Minister Gaikhangam today who along with the state chief minister yesterday after meeting the central leaders on the issue.
“We are now waiting the response from the government of Myanmar,” the Manipur deputy chief minister said.
On the Friday blast incident where nine labourers got killed, the Manipur deputy chief minister who also holds the home portfolio said the purpose of such dastardly act is not known.
Visiting the injured persons at Shija Hospitals and Research Institute in Imphal this afternoon, Gaikhangam said, “Even lions hunt its prey only when it is hungry which indicates that the animal act with a purpose but the killing of nine labourers is purposeless.”
On the Senapati district census controversy, the deputy chief minister said it is a long term task and a serious matter. “We hope that the officials working on it will bring solution soon,” Gaikhangam.

IMPHAL, Sept 15 MNS NNN : All non-Congress political parties in Manipur have decided to organised a rally on September 23 against the faulty border fencing work in the Indo-Myanmar border.Convenor of the ‘All non-Congress political parties M Tombi said they had taken this decision yesterday in their meeting.
According to M Tombi, after the rally they will submit a memorandum to the Governor detailing the exact boundary line of the Indo-Myanmar border from Churachandpur district to Ukhrul district. “We will support our claim by submitting the relevant documents along with the memorandum,” said M Tombi while addressing the media today.
Tombi then said the non-Congress political parties have decided to organise the rally as the issue of border fencing in the Indo-Myanmar border is getting more and more serious on every passing day.
Regarding the Friday evening blast where nine labourers were killed, M Tombi sarcastically said that the law is with the government where as the order is with the militants. “How can you run the government like this?” asked M Tombi. He then said in their meeting yesterday, the non-Congress political parties strongly condemned the Friday blast incident and condoled the bereaved families. “The Congress led government has failed to protect the people,” said M Tombi.
Meanwhile, lauding the decision on the Delhi gang-rape case, M Tombi said,” That decision to award death penalties to the rapists is cent per cent correct.” He then suggested that such death penalties should also be given to rapists in Manipur too.
Coming to a recent case where a school teacher from Manipur had failed to claim the prestigious National Teacher Award 2013 due to the laxity of the state Government, Tombi demanded that the state education department, its minister and officials should be pulled up.
Koijam Tolendro, who is 51-year-old, is a senior graduate teacher at Prajja High School, Lamshang in Imphal West district and a resident of Lamshang bazaar. He was one of the two selected teachers from Manipur who was to honour by the President by conferring the award on Teacher’s Day, September 5 in New Delhi.
Meanwhile, regarding the proposed September 23 rally, M Tombi informed that the people will assemble at 8 am at THAU Ground, Imphal and then proceed to Kangla Pat road and to Raj Bhavan where a memorandum will be submitted to the Governor.

India is a democratic country where people of all community live in peace and harmony. All major religions of the world are found in India. As such, Hindus are the majority community and the minority community includes Muslims, Sikhs, Christians, Buddhists and Zoroastrians (Parsis) as notified under the National Commission for Minorities Act, 1992.
Minorities are playing a very vital role in India’s political and social upliftment, contributing significantly in the development of our country. Governments from time to time have formulated programmes and schemes for socio-economic upliftment of minorities.
For this purpose Government of India created the Ministry of Minority Affairs, which aims at empowering the minority communities and creating an enabling environment for strengthening the multi-racial, multi-ethnic, multi-cultural, multi-lingual and multi-religious character of our nation. It also aims at improving the socio-economic conditions of the minority communities through affirmative action and inclusive development, so that every citizen has equal opportunity to participate actively in building a vibrant nation.
To facilitate an equitable share for minority communities in education, employment, economic activities and to ensure their upliftment, Prime Minister’s New 15-Point Programme for the Welfare of Minorities was announced in June, 2006. It provides programme specific interventions with definite goals which are to be achieved in a time bound manner. The objectives of the programme are: (a) Enhancing opportunities for education; (b) Ensuring an equitable share for minorities in economic activities and employment through existing and new schemes, enhanced credit support for self-employment and recruitment to State and Central Government jobs; (c) Improving the conditions of living of minorities by ensuring an appropriate share for them in infrastructure development schemes; and (d) Prevention and control of communal disharmony and violence.
An important aim of the programme has been to ensure that the benefits of various government schemes for the underprivileged reach the disadvantaged sections of the minority communities. In order to ensure that the benefits of these schemes flow equitably to the minorities, the programme envisages location of a certain proportion of development projects in minority concentration areas. The schemes included in the New 15-Point Programme are as under;
Integrated Child Development Services (ICDS) Scheme by providing services through Anganwadi Centres {Ministry of Women & Child Development}.Sarva Shiksha Abhiyan (SSA) and Kasturba Gandhi Balika Vidyalaya Scheme (KGBV) {Ministry of Human Resources Development} Aajeevika{Ministry of Rural Development} Swarnajayanti Shahari Rojgar Yojana (SJSRY) {Ministry of Housing & Urban Poverty Alleviation}Upgradation of Industrial Training Institutes (ITIs) {Ministry of Labour & Employment}Bank credit under priority sector lending {Department of Financial Services}Indira Awas Yojana (IAY) {Ministry of Rural Development}
Also acting on the Sachar Committee report, the Government has initiated several measures as:
Universalization of access to quality education at secondary stage called Rashtriya Madhyamik Shiksha Abhiyan (RMSA).
One model college each would be set up in 374 educationally backward districts (EBDs) of the country.
Of 374 EBDs, 67 are among identified minority concentration districts.
Preference to be given by the University Grants Commission for provision of girls’ hostels in universities and colleges in the areas where there is concentration of minorities especially Muslims.Area Intensive & Madarsa Modernisation Programme has been revised and bifurcated into two schemes.
(a) Scheme for Providing Quality Education in Madarsas (SPQEM). It was attractive provision for better teachers’ salary, increased assistance for books, teaching aids and computers and introduction of vocational subjects, etc and the other scheme which provides financial assistance for Infrastructure Development of Private aided/unaided Minority Institutes (IDMI).
Academies for professional development of Urdu medium teachers have been set up at three Central Universities namely, Aligarh Muslim University (AMU), Jamia Milia Islamia University (JMIU), New Delhi and Maulana Azad National Urdu University (MAANU), Hyderabad.
Also, the Government has launched the Multi-sectoral Development Programme (MsDP) in 2008-09.
The programme aims at improving the socio-economic and basic amenity facilities for improving the quality of life of the people and reducing imbalances in the Minority Concentration Districts (MCDs).
Identified ‘development deficits’ are addressed through a district specific plan for provision of better infrastructure for school and secondary education, sanitation, pucca housing, drinking water and electricity supply, besides beneficiary oriented schemes for creating income generating activities.
Absolutely critical infrastructure linkages like connecting roads, basic health infrastructure, ICDS centers, skill development and marketing facilities required for improving living conditions and income generating activities and catalyzing the growth process are eligible for inclusion in the plan.
The Ministry of Minority Affairs is also providing several scholarships to the minority communities to empower them educationally and socially across the country. These include: (a) The Pre-matric scholarship scheme. (b) Post-matric scholarship scheme. (c) The Merit-cum-Means Scholarship Scheme. (d) The Maulana Azad National Fellowship (MANF). (e) The Free Coaching and Allied Scheme.
(f) Leadership Development of Minority Women scheme. (g) Grant In Aid Scheme to State Channelising agencies of National Minorities Development & Finance Corporation.
In this way the Government is making every effort for upliftment of minorities so that they can stand with others side by side in all spheres of life.

The top leadership of the BJP minus LK Advani, who brought up BJP from mere two in 1984 to 186 in 2001 has been, guided by a false notion that with Narendra at the helm of affairs BJP will be to cling to power at the centre. That will be proved wrong. A country having 1.25 billion people cannot be ruled by a party, which believes in one philosophy. Advani understands all that is sweeping in the minds of the voters. The others in BJP do not. BJP will do better with Advani at the helm of affairs. He was right when he said the projection of leadership should be done after the end of the state assembly elections in five states including Mizoram. Moreover the ruling party is not declaring its prime ministerial candidate. Will Modi stop campaigning for the party if he is not given what he wants? His action and belief are tantamount to what we call dictatorial way of functioning. BJP leaderships did not attempt to weigh the mood of the voters when it declared Modi as its prime Ministerial candidate. Frankly speaking BJP will be reduced to where it belongs after the projection of NAMO as the prime ministerial candidate. After all where lies the necessity for projection of prime ministerial candidate, when the candidate for top executive post is to be decided by the elected representatives. Advani is questioning with his stand on leadership if the party suffers colossal loss in the five states, where elections are due, after the projection of Modi as the prime ministerial candidate.. Cautious move is required. Jumpy decision makes no gain. The importance of a political party is enhanced when it works in keeping with the interest of the masses. Every single voter understands that the problems confronting the country cannot be solved by a single party that rules the country. Aspirations of the masses are rising high. Every single state will want the problems confronting them to be treated on priority basis. Tamils want their problems to be considered; similarly the other states have similar demand. Nagas want their problems considered by the Union Government. Manipur too has vast problems which require attention of the Union Government. Will BJP be able to take care of all these if they remain concerning Hindutva. Hence the observation that no matter whether Modi is declared for the top position or not the voters mind will not change. The party that declared prime ministerial candidate will suffer colossal loss after the 2014 elections.
