Imphal, October 3: Castigating the Congress and Chief Minister Okram Ibobi for deliberately trying to conduct a public meeting of the party in front of AITC candidate Dr Y Radheshyam`™s house. In his regard, Langmeidong Apunba Meira Paibee Lup has held a sit-in-protest and a public meeting at the residence of the AITC candidate this afternoon.

The Congress is preparing to organise a public meeting on October 6 before the residence of the AITC candidate.

Langmeidong Apunba Meira Paibi Lup secretary Chingakham Jiteshori Devi said the Congress party is obstinately planning to hold a public meeting before the residence of the AITC candidate against the wishes of the people of Langmeidong.

We received information that Congress workers had taken permission from the concerned DC, Adhyaksha and the Pradan for holding a meeting at the Langmeidong public ground located just in front of the residence of the AITC candidate, she said adding that women folks of Langmeidong would take out a protest rally on October 4 against the preparations for the public meeting of the Congress at the public ground.

Briefing the media, she said the action of the Congress is highly condemnable and going ahead with the meeting at the public ground might create a lot of untoward incidents among the people of Langmeidong.

Congress leaders will create untoward incidents through their nefarious rhetoric so the public meeting should not be held in the public ground, she added.

Langmeidong Apunba Meira Paibi Lup president Yumnam Tharongou said: `The six associations of women bodies today decided together to protest against the Congress public meeting scheduled on October 6. The reason of our protest is why they have chosen this particular ground when there are so many other grounds in the Langmeidong area.`

If the meeting is forcibly conducted here than Chief Minister Okram Ibobi and Deputy CM Gaikhangam must take responsibility of the resultant untoward incidents, she said adding that people of Langmeidong would not accept the rhetoric of Elangbam Dwijamani and Congress party as the gospel truth.

Pointing out that during the last many years Chief Minister Okram Ibobi hasn`™t showed up even for a single moment, she asked why all of a sudden he and his party is taking so much interest for the people of Hiyanglam.

The consequence of the meeting would not be good as mobs could create utter chaos in the area. So, women of the area will stand against the nefarious designs of the Congress until death, she added.

In a public meeting held in this regard attended by Manipur Pradesh Trinamool Congress Committee vice-president M Thoiba and general secretary P Premananda, the resolutions of making the Congress withdraw its preparations for going ahead with its meeting in front of the residence of the AITC candidate.

M Thoiba said the congress is obstinately attempting to go against the wishes of the people of Langmeidong and must take responsibility of any untoward incidents.

We only want a peaceful and fair election but this vulgar action of the Congress can only be best dealt with by the people who should not participate in such meetings if it is held before the residence of our candidate, he added.

Later, the MPTCC submitted a memorandum to the concerned District Magistrate for imposing immediate restrictions on organising or holding any public meeting of the Congress on October 6 or any other dates in the Langmeidong public play ground lying about 6 metres away to the east of the residence of AITC candidate Dr Yumnam Radheshyam Singh.

IMPHAL, September 3: Atleast three persons were killed in separate road mishaps in various places during the last 24 hours.

In the first incident, two teenage girls were killed early this morning along NH-2 at Khabam Lamkhai under Heingang police station.

The two are identified as Kh Sanathoibi Devi, 14, daughter of Kh Thoiba Singh of Luwangsangbam Matai Thingbaijam and Anamia, 14, daughter of Th Malembabu Singh of Tengdongyan.

Reports said that the incident took place around 6am. The deceased were on a Honda Activa with one driving and the other pillion riding and crashed into a parked truck along the roadside at Khabam Lamkhai killing them on the spot.

A case has been registered in this connection; the mortal remains of the deceased have been handed over to family members after post mortem examination was conducted at JNIMS.

Meanwhile, reacting to reports of the accident, Heingang MLA N Biren observed that road stretch along the NH-2 from Mantripukhri to Koirengei has become an accident prone zone due to the uncontrolled and unauthorized parking on the road-sides.

He said the road stretch has been gradually reduced to a private parking lot for trucks and other private vehicles narrowing the passage of the highway and putting the commuters at risk.

He further asserted that several complaints have been made to the concerned Heingang police and the SP office but in vain.

Claiming that there have been reports of numerous cases of road mishaps which have resulted in loss of precious lives, he warned that more lives are at stake if such unauthorised parking is left unchecked.

On the other hand, a man was run over by a loaded truck last night around 9pm in front of the KBS brick farm Ukhongsang under Yairipok police station, Thoubal district.

The victim has been identified as Kangujam Ibobi Singh, 35, son of K Tombi Singh of Basikhong Loumanbi.

Handing over the ambulance, Robert Ksh, DC of Chandel District, instructed the officers that the ambulance should be used at the best possible level to provide health care services to the people, particularly those who are residing in the interior areas of the district.

Under the chairmanship of the DC, monthly district review meeting of District Health Society was also conducted at the District Hospital of Chandel today. During the review meeting, the performance of Second Quarter Health Indicator of each block was reviewed and plans for improvement were chalked out.

Robert also instructed the officials of District Health Society to furnish a proposal for constructing building at the PHSCs of Khengjoy, Yangoulen and T Bungmol areas, which are functioning without proper infrastructures.

He also congratulated the entire District Health Society team for holding second position in the First Quarter Health Indicator performance in the State. He further appealed the health workers to work harder and they should not rest on their laurels.

Robert also reviewed the HMIS, Health Management Information System of the First Quarter District Headquarter. As per the HMIS report, Machi block of the district has performed far better than Chakpikarong block.

Further, he appealed all the officials concerned of the blocks to strictly refer to the methodology provided to them while preparing Score Card/Dash Board to improve their performance for better health care service delivery in the District. He instructed all blocks to compile health mapping for their respective blocks and work out plans for improvement.

During the meeting it was also emphasised that mass awareness of health services must be imparted focusing extensively on far-flung areas through various methods.

The DC assured that shortages of manpower, lack of infrastructures and equipment in the health centers will be looked into.

The review meeting and handing over of Advance Life Support Ambulance was attended by Chief Medical Officer Dr N Birchandra Singh, UNICEF consultant Arun Meitram, maternal health consultant Dr Usha, State facilitator Ng Monota, Dr Benedick State Ayush consultant along with other health staffs of the district.

IMPHAL, October 3: The Manipur State Legal Services Authority has said that necessary steps have been taken up to organize a National Lok Adalat to settle pending cases in the State.

It said in a press release that the Chief Justice of India and patron-in-chief, Justice HL Dattu and executive chairman, National Legal Services Authority Justice TS Thakur have directed to organize a single day second National Lok Adalat from the Supreme Court to the Taluk courts in the country.

Presently pending cases in the courts and pre-litigation cases will be taken up during the second lok adalat which will be organized on December 6, it said.

The statement continued that necessary steps have been taken up under the guidance of Chief Justice, High Court of Manipur and the patron-in-chief, MASLSA, Justice Laxmi Kanta Mohapatra and Judge High Court and executive chairman, MASLSA Justice N Kotiswar Singh.

Types of cases to be taken up during the lok adalat are criminal compoundable cases, NI Act cases u/s.138, MACT Cases: Accident Information Report (AIR) cases and also State Transport cases, matrimonial / family cases, Labour disputes including where re-employment with no back wages (as per policy) could be disposed of and including cases relating to liquidation where claims of industrial workers for wages and other benefits are pending, land acquisition cases including relating to industrial boards, land acquisition for ONGC, railways and other centrally sponsored schemes and also land acquisition executions, civil cases such as rent, bank recovery, easementary rights, debt recovery tribunal cases, revenue cases, MNREGA, electricity and water bills (excluding theft cases), cases relating to sales tax, income tax, indirect tax (CESTAT) other revenue matters in Mumbai/Delhi other commercial centres, service matters relating to pay and allowances and retiral benefits, Forest Act cases,

Cantonment Boards matters, Railway Claims, Disaster compensation,

Misc. Appeals, Criminal Appeals, Civil Appeals, 2nd Appeals, Original suits, Writs, MACT Appeals before the High Court, Covered matters and

Pre-litigation matters, it said.

It has been requested to the general public and the head of departments/ offices of Central government/State of Manipur/ Non-Govt. `Creative writers must be given govt support`

IMPHAL, October 3: Two noted writers of the State, Keisham Priyokumar and Dr Rajen Toijamba were honoured with Thiyam Radhesakhi Award and Kshtrimayum Yaima & Thambal Devi Memorial Literary Award at JNMD hall here today.

The function was organised by Leimakol Khorjeikol, LEIKOL, a women literary organisation, on its foundation day.

MLA RK Anand, who was the chief guest of the function, stated that creative writing is not an easy task; it needs dedication and hard labour. Taking into account the difficulties that writers face in publishing their works, he said there is need for government`™s support.

RK Anand continued that financial support in terms of publishing the works, particularly for budding writers, could be one important area that the government should look into. Lauding the effort of the organisers in giving recognition to the writers, he added that literature contributes immensely in shaping the identity of a society in particular, and defining the contour of our civilizational journey in general.

Further, he opined that reading habit among the new generation has dwindled down, which should be a concern for all sections of the society.

Prof E Dinamani, president of Manipuri Sahitya Parishad, who was the guest of honour, maintained that Meitei society has a critical deficit of the faculty to appreciating one another. Meiteis are good at finding faults he said, but added it is commendable that organisation like LEIKOL has been at the forefront in giving recognition to writers of the State, he added.

Setting forth on the role of the writers, Prof Dinamani maintained that the events which are unfolding in the society cannot escape their eyes. The writers are the chroniclers, who interpret the events in their own sublimated ways.

Mention may be made that writer; Keisham Priyokumar has been awarded for his short story `Nongkhong Tamna`™ (2013). Some of his acclaimed works are `Nong Di Tarakhidare`™, `Ahing Ama`™, `Awaoba Punsi`™ `Akhoi Yumlonnaba`™ and `Laan Amashung Mung`™ etc.

Dr Rajen Toijamba, has been awarded for his `Chahi Taret Khuntakpa`™ (2012). Besides, he has also written `Sahitya Amadi Naat ki Wareng Khara`™, `Manipuri Drama da Realism`™, Aigi Imphal Da`™ and Khomjinba Manipuri Shumang Leela`™ etc.

According to sources, the meeting chaired by deputy Chief Minister Gaikhangam began at 2 pm and continued till 5:30 pm. Seasoned politician Rishang Keishing presented his views on the issue of implementing ILP in the State before the committee.

The veteran politician also a former Chief Minister put before the committee his observations and opinions on ILP and praised the constitution of the committee for vetting panoramically the vexed issue. He opined that he was all for implementing ILP or enacting any similar law in the State to save the indigenous peoples of Manipur from the illegal influx of migrants.

The committee members and Rishang Keishing discussed all the possible ways of implementing ILP and the dangers posed to the indigenous people by the illegal influx of migrants, continued the sources.

Rishang also opined that the committee must take into account of the numerous similar tribes of the State, who are staying across the neighbouring country like Myanmar. He maintained that illegal migration from this country must be checked; adding that at the same time there is a need for instituting law regarding land holding in the State.

He continued that disproportionate settlement particularly in forest areas would increase exploitation of natural resources, which could ultimately harm the environment.

Retired High Court Judge WA Shishak failed to turn up for the meeting today as a result of some unavoidable circumstances.

The committee will have another thorough discussion on the issue with three senior politicians – O Joy, Dr L Chandramani and Radhabinod Koijam on October 4, the sources added.

Enraged with the incident, locals demolished the house of the accused at Uripok Bachaspati Maning Leikai.

The deceased has been identified as Angom Birendrajit Singh, 31, son of A Basantajit Singh of Uripok Yambem Leikai while the accused are identified as Tongbram Abothe alias Nonglenkhomba, 22, and his father T Chingsanglakpa of Uripok Bachaspati Maning Leikai.

Reports said Birendrajit, who was on an evening walk with another friend around 8.30 pm, had a fight with Abothe near the Western Club Yambem Leikai. However, the fight broke up after intervention from the nearby locals.

Around 10pm, Birendrajit along with his friend identified as Irengbam Manao Singh were returning from their walk along the same route when they were waylaid by Abothe and his father and attacked.

During the attack he was stabbed twice on his chest while his friend Manao was badly hurt in the leg.

The victims were evacuated to RIMS by locals but Birendrajit succumbed to his injury late at night.

As the reports of the death spread this morning, enraged locals stormed the residence of the accused and ransacked properties. The father and son duo were also thrashed by the angry locals however police intervened and took them into custody.

Meanwhile, the locality also convened an emergency meeting in connection with the incident and adopted resolutions against the accused family.

The meeting unanimously resolved to serve quit notice to the victim`™s family besides imposing them to compensate Rs 20 lakhs to the victim`™s family.

Speaking to media persons as she was being taken out of court of the Judicial Magistrate First Class, Imphal East, after a hearing today, she said revolutionaries had come out to bring a change or a revolution in the society for the welfare of the people.

Attending the three day long Ziro Music Festival at Arunachal Pradesh was quite an experience. Going by road till the festival site was a unique challenge in itself, the terrain was quite similar to the hill districts of Manipur. Despite the nearly 800 km ride through Nagaland and Assam till Arunachal, there were no significant problems aside of the mechanical ones and climatic conditions.

Things were pleasant all the way and we reached Manipur. Approaching Imphal from Mao was more troublesome than crossing the three states altogether. There Police men were courteous and co-operative; they even declined to see the driving license when we said that we had come from Manipur. But, on the way back, the torch light wavering half drunk policemen shouted abusively and were more threatening than a highway looter.

Speaking of looting, two friends who travelled with us from Arunachal on a motorcycle were held at gunpoint near Motbung. They had ridden ahead but called us up. When we answered, there was no conversation but heard tribal dialect. It turned out they had simply left the phone open to signal that they had run into trouble. We saw them with some youths in a secluded area of the highway, they were being frisked. So, we halted beside them and one among the youths approached me and inquired why I stopped. I replied that I came with the bikers.

They asked who I was and I identified myself as a journalist, they asked for identification and they confiscated my identity card. Later, they explained that the bikers needed help and they had assisted them, someone had taken some money and they had helped get the amount back. With this, the biker friends were let off and they drove away from the scene. We finally met up at Sekmai, where they told the story. The youths had identified themselves as cadres of a hill based insurgent group and took money, their footwear, air-pump and were on the verge of tearing up their bags. The youths also beat them with a stick.

Even as they completed recounting their ordeal, a phone call came to one of my friend who was a resident of Thangal Bazar. It turned out he wanted to inform me of a bomb blast. An air of gloom pervaded over us all. When we thought of the adventurous ordeal we had gone through, there was pride and gratitude that we had been fortunate to have the experience. However the latter chain of events completely brought us back under a cloud of gloom. The bravado was gone and we were no longer in charge of our fate, the rights of the person to commute freely and with a sense of trust was lost. Sanaleipak did not sound so comforting at that moment.

The terror attack at Thangal bazar is condemnable without reservations. Our friend from Tangal bazar was looking forward to join the Durga Puja festival on that day. Had we arrived a bit earlier, we might have been one of the casualties, or worse, even a fatality. One hopes that the future of Manipur is not a big zero.

IMPHAL, October 2: The United Revolutionary Front, URF said the outfit is left with no other option other than quit the Memorandum of Understanding signed with both the State and Central governments and picked up arms once again.

A press statement signed by the outfit`™s chairman Lanheiba Meitei said that its cadres have been instructed to keep vigilant against any instigation.

The statement from the outfit`™s chairman Lanheiba Meitei said picking up arms once again has been necessitated in order to defend one`™s own rights and this has today become the only means to defend one`™s own identity.

The outfit had signed the Memorandum of Understanding with both the State and Centre on February 13, 2013.

The statement continued that since its formation, the outfit has been trying to unite the small revolutionary groups of Manipur and form a unified force.

It said the outfit was formed by seven smaller outfits on a common platform and has its own set rules and regulations.

It said on February 13, 2013 the outfit signed for peace-talks with both the State and Central governments.

Before the signing of the peace deal, the outfit had made several appeals for the welfare of the people to the representatives of both the State and the Centre, it said.

However, after the talk, both the governments seem to have forgotten their assurances, it said before asking how long a peace deal where the signatories are trying to pick faults with one another can last.

The Centre may not know, but the State government considers the signing of the MoU as a mass surrender, it said.

It continued that before the signing of the MoU, drafts were exchanged three times following which the MoU was signed at the Banquet hall of the 1st MR on February 13, 2013.

It said 90 cadres along with 50 weapons had arrived along with their leaders for the signing of the MoU.

However, the scene at the banquet hall was totally different from what the URF had reckoned, it said.

With much cajoling, the outfit managed to make the government take down the `Home coming ceremony` banner from the venue.

Further charging that the outfit was cajoled into signing the agreement, it said when the agreement was about to be signed, the outfit had checked on the agreement but found it to be different from the agreements reached beforehand.

But after much cajoling from the side of the government, the URF leaders were made to signed the agreement, it further said.

Now, whenever any complaint is made, it is denied stating that it is not in the agreement.

It further claimed that a person who had signed the peace treaty has not been even pardoned of previous cases and made to appear twice every month before the NIA Guwahati court.

The statement further said that it condemns and disapproves the government`™s act to completely crush an outfit and further demanded to immediately stop barricading police commandos at the Loitongkhunou camp of the URF.
