Dear Sir,

The UNC after its Emergency Presidential Council on the 19th March, 2014, declared its stand to endorse the NPF candidate, Soso Lorho in the ensuing 16th Lok Sabha election. The Presidential Council decided to abide by the 15th December, 2012 resolution that “anyone opposing the registered position of the Council”, i.e., to support the Naga People`s Front (NPF) would be “termed anti-Naga”.  .

This question is made to UNC, `Is fighting election or supporting a candidate of his/her choice a crime?` Every citizen of India is empowered to exercise his/her adult franchise to freely vote without any intimidation. If UNC terms anyone who does not go by their decision as anti-Naga, would the many people who had gone opposed to the decision including the present council executives be also termed anti-Naga? In the 14th Lok Sabha election, 2004, the UNC had supported Mani Charenamei, the Independent candidate. Many came out violating the directives of UNC which was then led by the present UNC executives and NPF workers. The then convener of BJP, Shri Ashinpou Gangmei strongly alleged the Independent candidate who was supported by UNC of being used by NSCN (IM) as reported in The Sangai Express of 3rd May, 2004. Not going far back and recalling the recent incidents on ADC elections in 2010, where UNC declared Nagas to refrain from the elections but many Nagas went ahead and got elected and some, even uncontested. Would they also still be termed anti-Naga? And also looking back in to the MP elections in the past where UNC declared to boycott the elections which resulted only in providing a fine opportunity for Kim Gangte to come into power. Is UNC repeating another such give-away opportunity by unwisely proposing to increase the Naga candidates and divide the Naga votes?

At this crucial hour, the important question made hereby is “Has the UNC betrayed the trust of the Nagas by taking advantage of the fact that the public would unquestioningly move according to its directive and give unstinted support to the candidate endorsed by the Council?”

The matter for primary discretion here is, when Naga candidates with very good credentials and a huge support base had already filed their nominations, with what goodwill did UNC endorse then NPF candidate and term others who do not support their candidate as “anti-Naga”? The question is, `Is it appropriate for UNC with its responsibility as the representative of the Naga people to take up such a position?`

While taking up such decision, did the UNC ask the crucial question whether NPF would garner huge support from the Nagas and even if they did, would that be good enough to win the elections, or  would that only tear the our voting base apart. So the question that is needed to be asked here is whether UNC endorsed the NPF just for the sake of entering into a heated political contest or with the motive to win.

At this juncture, we must ask why the 19th March Presidential Council of UNC passed the motion in favor of endorsing the NPF, mainly based on minority votes of few UNC executives and a few tribe presidents against the majority decision not to endorse NPF considering the ground realities in Manipur.

And needless to say, many Naga public who would have actually loved to support NPF are also deterred by the choice of the candidate. Is UNC`s support to NPF just to tarnish the image of NPF or vice-versa? It is clear, that any wise and grounded decision for the choice of its candidate would be based on the qualities of competency, honesty and integrity? On what basis then, did UNC choose its candidate, as any voter is compelled to question the integrity of Soso Lorho, which was rightly referred to in the 25th March issue of The Sangai Express, by Nelson Vashum. If they could not fetch the right candidate and were wanting in intelligent judgment, why does UNC have to declare it mandatory for all Nagas to leave aside all support to other candidates and rally around the candidate of their choice? Does UNC expect the Naga people to dance around their tune? Isn`t it a blatant act to sell the sentiments of the Naga people, and misuse the cause of the “Naga issue” for any selfish interest? This question has become a hard puzzle for the thinking public. Is this just a reflection of corruption in the camp or is this some sort of game with some hidden agenda?

Is UNC being used by some miscreants internally or externally, to divide Naga votes against their favor? Is there any influence or link between some elements inside the UNC executive and political parties in taking up this decision? Have those in the UNC executive with strong links with political parties like BJP and NPF sold the rights of the Nagas???

Have the unsuspecting Naga people been duped by these people in the name of “Naga Issue”? If so, the credibility of the UNC is to be questioned?

The public must be aware of such facts and involve in working for the betterment of the society, and also prevent anyone from misusing the cause of the community in future.

IMPHAL, April 6: The Zeliangrong Baudi, Manipur clarified in order to clear confusion created by the news report which carried on different newspapers appeared on April 2 and 3, based on the statement issued by Dr Gairiangmei Maringmei, General Secretary, Zeliangrong Baudi (Assam, Manipur & Nagaland), said a press release issued by joint secretary, Zeliangrong Baudi Manipur.

It further said that the Zeliangrong Baudi, Manipur is one of the constituent units of United Naga Council as such the Zeliangrong Baudi Manipur endorsing the decision of the United Naga Council on the Naga issue does not commit any procedural lapse in the process. The Zeliangrong Baudi Manipur has jurisdictional autonomy for making decision in the State of Manipur as per the Constitution of the Zeliangrong Baudi, it said.

It was very unfortunate that the General Secretary of ZB (AMN) issuing such statement without any resolution or decision adopted or taken in any ZB meeting is a clear case of misuse of office apart from violation of procedural and established tradition of any social organisation, it said.

Therefore, it is hereby informed to all the general public of Zeliangrong in particular and Nagas in general not to be misled by the statement of the aforementioned rather Zeliangrong people are part and parcel of the Naga family as such it is the bounden duty to adhere to UNC decision, it concluded.

A general strike was called at the beginning of this month. This was to do with the death of a young woman somewhere from Thoubal Achouba Bamon leirak. She was found death, hanging in the bathroom. The locality suspected of foul play. They rejected the suicide account as told by the family of the woman’s in laws. As usual, a JAC was formed to protest against the death. The JAC submitted a memorandum to the Chief Minister demanding immediate arrest of whosoever had a hand in the alleged crime. They have also reportedly demanded of handing over the case to the CBI. Apparently, there was no positive response from the side of the Chief Minister. This was in spite of the fact that the voice of resentment was raised from the CM’s own Assembly Constituency. As evident the CM is currently immersed in the election campaign of the Parliamentary Election which is only a few days away. He and his party MLAs’ are seemingly confident of harvesting winning numbers from the Assembly constituencies which they currently represent in the Manipur Assembly. Their campaigns, as far as the inner seat is concern, has been by and large focused at areas where they have failed to get expected number of votes in the last Assembly election. The CM must have comfortably sidelined the demands of the JAC from his home turf. His loving electorates are swept aside for the interest of retaining the seat in the Inner Parliamentary Constituency. Those of Mr Ibobi’s critic who have been accusing him of being ‘Thoubal centric’ in his outlook and approach, and that he has been abundantly kind to his Thoubal voters in job recruitment will have to eat their words.  There is a joke about Bangalore, the silicon valley of India. In Bangalore, if you throw up a stone in the air the probability of the stone falling on the head of a software engineer is high all the time. In similar vein, if you throw a stone to any of the state security personnel either standing in a group by the roadside, or to those roving in their vehicles for duty – chances are that the stone will hit someone from Thoubal in most of the counts.
Feeling dejected over the CM’s cold response to their demands the JAC along with the civil organisations called a general strike from the midnight of April 1. Declaring the strike the JAC had sought public support to mount pressure on the government. We do not wish to question the wisdom of the JAC in demanding a CBI enquiry into the incident. Though their resolution of demanding an enquiry of that level has figments of immaturity and impulsiveness on their part, the JAC in their appeal for support from the public seemed to have wedded to the larger issue of crime against women and children. The demand or their point of contention could have been more pinpointed by homing in to the crux of the crime and its possible leads instead of anchoring on a larger issue, which undeniably has been a pressing concern in the present context of crimes that has been happening in Manipur. On the other hand, the strike was called with the support from most of the civil organisations of the state. What is noteworthy is that the ‘all Manipur general strike’ was met with a lukewarm response from the public. There was no effect of the strike in Imphal and other places. Accept for the fact that the strike was confined at some pockets of Thoubal. This is not the only case where we have seen protest increasingly getting choked within the confines of the victim’s locality. Is it that the state and its machineries have become shrewd enough to blunt the voice of protest wherever they wish? Or is it that the people have lost all empathy for a crime meted out to their fellow beings? And more importantly, has the people become skeptic of the functioning of the civil organisations, which has to do with their calls for public support in the time of need et al? As for us, the answer is affirmative for all questions.

A few things have become matters for constant deliberation and deeply disturbing to the minds among some close professional colleagues where I earn my bread. One is the absolute decline in the quality, capability, preparedness and commitment to learn the higher things and allow ideas to flourish among the new crop of students entering the designated space for higher learning in Manipur. Second, we observe in every direction we move that poverty does not seem to be declining whether in the region or in India as a whole; this is happening in an environment where inequality, absolute as well as relative, is on the rise. Third, the creative society which we all should aspire does not show signs of emergence in this part of the world, which supposedly should be the most dynamic zone as the space for South East, East and South Asia meeting each other.

On the face of it, we may see all these three issues as unrelated, but I feel these are symptoms of a single disease. The South East and East Asian countries are now the focus of international attention and are the ones responsible for the onset of the Asian Century. One of the factors responsible for this has been the emergence of “reverse innovation” wherein instead of the technology flowing from the advanced countries to the less developed countries it becomes the other way round. Unless a capability to innovate is evolved no society can become responsible and responsive one. This is what EarlDonald means when he writes in hisOn the Absence of the Railway Enginethus: “When in teasing mood I sometimes suggest to my students that the beginning of the endof the Ancient World is to be found not in Alaric`s capture of old Rome in AD 410, not inthe Turkish sack of new Rome in 1453 nor, indeed, at any of the much canvassed datesin between, but in an event which occurred in England in the early eighteenth century,
they tend to look blank, baffled or bored according to temperament. Yet the case can beargued that the division between Ancient and Modem was marked in 1709 when atCoalbrookdale in Shropshire, Abraham Darby first successfully smelted iron with coke,for it was this development which launched mankind, slowly at first, but withprogressively increasing rapidity, into the totally new world of an expanding andinnovatory technology and introduced into the human consciousness the wholly novelconcept of self-sustaining growth, both technical and financial.”  It is this realisation which the President of the European Union, Jose Manuel Barroso, emphasises in the State of the Union Address in September 2013 thus: “We must encourage…innovative dynamism at a European scale. This is why we must also invest more in innovation, in technology and the role of science. I have great faith in science, in the capacity of the human mind and a creative society to solve its problems. The world is changing dramatically and I believe
many of the solutions are going to come, in Europe and outside Europe…I would like Europe to be leading that effort globally.”  I am intentionally referring to this European effort as it relates to the determination of an advanced region to recapture the earlier global dominance. Contrast this with the contextual realities we had mentioned in the beginning and the absence of any effort to join the global race for advancement in this part of the world.

We know that we are good in sports and absolutely good at that. We are also good and absolutely at that when it comes to joining the world of knowledge. Here is a catch though. The commitment and effort to excel in the world of acquiring knowledge and creating knowledge are found among the youths who have left the place for institutes outside the region and outside the country. This quality of excellence charges our youths around the globe. But the very few youths who come back to the homeland are not as charged as the non-returnees, but instead possess orientations for cheating, bluff and join the social bandwagon of pushing ahead through means foul rather than otherwise. This unequal determination and capability has been rising at a very fast pace that the remaining youths do not even reach their counterparts a decade or so earlier by a big margin. The returning youths do not fire the imagination of the remaining youths here in so far as the knowledge world is concerned.

But we cannot leave it just like that. We need to collectively apply our mind as to why such a passé has come in the case of Manipur. Quite often it is said that the landlockedness of the place has been the destiny, and this constraint has stunted the people down. But how do explain the global experience of many countries and regions similar to ours having experienced wonderful development outcomes. A recent study points out that good governance, trade relationships and coordinated infrastructures development with the neighbours have been critical. These are exactly where Manipur is found absolutely wanting. To put it in a different way, absence of political will and absolute lack of managerial skill have been the undoing for Manipur.

Here it would be rewarding to reread Jeremy Bentham who said in 1830: “the proper end of governmentis the greatest happiness of all, or, in case ofcompetition, the greatest happiness of the greatestnumber, it seems to me that I have made a declarationof peace and good-will to all men.On the other hand, were I to say, the proper end ofgovernment is the greatest happiness of some one,naming him, or of some few, naming them, it seems tome that I should be making a declaration of waragainst all men, with the exception of that one, or ofthose few.Be the subject what it may, unless it be allowed tome to say, what, in relation to that subject, are myjudgment, my feelings, or my desires, I cannot sayanything in relation to it; and as to my judgment oneach occasion, giving it, as I do, for no more than it isworth, it seems to me that it is on my part nounreasonable desire to be allowed—free from everyimputation conveyed, or endeavoured to be conveyed,by the word dogmatism—to be allowed to give it…….This being the basis on which all legislation and allmorality rests, these few words written in hopes ofclearing away all obscurity and ambiguity, all doubtsand difficulties, will not, I hope, be regarded asmisapplied, or applied in waste………….in so far as between the happiness ofthe greatest number, and the happiness of any lessernumber, any incompatibility or successful competitionis allowed to have place, it may be styled a sinister end ofgovernment, or say, object of pursuit.”

The term to be marked is sinister. This is exactly what has happened in the governance in the land here where both political and bureaucratic corruptions are systemic.This prevalence has disconnected governance from performance. This has created a societal-wide relationship between informality and corruption. It is exactly this force which has dampened the commitment and capability levels of the youths. A bad scenario indeed!

A mobile handset and SIM cards were seized from his possession. Investigation revealed that he had been involved in mobilizing vehicles and the general public to participate in PLA’s activities especially the Patriots Day celebration of the proscribed oragnisation to be held on 13th April. A case has been registered at the Lamphel Police station and investigations are going on.

IMPHAL, Apr 6: A-thirteen-minute long documentary film based on WW-II at Imphal titled ‘The Imphal Campaign’ was released today at the conference hall, Babina Diagnostics Centre, Porompat.

The documentary film is being directed by Aribam Prem Sharma, video journalist, Impact TV and produced by Impact TV.

The release function was also attended by Christopher Johnson, author of Forgotten Army’s Boxes of Lion as the chief guest.

Speaking on the sidelines of the function, Prem Sharma said his documentary is a result of the footages he had collected as a journalist since 2009.

He had never thought that he would be making the film, however, the coming of the Japanese Ambassador to India to Imphal during the three month long anniversary of the Imphal War had prompted him to turn his video clippings to a film.

The documentary is compiled by the video footages he had taken during his visit to the places of Battle of Sangshak, Battle of Imphal, Battle of Red Hills.

There was partial damage in the window glasses of the house.

No human casualty is reported. Sarungbam Biren is presently the director of the National Institute of Technology, Imphal.

“It was the most amazing night of my life so far,” says Your Shot member Martin Koitmae of capturing this noctilucent cloud over Estonia’s Kuresoo bog, calling the silence of the moment “the loudest sound I’ve ever heard.”

Koitmae had never been to a bog before visiting this one in the country’s Soomaa National Park. “It was an absolutely magical experience to see noctilucent clouds glowing and reflected by perfectly still bog pools and accompanied by complete silence.”

Koitmae’s picture was recently included in a National Geographic Daily News gallery featuring these “night shining” clouds, which grace high-latitude sunsets around the globe.
