The state cabinet’s resolution to comply Supreme Court’s directives on limiting the use of red light beacon with flashers on vehicles is certainly welcome. Following the directives, the state cabinet has decided that red beacon flashers will be narrowed down to five dignitaries only. They are the Governor of Manipur, Chief Minister, deputy Chief Minister, Speaker of the Manipur Legislative Assembly and Chief Justice of the Manipur High Court. It may be recalled that Supreme Court had directed all states to restrict the number of VIPs using the red beacon. A Bench of Justice G.S Singhvi and C. Nagappan gave the ruling on December 2013, on a writ petition from Abhay Singh, directing the states to amend their respective Motor Vehicle Rules to limit the use of red beacon. The ruling further directed to impose exemplary fine on those who misuse it. The Bench maintained: “The red lights symbolise power and the stark differentiation between those who are allowed to use them and the ones who are not. A large number of those using vehicles with red lights have no respect for the laws, and they treat the ordinary citizens with contempt. The use of red lights on the vehicles of public representatives and civil servants has perhaps no parallel in the world democracies.”

The Court ruling traced back the origin of the red light beacon to the days of the British Raj. Clearly, the ruling is against those people who misuse power mostly on roads. We, as common commuters on road have been witness to ‘power plays’ of VIPs whenever they pass with their cavalcade. Some of us have not just been witness, but also have been victim of their abuses. In Manipur, one might say, the removal of the red light beacon would bring a little change. This is because even if you remove the red light beacon, the haughty nature of VIPs will perhaps never change. Most importantly, the vehicles of the VIPs must be made to maintain a speed limit. On any given day, no matter how congested the traffic is, one can sense the arrival of the VIP from a good distance. Blaring horns from their cavalcade would scream endlessly at the commuters around. In most cases, the security vehicles leading the cavalcades are the primary source of nuisance. They have little sense of respect for the common commuters on the road. With no sign of any possible remedy of the traffic chaos that we witness everyday on the roads, a VIP cavalcade adds woes to the already perturbed commuters. Should we also remind that haughtiness on the road by those in ‘power’ does not confine to VIPs alone. The army and the paramilitary forces, along with the state police regularly flex their muscles on the roads. Needless to explain that their jobs demand swift actions, for instance, reaching a place of crime without wasting any time. Their service to the people is important, no doubt. But that should not be a license to harass the common commuters. The haughty attitude must also go away along with the removal of the red beacon. As for the horns, the Court ruling also mentions of regulating the multi-toned horns on the roads. The state cabinet must also pay attention to the directive of amending the existing Motor Vehicle Rules. We suggest it should address the perennial problem of traffic congestion, along with other problems on the roads. Let the removal of the red light beacon be a symbolic beginning for a good planning and a robust execution.

IMPHAL, June 17: The All Manipur Night Super Driver Welfare Association (AMNSDWA) have threatened to stop plying all kinds of inter-state passenger vehicles on the national highways from 6am of June 19 if the abducted driver of a night super is not released by 5pm today.

A driver identified as Thokchom Ingobi, 45, of Khongjom Mamang Leikai was abducted by some unknown persons in a four wheeler on the night of June 13 while he was having dinner at Murli hotel, Jakhalabandha, Assam.

Addressing a press meet at Manipur Press Club, AMNSDWA secretary Irabot said that Ingobi was heading towards Imphal from Guwahati with a passenger on his night super bus before the unfortunate incident occurred.

According to Irabot, the abductors called the Zet Travel Night Super’s office at North AOC the following day and identified themselves as cadres of the Kangleipak Communist Party-Military Council (KCP-MC) Langamba Khuman group and claimed responsibility for the abduction.

“The driver of the Night Super bearing the registration number MN 01-1785 was held captive for not paying the annual tax amounting between Rs. 10,000 to Rs. 20,000 to the outfit. The outfit further warned the other travel agencies that they will take action against them for failing to pay the annual tax to the party,” AMNSDWA secretary Irabot said, adding that the driver’s association has earlier apprised the DGP of Manipur about frequent threats to the safety of drivers.

Irabot further made an appeal to all civil societies to support their movement for getting the abducted driver safely released.

If the abducted driver is not released by 5pm of June 18 or any kind of settlement is not brought, the drivers union will stop plying all inter-state passenger carriers indefinitely from 6am of June 19, Irabot said.

It may be mentioned that four truck drivers were abducted by unknown armed miscreants near SB petrol pump at Ambrajan under Bokajan police station in Karbi Anglong, Assam on the night of May 27 last.

Birendrajit Naorem bags state award for literature

IMPHAL, June 17: The sixth Manipur State Award for Literature, organised by the Directorate of Language Planning and Implementation for Literature, was held on Tuesday at the Jawaharlal Nehru Manipur Dance Academy, Imphal.

Manipur Governor VK Duggal attended as the chief guest while Education minister M Okendro Singh presided over the function and eminent Manipuri writer and Professor Elangbam Dinamani Singh was invited as the guest of honour.

Giving his key note address, additional secretary of Science and Technology, Kh Raghumani Singh said that the State government has made a sincere effort to honour creative writers of the Manipuri language by awarding the State Award for Literature since 2008.

The award which remains the highest official recognition for Manipur literature in the State includes a plaque, a citation, cash award of Rs 3 lakhs and a shawl.

During the function, VK Duggal congratulated Birendrajit Naorem on receiving the award and complimented him for his outstanding contribution to Manipuri literature, particularly in poetry.

Expressing pleasure with the State government’s initiative in 2008 to award outstanding creative writers for their contribution towards enriching Manipuri literature, he said that Manipur has made tremendous contribution towards Indian literature and people should be proud because now there is no anthology of Indian literature which does not feature literary works in Manipuri.

“People outside the state will learn more about Manipuri literature if more literary works in Manipuri are translated. At present, the number of translated works is limited. I hope that the Department of Language, Planning and Implementation will take the initiative of translating Manipuri works into other languages and vice versa. Efforts should be made that more and more classical Manipuri literature is translated in other Indian and global languages,” he said.

Lamenting that he won’t be able to savour the beauty of Birendrajit Naorem’s collection of poems ‘Turel Nangdi’, he said that there has been an explosion in creative works in Manipuri from 1960 onwards, adding that it is was gratifying to note that since 1973, after Manipuri language was recognised by the Sahitya Akademi, 39 writers have been awarded the Sahitya Akademi award and a number of them have been given the translation prize.

He also requested the state government through the Education minister to accelerate the process of getting the Manipuri language declared as a Classical language.

Meanwhile, M Okendro said that the writers have been trying incessantly for the development of Manipuri language and the present Manipuri literature which evolved from ancient or prehistoric Manipuri has a long journey from oral traditions to the written form.

“Historically, Manipuri society has several different clans and different dialects and all the dialects have been assimilated into a common language and the present Manipuri literature has various themes with rich vocabulary which shows the beauty and richness of Manipuri language,” the Education minister said.

He appealed the younger generation to learn the beautiful language for their academic advancement and also for the sake of preserving our culture and civilization, adding that the government was happy to increase the cash prize of the Manipuri state award for literature from Rs 1 lakh to Rs 3 lakh.

IMPHAL, June 17: The Chief Judicial Magistrate Imphal West has reserved the bail pleas of two co-accused of the infamous murder case of Baby Lungnila Elizabeth, Ningthoujam Heisnam Premi Devi and Laishram Biren, today.

Sources said that the decision of the court on the bail plea will be announced on June 21.

The two co-accused in their bail pleas had mentioned that they were wrongly implicated in the murder case.

Ningthoujam Heisnam Premi Devi reportedly submitted her plea on April 30 while Laishram Biren submitted his on May 15.

Subsequent to the pleas, the CBI also submitted its bail objection report before the court claiming that the prosecution witnesses have testified against the two co-accused of their involvement in the case.

Heisnam Premi Devi was arrested on April 9 last from the RIMS campus by a special team of CBI. A week after, another co-accused Laishram Suresh alias Biren alias Nabakeshor 45 son of (L) Thambalngou of Pukhao Naharup at present staying at Nongmaikhong was arrested on April 16 evening from the Sangaiprou area.

Another co-accused in the Baby Lungnila Elizabeth murder case against whom, the CBI has announced a wanted tag of Rs One lakh identified as Ngamkhotinlal Lhouvum alias Ngamphu alias King is still at large.

Lungnila Elizabeth, daughter of the State RD and PR minister Francis Ngajokpa was kidnapped on November 4, 2003 from the gate of Little Flower School. Later, her body stuffed inside a gunny sack was recovered on the November 12 at Tera Sadokpam Leikai.

Education dept’s new admission system more an impediment, claim students and teachers

IMPHAL, June 17: Frustration and feeling of uncertainty loom large over the newly introduced joint admission system of the Education department under which rationalisation of Class XI students in Government Higher Secondary Schools would be carried out from the academic session 2014-15.

Students and teachers alike are baffled by the new system. They think this has become a hindrance rather than ensuring smooth rationalisation process of students as it intended to do.

Affecting the changes, the director of Education department (S) H Deleep Singh issued a notification on May 27, informing that modification has been made in the guideline for admission in eight Government Higher Secondary Schools which are Tamphasana, Ananda Singh, Lamlong Girls’, Ibotonsana, Johnstone, CC, Ramlal Paul and Model Higher Secondary Schools.

The notification further said that there will not be any cut off mark for admission to Arts, Science and Commerce in the eight schools at the same time it mentioned that candidates can apply for admission without eligibility certificate subject to the condition that their admission shall be provisional till submission of the same.

Subsequent to the notification, the department has set in motion the new admission rule and released another notification dated June 13 signed by H Deleep, under the official letter head, Education Department (S) valley section, shortlisting altogether 1150 students for admission in only three schools which are TG, Johnstone and CC Higher Secondary schools.

As per the notification, the students allocated admission in TG and CC higher secondary schools were for all three streams, whereas students were allocated admission only in Commerce stream in Johnstone.

The notification further mentioned that the last date of admission is on June 18 and assured to release a second list for the rest of the candidates if vacancies in these schools arise.

It has been learnt that following the first notification around 4000 students had downloaded the forms from the official websites of the department concerned and submitted their applications.

What is a matter of concern for the students and the teachers alike is that while the allocation for admission is limited and at the same time uncertain, the academic session in other schools (private) has already begun.

Moreover, the students’ registration process in the council of higher secondary school commenced since June 16.

IMPHAL, June 17: Atleast 25 persons were hospitalised at the Jawaharlal Nehru Institute of Medical Sciences, JNIMS due to food poisoning.

Although conditions of the victims who were brought in last night are said to be stable, hospital sources have confirmed food poisoning.

Family members said all those affected had attended a religious congregation at the EFCI Church, Ghari Awang Leikai on June 13.

The congregation is organised by the Manipur Pastoral development Fellowship, every two months with a mass prayer followed by a feast, said the family members.

The congregation was held at the residence of Pastor Moirangthem Ningthemton, who served fish curry with Dal, Eromba and boiled vegetables.

Ningthemton reportedly bought 25 kg of fish (Rahu) from a fish shop at Kwakeithel bazaar, they said.

Around 70 persons including Tipaimukh MLA, Chaltonlien Amo had attended the congregation.

The attendees were mostly from Thoubal, Bishnupur, Imphal, informed sources.

The next morning all the attendees complained of ailing stomach, coupled with vomiting and fever.

Some of them were rushed to JNIMS the same day, while many others were hospitalised at their respective district hospitals. However most of them were discharged the same day, sources revealed.

It is also learnt that the MLA along with his security personnel were treated at his home.

Meanwhile, all of a sudden over 25 individuals who had attended the feast had to be rushed to JNIMS last night.

IMPHAL, June 17: A one day public hearing on Right to Health and Medical Ethics will be organised on June 25 at the Manipur Press Club by Human Right Initiative (HRI) and Women Action and Development (WAD).

HRI executive director W Joykumar stated in a press conference at the Manipur Press Club on Tuesday that the aim of organsing the event is to improve the health care system in the state by sensitising the the police, medical professionals, media, CSOs and citizens about their rights and duties regarding the right to health.

This will create awareness to the medical practitioners and citizens about the medical code of ethics and rights of the patients for creating a better relationship between medical professionals and patients parties, he said.

Stating further that this will bring an amicable solution to the crisis in the health sector between patient parties and doctors in the state, he said testimonies from various patients will be taken and various retired judges, high ranking police officials , retired medical Director will be the jury members to sit on judgment.

The public hearing will provide a platform to the people to express the reasons for their resentment of medical practitioners in the state and will also give a chance to the later to clarify directly instead to criticising or clarifying through the media.

President, Women Action and Development, Mangshatabam Sobita said thet misunderstandings between those taking care of patients and the medical fraternity have existed from a long time back.

These incidents happen mostly in the two government hospitals, JNIMS and RIMS, which the poor people relied on. Most cases of death in child birth and negligence to the patients occurred in the two hospitals, she stated.

Adding that instead of making empty allegation of negligence to the medical fraternity and just believing in hear say, she said everyone is invited on the day of the public hearing to express their grievances with proper evidence without which it will not be considered.

Moreover, as people are not satisfied with the health care services provided by the public authorities concerned as such, many private clinics or hospitals have been mushrooming in the state, he said.

The relation between the medical professionals and patient parties has deteriorated and as such undesirable incidents have taken place in both public and private hospitals due to alleged negligence of doctors and nurses, she said, adding that such incidents happen frequently in the state creating turmoil in the society.

The 48 hrs bandh against the “Common on Slot”, according to the UNC by the Manipur Govt. against the tribal people of the state is also a part of the demand for ‘Alternative Arrangement’ for Nagas in Manipur.

According to police sources, Senapati wore a deserted look today and vehicular movement in the district was totally shut down.

Bandh volunteers were also seen around to enforce the bandh strictly in the district headquarter, further added the source.

Interstate passenger buses, trucks, oil tankers and other essential commodities carrier vehicles were stranded in between Manipur and Nagaland border near Mao gate.

Apart from Senapati district headquarter, the UNC 48 hrs total bandh in all Naga dominated areas in the state has also been effective in Mao, Maram and Tadubi as well.

All government establishments though not totally closed were also intensely hit by the bandh since most of the employees could not attend their duty due to non-availability of transport system in the district where the UNC bandh loomed over.

CHANDEL, June 17: The first day of the UNC’s 48 Hrs total bandh in Chandel district hit normal life here in the district today.

During the bandh, the district head quarter town Chandel looked deserted as all shop keepers kept their shutters down and all private vehicles and passenger busses, Tata Sumo and auto-rickshaw stayed of the road.

Govt offices recorded low attendance. State bank of India Chandel branch and UCO bank Chandel remained closed. However educational institutions in the district functioned normally.

The National Hihghway No 2 (Pallel- Moreh), Pallel- Chandel Road, Chandel- Chakpikarong via Sugnu road were blocked and there was no movement of vehicles along these roads.

Led by its president Sng Lumdil, Maha Area Chiefs Association Chandel enforced bandh at DC Lamkhai thereby blocking the road. Bandh volunteers also blocked the road at Liwa Changning and Thamlapokpi village.

All shops in Chakpikarong bazaar also remained closed. Movement of passenger carrying buses and sumos plying along Chakpikarong-Chandel via Khambathel were also suspended. The president of ANCACSD, RD Thumdang while talking to this reporter informed of the Chiefs’ support to the UNC by keeping the town shut and suspending all vehicular movements throughout the day.

Advisor of Western Valley Area Chiefs’ Association BD James while speaking to media informed of the association’s solidarity and support to the United Naga Council.

Later, briefing the media, CNPO president Ws Kanral Anal drew the attention of the government to fulfil the demand of Alternative Arrangement which has been raised by UNC.

Stating that the UNC’s demand is true, he expressed assurance of support and solidarity to UNC in taking the cause of of Nagas forward.

He informed that the bandh will be intensified and appealed to the public for cooperation.

IMPHAL, June 17: The Office of the Ombudsman (MGNREGS), Imphal East district has informed to all job card holders of Imphal east district including Jiribam sub-division under the Mahatma Gandhi National Rural Employment Guaranteed Act, 2005 that the Office of the Ombudsman (MGNREGS), Imphal East district has been established at the New DADR Office near BSNL Tower, Porompat and started functioning from June 2.

The job card holders who has any grievances against the MGNREGA Authority may submit their written complaints on a plain paper mentioning the names and designation of the MGNREGA functionaries against whom the complaint is filed along with necessary supporting documents/proof/evidence for direct redressal of their grievance from 10 am to 3 pm except during Sundays and holidays.

According to the Instructions on Ombudsman (MGNREGS) issued by the Ministry of Rural Development, Government of India, the grounds of complaints are Gram Sabha meetings and their record keeping, registration of households and issue of job cards, custody of job cards, demand for work, issue of dated acknowledgement receipt against application for employment, payment of wages, unemployment allowance, compensation for delayed wage payment, discrimination on the basis of gender, worksite facilities, measurement of work, quality of work, use of labour displacing of machines, engagement of contract, operation of account in the bank or post office, registration and disposal of complaint, verification of muster roll, inspection of documents, use of fund, release of fund, any fraudulent activity brought out by social audit, maintenance of record and deprivation of any entitlement assured in the Act/Schedules said the OMBUDSMAN (MGNREGS) in a press release.
