The skirmish at the Ema Keithel that led to injury of one woman vendor is indeed unfortunate. Tussles break out often between the license holders and the non-license vendors. Visibly, the bone of contention is the right over commercial space. This commercial space has been shrinking with the growing population. At the same time there has been an overwhelming increase in the number of vendors who are not licensed. Surveys conducted in Keithel indicate the numbers of non-licensed vendors are higher than the license holders. Most of them are marginal income earners whose source of livelihood depends on the day’s ‘luck’ – if that is the right word. Each day is a harrowing battle for them. Finding two square feet of space to sell their vegetables heralds the day’s struggle. They have to be on high alert of raiding policemen. If caught unaware, their vegetable items may be forcefully snatched and thrown disarrayed on the footpath. Enduring the seasonal heat, rain and cold without a roof over their head for protection has come easy for them. The battle for space in the crowded Khwairamband is their primary concern. On the other hand, the licensed vendors feel threatened by their presence. They cannot afford to have business rivals who are not license holders. For that matter, the authority for issuing license to the vendors lies in the hand of the Imphal Municipal Council. The efficiency of this Council has always been doubtful on any given work. Perhaps their efficacy is seen only while collecting taxes from the vendors and the shopkeepers. Flagship programme like the Jawaharlal Urban Renewal Mission of which the Council is one of the important nodal agencies has already become history. The low floor buses of JNURM lying rusted in the compound of the then Manipur State Road Transport Cooperation is evidence of this. The temporary market area to the eastern side of the New Market indicates telltale signs of IMC’s mismanagement. This is the place where the Imphal District Hospital, the Hao Keithel, and many retailer shops were situated, until they were dismantled to give way to the BT flyover and the New Market. With no sign of any procedure to relocate the market at a permanent site, the present temporary arrangement is nothing but ghettoisation of the market within a garbage dump. The current rainy season makes it even worse for the vendors and the shoppers as well. All in all, the environment is putridly unhygienic, with all kinds of vegetables and fish being sold over the place. Not to mention that the state Governor had missed to visit this place in his sojourn to the three celebrated Ema Keithels. The three Keithels which are often vouched as sites of touristic interest has become one of the most unhygienic places in the town. As regards to the issue of managing the vendors, the only alternative is revamping the Keithels located elsewhere. Lamlong Keithel is one thriving commercial junction that attracts both buyers and sellers of the northeast pocket of Imphal. Likewise, the Singjamei Keithel, the Kwa Keithel, the Tera Keithel, the Kongba Keithel, and the Wangkhei Keithel Ashagbi, just to mention a few, should be given new energy. The previous experiment of relocating the vendors at Lamphel has failed. Reason being the failure to win the confidence of the buyers; therefore, the authority should break the mindset of the buyers that the best of the commodities are available only at Ema Keithel at the best price. The IMC along with the town planners must give a serious thought on this, and act soon. If not more fracas between the vendors at the Ema Keithel are in the offing. IMC must prove its worth now

IMPHAL, July 3: The National Investigation Agency has filed a charge sheet against four individuals for entering into a criminal conspiracy of waging war against India.
The agency has filed another charge sheet against two individuals for entering into a criminal conspiracy, cheating, forgery and knowingly holding property derived from commission of terrorist act.
According to a press release of the NIA, “On June 30, the National Investigation Agency has filed two charge sheets before the NIA Special Court at Guwahati, Assam in NIA Crime No. RC-04/2012/NIA-
GUW and RC-03/2011/NIA-GUW.”
It continued that in NIA Crime No. RC-04/2012/NIA-GUW, charge sheet has been submitted against Ningthoujam Shanti Meitei alias Chinglemba Mangang alias Takhelchangbam Hemanta Sharma under Sections 120B, 386, 419, 420, 468 & 471 of IPC and Sections 10, 18, 20, 38 & 40 of UA (P) Act; Langpoklakpam Inaocha Singh alias Birjit alias Jit alias Lalcha under Sections 120B, 386, 420, 468 & 471 of IPC and Sections 10, 20, 38 & 40 of UA (P) Act; Laishram Jiten Singh alias Selkai under Section 120B of IPC and Sections 10, 20 & 38 of UA (P) Act and Elangbam Bobo alias Khanganba under Section 120B of IPC and Sections 10, 20 & 38 of UA (P) Act.
“The case pertains to illegal activities of People’s Revolutionary Party of Kangleipak – United People’s Party of Kangleipak (PREPAK-UPPK), a proscribed terrorist organization of Manipur,” it informed.
The NIA statement further said that the four accused have been charge sheeted for entering into a criminal conspiracy of waging war against India, for being members of terrorist organization and also for raising fund for terrorist organization etc.
The other charge sheet, according to the NIA press release has been filed in NIA Crime No.RC-03/2011/NIA-GUW against accused Amita Singha, wife of accused Kh Gopendro Singh alias Lanheiba Meitei under Section 120 B of IPC and Section 21 of UA (P) Act 1967 and against accused N Luxmi Devi, wife of accused N Priyokumar Singh alias Kesho Meitei under Sections 120B, 420, 468 & 471 of IPC and Section 21 of UA (P) Act 1967 as amended.
“Both the accused have been charged for entering into a criminal conspiracy, cheating, forgery and knowingly holding property derived from commission of terrorist act by Kangleipak Communist Party (KCP), a proscribed terrorist organization of Manipur,” it said.

IMPHAL, July 3: In a tragic incident, an 8-year-old student of Evergreen Flower School succumbed to his injury at Shija Hospital after the school van he was traveling in along with other students met a head on collision with a Tata truck at Thoubal Leishangthem Kaeli Makhong under Thoubal police.
16 other students including the driver of the school van are undergoing treatment at Shija hospital of which, some are stated to be in a serious condition.
The deceased student has been identified as Leishangthem Sushil, 8, son of Surchand of Thoubal Leishangthem. He succumbed at the hospital around 4 pm.
The incident happened this morning around 6 at Thoubal Leishangthem Kaeli Makhong when 23 school students on board a Maruti van (registration number MN04-A-7410) heading towards Evergreen Flower School collided head on with a speeding Tata truck (registration number MN07C-3084) that was coming from the opposite direction, hitting on the front part of the driver’s side of the van.
In the accident, 16 of the 23 students and the driver of the van, identified as Jiten sustained serious injuries and were rushed to the Shija hospital for treatment.
Five of the injured students and the driver are said to have undergone emergency operations.
Both the Tata truck and the Maruti van involved in the accident have been seized by the police and a case taken up regarding the incident.

THOUBAL, July 3: The JAC formed in connection with the death of Hidam Boby has set July 5 as deadline for the police to arrest and produce those involved in the incident.
During a sit in protest held today at Yairipok bazar, the JAC has decided to launch state-wide indefinite general strike from 6am of July 6, if the government fails to meet its demand.
Hidam Boby’s body was found near the the Yairipok Singa Tamengkhong under Yairipok Police Station on June 1.
Today’s sit in protest was participated by meira paibis, volunteers of local youth clubs of Langdum Awang Leikai, locals of Yairipok Bamol Leikai.
Boby’s widow, Bisheshwori told the media that her husband had no enmity with anyone and was sole earner of her small family.
His death has brought untold miseries to her family, she lamented.
She further questioned how she is supposed to feed her two small children.
Bisheshwori further appealed to the government to arrest the culprits at the earliest.
Meanwhile, the JAC has also appealed for the government to provide a suitable job to the Boby’s widow considering her plight.
Protestors held placards demanding the arrest and identification of the killers and to provide justice.

IMPHAL, July 3: All India Trade Union Congress, Manipur will give full support to the indefinite cease work strike of Consumer Affairs, Food and Public Distribution Labourer’s Welfare Association, which is starting from July 6. This was stated by AITUC, Manipur general secretary L Sotinkumar in a press conference today at Irawat Bhawan.
He also said that there are two group of labourers in the Sagaiprou depot: FCI and CAF & PD with the varying labour wages between the groups.
The wages of the FCI labour is pegged at Rs 7 per quantum for loading and unloading goods but for the CAF & PD, wages are only 76 paisa for the same load of work, he said.
The association had given a memorandum to the concerned minister, department and to the Chief Minister asking for a raise in the labour wages, following which assurances were given to look into the demands but there has been no action till date, he added.
He further said that the labourers will take up a sit in protest in front of Saingaiprou Depot gate and cautioned members against taking part in any loading and unloading activities from the depot.
“If found, the association and the AITUC, Manipur will take necessary action against the person,” he added.
Romendrajit Moirangcha, general secretary of the CAF & PD Labourer’s Welfare Association said despite a memorandum to the concerned minister on December 5, 2013, no action has been taken up.
The labourer’s association has demanded raise in the wages of loading and unloading of rice and sugar bags to Rs 2.80 from 70 paisa and for the payment to be made by the department and not through the contractors, he said.
The labourers should get one rest day and holidays as per rule of the government employees and if any accident happens during their work, the department should take further responsibility for the labourers, he said.
He also appealed for support from various civil organisations and the people.
