Chandel bodies accuse bandh supporters of vandalism

CHANDEL, JUNE, 11: Several civil organizations including CNPO, Maring Uparup Assembly, the Maring Naga Students’ Union and the Maring Naga Baptist Churches Association have strongly condemn the act of vandalism carried out by bandh supporter during the 24 hour Thoubal district bandh particularly along National Highway No 102 (Imphal – Moreh).

The organisations have also alleged the bandh organizer, Joint Non- Government Voluntary Organization Kakching of enforcing the bandh to flare up communal tension between different communities living in the area.

Sources said a large mob from Kakching had not only blocked NH No 102 at Kakching Lamkhai and Pallel bazaar but entered Khangshim village.

During which the mob vandalized commercial hoardings, banners, signboards, shops, breaking window panes and glasses of Khangshim Baptish Church office cum Pastor’s quarter and ICDS building of Khangshim and Morning Dew School and Primary School of Khangshim village.

The mob also made provocative remarks saying, leave Khangshim or face the consequences.

Another local of Nungourok told reporters that 50-60 people came to Nungourok at about 11.00 am and uprooted a signboard of the village erected at the entrance.

The mob had also damaged the Nungourok Church signboard attached on the church building and a flex signboard for one embroidery centre was also torn down by the bandh supporters, the local said.

The bandh volunteers also marched towards Thamlakhuren and Aibuldam near St. Paul school and vandalized village signboards, the local added.

Chandel Naga People’s Organisation president Ws Kanral Anal while speaking to media had strongly condemned the act and called for immediate intervention from the government.

The Naga Students Union Chandel president Sr Joningam while condemning the act in the strongest term and said that the union will take up necessary actions.

The Maring Naga Students Union has also expressed shock and surprise and said the situation was put under control only when SDPO Thoubal arrived at the spot and intervened.

While demanding the punishment of the erring officials and culprits, the students’ body has warned that it will take its own course of action and the concerned authority will be held responsible for any impending consequences.

IMPHAL, June 11: The State cabinet today approved a one time relaxation in the Education Service Rules, 2012 besides formation of the “Manipur Tourism Development Society” a Government undertaking to encourage substantial benefit from the tourism potential of the State.

The cabinet sitting convened this afternoon around 2 pm was chaired by Chief Minister Okram Ibobi.

Briefing the media in this regard, government spokesperson and CAF&PD minister, M Okendro divulged that despite having huge tourism potential, the tourism industry in the state is unable to reap maximum benefit.

Realising the root cause of the issue, the government hasdevised a way to develop tourism industry by introducing the society which would also create job opportunities for the youth and boost the economy of the State, he saod.

Chief Minister Okram Ibobi who also holds the tourism portfolio, will be the chairman while parliamentary secretary (tourism) will be the vice chairman and principal secretary (tourism) will serve as the chairman of the executive committee, informed the spokesperson.

To give more thrust to the initiative, the government would give more emphasis on intensive publicity campaign, continued Oken.

The society will be run on Grant in Aid from the State government/Planning department and agency charge recieved from the work agencies, he said

Elaborating further on the agendas of the meeting, he said, the cabinet has approved the one time relaxation of Rule 5 of the Manipur Education Services Rules, 2012.

He said, under the rules, 53 posts of deputy inspector of schools (Manipur Education Service Grade II) are to be recruited, of which 26 are supposed to be filled through promotion from grade III.

The remaining 27 posts are to be directly recruited through limited competitive examination, he asserted.

He further informed that a requisition for the direct recruitment of the 27 posts has been sent to the MPSC on June 4.

He added that promotion to MES grade II from rade III are to be made for regular employees who have atleast served as DI/AI for five years.

However, at present there is no such AI/DI in the State, and will not be there till about 2019/20, he added.

So the cabinet has decided to make a one time relaxation and all recruitment will be done through open competition, he said.

Other agendas deliberated during the meeting include compensating the family of deceased URF cadres who was found buried inside the Loitang Khunou Spinning Mill (temporary designated camp), deceased victim of Singjamei Chingamakhong blast (one lakh each) and 50,000 for injured.

Meanwhile, the meet also further approved the Tourism Policy, 2014 and also Manipur Land Revenue and Land Reforms (Diversion) Rules, 2014 etc.

IMPHAL, June 11: The Manipur Pradesh Trinamool Congress (MPTC) president Thounaojam Shyamkumar has sent a letter to the Speaker of the Manipur Legislative Assembly seeking disqualification of Thangmeiband MLA Khumukcham Joykishan, a self appointed MPTC president for misconduct and anti-party activities.

In the inauguration function of the MPTC’s new office at Yaiskul, Shyamkumar said: “Khumukcham Joykishan who was suspended from MPTC a few days ago acted against the party by violating the party’s rules and regulations. He has served a counter order terminating me for six years from the party without giving any prior information.”

“As a national party, our party members can’t make statements without the permission of the party high command. But Joykishan has gone beyond the party constitution. So, a written letter was sent to Speaker Th Lokeshwar for initiating the process of disqualification against Joykishan from the party.”

He further said that as a unit of the All India Trinamool Congress led by Mamata Banerjee, MPTC has the responsibility of spreading the Trinamool Congress’ base in Manipur, adding that MPTC is the second largest party in Manipur while AITC is the fourth largest party in the country.

“It is clear that as per the rules in the constitution of the party, it doesn’t accept any trouble makers inside the party. The party brooks no anti-party activities from any individual or group. It is unfortunate that MLA Joykishan has gone against the party and neglected the rules and regulations,” he said.

He said that the party needed true workers or sympathisers not MLAs, adding that Trinamool Congress can’t be hold to ransom by five MLAs.

“Joykishan has acted against provisions in article 10 of the party and need to be disqualified from the party. It is quite clear from the results of the Lok Sabha elections who love the party and care about its welfare. Joykishan and his minions have worked against Trinamool Congress,”

As per the election norms, the Trinamool Congress can constitute only one AITCC, working committee and State Pradesh Trinamool Congress Committees in states. But, Joykishan has claimed that MPTC is not under AITC, he added.

“So, if necessary the party will take up legal actions against them. If they try to solve the crisis within the party, we will take them back into the party’s fold,” he said.

IMPHAL, June 11: The deputy Chief Minister Gaikhangam today inaugurated the hostels for both boys and girls of the Eklavya Residential Model School at Chikin village, Moreh and also the bridge constructed over Khujairok River.

According to a press release of the DIPR, a formal function was held at the Moreh Trade Centre with the State deputy Chief Minister as chief guest.

During the function, Gaikhangam said that the two hostels will provide educational opportunities to Scheduled Tribes students, it said.

He further stated that the hostels will nourish the talents of the students from the poor families.

Further according to the release, Gaikhangam also made a general appeal to the people of the sub division to look after the hostels as well as the model school as their own home.

In connection with Khujairok Bridge, the deputy Chief Minister informed the gathering that the construction of the bridge was started in the year 2007 with the funding of Assistant to States for Infrastructure Development and Allied Activities at the cost of Rs 3.66 crore, it said.

He also mentioned of the need of infrastructure development at Moreh as it has become a face of the State.

Addressing the gathering, Commerce and Industry minister Govindas Konthoujam expressed that the Khujairok Bridge will connect the bye pass route which was constructed to ease traffic volume of the commuters of Moreh. The minister also expressed his confidence that the bye pass route will be helpful to the trade activities of the border town.

The chairman of the Manipur Tribal Development Corporation T Manga Vaiphei, Tengnoupal A/C MLA D Korungthang and Commissioner of the Commerce and Industry L Lakher also attended as guests of honour.

IMPHAL, June 11: A discussion program on International Humanitarian Law and Armed Forces Special Powers Act, 1958 was held today at Diocesan Social Service Society (DSSS), Mantripukhri.

The program was jointly organised by North East Dialogue Forum (NEDF), People’s Action for Development NH-53 (PAD-53), Senapati district, United Community Development Platform, Village Women Coordinating Committee, People’s Platform Secretariat and Conflict Widows’ Forum, Manipur.

Kimboi, member of NEDF said in her key note address that AFSPA, 1958 was imposed in the Northeast by India so as to suppress the insurgency movement. The act gives enormous powers to the armed forces of central government such as power to kill, destroy properties, search and arrest without warrant.

She also said that based on the reports of Ministry of Home, Government of India and Home Department, Government of Manipur, during 1980 to 2010, 2106 numbers of insurgent cadres were killed by security forces, 1218 security personnel were killed by insurgent groups and 2405 civilians were killed by the insurgent groups in Manipur.

A case in Supreme Court is also on for the alleged extrajudicial killings of 1528 persons by the security forces in Manipur. She further stated that in the ensuing armed conflict, women and children have been the most vulnerable and have suffered the most. During 1980 to 2012, 36 women and 98 children have been reportedly killed in Manipur, she added.

The common article 3 of the Geneva Conventions, 1949 should be at least respected and implemented by all parties related with the conflict in the region urged Ms. Kimboi.

Life in Manipur and other parts of the Northeast region is under constant threat and insecurity though ‘Right to Life and Personal Liberty’ is guaranteed under Article 21 of Indian Constitution.

The International Humanitarian Law or Law of Armed Conflict applicable in the armed conflict situation in Manipur and other parts of the Northeast region therefore, should be implemented and respected by all conflicting parties.

W Basanta, Advocate said that Common Article 3 of the Geneva Conventions of 1949 specifically applies in the case of conflicts “not of an international character”. Common Article 3, stipulates the minimum protection that must be afforded to all those who are not, or who are no longer, taking an active part in hostilities.

It prohibits also the passing of sentences and carrying out of executions without judgment being pronounced by a regular constituted court providing all judicial guarantees recognised as indispensable. It imposes an obligation on the parties to collect the wounded and sick and to care for them stated Mr. Basanta.

Resource person, Kh Rebati Raman Member North East Dialogue Forum said that Indian Constitution which came into force on January 26, 1950 guaranteed the Right to Life. And equality before Law to the people of India along with social, economic and political justice, freedom of thought and expression on which Indian democracy thrives.

He said that sweeping powers and immunity enjoyed by the Indian Armed Forces under the AFSPA nullifies the Right to Life (Article 21) and Equality before Law (Article 14).

AFSPA has failed to serve the very purpose for which it was devised stated Rebati. Therefore, he called for the repeal of AFSPA immediately.

The consultation adopted some recommendation against the government of India and to the armed opposition group that Armed Forces (Special Powers) Act, 1958 should be repealed, Respect and implement the common article 3 of the Geneva Conventions, 1949. Establish Truth Commission and deliver justice to the victims of all forms of human rights violations committed by the government’s security forces. Provide assistance to the victims for complete rehabilitation and reintegration.

UKHRUL, June 11: Once a cold, chilly place, Ukhrul town has lately been experiencing unprecedented scorching heat and scripting the hottest ever summer in its entire history as mercury keeps soaring since the past few weeks.

Although a mixture of light drizzle and cloud during the past 48 hours or so has brought some respite from the heat, the weather condition is expected to continue with no rain or cloud in the next few days until seasonal moonson arrives.

Since the past couple of days, weather is changing quickly with a looming cloud suddenly gives way to sunshine and then to momentary spitting of rain. However, the heat continues unabated especially during the day unlike in the past.

Reports from the state MeT department said that maximum temperature of the district fluctuates between 21.5 degree celsius and 24.8 degree celsius during the past week, while minimum temperature inbetween 15.9 degree celsius and 18.8 degree celsius during the same period as per IMD(AWS) data.

The township used to a place where most people normally took bath by heating water throughout the year but this summer people do not have problem with cold water as temperature breaches tolerable marks.

Many people could be seen taking several baths to keep themselves fresh from the heat and body moisture during the past week.

IMPHAL, June 11: A man who was physically assaulted by two brothers near the Lilong Turel Ahanbi River bank yesterday succumbed to head injuries received during the assault today.

The deceased is identified as former counsellor, Shamurou Nagar panchayat Ward No 10, Roshan Ali, 45, son of (L) Abdulkadin of Lilong Lairenkhong.

Of the two brothers, the younger identified as Md Mustakin, 26 son of Md Salawar of Lilong Haoreibi had surrendered before the police concerned this noon.

His elder brother identified as Md Amubi, 28 is still absconding.

Angered by the news of the death, locals of Lilong Lairenkhong formed a JAC and dismantled the house of the two accused around 9am.

Household items were also brought out and set of fire.

Roshan Ali died this morning at Raj Polyclinic.

According to locals, around 11 am yesterday, the two brothers came to Roshan’s house to talk about some loan that Roshan had taken from them.

They took Roshan to the river bank and demanded him to return the Rs 50 thousand he had taken in connection with the sale of one of their vehicle some five years back, said the locals.

This resulted in a heated argument between them, informed the locals and added during the course of the argument, one of the brothers picked a wood and hit Roshan from behind, informed the locals.

The brothers left the spot soon after assaulting Roshan, they further claimed.

Soon Roshan was rushed to Raj Polyclinic with a head injury.

He was being treated there, untill he succumbed around 6am today, said a local source.

Meanwhile, locals of Lilong Lairenkhong held an emergency meeting this morning and formed a JAC to pressurise the government to arrest the two accused and to punish them accordingly.

The body has been deposited at the Jawaharlal Nehru Institute of Medical Sciences, Morgue for post Mortem and the Lilong Police have taken up a case.

IMPHAL, June 11: The indefinite bandh jointly imposed by the All Manipur Muslim Sutdent’s Organisation (AMMSO) and JAC against lethal assault of Nongyaimayum Rusdy, in Bishnupur district has been suspended temporary following an understanding reached between the groups and the police.

The groups are demanding the unconditional release and compensation of Nongyaimayum Rusdie, claiming to be innocent.

The bandh commenced from 6 am wherein bandh supporters block the Imphal-tiddim road at Kwakta area burning tyres and piling up rocks. No vehicle was allowed to passed through the Kwakta Khongsanbi area and severely affected the passenger service of Imphal-Churachandpur.

Meanwhile, a joint meeting was convened between the police and victim’s well wishers at the official residence Moirang MLA and parliamentary secretary YAS, Tourism M Prithivira.

The meeting which started at 7 pm was attended by victim’s father Hamid, representative of AMMSO, JAC member, SP Imphal east, additional SP Imphal East, OC Porompat.

An understanding was brought between both sides which include releasing the victim on bail by tomorrow, the police department to bear all the expenses in the treatment of Rusdie, to hand over the Alto car along with mobile phone seized from the victim.

Further a meeting with the deputy chief minister will be held tomorrow.
