The outrage over the tragic Ukhrul incident in which two young men died in police firing on Sunday was understandably expected not to vanish overnight. Sure enough, the United Naga Council, UNC, at whose rally the fatal fracas erupted, has called a blockade of all State and National highways which pass through Naga areas, although under the different name of ban on vehicular traffic. And as has become wont of habitual blockade callers in the State, this one too is going to be indefinite. Manipur must once again brace up for another spell of lean times, in particular of commodities not available in the State, the most prominently visible of which will once again become evident sooner than later, is gasoline. Thankfully, the most essential of essential commodities, that of rice, is grown everywhere in the State, most abundantly in the valley. The blockade therefore will translate into extreme inconveniences for the larger public, but little or no starvation. Had the latter been the case, the eruption of anger and the violence which it would probably have come with, is frightening to imagine. But it is a foregone conclusion that once again nerves will be under severe test, and if schools and colleges, hospitals and dispensaries, begin to shut because the transport systems have dripped dry of fuel, that would be when the danger of nerves snapping become the threat.

It was criminal for the trigger happy Manipur police to use live bullets in crowd control, and the outrage over the death of the two young men is perfectly legitimate, and as the outpour of condemnations is testimony, this outrage is universal. This anger would even have seen a highway blockade or bandh as justified, and probably everybody in the State, regardless of community or religion would have wholeheartedly supported it. Bandhs and blockades happen all the time in Manipur as its people so well know. But when this blockade is indefinite, it acquires a different visage. In international law, this is an act of war, and here too, in the worst case scenario, it can cause civil wars. Let the blockade protest therefore be conditional and time bound, and rest assured, the blockade callers will have the solidarity of everybody in the state.

In a way, these are litmus tests for those who still stubbornly cling on to past ideas of sovereignty. These are times of cooperation and interdependence and not one of isolation and segregation. Centuries ago, when the population was small, and needs, aspirations and expectations of the people were limited, Manipur’s then economy was adequate to meet these collective dreams and therefore it could afford to live in splendid isolation as it did for most of the time then. Today, this is hardly the condition. A month of blockade can shake up the entire state and put it on the boil as we have seen so many times in the past one decade or so. The definition of sovereignty too has metamorphosed in the meantime. National boundaries continue to become ever the more soft, and in some cases have virtually disappeared, as in the case of many European countries under a single visa regime. The only times these boundaries actually and tangibly show up are in the sporting arenas, and in the case of Europe, football fields. It is time therefore for not just Manipur, but the entire Northeast region to reimagine itself, and in the process, make the necessary efforts to reinvent itself too. Time and tide wait for no man, and the region cannot afford to miss the bus. A crucial decision on this can make or mar its collective future for generations, or maybe forever too. Histories of societies which have crumbled or survived, literature on which is not altogether scarce today, should be the lessons and examples, as it were, for its people to take the cue for their own crucial decisions for the future.

In the meantime, let the Manipur government gather itself and do everything in the cause of justice. Institute a judicial enquiry into the incident. Besides eye witness reports, there are also plenty of video footages available, as is evident on social media and local TV channels. Use these among others to reconstruct what happened and let no guilty person be spared retribution under the law. Let it also explain why it felt it was necessary to clamp prohibitory orders in Ukhrul under CrPC Section 144 for so long, a move which was so sorely resented by the general population of Ukhrul. Was this order on the suggestion of the local administration which knows the ground situation best, or was it superimposed from Imphal. Had this ban order been relaxed on the faithful day and the UNC rally allowed unhindered, as in other Naga majority districts, perhaps the tragedy could have been avoided.

On a lighter note, to draw the most optimistic conclusion, let everybody bring out their bicycles and make them road worthy in preparation for the days ahead without gasoline. This mode of transport will ensure daily physical exercise, save environmental pollution and more immediately, ease the traffic congestion on our roads. Alas, would it not have been such a boon at these trying times to have had a cooking gas bottling plant somewhere near, as was once the plan.

State reviews available food grains and fuel stocks ahead of blockade

IMPHAL, September 2: The State government convened a meeting chaired by Consumer Affairs Food & Public Distribution minister Moirangthem Okendro to review the existing stocks of food grains in godowns owned by FCI and CAF & PD, and the fuel in IOC depots of the State at around 11 am today.

During the meeting, the minister informed of the government’s decision to ration available food grains and fuel in view of the indefinite blockade announced by the United Naga Council.

The stock of food grains like rice at 27,388 MT is estimated to last for 55 days whereas wheat with 3339 MT in stock is estimated to last 91 days and sugar at 550975 MT is estimated to last for nine days, he said.

The minister said the stock of petroleum products like petrol at 1344 KL is estimated to last for 15 days while diesel at 3707 KL is estimated to last 17 days.

The stock of SKO at 2939 KL is estimated to last for 33 days whereas LPG at 619 MT is estimated to last for 6 days, he added.

The decision to ration food grains and petroleum products will come into force with immediate effect till the suspension of the blockade, Okendro said, adding that two loads of petrol and diesel of 12KL and 20KL each shall be allocated to selected retail outlets in the twin districts of Imphal East and West. In the hill districts, the same will be allocated to retail outlets on alternate days, he said.

Appealing the people to refrain from standing in long queues and waiting overnight for petrol in roads, he said the government will provide every needs of the people.

He also appealed the people to report if any police personnel forcibly bought petrol because they can do so in a separate location reserved for them at Tiddim Service.

In every oil pump, police personnel along with CAF & PD officials will be deployed to monitor the daily rationing, he added.

Further appealing the traders to refrain from hiking prices by taking advantage of the indefinite bandh, the PD minister said the Government will distribute rice constituency wise to the people directly while assuring that a stock which will last for 90 days is with the government.

If the need arises, we will bring in fuel through Imphal-Jiribam route till the situation improves, he asserted.

The DGP of Manipur, Shahid Ahmed; CAF & PD commissioner P Vaiphei; CAF & PD director M Yaikul; deputy general manager of FCI, Ksh Thoiba; IOC Imphal’s assistant manager T Dhanabir and Sekami Bottling Plant deputy manager Nandababu attended the meeting.

On the other hand, the JCILPS has also submitted a written appeal to the Chief Minister to release its executive committee member Advocate Arjun Singh before September 4.

A reliable source informed the IFP that the JCILPS received an official invitation for talks on September 4 at 2pm with a team led by the Chief Minister yesterday, which the former has decided to accept in the interest of the general public.

It is also learnt that the deputy Chief Minister Gaikhangam led All-Political Party committee on ILPS has also been invited to attend the talk.

Meanwhile, the JCILPS convened its executive committee meeting today to discuss the issue and further submitted a written application to the Chief Minister to release advocate Arjun who is presently in judicial custody before the meeting, sources said.

The JCILPS has cited that Arjun will also be attending the meeting, sources revealed.

The expert committee of the JCILPS will also be convening a meeting tomorrow to discuss the present development.

However, it will be seeking the opinions of the public and the other CSOs on the issue before the meeting with the Chief Minister at his secretariat, informed the source.

It may also be mentioned that the government has already sought legal and expert opinion on the issue from three senior advocates each of the High Court of Manipur and the All Manipur Bar Association and three scholars from the Manipur University.

Imphal, September 2: The State cabinet has approved the transfer and positing policy of non-gazetted civil police, MR and IRB personnel which will be effective from every January each year, stated CAF & PD minister Moirangthem Okendro.

In a press briefing, he said the cabinet has decided to announce the transfers and postings of non-gazetted civil police, MR and IRB personnel who will now have to serve two years in the hills and four years on the valley alternately in a new rotation policy, on every January each year. The State cabinet today gave the nod to implement the transfer and posting policy of non-gazetted civil police, MR and IRB personnel first formulated in 2000 but which couldn’t be implemented till date, he added.

The cabinet has approved to have 933 posts created for 39 higher secondary schools which lack teachers, Okendro said, and 298 lecturers will be recruited through MPSC whereas 705 posts of contractual lecturers will be regularised when financial condition of the State improves.

The cabinet has also approved the creation of 418 posts for college lectures among which 218 be recruited by the MPSC, he added.

Creation of 89 posts of contractual staffs in different categories to be engaged for the NRHM under the State health society has been approved by the State cabinet while another 41 posts will be created as contractual staffs under the Urban Health Mission Manipur, he said. The cabinet also announced to engage five contractual staffs to man the skill lab at the College of Nursing in Lamphel, the CAF & PD minister added.

Later, the State cabinet gave approval to enhance the diet allowance of disable students from Rs 750 per month to 1500 per month to 2200 students.

Meanwhile, Okendro who is also the Education minister further appealed the government and private school teachers to take part in the Teacher’s Day celebration at the Bengali High School in Babupara.

On teacher’s day, television sets or screens will be provided in every school to relay the speech of Prime Minister Narandra Modi and students from Navodya Vidyalaya in the State will have the opportunity to interact with the PM, he said.

Aftermath the unfortunate incident in Ukhrul which claimed the lives of two protesters, he said,the UNC has threatened to impose an indefinite bandh in the hill districts which has caused panic to the people of Manipur about the impending scarcity of essential commodities and petroleum products.

The Education minister said that the two leaders will bring positive results and normalcy in the State.

Meanwhile, the State government has appealed to the people to refrain from panic buying petroleum products and essential commodities. In a latter development, it is reported that the CM and deputy CM left Imphal at 4:30 pm in an Air India flight.
