Al Qaeda’s call for jihad in India coupled with reports of yet smallbut increasing numbers of Muslim Indian youth joining the ISIS for jihad to restore the caliphate sends out a signal that cannot be ignored. The Home Minister has properly called for heightened vigilance and tightened security. This, however, is the lesser part of the threat. The greater danger comes from the openly divisive politics of the BJP and the Parivar which is polarising the nation through vicious Muslim baiting and inciting hatred and violence on thoroughly concocted grounds of so-called love jihad. None can blame some young Muslims turning fundamentalist and wanting to join the Islamic jihad if they are suspect, told that they have no future in a Hindu Rashtra unless they conform to Hindutva diktatsas second class citizens. The cover pages of the Organiser and Panchajanya, the BJP and RSS organs, have this as their crusading theme.

Fortunately most Muslim Indians disdain this kind of gross slander despite continuous provocation.  The head of the DarulUloom seminary in Deoband and the All-India Muslim Majlis-e-Mushawarat have once again denounced the al Qaeda call, asserting that Muslim Indians will not and must not be swayed by false, unIslamic teachings. UNESCO tells us that wars begin in the minds of men. So does communal hatred which is being both insidiously and openly preached by Hindutva zealots.

Karnataka police investigations have found most allegations to be unfounded and motivated. A CID survey showed that of 21,890 Hindu girls reported “missing” between 2005 and 2009, 229 had married men of other faiths but only 63 had converted. In that same period, many Muslim girls had married Hindu and Christian boys. These were marriages based on mutual love, a term that the loveless, hate-filled Hindutva crowd do not understand and cannot tolerate. The vicious GharVapasireconversioncampaign however smacks of abduction and coercion with a warped ideology driving such puerile politics.

The assaults on Christians, especially Dalit converts, have also increased with renewed efforts at “gharvapasi”. Madhya Pradesh has long been a worst-case state and its law on conversion, requiring permission by the District Magistrate, represents the acme of authoritarian communalism. Mostdalits convert because of intolerable caste oppression for ending which scourge the Hindutva brigade has no programme, educational, social or political, that has been pursued with any seriousness. Alas, sections among Christians and Muslim do practice caste but, everything said, conversion to these faiths remains an act of liberation for outcaste Hindus. This is the challenge, not political hatred clothed as alleged love-jihad.

This was not a theme Mr NarendraModi addressed on Teachers’ Day, which he hijacked to make it something of a command performance, aping Children’s Day without its spontaneity and substance. The occasion was reduced to political theatre with official directives to school authorities to ensure attendance and make all broadcast facilities, or else. The threat was there despite subsequent explanations and back-tracking.Children who could understand Hindi perhaps enjoyed the tamasha. But what of the others who did not understand but had to sit through two hours of boredom? What did it cost schools and parents to make the necessary arrangements for transport, canopies where necessary, TV sets and electricity connections? It would be useful to calculate the expenditure entailed nationwide, state-wise or even by individual cities and schools and see how many blackboards, toilets, leaking roofs, computers, and other basic wherewithal could have been provided with these same funds. Nothing was said about the demands and condition of teachers, school infrastructure, teachers’ training and better text books (than Dina NathBatra’s nonsense that Mr Modi has endorsed). It was a wasted and misused opportunity.

The Government has not covered itself in glory with the appointment of the last Chief Justice of India as Governor of Kerala. This is not to insinuate anything against Justice Sathasivamor unkindly allege that he passed a judgement favouring Amit Shah without an iota of evidence for saying so. But is sets a bad precedentof disregarding any cooling off period, but more than that of undermining the prestige of the highest judicial office in the land.

Nor will the Government gain any kudos if it disregards the repeated defiance of V.K. Singhagainst court and tribunal orders that go against him, this time in the  complete exoneration of Lt Gen Rathwho Singh accused of engineering the Sukna Army land scam. Singh disgraced his office and uniform for petty personal gain by thrice going back on his word to bury his campaign to prove that he was younger than he had claimed to be when entering the Army. He has since spent his time hounding other officers. The man should have been sacked earlier and has no place in the Government now when, unable to stomach the verdict of the Armed Forces Tribunal on the Sukhna land case that is a slap on his face, he now advocates an appeal in pursuit of his own ego.

Even as one commiserates with the people of J&K (and Pakistan) who have been stricken by devastating floods, there is reason to worry about the BJP’s continuing campaign to win a majority in the forthcoming general election in J&K in November, once again through polarising tactics. Apart from the misplaced and somewhat illiterate campaign against Article 370, the party is now trying to mobilise Pandit votes by peremptorily asking the State Government to provide land in the Valley for the rehabilitation of 60,000 families or about 300,000 souls who migrated under jihadi/separatist pressure. Rehabilitation is one thing. Building ghettoes is another – and that would be the result of the Central Government’s demarche.

The Congress is again being unwise in shielding Rahul Gandhi from accountability and responsibility as demanded by the old guard that has at last found its tongue. The “youth brigade” and the elders have been told not to indulge in mounting public criticism of inner rot in the party. The country needs a centrist or left of centre party, a role that the Congress could still play. But it is unlikely to go anywhere by defending dynastic politics and refusing, ostrich-like, to see failure or fix accountability. He who takes the credit must also take the blame.

The results of the 19th Livestock Census of India, 2012, now available, are revealing. The population of cattle has declined while the number of exotic breeds within that number has gone up. Bulls are being replaced by tractors and other mechanised means of haulage while crossbred cows yield more milk and are hence preferred. There is a campaign to upgrade indigenous cattle whose quality has been allowed to decline over two centuries by a foolish policy of cow protection on mistaken religious grounds. Refusal to cull surplus animals has resulted in the overbreeding of scrub animals. Our holy cows are underfed, abominably treated, a public nuisance and a threat to the forests and environment. Go-shalas represent misplaced piety. When will we learn better?

Sadly, the population of donkeys too has come done though those following the daily news might challenge this astonishing finding!

Off and on, we hear of various instances in the state with regard to impurities being found in packaged drinking water and other forms of processed food like biscuits, cakes and bakery items. These reported cases are but a small fraction of the tough reality that the food we eat is not safe. Earlier, the state government sent out public notifications over the ban of various food products entering the state from Myanmar and followed it up with raids on shops selling such items as canned fish with no indications of contents and ingredients used. However, things have turned right back to square one with the banned articles making their appearance in the consumable food market. There is no denying that a whole lot of unsavory practices continue in the food market sector all across the country with buyers putting in a range of additives that are not meant to be added at all to food consumable products and using underhand practices to make food more appealing to consumers. To cite an example, a report by the Food Safety and Standards Authority of India (FSSAI) a few years back found that most of the country’s milk was being watered down or adulterated with products ranging from fertilizer, bleach and detergent which were being used to make milk thick and give it a white, frothy look that would entice consumers to buy them.

Incidentally, the FSSAI was only instituted in 2006 to look into and take action over matters related to the quality of food products in the country and is still plagued with an acute shortage of human resources and technical apparatus needed for the task at hand. While the FSSAI has undertaken various studies and drives at times, they are far too less with more attention on the macro level rather than tackling what happens at the micro level in the numerous eating joints and markets that dot the country. To start with the issue of food safety at the micro level, it is a known fact that road-side hotels use left-over oil or mix in used tea leaves with new ones to cut their costs all over the country. Graduating a bit further, fruits and vegetables are often laced with calcium carbide to make them appear shining and fresh. With the transportation process of vegetables and fruits taking a long haul on roads and sometimes crossing numerous states and region, it is an open secret that when starting out, raw fruits and vegetables are loaded in along with chemicals to keep them from rotting. Once they reach their intended destination, another round of chemical brush up takes place to make them appear fresh and colorful.

In Manipur, the revelations of substandard quality food products or those being sold against their shelf life have been brought to public notice by an array of vigilante cum social groups. While the overall message on food safety concern is laudable, it would be wise to be suspicious of the ‘go back outsider’ agenda for many who have been targeted, happen to be non-locals selling the said goods. This is not to condone the practice of selling products beyond their shelf life but to point out that such drives should be not on the identity of people selling them but to put a plug on unsafe items being sold to the public. After all, there is yet to any action being taken up with regard to how fish are being fermented to give the staple ingredient of every Manipuri household: Ngari, when it is common knowledge yet again that the procedures involved are not hygienic or quality controlled. If food safety is to be the core issue as it should be, there needs to be a serious attempt with the Government agency leading from the front and supported by various stakeholders including civil society groups. The Government agencies would have to spread awareness among the general public and sensitize shopkeepers and warehouse staff that food products that have reached their shelf life or expiry dates should not reach the public and keep a check on food items are being stored as unscientific storage systems can also harm food and food products. The public on their part should not take the matter of raiding shops and godowns and seizing items but be alert by checking manufacturing information, expiry dates and notify the authorities.

Tongjei Maril construction formally launched, CM hopeful of completion within three years

Two flagging off ceremonies were held at two separate places- at Bishnupur Cachar Road Educational Sporting Association (CRESA) ground for the Bishnupur to Tupul and at Joujangtek bazaar for the Bishnupur to Nungba via Joujangtek road.

The first stretch is funded by the Asian Development Bank (ADB) through the Ministry of Development of North Eastern Region (DONER) under the project North Eastern States Road Investment Programme, while the second stretch is funded by the NEC.

Speaking at the Joujangtek ground, the chief minister said among the hill districts, Tamenglong is the remotest.

The Tongjei Maril, which has been there since the times of our ancestors is in such a bad shape that it takes seven to eight hours to reach Imphal from Tamenglong, he said before adding that the government has been hoping for long to develop this road to an all-season and easily accessible road.

This dream has been realized today with the help of fund from the NEC and the ADB, the Chief Minister continued.

These two projects will hold dear for the government as it will improve connectivity between the hills and the valley, he continued.

He assured the people that the State government is developing Tamenglong and many projects are underway.

It is not that the government is neglecting the district, he said and continued that after considering the geographical structure of the district, the Centre had shifted the rail line project from Senapati to Tamenglong.

Once the construction of the Tongjei Maril is completed, the Imphal-Tamenglong route will take only two hours at the maximum, he said.

However, the success of the project depends on the people of the district, he said.

Unless there are many disturbances to the construction, the work could be completed in the stipulated time of three years, the Chief Minister assured.

In fact, half the project could be completed by March next year, if there is no disturbances, and by another year the full route could be completed, he said.

“We should be careful of the quality control and not ransom money,” he continued.

He further urged the people against disturbances during land acquisition as there is no money for compensation in these projects.

“There can be negotiations but do not hamper the construction work for compensation,” he appealed

People of Tamenglong are more understanding than most others and co-operate willingly with the government in development projects taken up in the district which is abundantly rich with gifts from the nature, he said.

The Chief Minister further said, plans are on to construct the world’s highest bridge in the district, which will attract more tourists into the land.

Speaking on the issue of the MLR Act, 1960 passed by the State Assembly, Ibobi said it has been wrongly interpreted that the government will take away powers and land of the village chief under the Act.

He said the people should be aware that it was passed by the Indian Parliament in 1960 and the lands of the chiefs cannot be taken away in the hills.

The government is also mulling the idea of implementing the Mizoram pattern of organic farming instead of the jhum cultivation in the State, he said.

This will help control deforestation, he continued.

The hills are the people’s property, but no one should harm it by cutting down mature trees, he said.

The State government has asked the Centre for Rs 3000 crore to help implement the organic pattern of farming in the hills as was decided in a cabinet meeting but if the chiefs are not satisfied with the arrangement that the government is ready to amend the cabinet decision if it is suspicious, Ibobi said.

He further said that if the road connectivity is developed there will be improvement in source of income for the people and if the living standards of the people are improved, the State as whole will also develop.

Deputy Chief Minister who was also there said Tamenglong is now considered one of the most backward districts in the State, but once the projects taken up are completed, it would be one of the most advance districts in the State.

The Old Cachar road is a historic road of the State related to the ancestors and once construction is completed it will be known as the Tongjei Maril, he said.

The road will connect to the NH 37 after passing through Tupul , he said.

Gaikhangam also said that proposal for the reconstruction of the Kangpokpi-Tamei road has also been sent for approval to the ADB.

He appealed to the general public to co-operate and defeat the anti-social elements who will come out to disrupt the construction works in the district.

Bandhs and blockades will not bring anything good, it will only delay the development of the State, Gaikhangam continued.

Officials said Rs 114.70 crores have been sanctioned for the 50.80 km long Tupul Bishnupur road stretch and the work has been awarded to DRAIPL-ABCI (JV) and the work will be implemented by the Public Works Department, Manipur and a dedicated Project Implementation Unit has been established for the purpose.

For the Joujangtek to Rengpang stretch which is 69.52 km long, the work has been awarded to Keystone Infra Pvt Ltd with a sanction amount of Rs 147.71 crore.

IMPHAL, September 8: Two scribes deposed before the court for cross examination regarding the Khwairamband Keithel fake encounter case which occurred in 2009. Post the CBI submitting a charge sheet to the concerned court regarding the case which involved the death of two civilians namely Chungkham Sanjit and Thokchom Rabina, the two prosecution witnesses namely Ningombam Noren and Shamurailatpam Gautam gave their statements.

The proceedings were held at Cheirap Court, Uripok before the District and Sessions judge, Manipur East, A Guneshwar Sharma this afternoon. According to statement of witness number 59, Noren Ningombam, he was then working with the Sangai Express in the capacity of sub-editor and is presently the bureau chief of Impact TV. On July 23, 2009, he heard the news from a female reporter colleague just as he arrived at his office. They both went to the spot to take stock of the situation in a two-wheeler. Then as they reached the over-bridge area, they came across the bullet riddled body of a woman and an infant being taken care of by another woman.

Later, they heard that a person was shot dead inside Maimu Pharmacy and on arriving at the spot, they saw the dead body of a person being taken out to a vehicle for being transported to the morgue. They shot photos and took the report. When the counsel asked S Noren (38) whether he went inside Maimu pharmacy to take photos, the latter replied that he did not do so and the photos appearing at Tehelka magazine was not his photos.

The next prosecution witness number 60, Shamurailatpam Gautam Sharma (33), in his statement mentioned similarly that he heard the news of the shooting at the bazar area from a reporter of another paper. He was working as a reporter of Poknafam and is presently the executive editor of the said media house. He came towards BT road from Paona Bazar and heard sounds of gunfire; he stopped near the MPP office at Pologround as pedestrians were running helter-skelter. He arrived at BT road later and saw the lifeless body of a woman and a man being loaded on a vehicle. He took his report and took photos but the ones appearing in Tehelka magazine was not related to him, he maintained.

The witnesses were not allowed to listen to one another’s testimony by the state counsel and one had to wait outside the court room while another witness was deposing. It may be mentioned that the incident left two persons dead and caused injury to five persons. The case has been registered twice at City Police Station but was handed over to the CBI on January 16, 2010. In the cross examination held today, the accused police personnel were also present at the Court.

Inquiry finds fund misappropriation and violation of service rules by director

IMPHAL, September 8: Incumbent director of the Institute of Co-operative Management,(ICM) Imphal, Dr Kh Somorendro has been found misappropriating funds according to an inquiry conducted by the National Council for Cooperative Training (NCCT).

The inquiry report maintains that Somorendro has failed to ensure timely depositing of fees collected in respect of of BBA,PGDCA and PGDBM programs for the academic year 2012-13, an amount to the tune of Rs 6,75,200. This is in violation of the Central Civil Services (Conduct) Rules.

During his tenure, the director has also employed casual contractual staff in defiance of the directions of the Council. He was also involved in purchasing 40 gift items amounting to Rs. 18,000 without inviting quotations and also for a camera worth Rs 35,438 from New Delhi without consulting the purchase committee, the inquiry officer points that such actions lacks integrity and is conduct unbecoming of a government servant.

Somorendro was also accused for utilizing two type IV quarters as store rooms and depriving two faculty members of living in the campus and also resulting in loss of revenue to the institute.

According to an official information to the Union minister of Agriculture, New Delhi by the chairman of ICM, Lamphelpat L Tompishak Singh on June 6 last, the charges made against the director has been proved as according to the inquiry being completed on December 2013.

The NCCT has also issued order to withhold two increments to Somorendro for a period of three years as a punitive measure. The chairman also charged the director of arbitrary encashing Rs 14 lakhs under cheque number 587723 dated 30/4/2012 from United Bank of India, Lamphelpat branch from PG account for purchasing desk top computers during the period of 1/04/2012 to 31/12/2012 and which is not permissible under the financial rules.

The director has a power to encash only Rs. 10,000 in a day. The chairman appealed the minister and transfer Somorendro from ICM, Imphal in public interest.

Later, in a notification by the NCCT deputy director Ashvini Sharma on July 21 last to the ICM management committee, Dr Somorendro has been ordered for posting as an associate professor at VAMNICOM, Pune with immediate effect.

It also mentioned that the directorship is to be handed to Joychandra Singh. Despite the orders, Somoendro has not relinquished his post and had further applied for extension of his service. The said application was replied by the same deputy director Ashvini Sharma, that his letter dated 22/07/2014 was not acceded to and to comply with the transfer.

Somorendro had taken leave from office for some time and did not heed the transfer re-notification. This was reflected in another letter by Ashvini Sharma on 31/07/2014 that his permission to leave headquarter and sanction for leave are different issues. It mentioned that the director is trying to twist the cases and playing tactics to consume time in delaying to join his new posting place.

There also has been subsequent letters to the director general of NCCT from the ICM chairman, Tompishak to relieve Somorendro of his directorship post and to his posting at Pune.

The Manipuri Students Federation (MSF) in a letter to the Agriculture minister also mentioned that Somorendro has been at ICM for 22 years and enjoys immense powers. He has flouted the transfer orders by taking casual leave and to avoid joining his new post. The MSF alleged that the delay is done with collusion with higher authorities of the NCCT, in particular the executive head with whom Somorendro has a close nexus.

It mentions the reason cited by Somorendro to the higher authorities for extension of his directorship is that his daughter’s exam falls on August 30, 2014. The Little Flower School exam schedule concluded on August 9,2014.

The IFP in adherence to the ethics of media also approached the director for his clarification. He had assured that all necessary clarification will be available on Sunday last with proper documents. Till the filing of this report, there has not been any hard-copy documents made available.

IMPHAL, Sept 8: The International Guild of Battlefield Guide has recently recognised Manipur as an International War Tourism Destination. The recognition was declared along with the conferment of its membership to Rajeshwar Yumnam and Arambam Angamba, co-founders of 2nd World War Imphal Campaign Foundation, Imphal.

According to an official source of the foundation, the recognition and the conferment of the membership to the duo is in recognition of the research and activities carried out by the foundation pertaining to the battles of the 2nd World War fought in Manipur, also collectively known as the Battle of Imphal.

The Battle of Imphal has been acknowledged as Britain’s Greatest Battle by the National Army Museum, UK.

Rajeshwar and Angamba are the first Asians to be taken in as official guides of the International Guild. The Guild, which is also the official tour partner of the Commonwealth War Graves Commission (CWGC), was established to analyse, develop and raise awareness and practice of battlefield guiding.

It may be mentioned that the Imphal Campaign Foundation, a non-profit organisation based in Imphal, has been undertaking research and excavation works at various battlefield sites of the World War II. The Foundation has been running a museum – Imphal War Museum, showcasing the relics and artifacts excavated from the battlefield sites.

IMPHAL, September 8: There was uproar this evening inside the Nongmeibung office of the Joint Committee on Inner Line Permit System after a police team arrested 12 members including four women of the committee.

The police team was led by additional SP Imphal West Victoria Yengkhom.

The 12 were arrested following an alleged assault of the owner of ‘Tashi Interiors’ Debson Yengkhom, 36, son of Yengkhom Puskar by the JCILPS student wing members after calling him for a meeting.

Debson was called at the office of the JCILPS following a reported argument yesterday when members of the student wing had gone to his office to check for “illegal non-locals.”

According to the JCILPS women wing convenor Lourembam Nganbi, the committee was discussing the Chief Minister’s invite for talks on the ILPS demand today, when the addl SP barged into the office and called out the executive members.

It may be mentioned that earlier in the day, Tashi interiors CEO Debson had come to the office for the meeting, which however turned into an ugly tussle with the members of the student wing assaulting him, sources said.

Debson who is elder brother of the additional SP called her after the incident, the source continued.

Soon on reaching the spot, Victoria found bruise marks on her brother and informed the Porompat PS.

The police detained eight members of the student wing, four of the women wing and other members of the JCILPS and took them for questioning.

Meanwhile, after the police team left, the JCILPS women wing called a press conference and lamented the police action.

Convenor L Nganbi said following the police action, the committee has decided to withhold the invite for a meeting on the ILPS demand with the Chief Minister until the additional SP is suspended and she apologises before the committee.

She further threatened of strong agitations unless the demand is met with.

Mannu, a villager speaking to IFP said the village had to be shifted to a higher ground, as the previous location of the village was submerged by water with the commissioning of Khuga Dam in 2006.

She lamented that with the completion of the Dam, it has not serve any purpose to the villagers of Mata. Before the election so many people came and had promised the villagers that electric power will be restored in the village, she continued.

Another woman from the same village said that children have to study with candles. With PDS not functioning properly in the area, Kerosene is sold at Rs 70 to 80 per Liter at the black market, she added.

A woman, on the condition of anonymity said that Rs 500 per household were deducted from the MNREGS wage for buying electric transformer, but it has not materialised till today. She alleged that many villages’ chiefs have been deducting money from the MNREGS wage as ‘electric fee’, which is against the norms of MNREGS, adding that when they went to check at the electricity office, there was no record of money being deposited.

It may be mentioned that a wind turbine was installed in the Mata Village to generate electric power after the village was dislocated by the Khuga project. But the turbine at present has been found to be dysfunctional.

One elder from the village told IFP that they have no idea when the village will see electricity. “It is like living in the dark ages”, she said.

It may also be mentioned that Geljang, Ngoiphai, Phaibem, Zoutuinuam, Lamjang, Lunmual, Kullian, S Phaiza, Hiangdung, Panglian, Geltui, S Munhoih and S Zezaw etc are some of the villages that are deprived of electricity after the commissioning of Khuga Dam.
