CHANDEL, October 7: Consequent to the failure of the district coordinators under Chandel Zonal Education Office to furnish detailed reports related to education in the district, the Chandel Naga People`™s Organization (CNPO), under section 6 of RTI, has submitted an application seeking information of the same.

CNPO general secretary LV Robert told media persons during a press conference that the coordinators had agreed to furnish the details during a joint meeting of CNPO and ZEO office Chandel which was held three months back

Robert said the phase wise application submission seeking information under section 6 of RTI has affected coordinators of MIS, Civil works, Cal, KVGB and residential schools in the first phase.

As these coordinators have failed to respond to the application, a Xerox copy of the same has been submitted to the principal secretary (S) Govt of Manipur under section 19 (1 of RTI Act) for further action, he said.

Robert also informed of CNPO seeking information from the remaining four coordinators of Pedagogy, Community Mobilization, mid day meal and Integrated Education for Disable (IED) that has been already processed.

Alleging that utilization of funds given to the district under SSA in 2012-2013 is not known, Robert asked for the whereabouts of the fund.

While demanding timely response from the authority concerned, Robert cautioned for strong agitation.

He attributed global warming and environment hazards to deforestation and the dwindling numbers of wildlife.

Birds, like humans have seasons and we follow the season of birds and animals and act accordingly, Ngajokpa said, adding that animals have mating seasons and seasons of hibernation but they can`™t express that they are in peril.

We get to know of our impending seasons because of animals but we pay our gratitude by shooting and eating them, he added.

Asserting that animals can live happily without a home but humans beings despite living in houses made of concrete unfortunately are despondent, he said. The

Forest department should take up steps to spread awareness to the people about the value of wildlife and forest, but unfortunately they only know the value of money therefore fell and sell trees, Ngajokpa added.

As a part of the function, a book, `Checklist of Birds of Manipur`, written by Kumam Jugeshwor Singh and published by the Forest Department of Manipur about the birds of Manipur which are on the brink of extinction was released.

Meanwhile, prizes were distributed to 27 contestants in various competitions in connection with the 59th wildlife week celebration. The 8th State Wildlife Protection Incentive Award was also distributed.

In the valedictory function, Ngajokpa was the chief guest while Lamsang MLA, W Brajabidhu Singh was the president with principal chief conservator of forest and chief wildlife warden PN Prasad, IFS as the guest of honour.

Speaking at the function, Gaikhangam said the Nat Sankirtan festival starting today will last till October 8 and will play a vital role in the development of art and culture of the State.

The festival is good for the promotion of art and culture, he added.

IMPHAL, October 7: The government of Manipur has sought three months`™ time to implement the National Food Security Act. This is due to non-completion of warehouses which are being constructed for storing food-grains.

According to an official source of the Consumer Affairs, Food and Public Distribution minister, M Okendro, the minister called on Ram Vilas Pawas, who is the Minister of State (independent in charge) of CAF & PD, at his office chamber in New Delhi today.

It said during the meeting, M Okendro explained to Ram Vilas that the State is not yet ready to implement the said Act.

He said that there are shortages of warehouses in the State, and to meet the shortages, construction works are being taken up at Thoubal and Churachandpur districts. The source further said construction sites for warehouses of Imphal East, Bishnupur, Tamenglong and Chandel districts have already been allocated to the FCI authorities by the State. At present, Imphal West, Senapati and Ukhrul districts already have their FCI warehouses, the minister informed Ram Vilas, according to the source.

The source continued that Ram Vilas has given consent to Okendro`™s request regarding the extension of three month period to implement the National Food Security Act. It said Ram Vilas has assured assistance to overcome the shortcomings of the State CAF & PD department.

Okendro also apprised the Union Minister that in order to implement the Act, there are pending works like selection of beneficiaries and data digitization etc. The State would require Rs 4 crore per month, which will be difficult to bear. And accordingly, M Okendro requested the minister that the centre should help in bearing the said amount of money, the source said.

It may be mentioned that if the Act is implemented, the State would require 1.58 MT of food grains per year. Each beneficiary will get 5kg of food grains per month at a lower price. The price of rice will be Rs 3 per kg, Rs 2 per kg for wheat and Rs 1 per kg for dal. The targeted beneficiaries will be 87 per cent of the total State population, according to the source.

The meet was held at the TRI, Chingmeirong.

Students are being used for anti-social acts when they should be inside their classes studying, the Chingai (ST) MLA said.

Addressing the students, he said college life is the most important period in the formation of one`™s career.

It is not a good sign that students are being used against the government in such an important stage of their lives, he continued.

We must not stand against the authority of the State, as even the Bible says that we must respect the authority, he said before adding that anyone standing against authority is against society and God.

Students should always be conscious of their hopes and ambitions and help in bringing development to the society with a healthy mind and spirit, he continued.

You should keep a healthy mind to lead in the field of education. You should also be physically healthy to be good in extra-curricular activities, he told the students. These will certainly help you in achieving your goal in life, he continued.

Students of the various tribal communities should maintain co-existence in their college environment, Preshow continued.

Preshow Shimray further said that tribal students must maintain cordial relations with others so that congenial harmony exists in the colleges, just as amongst family members.

DIG IK Muivah who attended the function as guest of honour said college is the time when the students stand at the threshold of their career.

During such a period, students should choose the good ways even though the path to it could be full of hardship, the IPS officer said.

Students in colourful traditional tribal dresses showcased various dances during the function.

The Mr and Miss Freshers pageant was also conducted in the evening session of the function.

Dr Moirangthem Nara, State secretary of the party, interacting with the media this afternoon at Irawat Bhawan, announced his party`™s stand regarding the bye-poll. He charged that the present election campaign is a brazen show of money and muscle power. Election has become a commercial trade without any code of conduct, he added.

Dr Nara continued that other political parties are using all their might to retain an Assembly seat just for two and half year. He said CPI has been silent over the bye-poll, as the party has been preoccupied with the month-long Irawat celebration, conducted in various parts of the State.

Dr Nara further said that the party will, however, keep a close watch of the bye-poll, before adding that formal complaints will be lodged against political parties and their candidates who are found committing malpractices during the campaigns and election, to the Election Commission of India.

He also maintained that CPI`™s absence in the fray is also a form of protest against criminalisation of election by using money and muscle power.

But this is not to boycott the election. The current run-up to the election, on the other hand, is creating a tense atmosphere in Hiyanglam, he stressed.

Dr Nara also pointed out that the decision to abstain from contesting in the bye-poll was taken in the State executive meeting, which was held earlier during the day. The meeting also decided not to support parties like Congress, BJP and Trinamool in the bye-poll, he said.

Dr Nara also said that CPI`™s campaign for electoral reforms will go on so as to bring about a change in the present system of election. Pointing out flaws in the Electronic Voting Machines that are being used in elections, he maintained that the Supreme Court has directed to start using Paper Tray EVM during election on October 8, 2013.

A case is still pending at the Manipur High court in the same regard, he said.

IMPHAL, October 8: The locals of Ningombam who are awaiting the decision of Chief Minister Okram Ibobi Singh on the issue of extending the deadline for their eviction from the area have pleaded for some more time asking the government to pay the remaining amount of compensations before making them shift to the land allocated by the government near the Heibok hill for the speedy expansion of Tulihal airport.

Ningombam locals made this appeal at a press meet at the venue of the land eviction drive.

Ch Open, a local, speaking on behalf of Ningombam people, said people were disappointed that the government took the decision of the land eviction before October 6 without paying the compensation.

The place where the government has allocated land near the Heibok hill is in a wretched state unsuitable for human habitation, he added.

Moreover, the soil needed for levelling the ground is not available at the moment and will cost a lot in buying the soil needed, he said, adding that people are facing various problems such as lack of potable water, electricity and not to mention the deplorable conditions of the road, he said.

In this situation, making the people stay in that land forcibly will be a punishment to the people, he added.

He further said that if the government tries to forcibly evict people from the land without paying the compensation then Ningombam locals will fight off such attempts within an inch of their lives.

There are around 200 households but 60 households are yet to be compensated, he stated while appealing for the prompt payment of the compensation.

However, in spite of this pitiable condition faced by us, Wangoi SDO has served a notice on September 27 to evacuate the land and settle in the new allocated land by October 6, he added.

IMPHAL, October 7: The BJP Yuva Morcha, Manipur Pradesh will soon file a defamation suit against former Manipur BJP spokesperson Ch Bijoy for demanding party president Th Choaba to quit from his post within seven days on charges of corruption.

BJYM president O Malesh Singh informed media persons a day after the former BJP spokesperson Ch Bijoy charged BJP Manipur president Th Chaoba of being corrupt yesterday.

Malesh said the recent interest shown in the BJP, Manipur Pradesh, as evident from the many reports about the party daily, indicates a new popularity upsurge that the party is enjoying at the moment.

This also bespeaks of Chaoba`™s efforts to pursue things which were left unattended by previous leaders, he said.

He said Bijoy`™s demand for the party president`™s resignation on charges of being involved in the recent RIMS scandal is very much unfortunate and an act of irresponsibility.

During a press meet at the party`™s office today, Malesh said Bijoy is no longer a primary member of the party although he had served as a spokesperson of the BJP.

Bijoy had left the party after being denied renewal of his membership, Malesh added.

Such allegations are made by people who are jealous of the success Chaoba has achieved in bringing changes to the party, he said.

Ever since, Chaoba became the party president there have been a lot of positive changes, he said before adding that even the State Chief Minister mentions of only the BJP president and no other political leaders in his election speeches.

Although BJP enjoys not a single MLA in the State assembly, it has been acting as the main opposition whenever any issue creeps up in the State, he said before adding that it is possible only because of the leadership of Chaoba.

Chaoba during his tenure as the president of the party has never asked for any financial help from the party`™s central leaders, but the developments in infrastructure witnessed in the party`™s State office is because of his efforts, the BYJM president said.

It is very unfortunate that special correspondent of The Statesman Yambem Laba had used a fake receipt of Prime Minister Narendra Modi`™s first campaign in the State to level charges against Chaoba, he said.

He elaborated that preparation for the helipad was estimated at Rs 2 lakh but the money didn`™t come from Delhi or from the Narendra Modi, but it was from the party workers who had made contributions.

Laba in making the allegations seems to be influence by the Congress he continued and added that such baseless allegations cannot affect the president or the party.

There are many other scams in the State like the Loktak Lake scam, MGNREGS, construction of the City Convention which is yet to be completed, but none of these are reflected in the newspapers, he said before adding that this means Yambem Laba is pro-Congress.

Reacting to the Chief Minister Okram Ibobi Singh`™s statement that the construction of the Sports University was not because of the efforts of the BJP Manipur Pradesh, he said the Chief Minister needs to first remember the party`™s manifesto of the last Lok Sabha election.

Taking a dig at the ruling Congress, he asked what the party has done for the State in such a long time other than removing the Assam Rifles from Kangla Fort. This too, if we have look deeper, was only on account of the nude protest of Imas following the Manorama killing incident, he added.

Last fortnight saw Manipur graduate to a new level, or should we say descend to a new depth of chaos. Two Improvised Explosive Devices, IED, planted by unknown persons went off at a site of Durga Puja celebration during the height of Puja celebrations, and then on the day of Eid, at an important site of this important festival of the Muslim faith. Although, there have been attacks at religious sites before, such as the bomb blasts some years ago at the ISCKON temple on the Airport Road, the current spate of mayhem seems to be marked by a new method in the madness. Given the circumstances and timings of these atrocious acts of violence by unknown assailants, it would not be entirely unreasonable to imagine these were by-products, intended or otherwise, of the growing and alarmingly widespread venom against what is perceived as a threat of a radical shift in demographic balance in the State in favour of a continually expanding population of immigrants.

This apprehension is not altogether baseless, and indeed we have argued on numerous occasions why this is so and proposed remedial measures. However, whatever the end may be, it cannot justify any and every means used to achieve it. On this matter, there is nobody to learn from than the man referred to as the father of the Indian nation, Mahatma Gandhi. Recall the Chauri Chaura incident of February 5, 1922, which all of us read about in high school. Outraged by the Rawlatt Act of 1919, an early antecedent of the familiar modern version, the Armed Forces Special Powers Act, AFSPA 1958, the protest against which led to the infamous Jhalianwalla Massacre, Gandhi launched the Civil Disobedience Movement. Unlike physical and militant protests to which the mighty British Empire had a ready and overwhelming answer, Gandhi`™s innovative agitation of non-cooperation left the British virtually powerless. This was to the pleasant and gleeful surprise of leaders of the Independence struggle in its formative stages, including Nehru, Patel, Maulana Azad, and indeed Jinnah. Their scepticism of Gandhi`™s methods would change to admiration, at least at the time. But then the Chauri Chaura incident happened, in which, during a demonstration, a crowd got violent and attacked a police station, killing 23 policemen and three civilians. To the utter dismay of Nehru and others who thought the British were cornered, Gandhi called off his Civil Disobedience Movement saying India was still not prepared for such a movement. With the benefit of hindsight, it would soon be seen his intuition that the British could match violence for violence, and no violent agitation against them would bear fruit, was dead on target. In the aftermath of the incident, the British did crack down brutally on the agitators, imprisoning many, sentencing 172 to death, six more dying in police custody.

To reiterate the point again, the recent spate of IED blasts, even if they are perpetrated independently of any organised movement and therefore devoid of any ideology, because of their timing and circumstance, can have the effect of delegitimizing the perfectly legitimate demand for the introduction of the Inner Line Permit System, or an equivalent law. This being the case, these attacks could equally be acts in support of, or else acts meant to sabotage the movement for bringing in a new law that would address the legitimate apprehension of the local communities in the State of being ultimately marginalised demographically in their own State. In any case, even if the situation were to be assessed independently of the larger political movement and its strategies, the contention that the end does not justify unconditional means still would hold. Planting bombs at public places, will find no justification under any law or humanitarian norms anywhere in the world. These acts are thoroughly condemnable, and whoever is responsible must stop at once. The government must also take all precautions so that public security is not compromised any further.

IMPHAL, October 7: Catching up with Akee Sorokhaibam, 29 proves to be difficult. His inclusion in the list of Film Fellows for the third edition of the Dharamshala International Film Festival (DIFF) of Himachal Pradesh (October 30-November 2) means being caught in a mad rush of travel plans currently.

Akee along with other selected fellows from Assam, Arunachal Pradesh, Himachal Pradesh and Ladakh will now head for Dharamshala where there will be opportunities to participate in its various events that include screenings of the best contemporary independent cinema, and master classes and workshops held by visiting filmmakers and industry professionals.

Not only this, the Film Fellows will be able to attend special mentorship sessions with the jury and attend film making sessions in the DIFF which is a non-profit undertaking presented by White Crane Arts & Media Trust.

Over a flurry of online and phone exchanges with IFP, Akee traces his journey into the world of film making. Hailing from Wangjing Sorokhaibam Leikai but staying at Langol Housing Complex, Akee studied for his Bachelors Degree in Psychology and Philosophy from University of Delhi (2003-06), and eventually came back to the State and working with National Film award winning film maker Makhonmani Mongsaba. `He is my teacher and guide,` he says of Makhonmani who encouraged him to keep applying for the Film Appreciation Course held at the Film and Television Institute of India (FTII) in Pune in 2008. `My first application in 2007 was turned down and I was not too sure about myself,` Akee says. This, despite having being part of various TV programs commissioned by Doordarshan. He laughs with fondness over how he had to once dress up as `Bir Tikendrajit`™ for a TV serial of the same name for a scene where the actor playing the role did not turn up
for the shooting schedule!

Asked how his love for films developed, Akee laughs yet again and tells IFP that his uncle had a video parlour and watching films was just part of growing up. But to get back to his film career graph, Akee points out how the one-month film appreciation course at FTII was the best thing to have happened to him. `The range of films we got to watch and the discussions following the screenings was what I enjoyed the most,` says Akee. After the course, he ended up as Promo Editor/Producer at ET Now in Mumbai till 2010 when he came back to Manipur for good.

Answering what challenges young film makers face today in the State, Akee is quick to point out that most producers want to play safe with young film makers and not so established names in the film making world. `I want to make a full fledged feature film one day but with lack of finances, I have only made shorts and dabbled with music videos,` he says. Akee`™s short `Alternative Dancer` in collaboration with two young professionals from the state, contemporary dancer Surjit Nongmeikapam and Senjam Hemjit, a Bboy and fusion dance choreographer was officially selected in competition section of the `4th Siliguri International Short and Documentary Film Festival, 2014`™ and `Alpaviram South Asian Short and Documentary Film Festival, 2014`™ at National Institute of Design, Ahmedabad.

For now, Akee`™s attention is on the Dharamshala International Film Festival where there will be films covering a wide range of film-makers telling their stories.
