IMPHAL, April 3: Most colleges of Manipur are charging extra fees in the form of casual fees for the second, fourth and sixth semesters during the submission of forms, Human resource development secretary of the All Manipur Student Union Manjit Sarangthem stated in a press meet at AMSU head office on Thursday, adding that the students’ body is taking the matter seriously.

According to the Manipur University register order no.146, resolution no. 16/3/29-5-2008 which was agreed by all the academic staffs of various colleges, the exact price of the examination form is 50 rupees, mark sheet fees is 100 rupees, the examination fees for general students is 500 rupees and for Hon’s  students it is 600 rupees.  The fee for practicals is 250 rupees and exam center fee is 250 rupees, he said.

He added that the total amount during the whole form fill-up process for general students is 900 rupees and for Hon’s students is 1150 rupees.

Barring DM college of Arts and Commerce, most other colleges are demanding an extra casual fee of Rs 300. This fee was supposed to be paid by only those students who failed in exams and have shortages of attendance. But, many collages have made this fee mandatory by issuing notifications that it’s compulsory, he said.

Due to the conversion into the semester system in colleges, many poor guardians are facing difficulties while paying examination fees for their children. It is heart rending to learn that many colleges are coercing students to pay extra fees, he added.

Urging all the college authorities to stop charging extra fees during the time of filling up of examination forms, AMSU is looking into the matter seriously and will take action against the colleges.

The four day International Theatre Exposition which was recently held in Imphal, organised by Kalakshetra in collaboration with Manipur University and some of the theatre groups based in the state was an event in itself. It has also been a rare opportunity to witness the exposition from an intimate distance. Kalakshetra Manipur (KKM), the theatre group needs no introduction. Founded in the year 1969, the theatre group has come a long way. The founder director Oja Heisnam Kanhailal and his partner, both in life and art: one and only, Ema Savitri, are happy over the success of the event. Leading the theatre group, both of them have been envisaging to organise an event of such import in the soil of Manipur. KKM have given performances not only in India but in different countries far and wide. Both Oja and Ema have been invited to give talks and demonstration in various workshops. Scholars and theatre practitioners from across the globe have come and studied the working process of KKM in their individual capacity. But a gathering like the recent exposition has not taken place earlier. The exposition was an aim to explore the working process of theatre-making practised by KKM. Oja Kanhailal has been doing both intensive researches on native theatre within the contours of socio-political landscape of Manipur. He has been able to consolidate his years’ long research into a methodology of acting through the process of ‘naturalization of the actor’s body’, to use Oja’s word,  re-building the body through various stages of rigorous training, identifying with natural life flow in the body. According to Oja, the working process of KKM is to make aware of how to create a conscious process of physical and visceral form of expression while making organic impact of the body, the only resource of the actor. One can undeniably witness the amalgamation of principles of objective scientific research from the West with the tradition of rigorous disciplining in the East. Seeing the intensive regime of exercises that was shown by the artist of KKM, delegates of the exposition observed that no wonder; it is through the kind of body training that an unique kind of theatre practice can be developed which is firmly grounded in the native soil and yet speaking an universal language. Indeed, the exposition was given the name: Theatre of The Earth. Three plays including ‘Memoirs of Africa’, ‘Pebet’ and ‘Draupadi’ were shown during the exposition. ‘Draupadi’ was shown to the public after a gap of fourteen years. The play was not received well at the time of its release in Imphal.  Women’s groups and a particular section of women writers dubbed it as culturally insensitive and alleged that the play disregards the dignity of women. This has to do with the climax scene of the play in which the protagonist played by Ema Sabitri disrobes herself to confront the army officer. During the interactive session with the delegates of the exposition, Ema narrated how she took the decision to perform the act. It was her decision and was not influence by anyone, not even her director husband. But an incident inspired her. The incident was of a rape victim who came out in the open to narrate publicly the gruesome story of how she was raped by security forces in front of her husband and her father in law. Ema Sabitri’s performance is unparalleled not only in ‘Draupadi’ but also in all the plays of KKM. Prof Richard Gough, of University of Wales who was also a delegate at the exposition had shared that in Japan, Sabitri would have been declared as a ‘living National Treasure’. We will cherish his words.

Chief`s 12-hour bandh brings CCpur to a halt

LAMKA, April 3: The 12 hour hills districts bandh imposed by tribal chiefs   brought Churachandpur to a halt.

The All Tribal Chief Forum, Manipur  and United Chief Forum had called the 12 hour bandh in all hill districts of the state from 6am to 6pm today.

Media persons were however, reportedly harassed by bandh supporters in the district which shows the complete lack of control over the volunteers by the leaders.

Shops remained closed and streets were deserted in Lamka town.

The Chief’s Forum/ Union spokesman Lalmalsawm, this morning, reiterated to stick to their demands.

He said their ultimatum of April 5, 2014 for the govt to comply to their demand is final and after which, if no  result/assurance  ,at least in writing, was given by the govt, they will not let any activity of the Congress Party in their respective villages which will be a total boycott of Congress party and their candidates.

Meanwhile, a 35 year old identified as Janngam son of Lunlal of K Thenjang Village was injured on his head at Torbung of Kangvai around 10.30 am in a melee following police resorting to firing tear gas shells to control bandh supporters.

He was treated at the district hospital.   

Witnesses said that the action at Torbung  was perpetrated by the BSF personnel who were backed by the Manipur Police who lathi charged the bandh volunteers.

The spokesman of the forum Lalmalsawm said apart from several other demands they had made, they are against the introduction of the Village Development Council.

A member of the forum, Tong said that the boycott against the Congress would be total and no activities of the party will be allowed at their villages.

He said it is not that the chiefs patronise other political parties or is against a particular party, but it is that the Congress is the government at present.

Media persons of several national papers out to cover the bandh were also left surprised by harassment by bandh supporters.

A woman journalist from a national paper said though it is quite likely to be asked about her credentials, the manner and words used to do so is sometimes quite undesirable.

She further lamented that many of the “kid bandh supporters” were unreasonable making it even harder.

Another journalist from the state capital was not allowed to proceed further from Boulzang village though his vehicle had the press logo. The media person was charged of using a fake Id card.

A balanced diet include both dietic and physical control living. Many people are sick because they have not learned how to care for their bodies properly and what should they eat. Some have learned how to live healthfully but they have neglected to do anything about it, so they suffer as the result of their negligence. To take balanced diet for healthy and to live longer it is best to start early in life teaching children how to be strong and healthy. For building healthy people there are seven foundation stones. They are as follow:

1. Exercise, 2. Rest, 3. Fresh air, 4. Good diet, 5. Water, 6. Sunshine, 7. Good and calm thinking. These factors should be in proper balance.

That, the so called balanced diet is not hard to maintain. Once we understand the basic principles of nutrition we must follow the under given seven groups of dietic. They are as follow:

1. Protein, 2. Fat, 3. Carbohydrates, 4. Vitamins, 5. Minerals, 6. Bulk-quantities, 7. Water. These seven constituents can be broken down into three groups. They are as follow:

1. Growth and repair foods: Foods that produce growth and repair are the protein foods such as dairy products, legumes, some grains, nuts and even some green leafy vegetables which should constitute about ten percent of our daily diet.

2. Heat and Energy food: Foods that produce heat and energy are the carbohydrates such as cereals, bread, legumes, sugar, vegetables, fruits and also fats are olives, vegetable oils, margarine, dairy products, avocados, and nuts. They should constitute about ninety percent of our daily food intake.

3. Body Regulators: Water, Minerals, vitamins and cellulose such as vegetables, fruits, grains and nuts. These keep the body running smoothly. Water especially is a good regulator. It helps every organ of the body toward efficient operation. It helps to unclog the machinery.

In planning a daily menu, take care to see that the following are included:

1. Two to four glasses of milk or substitute, including what is used in cooking.

2. One green and one yellow vegetable in one raw.

3. Two servings of fresh fruit.

4. Citrus fruit or tomato.

5. Two servings of legumes, nuts or soya products.

6. Four servings of whole grain cereals or bread.

7. Two tablespoonfuls of wholesome fats, oil, olives, avocado.

Lastly but not the least, here is a group of seven hints to help us improve our family`s nutrition. They are as follow:

1. Eat a wide variety of foods such as fruits, vegetable, grains and nuts although not at one meal. Eat vegetables and fruit at separate meal. Eat unrefined foods, those that have not been altered in manufacture and those to which chemicals and additives have not been introduced.

2. Eat foods that contain mostly unsaturated fats liquid or soft rather than saturated hard fats. Vegetable and grain oils are preferable. Animal products rank high in saturated fat.

3. Eat at regular hours two or three meals a day and nothing between or late at night. Allow five hours between meals to avoid overcooking our digestive organs.

4. Eat a hearty breakfast rich in protein.

5. Do not overeat. Eat the quantity of food that will keep your weight at the desirable range for your height and build.

6. Drink plenty of water but not during meals. Chew your food thoroughly and do not wash it down. Drink water on awakening and between meals.

7. Relax and enjoy your food. Do not rush but think about pleasant things. If your eating habits have not been good, start now to remedy the situation. Be healthy and happy.

IMPHAL, April 3: The Naga People`s Front (NPF) has diminished the Congress party for not having a clear policy on ways to transform conflicts in the North Eastern Region.

A statement issued by media and publicity wing NPF, Manipur State Unit, said that NPF felt very unfortunate for Rahul Gandhi, vice president and chairman of Election Campaign Committee of Indian National Congress as his statement in Kohima on 27 March, 2014  that, “he will put in all his efforts to resolve the Naga political issue”, (though it was a repeated false  promises of the Congress party to the Nagas) has been contradicted by none other than Gaikhangam`s  statement on March 2 at Sagolband Thingom Leikai Community Hall during election meeting of Inner Manipur Parliamentary Constituency against Nagaland CM, Neiphiu Rio.

It opined that Gaikhangam has contradicted Rahul Gandhi`s statement in so far as Gaikhangam`s blind statement has gone against the initiative of Neiphiu Rio for bringing Political solution and peace to all the problems of the people of North Eastern Region including the Naga issue.

“It is laughable that Congress party does not have a clear policy on ways to transform conflicts in the North Eastern Region as it is clear from the above statements of the two Congress leaders”.

It suggested that Gaikhangam should learn to appreciate Neiphiu Rio for having initiated steps for “Unity”, “Emotional Integration”, and for “Political Solution” of not only the Nagas but also of all the people in the North Eastern region.

The NPF further posed, why Gaikhangam was saddened when Neiphiu Rio talks about suppression of tribals, minorities and others by the Manipur Government in which he is the Dy. CM.

“We know that Gaikhangam and O. Ibobi Singh are already red-faced before the people of Manipur because Neiphiu Rio, CM of Nagaland, is capable of telling the truth about the pathetic living conditions of the people living in the hill areas which the NPF alleged due to misrule of Congress party in Manipur”.

There is no communal harmony and economic development due to political instability and mismanagement of the social and political system in Manipur, further contended the NPF.

Congress leaders should have been ashamed of by now for its rampant corruption, seams, price rise and many more problems including continued application of AFSPA in North East Region and Jarnmu and Kashmir, it held.

Illuminating that it is of paramount importance that Gaikhangam should not forget that, long before he and Manipur Government were born, Nagas/tribal as a people were already there where they are now, it held that they (Nagas) will still be there where they are now.

“It would have been much wiser on the part of Gaikhangam had he been able to remember the origination of his ancestors instead of shedding Crocodile`s Tears on various issues. No one has any moral authority to stop NPF from striving to achieve peace, good governance, development and prosperity for all section of the people in the North East Region”.

It further advised some political party leaders of Manipur to be more constitutional and pragmatic.

MSCW submits recommendation to check CAW

IMPHAL, Apr 3: The Manipur State Commission for Women has during a meeting resolved to recommend to the state government to prohibit alcohol and drugs abuse in the state.

According to a statement of the MSCW, the meeting was convened on April 2 at the office of the chairperson to discuss the crime pattern against woman in the state.

It said the meeting unanimously resolved to recommend setting up of a woman bank to help fight the economic deprivation which is the main crime against women in the state.

Alcohol and drugs has been found as the main cause of violence against women in the state, the meeting resolved so the government should prohibit alcohol and drug abuse in the state, it said.

The meeting further recommended setting up of Fast Track Court only for women for speedy disposal of cases related to crime against women.

The statement said that the recommendation was sent to the chief secretary for its implementation under the provision of the Manipur State Commission for Women Act, 2006 at the earliest.

The meeting was also attended by members, legal advisor, field officer, and staff of MSCW.

Bandh effective in Sadar Hills

KANGPOKPI, April 3: The 12 hrs total bandh imposed jointly by United Chief Committee and All Tribal Chief Forum Manipur in all hill districts of Manipur was drastically effective in Sadar Hills.

National Highway 2 within Sadar Hills wore a deserted look due to the bandh today.

Volunteers were seen along the highway blocking the road in Gamgiphai, Motbung, Sapormeina, Leikop, Keithelmanbi and Kangpokpi.

This morning at around 8:30 some vehicles were partially damaged at IT Road Kangpokpi by supporters of the bandh said a source.

At Leikop in the afternoon around 1:30, election officials who were to attend rehearsals at Senapati were blocked by bandh supporters and pelted stone at the vehicles which compelled them from going any further.

When the matter has been reported to Kangpokpi Police Station a team of Kangpokpi Police led by ASP Zakir along with Suresh Anthony, Officer-in-Charge of Kangpokpi Police Station rushed to the spot and disbursed the bandh supporters who were reportedly engaged in blocking the road with stone by shooting several round of tear gas and escorted the election rehearsal officials safely.

At Sapormeina some vehicles including one tanker, one truck and one diesel auto has been reportedly damaged partially but Police source said no such incident occurred.

At Gamgiphai volunteers stopped vehicles and send them back without causing any damaged while warning to respect and honour the bandh.

Mentioned may be made that the tribal chiefs has been demanding the state Govt. to sanction all lending wages and material cost for MGNREGA while alleging that till date the state Govt. has released only 17 days wages and 10 percent material cost of MGNREGA against the 100 days wages and 40 percent material cost mandated by the MGNREGS which is the central Govt.flagship program.

IMPHAL, April 3: Legendary metal band ‘Post mark’ is all set to take the heavy metal music fans for a rusty head hanging ride tomorrow at Sagolband Sayang Pukri Mapal.

The band is organising a tribute concert for its late frontman Abungcha Kshetrimayum, the biggest convergence of heavy metal bands of the year so far.

This year the mega concert will feature legendary metal band of all time like the Phoenix, Red Devil besides series of vibrant performances from emerging new metal bands like ‘The Three String’, ‘Vomiting Purity’, ‘Lucifer’, ‘Agros’, ‘Ivyllic’ etc.

Abungcha, synonymous with screams and growl, is considered to be one of the finest vocalist and frontman of Trash, heavy metal and folk metal not only in Manipur but all over India during the heydays of heavy metal era.

He was killed in a tragic accident at Koirengei on April 4, 1999.

To honour him his fellow band mates has been managing tribute concerts with the contribution from other metal bands for the past several years.

Initially “Post Mark” was formed in the year 1988 as ‘Death’s Guitar’ with the line up of Abungcha as vocal, Imocha-guitar, Boycha-bass, Ingocha-guitar and Paras on the drums. They renamed the band “Post Mark” in 1989.

Like many other bands of the time, they also started out as a band that performed cover songs but were never happy with that. They believe in originality and moved forward with their idea which led to production of their own album “Stamp On You”.

Delhi, 3 April 2014: The United Nations Commission on the Status of Women (CSW) is the principal global policy-making body dedicated exclusively to gender equality and advancement of women. Every year, representatives of Member States gather at United Nations Headquarters in New York to evaluate progress on gender equality, identify challenges, set global standards and formulate concrete policies to promote gender equality and women’s empowerment worldwide. The Commission met from 9-21March 2014 in New York this year. Team of Control Arms Foundation of India and Manipur Women Gun Survivors Network were present there and hosted a parallel event under the theme “Engaging Women for Resolving Conflicts, Usher in Peace, Disarmament, & Development in South Asia”.

Women’s role remains weak and insecure in all social, political and economic activities in South Asia. In India, 22 girls get kidnapped every day. Out of the number of children who were kidnapped, 66% (10,938) are girls. Child mortality and maternal mortality levels in South Asia are among the highest globally. 46% of women aged 20-24 in South Asia married before the age of 18; 3.3% of women in South Asia (India and Bangladesh) face non-partner sexual violence.

The session commenced with an introductory speech by Ms. Binalakshmi Nepram, Founder, Manipur Women Gun Survivors Network, and Secretary General, Control Arms Foundation of India welcoming all the panelists at the event.  She gave an overview of the disturbing situation and status of women in South Asia, against the background of the region’s prolonged inter and intra-state conflicts and patriarchal nature. She described how in Bangladesh, India, Pakistan and Nepal, women are the victims of rape, abduction, child marriages, female infanticide, acid attacks, dowry-related murders, honor killing and enslavement. She furthermore criticized that many South Asian conflicts, such as that in Northeast India, Chittagong Hill Tracts, Bangladesh, are left unreported by mass media. She also mentioned the ongoing armed violence caused by small arms, light weapons within the Northeast India region. More than 50,000 lives have been lost in the violence.   The conflict in Manipur turns 300 women into widows annually. She called on international communities for the help to combat the problem and ensure countries that India implement UNSCR 1325.

Ms. Maria Butler, Programme Director, Women’s International League for Peace and Freedom, PeaceWomen Project, USA,focused on the need for a shift in CSW from military to human security and the links between development and militarism, identifying however a huge resistance as to imbedding disarmament in the development agenda. She accentuated how the post-2015 development agenda cannot keep silent on militarism if we want human rights abuses to be truly addressed. She also referred to the earlier-mentioned India’s resistance to apply Resolution 1325, calling this ‘the core of the challenge’ of their work, calling for voices that acknowledge that aforesaid resolution is in fact applicable everywhere.

Ms. Sarah Boyd, Founder, The Gender Agency, Australia, underlined the importance of women’s voices going from the private to the public sphere, merging private and public spheres to raise women’s consciousness, collective investment in ensuring that CSW nor the post-2015 agenda remain silent on critical issues of gender equality, peace (keeping), development, disarmament and their intersections, and the importance of CSO’s as the ties that bind the foregoing elements.

 

Ms. Fiona McAlpine, Manipur Women Gun Survivors Network/Young WILPF Network, Australia, addressed the issues of murder and forced disappearance of women and girls in India and the lack of access to justice, forged evidence and post-mortem reports, and impunity (as a consequence of the Armed Forces Special Powers Act) in that context. She accentuated that without including disarmament and demilitarization, the CSW is moot, as there can be no development without disarmament, which is also a prerequisite for access to justice.  

 

Also a short film titled, “We Shall Find Our Peace” was screened at the event that depicts the hardships and sufferings happening due to the ongoing conflict situation in the state of Manipur, India and eagerness of the population to promote peaceful environment in the region. The film showed the strength and hope among the Manipuri Women to overcome the hardships and violence in their state.

 

There were valuable discussions among the panelists and other participants across India, USA, Brazil, Australia, Pakistan, Bangladesh, Sri Lanka, Nepal and many others on Women, Peace and Security, types of violence and discrimination they are facing across the globe. Further discussions were on the possible steps that could be taken for the empowerment of women, their role in conflict transformation, disarmament, and decision-making processes. The event was ended successfully with valuable inputs and suggestions from esteemed Panelists.
