Q: Dear Thoibi, I have always liked the helping profession and also have some few friends in social organisations who are working as counselors. When I still appreciate what counselors do; I wonder how counselors take care of themselves. I cannot imagine that someone who listens to sad tales and problems everyday can ever be healthy themselves. Are there times when the work consumes them and harms them? Can you share how counseling professionals can keep their work stress away? Maybe I can also share it with my friends.- Astha, Delhi

Ans: Dear Astha, thank you for the words of appreciation and concern for the helping professionals.

You are very right and this is an issue I face once a while too. Counselors and other Mental Health Professionals are human beings first and are vulnerable to mental stress and tensions too. We are people with our own personality trait which favour our work or hampers the very purpose and objective of our work.

Many of us work for long unusual hours with large caseloads- with a high amount of trauma which leads us to become unhealthy in mind, body and spirit even impacting the quality of care provided to clients. A lot is expected from the counselors and mental health professionals; like providing tremendous amount of empathy to our clients, giving a sure shot solution to problems, always available in times of need, etc. Often counselors hear to very tragic and emotionally difficult stories on an everyday basis which even depletes off our own wellness. Although most counselors are familiar with self-care, as they suggest means and ways to their clients, many find it a challenge to put the concept into practice in their own lives.

Many Counselors and Mental Health Workers experiences burnout which is a slow degradation of their ability to empathise with clients over time. It can result as work-related stress increases and can result in feelings of hopelessness and helplessness. Secondary trauma or stress can also affect counselors when they get so much absorbed in a client’s traumatic accounts and narratives. Another very common experience is the compassion fatigue which often results from their helplessness to a client’s suffering. Counselors can experience anxiety, depression symptoms and emotional withdrawal when they undergo such mental stress. Their objectivity can become clouded and may deny clients’ complaints, misdiagnose and become increasingly less attuned and empathetic.

Also a counselor suffering from his/her own emotional distress may find it difficult to handle a client’s complaints and can compromise client care or poses the potential for harm to the client, reflecting a negative professional functioning.

Most of the stress a counselor faces is typically created by the nature of the work and workplace. As a result, a change in work environment can dramatically improve one’s experience of burnout and other difficulties.

It is important for counselors and mental health workers to understand that there are risk factors inherent in the work and that noticing signs of stress or distress is a sign of health and not incompetency or impairment on their part. It is advisable to work out on their issues first before they are well equipped to help the others. Only when counselors can view their emotional responses to their work as an expected part of empathic engagement rather than something they are doing wrong, they are more likely to seek support, talk about stress with colleagues and engage in self-care practices to support their overall wellness. A self-check up by paying attention to the physical and mental symptoms of stress is important. Actions to reduce those symptoms instead of ignoring them and simply hoping the situation will fix itself are recommended. For myself, I always reach out to the bunch of people in similar professions, seek support and share my load of over accumulating stress and workloads, discuss cases and e
ven ventilate. Even if we don’t have a formal supervision, it really helps to seek help from other professionals with more experience or peer groups. I also try to talk about it with my near ones who understand the nature of work I do.

Professionalism, which includes setting work boundaries, helps in the long run. Being very clear with the consultation charges, working days and hours, appointments and session’s timings is a must. Also if the workplace demands that one works with many professionals from different background and expertise, being very clear about the assigned tasks and nature of work is very important. Work colleagues’ different style of working or inefficiency can also lead to stress as one puts much pressure on another who will be able to accomplish a task.

The basic rule of the thumb strategies to nurture the self during the day, including nourishing with enough water, good nutrition, relaxation and exercise always works the best. A vacation breaks or holidays are must haves.

With all these in mind, if the motivation level suffers a setback, previous successful accounts, thank-you notes from clients and the fact that some lives have been touched by being a counselor will remind one over and again that they have chosen a great career which makes a lot of difference to peoples’ lives.

When a smaller entity gets merged to a bigger entity, it will face danger of losing its identity though it will have the advantage of belonging to a bigger one. Manipur’s position is similar. The advantage it gets after merger, of protection or employment in small measure etc is offset by the threat to its identity which always looms large. The main reason behind demanding for Inner Line Permit is guided by this genuine fear. Manipur being a princely state which was theoretically independent, regulated the entry of outsiders in a simple way through issue of pass instead of issuing passports/visa, as maintenance of foreign office would be too cumbersome. Side by side, Inner Line Permit was in vogue in tribal areas like Chin Hills, Lushai Hills, Naga Hills etc under Bengal Frontier regulation of 1873. Both were thus loosely understood as Inner Line Permit despite the subtle differences. The so called Inner Line Permit or regulation of entry of outsiders having become irrelevant after merger of Manipur to India, was abolished.

Be that as it may, influx of Indians from other states and illegal immigrants from Nepal and Bangladesh has, over the years swamped the local population of the state. As for Nepalese, their immigration dates back to British rule when recruitment of large number of them was made in the Army. Even now, they form a sizable chunk of the Indian Army. When Assam Riffles was first raised, large number of Nepalese also were initially inducted. Nepalese became more aware about settling in Manipur after king Churachandra married the princess of Nepal. Further, the signing of Indo-Nepal friendship treaty giving dual citizenship which made provision for Nepalese to settle in India encouraged their settlement. Of late, Nepalies have suffered undue harassment from Naga, Meitei and Kuki insurgents that many had left Manipur to settle in Nepal and Darjeeling district. Many with some means are in the process of winding up and migrating that the question of more new comers does not arise now. Their population has drastically dwindled. Mention is also made of Chin-Kuki people migrating from Burma (Mynmaar). It may be mentioned that in the sixties and seventies when Kukis, unable to bear harassment by Naga insurgents joined Mizo National Front movement. But that in turn invited operation by Army with a strong hand that many left Manipur and took shelter in Burma. This was possible because nearly two lakh Kukis live in Sagaing Division from Kabaw Valley right up to Thungdut area, outside Chin Hills state. In fact, till 1980 there used to be a provision in Manipur State budget for resettlement of Kuki refugees returning to Manipur which was provided by central government.

It will thus be seen that illegal foreign immigrants comprises mostly of Muslims from Bangladesh and Burma. The later would not be so numerous. Those coming from Bangladesh would form the bulk. Much as we would want to introduce Inner Line Permit yet it appears that the same needs central government approval. That was the reply the previous Home Minister of India gave to the state government. While the pressure for Inner Line Permit may continue to convince the Central government, the state government should not rest with that. Instead of allowing mobs to take the law into their own hand, the state government can surely intensify checks at all entry points and vulnerable places. It can open cells or appoint task forces in the Home Department or in the districts for detection of foreigners, who may even do mapping in suspected areas to make detection more effective. Foreigners detected can be tried under Foreigners act and deported. The government must however have political will regardless of consideration of vote bank. What the people are angry is about the bankruptcy of ideas and political will, leading to apathy.

As for migrants from other states, census of such people can be conducted. No doubt, a cut-off year has to be decided. For, those who have lived for generations have to be treated as domiciles. Indiscriminate action against all migrants would amount to willful harassment. As of today most of them are deprived of their fundamental rights and for obvious reasons, they are simply putting up with things silently. They have no aspiration to join the civil services or the police forces but carry on with their trade. However, for those coming after cut-off year, obtaining some kind of permission for trading/business permit or engagement in skilled works like construction works etc may be prescribed. Hawkers or those engaged in menial works may be registered. Outsiders may not be allowed to purchase land in the state. Laws to this effect can be enacted. These are not exhaustive-further restrictions may be imposed as need arise. One word of caution, “do unto others as you would have others do unto you” because we also have many of our people living outside – some in employment and some in diferent occupations.

New Land use policy

The approach paper to New Land use Policy has no doubt prepared a model for development. It targets individuals, families and communities on the assumption that ownership of land is regulated by uniform land law. There will be no difficulty to implement this in the valley districts provided proper awareness is brought about. This however will not be possible at this stage in hill areas as there is no land law. Land ownership among the Kukis lies with the Chiefs while in the case of Nagas, it is vested on the elected Khullakpa. In the case of Nagas also, only those from the founding families are eligible to be Khuilakpa, which in the other words means the family who founded the village. Each family can cultivate a jhum field or orchard as allotted to them by village authority chaired by the Chief/Khullakpa. Stray cases of individual ownership as granted or allowed to be acquired by the Chief/Khullakpa exist though. Again, out of over 17000 square kilometers of Forest area in Manipur, reserved forests cover only 4000 square kilometers. The rest known as un-classed forests are village forests. Nearly 1000 square kilometers are utilized for jhuming every year. While villagers are free to extract fire wood for domestic use and timber for house building, any commercial extraction is controlled by the Chief/Khullakpa and forest department collect royalty from them. Supreme Court has however restricted commercial extraction by allowing in a planned and phase-wise manner.

In Mizoram, Chiefship was abolished in the fifties by paying due compensation to the Chiefs. That was easier because it was covered under Sixth Schedule. Mizoram or Nagaland are wholly tribal States where as in the case of Manipur, tribals live in the hill areas. Therefore, putting in a suitable land law will be more difficult under the prevailing trust deficit. Further while the task of implementing NLUP at state and district levels is more about co-ordinating and ensuring effective functioning of line departments, actual implementation at micro-village or local level will not succeed by giving the chiefs or Khullakpas mere advisory role. They are to be the pivot around which the entire implementation will rest. As owners of land, they will not like any other to usurp their authority. To cite an example, the Forest Department had notified Kailam Wild Life Sanctuary without prior consultation and payment of compensation, even if they are token ones. There is so much heart burning that they have filed case in the High Court. The New Land Use Policy amount to putting the cart before the horse. It was perhaps considered to create good impression on the Planning Commission but that has been given a burial. Implementation of New Land Use Policy can take off only when the above issues are sorted out.

Irom Sharmila said that she has not had a drop of water for the last fourteen years. The hunger striker in her maiden press conference at Manipur Press Club was a poignant affair. Teary eyed, she mentioned that she yearns to have a meal, as the only taste she had known was of her own saliva.

In one’s normal routine, the day begins with breakfast and after having lunch, we come out for the day’s work. As we burn calories, our metabolism demands replenishment every now and then. After all, who has not experienced the pangs of hunger ! When Sharmila came to the press club, she looked exhausted. The activists accompanying her also mentioned of the stress she has undergone since her release and even appealed to the media to refrain from asking too many questions. It is hospitable routine to offer someone a drink of water if the person looks exhausted, and the first thought that came was to offer her a glass of water. But, it dawned that to offer such hospitality would be sacrilege, despite the heart wishing to offer her respite.

She had her moment with the media but in the course, her statement of wanting to have a meal tugged at the heart. Her cry that the public needs to wake up and see the demon, to face it and to emerge victorious cut across the corners of the room. She mentioned of not being a martyr nor being a leader, but just simply demanding the right to life in form of non-violent protest.

A complete sense of emasculation pervaded! A sense of being a non-entity and inability to aid her crept in, for someone who has been fasting for 14 years so that we could live without the fear of the demon. What could be done and what can one do, for her and for ourselves ? One cannot muster up the courage to stand alongside her and join in her fast. But her appeal to the masses to aid her in removing AFSPA still resonates clearly!

The present situation before her so called release is a series of protests for implementation of the Inner Line Permit system which is still ongoing. The agitations of students, meira paibis, local clubs led by civil organizations was the top issue and much pressure was put to the government. However, the news of Sharmila’s so called ‘release’ again came to the forefront and the headlines are of her again. In the matter, what short of a release is 24 hours ? It seems a cruel jest from the judiciary or otherwise to toy with the liberty of a living icon. Now, the various leaders of civil bodies swore to stand by her and to pursue the fight against AFSPA. With the way things are, the question is, are we supposed to demand for the ILP system or to show solidarity to Sharmila against AFSPA ?

When queried to Sharmila about how she wants the public to reciprocate, it was mentioned that the two issues can be clubbed together and protest can be held jointly. It is not within one’s ambit to decide or suggest the measures needed to bring about a resolve in this regard. But, Sharmila had also mentioned that the public needs to decide for themselves while quipping in that AFSPA robs one of the right to life.

This act has been implemented for such a time and so many atrocities perpetrated that perhaps the public has become accustomed to the demon. The lethargy has become part of our system and perhaps we feel that the writing on the wall is meant for the other person.

The present state of affairs and the petrol pumps closing down, the unavailability of fuel seems to be what the public seems to be actually concerned about. It is time that the social activists chalk out a plan to rally for the AFSPA cause, as with Sharmila once again in prison, the AFSPA protest may vaporize like it has this last fourteen years. Let us at least try to feed her a meal.

It said the arrest is shameful and undemocratic, continuing that both the State and the Union governments have not made a single attempt to open talks with her.

The government cannot suppress her thoughts, ideology, it said before questioning why the government is bent on arresting her on the claim of attempting suicide, while Sharmila has refuted the claim repeatedly.

It continued that Sharmila is a victim, not a law offender and added that AFSPA is the culprit. And in a democracy, it is shameful that the victim is being imprisoned instead of the culprit, it added.

The statement maintained that AFSPA must be repealed immediately and further demanded that the case of ‘attempt to suicide’ must be removed.

Until the demands are fulfilled, the struggle and demonstration will continue, it said.

Meanwhile, the Amnesty International India in a seperate statement has said that Sharmila’s arrest is a farcical exercise and a setback for human rights in India.

Kadambari Gladding, campaigner with Amnesty International India, who is in Imphal to follow the events, said, “For the past two days, Irom Sharmila had been visited by well-wishers and activists to share her joy in being released and expressing solidarity with her struggle against the AFSPA. Today, when the police arrived to take her away, a group of Manipuri mothers surrounded her to show their solidarity. But Sharmila was dragged away by the police in her frail state.”

Speaking to Amnesty International India after her release Irom Sharmila had said, “I feel gratitude for all the support, but my gratitude cannot be complete until AFSPA is repealed,” said the statement.

“Instead of engaging with the important issues Irom Sharmila is raising, the Manipur government has disappointingly returned to its old ways of muffling dissent. The absurd move to re-arrest Irom Sharmila for ‘attempted suicide’ shows utter disdain for her constitutional rights,” said Shailesh Rai, programmes director at Amnesty International India, added the statement.

IMPHAL, August 22: Barely three days after her release, Irom Chanu Sharmila was rearrested under IPC 309 charging her of attempting suicide and a case has been registered against her under FIR no 242(8)2014 Porompat PS.

Ironically, the anti Armed Forces (Special Powers) Act crusader was released earlier on August 20, after Sessions Judge, Manipur East A Guneshwar Sharma quashed all charges against her of attempting suicide.

Imphal East police along with doctors had repeatedly tried to check her condition yesterday till late in the night, which Sharmila has been refusing.

The police had ever since remained present in the vicinity of the Sharmila Kanba Lup, SAKAL shanglen where the Sharmila had been continuing with her fast following her release.

This morning around 10am, a police team including lady constables led by Porompat SDPO arrived at the temporary shed along with a medical team.

When Sharmila refused to their attempt to check her health status, the women constable rushed into the shed and forced themselves to pick up the hunger striker.

A tussle broke out between Sharmila, her supporters and the women constables trying to pick her which continued for about five minutes.

The rough tackle of the police women left Sharmila with a broken and bleeding toe.

She was eventually overpowered and pulled into the police gypsy and taken to the nearby Jawaharlal Nehru Institute of Medical Sciences, where her broken toe was attended to.

Fuming over the manner, the police women handled Sharmila, SHAKAL members stormed into the JNIMS campus and demanded a meeting with Sharmila.

A few members were allowed to meet her inside the JNIMS security ward, where Sharmila has been lodged following her arrest.

After the meeting, later, at the temporary shed, Apunba Manipur Kanba Ima Lup (AMKIL) president Ph Sakhi said Sharmila was in tears and speechless.

The more the SHAKAL members tried to console, the more she cried, she lamented stating that they strongly condemn the police action.

IMPHAL, August 22: The recently formed core committee of the Manipur High Court Bar Association met today at its conference hall to discuss the possibilities of framing an Act similar to the Eastern Bengal Regulation Act, 1873.

The committee comprising of nine senior advocates of the association including chairman senior advocate N Kumarjit also discussed other acts which is akin to the Inner Line Permit System.

The core committee was formed after the All-political party committee set up in connection with the ILP issue had seek legal opinion on the issue.

The all political party committee was set up after a meeting at the Chief Minister’s bungalow on August 6 to discuss the legalities of instituting the ILP system and exploring other possibilities.

The second meeting of the all-party committe was held on August 9 at the office chamber of Gaikhangam and had resolved to seek advice of legal luminaries to advise the committee on ILPS.

The third round of the committee will be held on August 28 and will be attended by lawyers and scholars from Manipur University, according to a reliable source.

Meanwhile, the Joint Committee on Inner Line Permit System has said it will continue its movement demanding implementation of the ILPS in the State today until the demand is met.

In a press release it has demanded the government to clarify on the experts it has chosen from Manipur University and the legal experts to advise the All-political party committee.

This was stated by members of various civil organisations while interacting with media today at the Ukhrul District head quarter.

Representatives of Tangkhul Shanaolong, Tangkhul Naga long and village chief association were present during the interaction.

A media team along with members of United NGOs Mission Manipur went to assess the situation at Ukhrul today.

SC Ringleiwo president of Tangkhul Shanaolong said that after the unfortunate incident of the killing of an ADC member of Ukhrul, the State government has imposed 144 CrPC in Ukhrul area with deployment of State forces like IRB and commandoes.

He continued that the deployment of police has affected the civilians.

She further said that the main impact has been on students. The students have loss the rhythm of studies and classes. We want immediate normalcy in Ukhrul, and why is this imposition till today, whereas the killing took place 22 km away from Ukhrul on July 12, she asked.

A village chief maintained that imposition of 144 CrPC has given mental torture to public. He asked why there is need for additional forces in Ukhrul, which has AR, MR and State police already.

LM Abe of Tangkhul Nagalong said if the situation in Ukhrul continues, chaos could erupt, and at that time the government will not be able to control the situation.

Imphal, August 22: Selling of Diamond packaged water processed and manufactured by M/s BK Enterprise, Wangkhei has been banned, by the designated officer, (FSA)/ CMO, Imphal East.

Sources informed that on August 21, Y Satyajeet Singh Food Safety Officer Imphal West and Th Sunilkumar Singh Food Safety Officer Churachandpur conducted a routine inspection at RIMS road.

During the inspection, they found some shops selling the said packaged water under the name Diamond (pure Kitchen water) in 20 litre jar and 250 ml pack without BIS certificate and food safety License.

Accordingly the two officers immediately informed the designated officer Food Safety Dr Puspa Rai, Imphal East for further action and following which the ban order was issued.

According to an official notification of the designated officer Food Safety, Section 23 of the Food Safety and Standards Act, 2006 states that no person shall manufacture, distribute, or expose for sale or dispatch or deliver to any agent or broker for the purpose of sale, any packaged food products which are not marked and labeled in the manner as may be specified by regulations.

It said as per Section 31(1) of FSSA, 2006 – No person shall commence or carry on any food business except under license.

The official notification has also said that violation of the order will be liable for punishment (Offence & penalties) under the provisions of the Food Safety and Standards Act, 2006.

UKHRUL, August 22: Even as the All Tribal Students’ Union, Manipur (ATSUM) is all set to enforce its proposed indefinite economic blockade in all hill districts of the State beginning from mid-night tonight, the Tangkhul Katamnao Saklong (TKS) has decided to refrain from supporting the blockade citing the prevailing situation in the Ukhrul district headquarters.

Declaring TKS’s position vis-à-vis the ensuing the agitation in an interaction with this IFP correspondent this evening, president Joel Angkang said that a highly volatile situation is prevailing in the district and after carefully weighing up the pros and cons, we have, for once, come to the decision to stay away from participation.

“Our stand should not be misunderstood as going against the move of ATSUM in any way for we fully endorse the cause which is for the welfare of tribal student community,” Angkang reasoned adding that we have been constrained by the prevailing situation here this time.

At the same time, stopping short of expressing a chagrined sentiment, he also lamented that TKS has so far not received any official communication from the apex tribal students’ body in connection with the ongoing agitation to pressurise the State government and the Manipur University authorities to implement the Central Educational Institution (Reservation in Admission) Amendment Act 2012 with effect from the current academic session.

“Apart from the current situation in the township, we cannot blindly participate in the agitation as we have not received any official intimation as regards the organisation of bandh or blockade from the apex body which is spearheading the move,” Angkang further rued.

Mention may be made here that TKS had earlier abstained from organising the twin bandh called by the two ATSUM factions since midnight of August 20 last on account of the prevailing situation.

Meanwhile, reports have said that passenger bus service along the Imphal-Ukhrul route was disrupted on Friday due to the bandh enforced by the apex tribal students’ body while some Winger taxis along the route continued their service.

However, the bandh has had little impact on the day to day life of the public in Ukhrul town as all government offices and business establishments remained open while traffic movement remained normal.

 

ATSUM Muan Tombing faction calls of agitation

Imphal, August 22: The indefinite agitation which was called from August 23 mid-night by the All Tribal Students’ Union Manipur, ATSUM has been called-off after Manipur University authorities assured to implement the Central Educational Institutional (Reservation in Admission) Amendment 2012 within 15 days.

Speaking to media this evening, president Maun Tombing said that Manipur University and the State government tabled a meeting at the Chief Minister’s Office Chamber from 4 pm till 6:30 pm.

In the meeting both sides discussed on the reservation amendment to implement, following which the MU authority has assured for implementing the central reservation norms in MU from this session within 15 days. And the admission in the central MU will also resume after the reservation is implemented in the MU, he said.

Accordingly, ATSUM has decided to called off the indefinite agitation which was fixed to launch from August 23 mid-night including ban on national projects and economic blockade etc.

Tombing said that in the meeting Chief Minister, his group of ministers and Hills area committee chairman from the government side and MU authority were present, but ATSUM was not present.

The government gave intimation of positive outcome of the meeting to ATSUM.

Tombing continued, apart from admission reservation for the student, ATSUM has put forwarded two additional points which included that the ACT should be applicable to all Central Education Institutes in the State, and also to cover recruitments of teaching and non-teaching staff.

And within the stipulated time if the Govt. fails to implement the above mentioned points then ATSUM will take up any form of agitation, added the ATSUM president.

Embroi Serto group to go ahead with blockade

KANGPOKPI, Aug.22: The All Tribal Students’ Union Manipur has resolved to go on with its proposed indefinite economic blockade from August 22 midnight.

General secretary Marahang Ngiimai said after the executive meeting said the student body has at this moment no other choice than to continue with the blockade of all highways passing through the State with effect from today’s midnight.

He continued that the Manipur University authorities who few years back are hell bent on implementing the Central Education Institutions (Reservation in Admission) Act, 2005 and trying to delay the implementation of the amended version of the said Act even though the University Grant Commission had given a clear instruction to abide by it way back in September 28, 2012.

In fact, the same could have been enforced since 2013-14 academic sessions onwards. We are here demanding nothing from the share of other communities but demanding what is due to us asserted Marahang Ngiimai before cautioning that ATSUM will accept no further excuse or delaying tactics from any authority concern.

The agitation is to press the state Government and the concerned authority to implement the Central Education Institute (Reservation in Admission) Amendment Act 2012 immediately from this current academic session.

Having the opportunity to remind the state government of various unfinished agenda of ATSUM, Marahang Ngiimai asserted that the student body demands settlement of RULES of the Manipur Reservation of Vacancies in Posts and Services (for SC/ST) Act, 1976 once and for all while we understand that Department of Personnel has initiated some steps to resolve the issue.

Secondly, ATSUM reserved no words in objecting the recent recruitment of Teachers for government schools located in Jiribam Sub-Division whereby it accepts application only for residents of the Sub-Division the general secretary said while adding that though ATSUM has been suggesting for recruitment of teachers on District Cadre Basis, we object the practice of the same in only one particular sub-division and the government must be prepared to enforce the same practice in all other areas especially the hill districts of Manipur.

Thirdly, while demanding the state Government to implemented and follow the Tribal Sub-Plan in letter and spirit in the State, ATSUM general secretary lamented that the government of India during the Fifth Year Plan comes up with concept of this plan to bridge the gap between the tribal and others in developmental works but regardless of various reminders and follow-up action initiated by the Planning Commission, the government of Manipur is obstinating in implementing the said program and put the same in cold storage, Marahang added.

Fourthly, while warning the state Government not to introduce any schemes or policy that concern the tribals, Marahang Ngiimai asserted that when the very long standing demands of the tribals of the state that includes – autonomy and full functioning of the Hill Areas Committee, the state Government must not implement the New Land Use Policy (NLUP) in Manipur.

IMPHAL, August 22: The rivers including Imphal, Nambul, Iril, Nambol , Thoubal, Lillong are flowing in full spate. Among the rivers, Imphal, Nambul and Nambol rivers are flowing above the warning level.

The water level till the filing of the rivers are 787.475 for Imphal river, 783.650 for Nambul and 773.325 for Nambol river.

The water level of the rivers are steadily on the rise and fast approaching up-to flood level.

The rainfall gauge which is measured at five different locations is 45mm at Raj Bhavan, 51mm at Lamphel, 38mm at Kangpokpi, 35 mm at Saikhul and 24 mm at Litan. The measurements are for today at 7 am. Due to the incessant rainfall, many localities lying inside the Imphal municipal area remained inundated.

IMPHAL, Aug 22: A Joint Action Committee has been formed against the alleged kidnapping of truck driver Gopal Gautham, 28, of Kanglatombi and handyman Nawang Newmei, 23, of Tamenglong district August 13 by unknown persons at Zebra crossing near, Kohima, Nagaland.

Speaking to the media at the Manipur Press Club, convenor W Bormani said that a group meeting was held today around 9 am at the residence of Moirangthem Kullachandra Singh (owner of the truck) and formed the JAC against the kidnapping.

He further said that the JAC has decided to cease all the activities of the FCI Godown, Koirengei and FCI Godown Sangaiprou with immediate effect, till the two are release.

JAC strongly demanded all concerns to release the two safely and unconditionally on or before August 24.

Unless the two are released by the set deadline, the JAC along with other drivers will take up agitations.

Bormani also said that a memorandum was submitted today to the Chief Minister, Home minister and the truck drivers’ unions in connection with the kidnapping.
