IMPHAL, Aug 30: There is only one Manipur Pradesh Trinamool Congress in Manipur formed in April 2010 under the tutelage of Mamata Banerjee who appointed Kim Gangte as the president of the party, stated Kh Jiken Singh at the Manipur Press Club.

Asserting that Th Shyamkumar Singh who recently floated a new party,Manipur Pradesh Trinamool Congress Committee (MPTCC) announced that I Ibohalbi Singh was a leader of the legislative wing of the party, Jiten added that MPTCC was already abolished by AITC general secretary Mukul Roy(vide no.02/06/2014 Kolkota).

The party has strongly urged MLA I Ibohalbi Singh to clarify whether he is still in the original (MPTC) which is a unit of AITC party or the recently floated party by Th Shyamkumar Singh MPTCC, he said.

He said that MPCC members have given a show cause notice to the other members who have joined MPTCC namely S Manaobi Singh, Pramo,P Premananda Meitei, Th Bishwanath Singh, H Dinku Singh to clarify within one week after receiving the notice either in person or in writing as to why displinary action should not be initiated against them and expelled from the party for wilful violation of the party.

He further said that if the names mentioned above did not reply on time then the MPTC will take actions under the 10 schedule and submit a letter asking for their disqualifications to the Speaker.

Meanwhile, the MPTC office which was earlier located in Hotel Excellency, Keishampat Sega Road has been shifted to Thangmeiband Polem Leikai.

IMPHAL, August 30: A team of the Naga People’s Front, State unit led by president Awangbou Newmai apprised the State Chief Minister Okram Ibobi Singh and deputy Chief Minister Gaikhangam who also holds the Home portfolio on the present Ukhrul situation.

The NPF team includes MLA Dikho, party co-ordinator Alexander Pou, MLA Samuel Risom.

The meeting at the Chief Minister’s office was also attended by minister Phungzathang Tonsing.

Speaking to media persons following the evening’s meeting with the State Chief Minister, Samuel Risom said the NPF delegate had apprise the State heads of the Ukhrul situation and measures needed to restore normalcy at the earliest.

The press meet was held at the MLA’s quarter at Lamphel.

He said, the NPF delegates had told the Chief Minister and his team that the situation could have been avoided had the government listened seriously to the voice of the people which was conveyed earlier by the NPF.

Party MLAs had forwarded that the situation will be out of control if the government continue to ignore the wishes and sentiments of the public, he said.

He said the public have been kept in ransom for too long and the situation in Ukhrul is not their fault.

“The situation was created by the government by imposing 144 CrPC with ulterior motive in the name of maintaining law and order,” he said.

The NPF leader continued that there was no law and order problem in Ukhrul town, when the State forces were sent in the pretext of protecting peoples’ lives.

Meanwhile, the NPF leaders also strongly condemned the action of the State police who allegedly resorted to firing upon innocent public who were rallying.

“We have asked the government to immediately lift the imposition of 144 CrPC from Ukhrul town and conduct immediate judicial inquiry and punish the police personnel and officers who resorted to the inhuman action upon the innocent civilians,” he asserted.

KANGPOKPI, August 30: The All Tribal Students’ Union Manipur (ATSUM) Emboi Serto group has lodged strong condemnation over the violent incident during the mass district level rally organised under the banner of United Naga Council (UNC) at Ukhrul today.

President of the student body, Emboi Serto stated that security personnel in the State have never failed to harm the innocent civilians when ever confrontation crop up while completely forgetting that they (security personnel) are protectors and not slayers.

A visibly upset Emboi asserted that it has become harder and harder for the innocent civilian in the State particularly for the tribal people to live.

Emboi further questioned “Why there is a massive difference between mass rallies taken out at Ukhrul and Imphal while the 144 CrPC has been clamped in both districts?”

While ATSUM condoles for the bereaved family of the deceased and injured persons, we will not remain silent if the guilty personnel are not punished according to the law of the land, Emboi added.

UKHRUL, August 30: At least two civilians have been shot dead and scores grievously injured in police firing and subsequent assault on civilians even as irate mob beat up some four five police commando personnel in Ukhrul today.

The mob had also set ablaze two government vehicles after the United Naga Council (UNC)-sponsored public mass rally turned violent here on Saturday.

The two deceased have been identified as Ramkashing Vashi, 26, son of Christopher Vashi of Teinem village and Mayopam Ramror, 32 of Teinem village.

Both were said to be recently married and survived by their pregnant wives respectively. The bodies have been deposited at the Ukhrul District Hospital for post mortem.

Meanwhile, another critically wounded Ngachonmi Muivah of Somdal has been taken to Imphal for treatment while all the other injured are being treated at the district hospital.

However, the exact number of the injured could not be immediately ascertained, though expected to be around 16 including the critically wounded.

Eye witnesses said that as the public numbering over thousands turned out at Awon Tang junction and tried to proceed towards the Tangkhul Naga Long Ground around 1:35 pm to join a mass gathering where a joint memorandum of Naga Hohos and Naga frontal organisations of the respective districts was slated to be read out before being submitted to the Prime Minster of India at 2 pm, State security forces fired tear gas shells, mock bombs resulting in heavy casualties among the public.

Soon after, similar violent situation erupted at Alungtang and Wino Bazaar where police commandos fired live bullet allegedly from suspected AK 47 rifles upon the rallyists at point blank range killing the duo instantaneously in front of Ukhrul Higher Secondary School at Wino Bazaar even as explosions of mock bombs and tear gas shells continued, sources added.

In the ensuing mob action, eye witnesses said, some four five police commandos were beaten up by the irate mob resulting in grievous injury of one police personnel.

The public went ahead and set ablaze two vehicles including a Police commando gypsy in front of TNL Ground at Wino Bazaar.

The public also rained stones at security vehicles passing through the TNL Office breaking windows of some vehicles even as commandos kept blank firing. Thereafter the public put up boulders and logs across the road in dual direction in front of TNL office to block passage of security force vehicles.

At the same time, the public held a gathering at TNL Ground where effigies of the Chief Minister O Ibobi Singh and Dy CM Gaikhangam were burned amidst strong condemnation and curse.

Thereafter around 4 pm police commandos went on rampage on the main road of the township and damaged some private vehicles, eye witnesses have said.

Subsequently, the State forces resorted to physical attack on civilians crossing the District Mini Secretariat at Hamleikhong and whisked away 9 persons in their custody inside the office complex where the civilians were brutally assaulted resulting in critical injuries.

Later, with intervention of district administration, it was decided that State forces be retreated to ease the mounting tension for the time being and Assam Rifles personnel be deployed in the town instead and subsequently, the youth were released and rushed to the district hospital, sources added.

However, around 5:30 pm two persons who happened to be friends of the two deceased were returning home after visiting the hospital were reportedly severely beaten up by police commandos who were staying near Ukhrul Town Hall. However, they have been rescued by AR personnel and rushed them to Army hospital at Somsai immediately.

The public mass rally was held in all the Naga hill district of the State to demonstrate the sentiments of the Nagas in the backdrop of the continued imposition of CrPc 144 along with deployment of State security forces while also to pressurize the Government of India to expedite the process for Alternative Arrangement pending Indo-Naga solution.

The rally was staged at six different localities of the town which was attended by thousands of peoples from all localities of the town and villages from nearby villages.

Raise up for a peaceful world order against repressive regime

 

This day, 30th August 2014, will be another day to be remembered in red ink in the history of the politics of dissent and violent suppression. Ukhrul have lost two of its dearest soul and many have been injured while raising up for a human cause. In this regard, the Manipur Student’s Association Delhi raises the banner of justice and;

  1. Condole the killing of RamkashingVashi (s/o L. Christopher Vashi of Teinem Village, Ukhrul), and R. Mayopam (s/o L.R. Hangyui of Teinem Village, Ukhrul) in the course of police action to suppress the mass demonstration in Ukhrul today (30th August 2014) that was organized under the aegis of the United Naga Council. May their soul rest in peace and we express our heartfelt grievances to the loss with the family, relatives, friends and dear ones.
  2. Condemn the brutal repression that had to led to the casualty of AS. Pamshang of Ukhrul Town, Chanreiwon of Teinem Village, Khanreingam LK (S/o Yangmi LK of Leiting Village), L. Somiwon of Shirui, NingkhanLuikham (S/o David Luikham of Kongkan Village), RamchanngamHoram (S/o HelpsonHoram of Kharasom Village), ShangkahaoKeishing (S/o (L) Thomas Keishing of Thoyee Village), SK. Raingam of Kachai and many others.

Having observed the law and order situation in Ukhrul over the last few weeks, we have come up with the following observations, that;

  1. The scheduled mass protest was well planned and the administration was formally or informally aware of it. The mass demonstration was politically motivated and it was carried out in the context of the pent up resentment against the imposition of the Criminal Procedure Code Section 144 and the subsequent deployment of commandoes and IRBs, since 13th July 2014, which have been done as a response to the killing of Mr. NgalangzarMalue, an Autonomous District Council member of Ukhrul District by unidentified gunmen on 12 of July 2014.
  2. If the government have been committed to the peace and democracy of people; between 13th July and 30th August, there have been considerable time for it to come up with some practical political initiatives towards peaceful understanding with the people of Ukhrul. It seems to us that there have been lack of initiatives towards a workable peace process. Unfortunately, the government have followed its usual practice of militarization and repression of the voice of dissent.
  3. Therefore, what was happened today, was the repetition of ‘State Terrorism’ that have been systematically carried out without restraint for the last many years in the Imphal Valley and many other areas.
  4. This particular trend of governance is undemocratic and inhuman.

We, therefore;

  1. Strongly condemn the government for its failure to peacefully handle with the tense situation in Ukhrul.
  2. Express our suspicion about any hidden agenda of the Government to ignite social tension as a safety valve to divert away the attention of the people from certain genuine larger democratic issues that the government had failed to address to.
  3.  Appeal the progressive civil societies in Manipur and beyond to collectively fight against State terrorism in any form under any pretext.

NEFIS(North East Forum for International Solidarity) strongly condemns the rearresting of Irom Sharmila last week just two days after a court ruled that she cannot be charged with attempted suicide for refusing food and water. A team of policewomen dragged the frail activist away from the tin shack that is the site of her protest. We would also like to condemn the Deputy Chief Minister of Manipur who defended the rearresting of Irom Sharmila by saying that the activist’s health was deteriorating. The truth is Irom was grabbed fiercly, dragged and thrown to the Police vehicle by a group of Police women. This is gross violation of human rights and huge disrespect to an activist who has been struggling to end violence and bring peace in the whole north east region of the country.People of Manipur across India are enraged with this blatant offence against a women and an activist who is fighting for ending the brutal law of AFSPA.

The activist is continuing her 14-year hunger strike but says it is not a fast unto death. She says she will fast till the Armed Forces Special Powers Act or AFSPA is removed from Manipur. The law gives soldiers sweeping powers to arrest or interrogate people in “disturbed areas” or states dealing with separatists or insurgents. Sharmila began her fast in November 2000, days after 10 people, including two children, were shot dead in Imphal, by Assam Rifles soldiers. Three days later, she was charged with attempt to suicide and arrested. On 22nd May, 1958, AFSPA law was promulgated for the first time by the Indian state. By denying us the right to rule of law the Indian state has kept us relegated to the status of second class citizens in the country that claims itself to be the world’s largest democracy. Indian ‘nationalists’ love to look across the border and gleefully compare the virtues of their parliamentary democracy with the succession of military juntas that have ruled over Pakistan through most of its post-independence history. Declarations of the committee appointed by the Supreme Court in April 2013 that fake encounters happened in Manipur merely affirmed facts that we have all known for very long.

We demand the immediate release of Irom Sharmila and revoking of Armed Forces Special Power Act(AFSPA).
