IMPHAL, March 12: The state Social Welfare Department has been functioning in a dubious manner with questionable embezzlement of Central funds. Corruption and misappropriation of funds earmarked for the Integrated Child Protection Scheme (ICPS) implemented by the department has been a common practice.

The ICPS is a centrally sponsored scheme of the Ministry of Women and Child Development implemented in partnership with state governments and civil society organizations. The objective of the scheme is to establish a system that will effectively and efficiently protect children based on the cardinal principles of “Protection of Child Rights” and in the best interest of the child.

The scheme focuses on care, support and rehabilitation service to children. Children homes, foster care, adoption, sponsorship, shelter homes, special homes, observation homes are funded under ICPS.

Since the scheme’s inception in 2009, the Chief Controller of Accounts, Ministry of Women and Child Development sanctioned grant-in-aid of Rs 1,05,42,333 as central share for the year 2009-10 for Manipur. The amount was further compartmentalised to non-recurring (purchase of infrastructure etc.) and recurring expenditure (payments, salary etc.).

The heads were directed to State Project Support Unit (SPSU) with non-recurring amount of Rs 7,00,000 and Rs 5,80,233 for recurring expenses. For Adoption Co-ordinating Agencies (ACA), an amount of Rs 2,62,612 for recurring expenses was released. It also estimated the Child Welfare Committee (CWC) expenses of all the nine districts at Rs 7,65,000 for non-recurring expense and Rs 14,30,809 for recurring expenses. Rs 7,65,000 were spend on non- recurring expenditure in setting up Juvenile Justice Boards and Rs 4,16,250 for recurring expenses. There are other expenses for running homes among the financial heads.

Similarly for the year 2010-11, a total of Rs 2,02,29,000 was sanctioned from the centre. The funds were released for setting up the State Child Protection Society (SCPS), District Child Protection Societies (DCPS), opening of five government run Specialized Adoption Agencies (SAA) and the amount was earmarked at 36.75 lakhs. Further finance was included for maintenance of 12 homes by NGOs, Child Welfare Committee and Juvenile Justice Board.

For 2011-12, the Centre also sanctioned another Rs 2,16,16,500 for similar purposes. Another Rs 3,11,28,000 was sanctioned for the year 2012-13.

The funds provided by the Centre as grant-in-aids for care and protection of children under ICPS are provided under a structural system which includes adoption, training, child care, juvenile justice, training programs etc. Commensurate staff and infrastructure to implement the said schemes and projects are a mandatory guideline. A proper State Project Support Unit is to be instituted to manage the structure as per the Centre’s guidelines.

The crux of the matter is that the ICPS has sanctioned funds for all the projects including recurring and non-recurring expenses since 2009. But, the personnel to manage the program were absorbed to the Social Welfare department on a contractual basis in October 4, 2013. Altogether, 148 persons were selected. Among the staff, 126 staff is for District Child Protection Society (DCPS), 3 for State Child Protection Society (SCPS), 4 for State Adoption Resource Agency (SARA), 6 for State Project Support Unit (SPSU) and 15 for Specialized Adoption Agency (SAA). However, there are some staff still pending to be contracted and the actual number should be 154.

The question is how the Social Welfare Department reflected the expense incurred in the audited statement and sent the utilisation certificate to the Ministry. Only after the state government officials after visiting the concerned NGOs and satisfied with the way the projects are running satisfactorily, the approval for the audited statement could be issued. Here, the funds for infrastructure, salary for staff, construction, rentals for office, wages for CWC and JJB members, programs for child care and protection, monitoring etc are being released since 2009. However, the main staffs for implementing the schemes were recruited only in October 2013. This shows the rampant corruption perpetrated by some officials of the Social Welfare department with concerned authorities.

At present, the salary of the newly recruited 148 staff has not been paid despite being given appointment letters in October 2013, they have not been deputed to their concerned projects. There is also no infrastructure to accommodate them. But the funds for staff’s salary and infrastructure were sanctioned by the ministry since 2009. The total funds till date for SPSU is approximately one crore seven lakhs at the very least and this has been misappropriated.

In the regard, the Project Approval Board (PAB) of Ministry of Women and Child signed by Under Secretary Fazal Mahmood in a letter dated March 22,2013 halted the finance for the State Project Support Unit totally which included SPSU,SCPS,DCPS and SARA for the said financial year. This was due to information from the State that no staff had been appointed yet and hence the grant was not released. But, it may be mentioned that funds were released since 2009. This document available with this reporter clearly supports the gross misappropriation of funds meant for care and protection of children by concerned officials of the Social Welfare Department.

Suspected underground militants lobbed a grenade at the residence of rice dealer Kh Sanju of Khurai Chingabam Leirak Thingom Leikai at around 10.45 pm yesterday under Porompat Police Station.

A Santro car park inside the compound was partly damage though there is no report of any human casualties. Soon after the blast a police team rushed to the spot and inspected the blast site.

Meanwhile, suspected militants had also hurled a hand grenade at the residential courtyard of executive engineer Public Works Department Jiribam circle Pukrambam Mani of Thamnapokpi Awang Leikai under Moirang Police Station last night.

The bomb however, failed to explode.

Later the same night, around 10, a team of Moirang police rushed to the spot and safely picked up the bomb which was found lying with the lever still there. The police safely detonated the bomb at a nearby paddy field.

Moirang police have also taken up a case regarding the incident under the FIR number19 (3) 2014 Moirang Police Station under section 4 A (II) explosive substance act.

Meanwhile, according to a late night report, unidentified miscreants lobbed a hand grenade at the residence of a saw-mill owner at Moirang Panshang under Moirang Police Station around 7pm today.

Though the grenade exploded inside the courtyard of Khuman Robin, 44, son of (L) Brajamohan, there were no injuries.

The word `Justice` is derived from the Latin word `JUS` which means anything that is proper and reasonable. The concept of justice is as old as philosophy itself. The theory of justice is used as both law and as social reality – i.e. legal and moral justice, law and morality. We are morally obliged to the state therefore the state is a means to the fulfillment of moral ends. Our obligation to obey the laws of the state depends on the fact that these laws are intended to secure justice or moral rights of the INDIVIDUALS. Justice may be also regarded as a concept concerned with the order of society as a whole and as an expression of the rights of an individual i.e. the natural rights of an individual which maintains that men have certain absolute moral right such as the right to life, to liberty and to pursue happiness. Human view maintained that the state is designed to guarantee and to protect the Natural rights. Justice is the foundation of social morality and without it the rest would collapse, (we all know, our land today, is ruled by corruptions without any moral compunction and undesirable incident are rampant these days).

In Plato`s Republic the work `Justice` means what is commanded by some governing `Power` – the power that be. What is just depends on the interest of the strong i.e. those who happen to posses power of government. But does the interest of the strong promote the good of the whole? The Governing Power should command with a view in their minds so as to realize the GOOD of the citizens over whom they exercise control. The good governance for the well-being of all citizens of the land/state is the ultimate goal for end of justice.

CORRECTIVE JUSTICE

Even if Justice in distribution has been tolerably secured within a particular community, various circumstances may arise to disturb it. The right way of meeting such disturbances was referred by Aristotle as Corrective Justice.

The disturbance may take place here and there by accident i.e. without the choice of any individual by agreement between individual or by the interference of one group with another group. Accidents can be, to some extent, compensated by insurance and provision is sometimes made by the state. On the other hand, justice may consist of breach of contract, robbery or personal violence, which may be verbal or physical. The principle of `eye for an eye` and `tooth for a tooth` is not one of compensation but of revenge and two wrongs do not make a right. All that the governing body (the state government) can do is to try to present such action by some sort of protecting agency – Police and Army personnel (here in Manipur, we found sometimes opposite).

Justice is truth in action. A long time of cases shows that it is merely of some importance, but is of fundamental importance that justice should not only be done, but should manifestly and undoubtedly be seen to be done. Martin Luther King said “Injustice anywhere is a threat to justice everywhere.” Ruling power using suppressive measures coupled with self-gains do not correspond to corrective justice.

We alt want to have a just social order where justice should be there in every department of life. In order to establish justice in the society, we have to fight Racialism, Communalism, Castism and other kinds of injustices, tyrannies and oppressions. Today we are in the channel of `the rich become richer and the poor become poorer` which the governance of the state turned blind eyes to `JUSTICE`. The call for justice has become the CRY in the desert. The cry in the valley is echoing in the hills. Will the Red accept the cry of Sana Leipak? Is there justice in the voice for equality? Any land and state must ensure to have good governance to enjoy justice.

JUSTICE RELATION WITH EQUALITY

The concept of Justice and equality are so closely related that one can`t be separated from the other. It can be said that one is incomplete without the other. Unless there is some sort of equality in social and economic matter (I repeat Social and Economic), it can`t be said that is a JUST society. To understand the concept of Justice we should understand the concept of equality.

The term Equality has several facts in democratic ways. Such as, (1) Social Equality, (2) Civil Equality, (3) Economic Equality and (4) Political Equality before the law of the Land/state under the general heading of EQUALITY. The idea equality is fundamentally a leveling process where people demand the same treatments from the state to all and resented and abhorred any distinction between one individual or between communities regarding rewards and punishments. No equality no liberty and thus troubles gained and added more and more upheaval in the state governance. Religiously hill people have big eyes looking longingly with earnest heart to live in peace with valley people, In order to ensure Justice, one must know the principle of `Dignity of Labour` and completely shun to become a parasite on others.

PEACE WITHOUT JUSTICE

Humanitarian aspect certainly demands justice that peace is the accepted end of all the nations. It requires a positive and constructive world order, where individual, groups and states eschew the desire to dominate and exploit each other, but live in co-operation and mutual give and take (aiding one another). This means – peace needs a new life-style based on justice. One can never say to an empty stomach person -“Go in … peace, have a good day”. The poor person has been sidelined, robbed, oppressed, discriminated and left empty handed and the robber is filled with stolen properties amassing wealth thinking high and telling within himself. “I don`t have to worry for tomorrow – eat, drink and satisfy yourselves”.

India today is in the channel of apathy, malfeasance and corruptions. Nothing is done without a bribe and the mouths of justice is stuffed with gold. The flood of money that gushed into politics today is a pollution of democracy. Without democracy, tolerance and human rights for all, no peace is truly safe, (to me and in my humble mind, I see many or more people go for heavy meals, shining clothes and luxurious travelling as the symbols of status discarding what justice demands).

PRESIDENT BECAME REFUGEE

What a beautiful house he lived in, what a glossy and shining clothes he wore. However, there were things he can`t discard and throw away which were haunting him day and night – sleepless nights, sudden awaking from deep sleep due to bad dreams, closed doors and windows and peeping through holes. Riding and travelling in luxurious cars (limousine) with throbbing heart beats and afraid to be seen where he/she is going or going to meet someone and somewhere. The powers he possessed blinded his minds and heart.

He was afraid to go alone without companions. Years ago, Idi Amin of Uganda travelled in five limousines fixing his EFFIGIES in other FOUR and he sat in other one to confuse who he really was, in order to evade attack. Strong and powerful, but fear ruled over him. Peace didn`t live in his heart. He fled his motherland and died as a refugee in other`s land.

Peace means without disturbance and a life of calm. Peace without justice is no peace. The peace of God, which passeth all understanding, shall keep your hearts and minds through Jesus Christ-(Philipines). Justice is truth in action. Today, Manipur is boiling on many fronts and looking at New Delhi only. Some are acting like SAINTS at Delhi and living like DEVILS at home.

He is unworthy of life that causes not life in others. As such, he is unworthy to live who lives only for himself. And that person is wading unsafe in unknown water. Let us use good means and God will give us the blessings we need.

Large Dams Are Uneconomic, Scientific Study Finds

“We find that even before accounting for negative impacts on human society and environment, the actual construction costs of large dams are too high to yield a positive return”, a new report states. “Large dams also take inordinately long periods of time to get built, making them ineffective in resolving urgent energy crises.” Simply put, dams don`t just destroy the environment and impoverish local communities. They also don`t make economic sense.

The new report was prepared by researchers from Oxford University and is based on the most comprehensive economic analysis of large dams ever undertaken. The peer-reviewed scientific study offers a devastating verdict on the economics of large dams, and has important implications for future energy sector planning.

Over four years, the authors of the new study –  Atif Ansar, Bent Flyvbjerg, Alexander Budzier and Daniel Lunn – analyzed all large dams which were built between 1934 and 2007 and for which reliable costs and schedule figures are available. Their database includes 245 projects in 65 countries with a total cost of $353 billion (in 2010 prices). The findings of their analysis, which were published today, are stunning:

Large dams suffered average cost overruns of 96%. The degree of cost overruns tended to increase with the size of projects. Even without considering social and environmental costs, large dams on average don’t make economic sense.

Project implementation suffered an average delay of 44%. The implementation schedule does not include the lengthy lead time required to prepare projects.

Dam builders and financiers frequently acknowledge the problems of the past, but claim that they have learned from their mistakes. The study by the Oxford research team shows that this is not the case. Neither cost nor schedule overruns have improved over time. “There is little learning from past mistakes”, the authors say. “By the same token, forecasts of costs of dams being made today are likely to be as wrong as they were between 1934 and 2007.”

The World Bank and other development banks often argue that their involvement improves the quality of risky projects. Again, the empirical evidence does not confirm this. Atif Ansar told me in a personal conversation that projects supported by multilateral development banks “do not perform better in terms of cost overruns”.

Both cost and schedule overruns affect projects in all world regions. Poor countries tend to have higher delays, possibly because weak government structures and economies don’t support the construction of complex large dams. Interestingly, projects in democratic countries also tend to experience longer delays, possibly because elected politicians use rosy forecasts to sell their projects.

The Oxford researchers conclude their evaluation with a series of recommendations. They suggest that energy planners need to forecast costs and schedules more realistically by integrating the empirical evidence for similar projects. Based on their database, they suggest that dam planners need to increase their cost estimates by 99% and their construction schedules by 66% if they want to achieve an 80% certainty that their projects are completed within budget and time.

The new paper illustrates what this means for the Diamer-Bhasha Dam in Pakistan. With 80% certainty, the giant project on the Indus River can be expected to cost $25.4 billion rather than $12.7 billion, and to be completed in 2027 rather than 2021. Under these circumstances, the project will not make economic sense. “Diamer-Bhasha Dam is a non-starter in Pakistan”, the authors comment. The same can be said for the Inga dams on the Congo, the Belo Monte Dam in the Amazon, the proposed dams on the Mekong mainstream and many other mega-projects.

The new research shows that energy projects that don’t depend on complex factors such as geology and streamflow and can be built quickly are preferable to complex large dams. “Many smaller, more flexible projects that can be built and go online quicker, and are more easily adapted to social and environmental concerns, are preferable to high-risk dinosaur projects like conventional mega-dams”, concluded Bent Flyvbjerg, the principal investigator, as the new paper was published. “If leaders of emerging economies are truly interested in the welfare of their citizens, they are better off laying grand visions of mega-dams aside”, his co-author Atif Ansar concurred.

Many actors have vested interests in building dams and may try to disregard the findings of the new study. Disinterested government officials and investors should take the facts and figures of the Oxford study seriously. The empirical evidence demonstrates that even on economic terms, large dams are usually not the best energy solution.

It is the cricketers and they alone, who are asked to redeem these failures, to make one forget, at least temporarily, the harsh realities of endemic poverty, corruption and brutal politicians. A compassionate comment from someone who has studied cricket diligently, with academic precision, and of course the love for the game, which he admits proudly in many of his writings. The love for the game started to gain momentum in Manipur during the 80s, when the good old Doordarshan started televising international matches across the country. We remember lots of state level tournaments taking place then. It somehow got messed up with ‘plastic ball tournaments’ in the 90s. Most of the community playgrounds in Imphal were dotted with cricket matches on Sundays. The vigour of the game seemed to have retreated with the dwindling down of community playground in Imphal. But clubs like CHAMP, CYCLONE, REYOUNG STAR, MODEL CLUB, OSCAR, FORCE, THAU, CRAU and TRAU are playing robust games. And the clubs have also got outstanding players. Needless to say the state of Manipur is exceptionally good in adopting all kinds of games and sports. The game of cricket could also be one where our players could shine too. A state has to be a Ranji Trophy playing state to be in the radar of the BCCI. Manipur Cricket Association (MCA) is associated member of BCCI. There are few criteria to get full membership in BCCI. One must be able to host Ranji Trophy in their state. For that there has to be a stadium with proper infrastructure. The players must be lodged not below a three star hotel. There is an air of optimism as the stadium at the Luwangpokpa ground is nearing its completion. Who knows Manipur might produce dozens of Sachins in the future. We hope we are not beating jingoistic drum over cricket, a game with all its losses and gains.

BISHNUPUR, March 12: Expressing resentment over the non maintenance of the road stretch from Ningthoukhong ward No 3 to Sadu Khuroi, the womenfolk of Ward No. 3 organised a sit in protest on Wednesday at Ningthoukhong Bazaar.

During the protest, a woman leader said that no candidate will be allowed to campaign for the forthcoming Lok Sabha election in the area unless the road stretch is mended soon.

The protestors also displayed placards reading “how long shall we live with dust”, “mend the road, not to invite agitation”, “mind the grievances of the people”, “make Sadu Chiru stretch of road functional” etc.

The protestors also expressed their desire to provide retaining wall on the river side of the road so as to protest the river band from further sinking as the road stretch is plying heavy vehicle carrying forest products, sands and building construction materials.

IMPHAL, March 12: Pradhans and ward members under the Thoubal district gram panchayats and other concern individuals today staged a sit in protest at the Khangabok New Market demanding 100 days work for job card holders of Mahatma Gandhi National Rural Employee Guarantee Scheme and proper decentralisation of power to panchayats.

The demonstrators later took out a rally towards DC Thoubal office and submitted a memorandum.

Today’s demonstration was organised by the District Panchayat Parishad, Thoubal District under the Manipur State Panchayat Parishad.

Speaking to media persons, Manipur State Panchayat Parishad executive member and president of the District Panchayat Parishad Thoubal District, Ahongshangbam Dhiren Singh said the number of work days for the financial year allotted to the card holders of the MGNREGS is not even 10 days even after all related documents have been submitted and the card holders have opened their bank accounts.

Citing that they are provided only seven-eight days to work while promising 100 days work, the job card holders have condemned the pradhans and members, he continued.

He further appealed to the concerned to allow the job card holders to work the exact number of days as promised.

He further alleged that that there is a huge discrepancy during the allotment of labour budget of the scheme among the districts of the state.

Churachandpur is allotted 98 days, Tamenglong 103 days, Ukhrul 105, Senapati 87 and Chandel 88 days; whereas, Thoubal has been allotted only 33, Imphal West 61, Imphal East 89 and Bishnupur 27, he continued.

Although it had been promised that panchayats will be handed 16 departments on September 9, 2005, it is yet to be turned into action, he lamented.

He said it will prove that BJP is not a communal party and also has Christian leaders. This will show that the allegation of BJP being anti-Christian by other political parties is wrong and baseless.

“After the Noney meeting, Francis D’ Shouza will attend meetings at Ukhrul and Churachandpur the next day.”

Replying to a question on AFSPA, Chaoba said that BJP is committed to removing of AFSPA from the state. And before its repeal, we can remove the disturb area status in every district of Manipur by the approval of the sitting 60 MLAs. If the disturb area status is removed, AFSPA becomes meaningless.

He gave the example of Nagaland where AFSPA was imposed for the first in the North-east but the MLAs and the Government of Nagaland kept AFSPA only in paper by removing the disturb area status from all the districts of Nagaland.

He claimed that six renowned politicians from other parties have joined the BJP. The enrolment of new BJP workers from other political parties have been officially approved and announced. They are former minister Dr Khasim Ruiva from Ukhrul, former NPF advisor Dokhomang Khongjai, former NCP legislator from Saikul, Chabungbam Joykumar Singh, former councillor of IMC ex-secretary Sagolband Block Congress Committee, Dr Mangsatabam Birachandra Singh, former joint director of health service, former NPF member Rafie of Karong, Senapati, and ex-general secretary of NCP Naoroibam Ratan (Kapu).

He further said that the party still has workers waiting on the pipe line to enrol. “The turnout in Kakching on our campaign on Tuesday was a good indicator which will reflect in the elections for Gangmumei Kamei. Only 28 days are left for the outer constituency elections in phase-1, and only 36 days left for the election to the Inner parliamentary constituency in Phase-II.

He welcomed the Election Commission of India’s decision which would reduce money power and muscle power in the elections, and its restriction under election code of conduct. If the election is held tomorrow, it will be best for the BJP, he asserted.

He said the outer constituency is a huge land area which can be covered in a few days so we need the understanding of people and support BJP for a new hope and a new Manipur.

He further mentioned that RK Ranjan as an environmentalist has always liked to save the only fresh water lake. In his support, more than 200 boats conducted a rally at the Loktak Lake.

BISHNUPUR, March 12: A three-day sports meet for disabled organised by the Ministry of Youth Affairs and Sports, Government of India in association with Special Olympics Bharat (SOB) organised was inaugurated today at Bishnupur district headquarters.

A Community Coaches Training Program was also held today as part of the sports meet today.

During the function, District Youth Affairs and Sport Officer A Jugol Singh, District Social Welfare Officer of the district Arambam Kameshwar and area director of SOB Dr M Yedhachadra attended the function as chief guest, president and guest of honour respectively.

Giving the key note address, secretary of the Society for Disabled Persons Kumbi N Iboton Singh adverted that the sports program of the differently abled persons has been organised so that disabled persons could have the chance to expose their potential and also make them healthy.

The chief guest of the function A Jugol Singh wished the sports meet be successful.

In his presidential speech, A Kameshwar Singh stated that altogether 150 disabled players will take part in the sports meet on the second and third day. And prior to the two-day sports meet, 150 teachers of the SSA, NGO representatives and 50 other officials will be trained.

He also added that the winners of the district level sports meet will attend the state level competition and the winners of the state level will then participate in the national level.

There is also every possibility of one of the players becoming an international figure, he said while taking the example of international swimmer Athouba from Lilong who has only one leg.

Athouba was trained in swimming by his father since his childhood in their pond and further narrated that Athouba then came to Khuman Lampak for further guidance from the subject experts. Athouba then got many medals in international competition, Kameshwar added.
