Much has been written about the demand for the Inner Line Permit System in the State and dwelling at length on the issue would be akin to flogging the proverbial dead horse. However, we can make a few observations vis-a-vis the demand for the implementation of ILPS in the State.

To start with, there is no clear end in sight as to how the demand for the ILPS will unfold as the State government by all appearances is too impuissant to act on its own and hence is bidding time by setting up an all party political committee with the purported intention of deliberating on whether it enjoys the power to implement it by seeking opinions from legal experts and academics alike. It remains to be seen how long the dilatory tactic of the government will work as the civil body leading the charge in the demand for the implementation of ILPS is running out of patience. The civil body enjoying a groundswell of public support at the moment is dictating terms to the State government which is in an unenviable position of being caught between the devil and the deep blue sea.

If the reaction of a former Home Minister who dismissed the proposal of enacting such legislation in the State not so long ago by terming it “insane” is any indication, the ongoing demand for the implementation of ILPS looks Sisyphean. Notwithstanding an official statement which claims that the talks between the civil body spearheading the movement for implementing ILPS and the State government held today has proved eventful, we will take such pronouncements with a pinch of salt as without the blessings of the Union government , the State government  in spite of its best intentions cannot implement it.

Despite objections from some quarters who have dubbed the demand for the implementation of ILPS as absurd, regressive and stopping short of stating that it will never materialise, we cannot deny that not any other mass movement in recent history has enjoyed such massive public support in the State.  From a purely economical point of view, some economists would say that migrants are good for economics. It makes the labour force more competitive and so on. This is what the people of the State must take notice. In the era of the free market economy, migration is a necessary evil. People in this State, especially the work force, must think ahead and start preparing to stand up to the challenge. People are going to hire those who are willing to work the hardest at the most minimal wages.

On a completely different note, the feeble attempts by some national newspapers to portray the slugfest at the hostel mess of the NIT, Langol as a full blown racial attack on students from outside the State is disappointing. An innocuous brawl between errant students high on testosterones has been totally misrepresented.  We beg to know whether some reporters of a highly venerated national newspaper who gave a completely twisted picture of the incident were in town to report on the sorry incident themselves or were reporting about the issue by talking with some students over the phone. Such one-dimensional reporting reminds one of an incident in which an editor of an extremely popular national magazine on being asked how the magazine was dealing with the affairs of the North-Eastern States having replied  that they have a bureau in Kolkata.

IMPHAL, September 19: In a gruesome incident, the former vice-president of the Tangkhul Katamnao Saklong (TKS) was found bludgeoned to death by militant suspects.

The incident comes barely a days after the blast in Ukhrul that killed two persons including a former president of the Tnagkhul Sanao Long, (TSL).

The murdered man, Ngamreishang Ningsen, 38, is the son of Ns Truesome of Alang Village Phungyar sub-division, Ukhrul district. He is survived by a child and wife.

Ningsen held the post of vice president of Tangkhul Katamnao Saklong (TKS) during 2009-2011, and is currently an executive of Kho Kho Long.

Sources said that the deceased was last seen at Khuman Lampak area on September 17. The same day around 10 am he visited a relative near Khuman Lampak bus terminus and had lunch before leaving for his native village.

Later today his body was found near Don Bosco school, Theiyong village under Lamlai police station.

The victim was found blind folded with red handkerchief and hands tied on his back.

He was bludgeoned to death using a blunt object. Police also have taken into custody a wooden block with blood stains recovered from the spot, believed to be used in committing the crime.

The corpse was retrieved by the police around 1.25 pm after proper inquest.

Meanwhile, family sources suspected the hand of a hill based militant in the killing as the deceased had received threats from the group for allegedly being an informer of security personnel.

However, they declined to disclose the name of the militant group.

The sources further disclosed that two members of the militant group were killed during an operation conducted by security forces in April for which the militant group blamed the deceased.

Our Ukhrul Correspondent adds: The Tangkhul Katamnao Saklong (TKS) has strongly condemned the the killing of its former vice-president Ngamreishang Ningshen of Alang village under Phungyar sub-division in Ukhrul district by unknown persons while also offering its deepest sympathy and condolences to the bereaved family of the deceased.

In its condemnation note, the apex Tangkhul students’ organization said that it was deeply disturbed and saddened by the barbaric murder of Ngamreishang Ningshen and condemned in no uncertain terms the manner in which his body was disposed off after killing him.

Stating that such inhuman acts of barbarism by anti-social elements is not acceptable in any society in today’s world as a means of resolving a difference; the statement added that the Saklong was deeply disturbed and prayed to the Almighty God for comfort and guidance to his family during this time of bereavement.

The statement asserted that TKS paid its tribute to the departed soul in whom the society has lost a person of immense maturity, responsibility and a great leader, while appealling to all not to commit such acts of barbarism which tarnishes the image of the entire society.

Notably late Mr. Ngamreishang Ningshen had served the Tangkhul Katamnao Saklong as its vice president during the Presidency of Mr. Wungnaoshang A Shimray for the tenure 2009-2011.

IMPHAL, September 19: The first preliminary talk with the government and the all-political party committee on the implementation of a permit system in Manipur ended on a positive note today, JCILPS convenor Ibotombi Khuman told the media.

Speaking to media persons at the office of the United People’s Front after the talk, Ibotombi said the meeting was held at the Chief Minister’s secretariat this afternoon.

The Chief Minister Okram Ibobi Singh and deputy Chief Minister Gaikhangam represented the government, while MLA RK Anand led the 12 member all-political parties committee, he said.

In all 16 JCILPS members led by himself were present in today’s talk, according to the convenor.

Following a detailed discussion on the issue, it was resolve to implement or regulate an Act which would be feasible to the present situation in the State, he said.

The all-political parties committee also highlighted that it has collected suggestions and opinions from legal experts and academics on the issue, he said.

Ibotombi also said that the JCILPS has submitted several memorandums on the issue to the State government.

We are not demanding the exact replica of the Bengal Eastern Frontier Regulation, 1873 and other specific Act, however, the Act should be similar to the ILPS, he said.

The Act should be able to safeguard the indigenous people and their land, he continued.

Ibotombi also said that the government directed the all-political parties committee to invite JCILPS to a second meeting on September 22 between themselves at the Manipur Assembly Secretariat committee hall.

On the other hand, the JCILPS also expressed the desire to check the expert suggestions and opinions, he said.

The JCILPS has been struggling for long and today’s meeting showed some positive developments, he said.

Meanwhile, deputy Chief Minister Gaikhangam who also holds the Home portfolio has assured befitting actions against additional SP Yengkhom Victoria and her brother if they are found at fault for assaulting JCILPS volunteers after due investigation.

Gaikhangam had also assured that the government takes the issue seriously and if they are found guilty, the government will take legal actions against them, he said.

The deputy Chief Minister was replying to the JCILPS team who had apprised him that the second time the meeting had failed was due to the additional SP’s fault, he said.

He said Victoria had been harsh on the volunteers of the JCILPS student wing, and demanded her suspension.

A statement issued by the PRO Manipur Police, S Gautam Singh, said that the rescued victim has been identified as Md Nasir Khan, 40, son of Md Kamar-uddin Tera Khongsangbi, engaged in building construction of Borayangbi Primary School. The three kidnappers have been identified as Bungneithang Kom alias Athang, 28, son of Chongthang Kom of Pungshanglen Village, Churachandpur, Thangpao Haokip alias Apao, 39, son of Jamkho Haokip of Sukon Village, Chandel and Jonah Vaiphei, 28, son of Seimang Vaiphei of Pelhang Village, Nagaland at present Sukon Village.

It said that following the kidnap of Nasir on September 18, the same day a case was lodged with the concerned police station under FIR No. 12(9)2014 KUB-PS u/s 365/384/400/34 IPC&25 (I-C).

Subsequently, as a follow up action the Bishnupur police rescued the kidnapped victim from Sugnu area this morning with the help of 22 AR, Sugnu police and local people, it asserted.

Our Bishnupur Correspondent adds: Three youths came on diesel auto asking for the contractor and Mohari engaged in construction work of Borayangbi Primary School.

On failing to find the contractor or the Mohari, Nasir was taken away by the miscreants on the pretext of having a talk with him.

A combined team Bishnupur police and commandos carried out a massive rescue operation soon after the incident came to light. The rescue operation was conducted under the supervision of Kh Vikramjit additional SP (L&O).

The Tangkhul Naga Long, Tangkhul Shanao Long, Tangkhul Katamnao Saklong,Tangkhul Mayar Ngala Long, Tangkgul Naga Wungnao Long, Longohang and Tangkhul Leihsak Long have in a joint statement, said that they were deeply alarmed and concerned by the violent acts, particularly at a time when the Tangkhul people are still recovering from the shock of the incident on August 30, which also resulted in the loss of two lives.

“The Wednesday incident is nothing but cowardly and terroristic and should be condemned by all.” the statement noted while urging all the people, particularly the Tangkhul Nagas, to stand united against such acts.

“We are deeply saddened by the loss of our beloved friend and colleague, Ms. A.S. Dinah, the former President of Tangkhul Shanao Long. She was an inspiration for courageous and decisive leadership. We also mourn the loss of Ms. Lansophi Tangvah, a young promising student whose life has been nipped in the bud.”

“We share the grief of the family and remember them in our prayers at this trying time. While it may not be a consolation enough, we remind their family members that the whole Tangkhul people are standing by them.” the statement added.

“The incident was sparked by the discovery of the dead body of an 11 year-old girl, who went missing on the evening of September 17. The victim of the lynching incident, identified as Ibobi Singh, was reportedly nabbed by the public while trying to flee,” the report said.

However, when IFP contacted the Ukhrul police regarding the incident, it was informed that the full identity of the deceased accused is yet to be ascertained.

With his feature resembling a resident from Gwaltabi, the Lamlai police station cross checked the reference however his identity could not be determined, the police said before adding that the corpse is said to be at Maluri village after post mortem examination was conducted at the Naga Hospital, Kohima.

Meanwhile, the Morung Express report continued that according to the Phek police, an 11 year-old girl from Meluri went missing on the evening of September 17.

Her dead body was found the next morning at a forested location about a kilometre away from Meluri town, it said.

Tension mounted after words went round that the culprit was a neighbor of the girl, other sources said according to the report.

“The man was later nabbed by the public somewhere between Meluri and Jessami and taken to Meluri where he was lynched at the local ground,” it said.

Police were prevented from taking custody of the man after they were accused of failing on their duties, it said and continued that the public further prevented the conduct of post-mortem on the girl’s body.

The initial inquest conducted by the police suggested that the girl was raped and murdered, but it could be confirmed only after medical examination, Phek police said according to the report.

Four policemen were injured and one police vehicle was torched in the subsequent clash, the Morung Express report said.
