CHANDEL, Jan 31: The father of a minor girl allegedly raped on January 20 at Kangbung, a village under Chakpikarong sub division of Chandel, has expressed shock over the incident and appealed all civil societies and the police to nab and punish the rapist according to the law of the land.

The victim’s father, shocked and upset, narrated the scene of how her daughter was found shivering and weeping in a dark chilly night as the rapist after committing the crime abandoned her alerted by the loud call made by all the panic stricken people and him.

Disclosing that her daughter was tortured and raped, he stated that the victim is scared of the night and also informed that the Chiefs’ Association of Chakpikarong is putting in all their efforts to trace the rapist.

The police are also investigating the crime in connection with an FIR lodged at Chakpikarong Police station without much success so far.

With regard to the incidenct, he appealed to all including the police authorities to book and punished the rapist as soon as possible.

Meanwhile, villagers of Lamphoupasna, including the women and youths, have strongly condemned the incident and urged the concerned authorities to nab the rapist and punish him according to the law of the land.

IMPHAL, January 31: A combined force of Imphal east district police commando along with 16 AR Yainganpokpi post, 30 AR Lamlai post and 18 Sikh recovered 18 sophisticated automatic weapons from Sangram Tuiching village in Senapati district yesterday around 9 pm under Yainganpokpi police station.

According to a press release from PRO, police department, the 18 weapons which were recovered by the combined team of Imphal east district police commando led by M Rajen Singh, additional SP and assisted by P Achouba Meitei OC/CDO Imphal east commando along with the personnel of 16 AR, 30 AR Chingarel post and 18 Sikh recovered a large number of armed which were kept inside two bags hidden in bush at the foot hills of Sangram Tuiching village.

The recovered weapons were four AK- 56 rifles, two AK- 47 rifles, two M -16 rifles, two AK- 22 rifles, two SLR rifles, one M-15 rifle, one G-3 rifle, one M-21 rifle, one HK riffle and one Lethod gun.

It is further informed that the recovered weapons are suspected to have been removed from Samushang SoO camp of Kuki Liberation Army from where five cadres had deserted on January 2 last.

IMPHAL, January 31: An annual plan review for the fiscal year 2013-14 was held at the Chief Minister Bungalaw this evening chaired by Chief Minister Okram Ibobi Singh.  

Briefing media persons in this regards at the office chamber, government’s spokespersons M Okendra, divulged that the meeting was attended by heads of the entire department of the government of Manipur including the chief secretary of the state.

The meeting deliberately reviewed on the progress of all the departments, he said adding that the progress of some departments are doing exceptionally well, he said.

For those who failed to keep up with the pace, the chief minister have instructed all the departments heads present during the meeting to submit their detail explanation of their loopholes and bottlenecks by February 10 next month, continued the Spokesperson.  

He further informed that the state is able to utilised only 60 percent of the total Rs 1515 crore released so far by the union government of the total plan outlay of Rs 3650 crore.

Meanwhile, the Chief Minister also instructed all the department heads to prepare their plan proposal for next fiscal year only on need base.

Meanwhile, the expenditure of the annual plan upto January 31, 2014 will be reviewed by the additional chief secretary, RR Rashmi. A meeting is to be held in the regard at the conference hall of Old Secretariat on February 5, informed a source.

An official intimation has been given to the concerned principal secretaries, head of departments to submit the plan expenditure till January 31 to take stock of the plan expenditure for 2013-2014. The information is also to be submitted to the Planning Commission and Ministry of Finance to facilitate release of the final instalment of funds from the Centre. The last date of submission falls on February 3, 2014. The departments involved in implementation of earmarked programs are also directed to indicate the realistic fund availability from the concerned ministries to avoid any cut of plan fund in the next financial year.

The meeting will also discuss the status of preparation of annual plan for 2014-2015.

IMPHAL, Jan 31: The body of a minor girl was recovered from under Khuga Bridge this evening along the Phaijol to Chonlankhong IV Road under Kumbi police.

The victim has been identified as Laishram Sumila alias Echan, 10, daughter of L Amuthoi of Nungu Chandonpokpi Khongbal Leikai.

Police sources informed that the girl went missing since January 22.

She left home to bring back their cattle and remain traceless since.

Police suspected foul play as the victim reportedly sustained injuries on her left eyes and her under garment was manipulated.

The body was retrieved around 7pm late in the evening by the police and deposited at the RIMS mortuary. A case has been registered by the concerned police station.

It is not much surprising that drugs are missing from the strong room of the Narcotic Control Bureau. This incident reflects the deep rooted corruption in law enforcing agencies and their proximity with the drug cartels. What remains to be seen is what the police will do in the regard or rather the matter may be equated to sending a joker to catch a thief.

Whatever the circumstances, it is a well known fact that politicians take bribes from people seeking employment. Word has it that the state Home department is not less and astronomical amounts have been put in the coffer of those who pulls the strings of the state administration.

The quota seems to be given according to the hierarchy and the topmost gets the largest piece of the ‘bribery cake’. Some even say that there are unholy nexuses with splinter organizations and the state machinery to perpetrate nefarious activities. Incidents have happened in the past and news have been highlighted, but as usual, the story dies out with the perpetrator of the crime never being caught and justice is not delayed but seems to be lost in the police paper files. Well, it would be unfair to blame the whole of the law enforcing departments, but there seems to be lots of rotten apples and not only a single one in the barrel. Problematic yet, but sometimes rotten at the very top.

News from the grapevine carries strange ones, the saying is there that truth may sound stranger than fiction. A police officer from the rank of sub-inspector, who doubles up as an investigating officer gets 2/3 litres per day to drive a four wheeled gypsy. But, when the crime activity demands a thorough search, the amount of fuel sanctioned is not enough to trail the person who has absconded on foot. It is whispered that the fuel is disbursed and recorded in the ledger with a pencil, for erase-ability and that the ledger is rewritten in ink for the amount of fuel sanctioned. Countless stories are there but the case of the missing drugs from the NCB strong room might be just the tip of the iceberg. The drugs or other items confiscated by the law enforcers and supposedly still lying un-disposed at the maal khana should be counted and disposed otherwise ephedrine may turn to salt, sandalwood may turn to pine, heroin powder to glucose powder and SP tablets to crocin. Who knows, they may already have!

A person who doles out 15/20 lacs to become a police sub-inspector will obviously think of getting back the amount when the twin stars appear on the shoulder. The method depends on his dexterity to bypass ethics of a public servant and ultimately putting a stranglehold on the person whom he is supposed to help or catch. It is seen by all dipsomaniacs having a evening binge at the khuls and polo ground area when the khaki clad, booted and armed personnel prides himself in extorting 10 Rs from each vendor (10 Rs is the going rate). The best part is when the traffic police are thrown a similar denomination note from the heavy vehicles entering the municipal area in the daytime. Risking life and limb, it is candidly witnessed when the policeman tries to grab the swirling note amidst the thick traffic. As for the VDF personnel, the joke that their sole training consists of making them watch the John Rambo series for a month and letting them loose to do guard duty says it all. Another one is that they will not check Chevrolet make cars, as the car emblem resembles a medical ‘plus’ sign.

What one can hope is that the police will reinvent their ways with time and the present DGP will crack the proverbial whip. To earn money is fine, but being greedy is also a cardinal sin. Working diligently to get promotion is okay, but to dole out bribes for a plum posting and promotion is assumed to be the current mindset of the state police officers. As it is for the NCB not to nab but to sell off their seized drugs, the same should not be for police to let go of the perpetrator of a crime from political pressure or offered cash.

One witness young traffic police helping senior citizen cross the street. Then within oneself arises the hope that all is not lost.

IMPHAL Jan 31: Ngangom Dingko, boxing gold medallist at the 13th Asian Game was today produced before the CJM Imphal west in connection with the assault of three girl weightlifters.

The boxer has been further remanded under judicial custody till February 14.

Dingko was produced before the Chief Judicial Magistrate Imphal west under FIR Number 20 (1) 2014 of Imphal police station under section 324,354 and 23 of JJ Act for brutal assault of three girl on 14 January last who were staying at SAI Hostel.

Ng Dingko had surrendered himself to Imphal police station on January 16 last regarding the case and on January 17, was produced before the CJM Imphal west and had been remanded under judicial custody.

Ng Dingko is presently lodged at Sajiwa Central Jail from January 17.

IMPHAL, January 31: The Centre for Research and Advocacy, Manipur, organised a consultation on “Land Grabbing in Manipur” at Manipur Press Club on Friday.

The consultation, attended by communities affected by Mapithel Dam, Loktak Project, Heirok Canal Branch, Lamphel Yaipha Leikai, Tipaimukh Dam and the oil exploration plan in Manipur, was moderated by Dr RK Ranjan, senior environment.

Y Mani Khuman, president All Manipur United Clubs Organization,  Nganbi, JAC Against the eviction of Lamphel Yaipha Leikai attended as presidium members of the consultation.

Jiten Yumnam, secretary, Centre for Research and Advocacy, Manipur, provided the keynote address on the trend of land grabbing in Manipur and the challenges.

The consultation, organized to assess the existing and emerging pattern of land grabbing in Manipur was also attended by representatives of Asian Peasant Coalition, AGRA, MONLAR from countries such as Sri Lanka, Indonesia, Philippines and Nepal, who shared their experiences on some of the key process of land grabbing and its impact on agriculture in their respective countries.

The consultation assessed the ongoing process of land grabbing caused by mega development projects, urbanisation, expansion of infrastructure projects, militarisation and possible threats and impacts on the food sovereignty of indigenous communities ofManipur.

Oinam Deben of All Loktak Lake Areas Fishermen Union expressed apprehension on the proposed Loktak ring road on the fishing and farming communities dependent on the  lake.

He appealed to repeal the Manipur Loktak Lake Protection Act, 2006.

Thanmi Kashung of the Mapithel Dam Affected Villagers Organization expressed concern saying that the mega dam will submerge more than 1000 hectares of prime agriculture land along the Thoubal River and another 595 acres of forest land due to Mapithel Dam and the various impacts on their livelihood and ecology.

Laishram Mandir, spoke on the impacts of Mapithel Dam, proposed Heirok Canal branch, especially their access to water resources for agriculture.

Tongbram Gunadhor also spoke on the hardship inflicted by the forced eviction at Lamphel Yaipha Leikai.

Pangambam Tomba, president, Committee on Protection of Agriculture Land, Heingang also spoke on how agricultural land are targeted for forcible acquisition without consulting the land tillers.

Rajesh of Sekmai Protection Committee spoke on impact of sand mining along Sekmai River, the loss of farm land due to creation of Qllts Bottling Plant and militarization etc. The representatives from the Asian peasant Coalition, Roda, Budi, Lakpriya, and  Poudel drew similarities of experiences of land grabbing and impacts between the people in other parts of Asia and Manipur.

They expressed their reservation on the promotion of neo liberal policies in the increasing globalized world which has caused loss of means of production of the small scale Farmers, fishing communities, indigenous peoples etc across the world.

IMPHAL, January 31: A four year old boy saved a seven year old drowning girl on January 29 last at 3 pm at Langathel Maning Leikai in Thoubal district.

The girl identified as Sagolsem Ileja alias Abem, 7, daughter of Robindro Singh was bathing along with a boy named Jetli in the Langathel River.

While bathing, she got submersed into the river, which was witnessed by the four years old Ames, son of Sagolsem Sanjit Singh.

The boy ran to his home which is about 200 meter far from the river and informed his 13 year old cousin, who in turn called out others.

Soon a group of locals started searching for the girl in the river.

A local, Puyam bali, 38 found the girl submerged and unconscious after about five to six minutes of frantic searching.

The girl was rushed to the Thoubal District Hospital at around 4 pm from where she was referred to RIMS after provision of first aid.

The patient party reached RIMS at 4:30 pm. She is now out of danger, however is under ICU observation.

IMPHAL, January 31: The state cabinet has decided to upgrade nine Junior High Schools to High School and to create 54 posts in contract basis under RAMSA.

A media briefing was conducted in this connection by Government’s Spokesperson M Okendro, after the cabinet meeting late this evening at his Secretariat Office Chamber.

Elaborating on the developments of the meeting, M Okendro further divulged that meet also approved to engage five number of male nurse on contract basis in Manipur Jail Department.

At the same time, the meet also gave its approval for creation of Assistance Executive Officer/Assistance Executive Officers in Nagar Panchayats and Municipality areas.

The meeting further resolved to hand over of all road construction works (related to inter village roads) to BRO which are not under the PMGSY and those covered by the Defence, which included the road stretch from Kamjong Chashat to Nampisha, Namphisa to Khudengthabi, Gamnong to Chamu and Phangrei to Melluri.

Some agenda has been deferred including the re-organisation of the DIPR.

IMPHAL, January 31: The womenfolk of the Sayang Kuroa Makhong today staged a sit in protest decrying the bomb threat at the residence of Imphal Municipal Council ward number 10 Councillor Salam Tiken Singh at Kourao Makhong waiting shed.

Speaking to the media persons at the side line of the protest, a woman protestor said that two Chinese hand grenades were found at the residential compound of IMC Councillor Salam Tiken Singh, 53, son of Gourachandra of Sagolband Sayang Kurao Makhong under Imphal police station at around 7 am today.

She further continued that one hand grenade was found by Shusila Devi, wife of the councillor Tiken while she was cleaning the back side of her residence at around 7 am and after that another Chinese hand grenade was also found by Suchitra Devi, wife of the councillor’s cousin brother Inao from the nearby under-construction house adding that soon after the bombs were found, they informed the police about the presence of bomb at their residence compound, she said.

Soon after, a team of state bomb expert of Manipur police arrived and picked up the bomb adding that they strongly condemned the two bombs threat at the crowded residential area and further appealed not to carry out bomb threat at such crowded residential area.

She further appealed to clarify whoever responsible behind the bomb attack.

In the mean time, the councillor Tiken said that he did not receive any threat and monetary demand from any underground groups, adding that the bomb threat might be related with the demand served by some underground elements to Imphal Municipal Council.
