IMPHAL, November 4: Altogether 13 havildars of the Manipur Rifles/ Indian Reserved Battalion and Constable Radio Telephone Operators, Manipur were recruited against the available reservation for sportspersons during the recruitment DPC which was declared in 2011, claimed an RTI activist during a press conference.

Speaking to media persons, the RTI activist Ayekpam Keshorjit Singh of Haobam Marak Irom Leikai divulged that it was learnt from replies to multiple RTI applications he had filed on January 1, 2012 and September 24, 2012.

He said the 13 of the 20 selected candidates on sports quota had submitted fake and unrecognized sports certificates during the DPC.

He stated that nine candidates who had submitted fake and unrecognized sports quotas and four candidates had used fake sports certificates for upper age relaxations.

He elaborated that he had filed an RTI application to the Home Department on January 1, 2012 followed by another to the Youth Affairs and Sports Department on the issue.

According to the reply from the Home Department, it was learnt that a DPC for the recruitment of 73 Havildar for Manipur Rifles and Indian Reserved Battalion and 96 CRTO for Manipur Police with five percent sports quota under norms of the department was conducted from 2008 to 2011, he said.

The results for the said recruitment were announced in 2011. However, 185 havildars and 221 CRTO were appointed as against the published posts of 73 Havildar and 96 CRTO available, he told media persons at a press meet held at the office of Human Rights Initiative at Thangapat Mapal.

This shows that there were malpractices and wrongful conduct during the DPC proceedings, he alleged.

Elaborating further on his RTI applications, he said that suspecting malpractices in the DPC proceedings of the said recruitment process, he had on January 1, 2012 filed an RTI application to the special secretary ( home) but after receiving no reply, he had again filed another application on February 6, 2012 to the principal secretary Home.

After failing to receive any reply for the second time, he filed a reminder to the Manipur Information Commission on April 4, 2012 against the concerned authorities’ failure to provide the information sought through his RTI applications.

He said that he received a letter from the special secretary Home on April 19, 2012 asking him to collect the related replies by paying Rs 982, which is not applicable as the reply was not provided within a month.

He continued that he filed another RTI application to the State Public Information Officers of Directorate of Youth Affairs and sports or verification of all certificates related to sports on September 24, 2012.

However, after he failed to get any reply, he submitted three reminders to commissioner, RK Nimai on March 19, 2013; April 8, 2013 and May 15, 2013 respectively.

Another application were submitted to State Public Information Officers of Directorate of Youth Affairs and Sports under the RTI for verifying all the certificates relating sports on September 24, 2012 but no reply were found from their side and first appealed was submitted to YAS commissioner on November 8, 2012, whereas, there was no response came, he said.

He further said that three times reminder were submitted to commissioner RK Nimai on March 19, 2013; April 8, 2013 and May 15, 2013 respectively, following which a response received from under-secretary August 19, 2013 to collect the information.

He said the appointment of the said candidates should be cancelled immediately and further demanded actions against them.

Wahengbam Joykumar Singh of HRI demanded legal and departmental actions against the members of the DPC who are IGP, Administrative Manipur; retd commanding officer of 2nd MR, Potsangbam Manikanta and under-secretary Education (s), H Mathang for committing illegal practices intentionally and collusively.

He said the misdoings of the state police reported everyday in the state today is due to the malpractices during the recruitment process, which needs to be stopped at the earliest.

He further appealed the sports authorities against issuing fake certificate.

He said HRI president, RK Ranjan has resigned and vice president advocate Y Ranjan Kumar will takes over the  president (in-charge).
