A famous person once said: “Knowledge makes one disqualified to be a slave.” We may ignore the acquisition and application of knowledge if we are determined to be destined to slavery individually as well as collectively; we may wrongfully and non-contextually assume here that ‘ignorance is bliss’.

We may also ignore, at our own cost, the significance of exchange. In the early globalisation processes centuries back, exchange was just exchange of material items. However, in the present form of globalisation exchange is in very diversified areas; it covers both tangible and non-tangible items. Besides this diversification, knowledge is increasingly emerging as the major component of the exchanges taking place under the contemporary form of globalisation. With these transformations, the smoothness in the flow of exchanges is also being invaluably valued now; there is no provision for confusion and idling in the light of the contemporary global changes taking place.

It is exactly in these global context of changes that we feel hugely perturbed by what prevails in today’s Manipur. Irrespective of whether it is the mountains or the valley of Manipur, exchange (whether of the old variant or the new one) does not seem to occupy any significance to the social and economic life of the people. There is no smoothness in the flow of exchanges and it can be disturbed without any qualms; the values of smoothness are not yet felt and appreciated in this land and by the people.

Today we experience absolute halting of flows of materials and people and stoppage of these flows by the very people who should otherwise be beneficiaries of these flows. We are experiencing these more often than not. Both the mountains and the valley of Manipur are now stages for these stoppages. The response to the calls for stoppages is dominated by convergence to the calls rather than otherwise. Now how can we explain this phenomenon? In Economics, have something call the ‘opportunity cost’, in which we go for a choice when the sacrifices involved in the next best choice is lower than that of the present choice. Using this logic, we can very easily deduce that the sacrifices the people make as a result of bandhs are immaterial to their way of life and well-being. Now this is a very intriguing situation. We need to ask why is it that, in a democracy and with a government supposed to be committed to the enhancement of the well-being of the people, people feel no hesitation in going along with the calls for bandhs? While there could be many explanations for such a scenario, one explanation necessarily has to relate with the performance of the government and linkage of this with the quality of life of the people. Such a situation can prevail only when the performances of the government in areas related to the well-being of the population have floundered. Such a situation is also because the people do not expect better future under the existing regime of governance either. Now what all these mean? These mean that the provincial government does not appear to be relevant and significant to the provincial population at large by any significant yardstick; even if there are few who feel the relevance, those who do not profusely outnumber them.

What should the government do at these moments? Can it afford to be confused? Can it afford to be idling? Manipur now faces a regional situation and an emerging global context where the people cannot afford to be ignorant and also the government cannot afford to be confused and idling. This is unfortunately is exactly what prevails in Manipur today. To begin with we expect and the situation compellingly demands a government which is not confused and does not idle around. Should the provincial authority rise to this?

Stop the Brutality

Condemnations continue to pour in from different sections of the people over the State police’s brutalities meted out to student protestors in the ongoing agitation for implementation of the Inner Line Permit system in Manipur. Haughty display of the State police brute was evident, particularly during the July 25 agitation that took place at the DM college campus. Media footages of the event show how dastardly the police swooped down on the protesting students. The students were seen running here and there inside the campus, apparently after they were dispersed by tear gas shells. What followed next was appalling. Students were individually hunted down and were thrashed ruthlessly. They were flocked inside an empty hall at the campus. They were made to sit in a row, and each of them was kicked one after another. They were kicked so hard that some of them almost cling to the opposite wall. Are these a new formula for law enforcement? What about the words they used while chasing the students? Is “haatlo-haatlo” (kill-kill) a new slogan of the State police department? If these are the ways to control an agitating group of citizens, who are young and delicate, then we have no qualms in saying that it is nothing but an act of timidity; an act, unfitting to be meted out even to war criminals. We do not however refute the primacy of law enforcing agency in maintaining order in the society. We also recognise the kind of pressure the personnel have to go through while performing their duties. They are entitled to use legitimate force whenever the need arises. But this does not warrant them to act like the characters of fantasy movies, wherein the characters enjoy supreme authority of bulldozing anyone on their way, just to please the crowd. It is again needless to remind that the police are the people who are trained in so many ways. This includes the training of crowd control. However, the recent incident of atrocities in the DM college campus entails that something have gone wrong with their trainings. Or perhaps, they are not trained at all. It is worth recalling that the Home department in the wake of the June 2001 agitation against the cease-fire agreement realised the need to equip the State police with modern tools of crowd control. Thereafter, we have seen State police going through a modernisation process, with good numbers of water cannon and riot control vehicles. Substantial amount of public money are invested in this kind of modernisation, the amount of money which could be better used for social welfare schemes in the State. Has the modernisation serve any purpose, rather than the use of brute force? On the other hand, the agitating students cannot claim to be taking out ‘peaceful and democratic’ movement by throwing stones to the police. No doubt, the movement was intensified in view of the ongoing Assembly session, to push the issue of ILP into the Floor of the House. The intensification of the movement during the session suggests political maturity and a deep understanding of the democratic essence vis-à-vis political issues and demands, on the part of the agitators. However, the need for drawing a tactical line of agitation is called for, as far as the involvement of the students in the movement is concerned. And this should be the responsibility of the leaders who are spearheading the movement. The rest are in the hands of the highly respectable and privileged sixty people of the State.

Imphal, July 27: With the onging budget session of the 8th session of the 10th Manipur Legislative Assembly set to conclude tomorrow, agitations over the demand for implementation of the ILP escalated today.

Local organisations along with meira paibis took out rallies, and staged sit in protests at different locations.

Effigies of the Chief Minister were also set on fire at different places alleging the governemnt of keeping silent on the issue.

Heavy police presence were also witnessed in various parts of the valley districts today to check any eventuality.

A woman was also injured during a rally at Uripok, this late evening.

Sources identified the injured as RK (o) Kananbala, 55, wife of RK Bishambhor Singh of Uripok Sinam Leikai.

She was hit by a tear gas shell on her left ankle and has been admitted at RIMS.

Large number of locals took out a meira rally along the Uripok road demanding implementation of the ILP.

However, the rally was controlled by the police and made to turn back from near the Uripok side of the BT Road Flyover.

A sit in protest was also held at Nongmeibung Women’s Development Meira Paibi Association at the Nangbam Chuthek, Nongmeibung.

Speaking to the media, secretary of the association N Sobita Devi said that ILP system should be implemented at the earliest to safe guard the welfare of the indigenous population of the State.

Further the association also condemned the brutal act of State police force committed against student agitators.

The association further lamented that the Assembly session has so far not discussed the ILP issue.

Torch rallies were also taken out at Heibongpoki Nupi Samaj Association, Takhel Leikai, Singjamei, Thangmeiband, Uripok, Haobam Marak, Wangkhei Angom Leikai, Khurai and other parts of State capital city till late night.

Ema Panthoibi Sana Keithel Lup staged a protest at BT road demanding the ILP implementation whereas Takhellambam Leikai Youths Club, the Creative and resourceful Luminaries Club (CRLC) and Khwairakpam Leikai, Apunba Nupi Marup staged the protest at Sega road and Sega Lambi at Thouda Bhabok Leikai respectively.

Speaking to the media, EPSKL president Likla Leima said that they didn’t care whether they are put behind bars or killed.

But we are seriously disheartened to know that the government is still unconcerned over the issue, she added.

She further said that they strongly condemned the act of the police personnel for using violence against the students, women while the people are demanding what is right and just.

If the government fails to implement ILP during the session as July 28 is the last day of the Assembly, we will continue with the agitation in whichever way we can as it will be for the welfare of the people of the State, she said.

A similar torch rally was also taken out at Nambol starting from Nambol Thongkha and continuing till Chingmang Police Station, added our Bishnupur correspondent.

The rally return back from Nambol Bazar and culminated at the starting point.

IMPHAL, July 27: The council of ministers during a meeting with the State chief secretary and director general of police has decided to convene an all political party meeting immediately to discuss the current situation arising out of the demand for the Inner Line Permit.

According to a statement of the secretary to the Chief Minister, today’s meeting which was chaired by the Chief Minister, was held at the cabinet hall of the Chief Minister’s secretariat.

It said the meeting minutely deliberated on the present issue arising out of the demand for the implementation of the Inner Line Permit in the State.

The State has been witnessing several agitations over the past few days from various quarters demanding the immediate implementation of the ILP.

Rallies have been organised by local organisations, meira paibis and women bodies at the local level.

The statement said that the meeting also decided to call the all political party meeting to discuss the measures needed to be taken to pursue with the Central government to consider the resolutions earlier adopted by the Manipur Legislative Assembly to implement the ILF in Manipur and make arrangements for its implementation at the earliest.
