IMPHAL, June 2: Self-styled second lieutenant of proscribed outfit Kanglei Yawol Kanna Lup (KYKL) today laid down his weapons before Dr N C Asthana inspector general Central Reserved Police Force Manipur and Nagaland during a simple home coming ceremony held today at the Group Centre CRPF Langjing.

The home coming ceremony was also attended by KT Vaiphei inspector general (intelligence), Clay Khongsai inspector general (Law and Order -I) and IK Muivah DIG representing the state police and other high level officer of CRPF.

The self-styled second lieutenant who laid down one .32 Pistol with two live rounds and magazine and one hand grenade along with a detonator has been identified as Liotongbam Indrajit Meetei alias Suraj, 28, son of (L) Singabi of Lakhinagar part 1 Golaghat district , Assam.

Indrajeet had joined the outfit in the year 2003 and was in the Myanmar camp of the outfit from 2004 till 2011.

Speaking at the ceremony, Dr NC Asthana said they warmly welcome the youth who has return to the mainstream.

He said the youth will be handed over to the police concerned to take up the proper course of action for his rehabilitation.

IMPHAL, June 2 (NNN): Lack of judges and staff in Manipur Courts and district chief judicial magistrate courts has hampered in dealing cases in Manipur.

Addressing the media today, All Manipur Bar Association (AMBA) blamed the Central government for all the ails in Manipur Courts.

AMBA alleges that the ‘step-motherly’ treatment meted out to courts in Manipur by the Centre has impacted the delay in delivering justice to the people.

AMBA president Khaidem Mani said there should be altogether five judges in Manipur Courts but there have been only two judges.

As per the all India 25 % increment of judges, there should be five judges in Manipur. Though the Centre has agreed to have four judges in the state only two judges are posted in the state, said Khaidem Mani. “Let the government takes time to post the remaining one judge here but at least fulfill its commitment to have four judges in the state,” said the AMBA president.

The AMBA president then said earlier there were just two District and Session Judges (Court) in Manipur i.e. Imphal West and Imphal East district but today “we have such courts in the districts of Thoubal, Bishenpur and Senapati too.” The District and Session Judges (Court) in Churachandpur and Ukhrul will be opened any day, the AMBA chief added. “With these rising number of courts in Manipur the presence of only two judges in the state to deal the cases is a big problem today,” Khaidem Mani rued.

Besides these courts, there have also been Grade-1 and Grade -II courts and district level Chief Judicial Magistrate (Courts) in all the districts. Above these, there have also been the Judicial Magistrate First Class. Given this scenerio, the AMBA president urged the concerned authority to post adequate number of judges and staff in Manipur to deal the rising number of cases.

Khaidem Mani then pointed out that there should be atleast 58 staff in each District and Session Judge (Court). If the posting of 58 staff is not possible then there should be a minimum of 39 staff in the District and Session Judge (court), said Khaidem Mani. In each Grade 1 and Grade -II court there should be a minimum staff of 14, he added. In the First Class category there should be 9 staff compulsorily posted, Mani also said.

Regarding the Thoubal District and Session Judge (court), Mani stated that there was a post creation of 24 staff in that court but only 16 staff are operating there. In Bishenpur District and Session Judge (Court) the post creation was 14 staff but only 10 staff are working in the court. Regarding the Senapati District and Session Judge (court) there was a post creation of 16 but only 11 of them are working presently.

Regarding the ‘Fast Tract Courts’ in Manipur, the AMBA president said since the year 2001 there have already been these courts existing on adhoc basis with five years extension later. “Today these Fast Tract Courts have become permanent courts in Manipur but the staff are working on adhoc basis still with 2 to 3 staff in each court” Khaidem Mani also pointed out.

He then said there should be around 400 staff in all the courts in Manipur but “we have only around 200 staff”.

With cases of crime against women and drug related cases fast rising in Manipur the shortage of judges and staff in Manipur has even given hurdles in delivering justice to the people. Khaidem Mani urged the government to give attention to the problems at the earliest before the people get agitated.

IMPHAL, June 2: A combined team of Imphal East district police commandos women police, 7th Manipur rifle, 4th IRB, Irilbung police conducted a joint cordon and search operation at Uchekon Takgok Mapal and Yubaraj Palli today around 2.30 pm.

The massive operation conducted under the supervision of additional SP (operation) Imphal Wast Singhajit and led by officer in charge Imphal east commando P Achouba continued till around 5pm.

All residents including women between the age group of 18 to 50 years were called out and verified by the joint team.

However, no one was arrested during the joint operation.

Meanwhile, according to a press release of the PRO Police, on May 31, Imphal West District Police Commandos arrested one active member of the proscribed outfit PLA, identified as Longjam Lukhoi Meitei alias Bijen alias Inao, 32, son of L Itobi Meitei of Lamshang Akham Leikai from his house.

It said, on verification, he revealed that he works in Finance section of the outfit and was involved in extortion of money from shopkeepers, government employees and general public in Imphal areas and in transportation of arms and ammunition.

“On his disclosure, another active member of PLA, namely, Haokhom Inaocha Singh, 42, son of H Amuningthou Singh of Phumlou Siphai Maning Leikai was also arrested from Lamshinag Bazar on the same day.”

Further according to the press release, on further verification, the latter revealed that he was involved in planting of explosives and that he is an expertise in handling detonators.

“One Hero Honda, Ambition black in colour bearing regd. No. MN06S/4332 was seized from his possession,” said the release before adding a case has been registered at Lamshang Police Station and investigation is going on.

JIRIBAM, June 2: The only temporary bridge connecting Babukhal village with the road to Muktokkhong has remained unattended after it was swept away during a recent flood.

The village lies about five km north of Muktokhhong, Tamenglong district which about 10 km east of Jiribam sub division along the National Highway 37.

Concerned with the silence of the government, a public meeting was convened chaired by Nongpok Chingkhei Development Committee M Haritombi Singh on May 11.

During the meeting, the participants took several resolutions.

Representatives had also met with the addl DC, Jiribam on the issue the next day on May 12, however, the government has continued to remain silent, lamented locals.

Sources said the locals had also resolved to demand immediate action from the government for the construction of the bridge and to look into the various other necessities of the village at the earliest.

Even though the addl DC, Jiribam Dr Hamit Singh Pahuja has assured to the representatives during the May 12 meeting that the bridge will be constructed at the earliest, there has been no action in this regard till day, villagers continued.

According to M Haritombi Singh, the village was established in the year 1964, however, the government has been neglecting even the provision of basic amenities of the villagers.

The villagers are presently using a boat service to cross over the river, he lamented.
