`Such racist attacks have been on the rise and it shows the continued ignorance shown by the State administration towards the community coming from the north eastern part of the country.`

The day was organised as part of the Swachh Bharat Mission by the District Water and Sanitation Committee Bishnupur District and Social Educational Health and Cultural Development Organisation (SEHCDO) Bishnupur.

It was attended by executive engineer, PHED Bishnupur and member secretary, DWSC sub-division, O Meino as chief guest, AE Moirang Sub-Division, L Gokulchandra as president and retired CMO, Bishnupur, Dr. Kh Modhumangol, SO PHE Bishnupur, S Deben, assistant engineer, K

Bishwarjit and assistant engineer Alexander as guests of honour.

Dr Modhumangol said that food items distributed during functions are given out by dirty hands which is not safe and becomes a factor of spreading communicable diseases such as water borne diseases.

People need to be aware and reform this practice, he said.

Meino also said that sanitary latrine is very necessary as open reservoir latrine used till a few years back can cause diseases, especially during the rainy season when the impurities from the latrine such as waste products or germs come in contact with water which will become contaminated.

Demonstration of complete hand wash was also shown a part of the programme.

The day was also held at Phubala High School organised by the same organisers. Students of the school and members of the organisation participated in the programme.

Meanwhile, the National Sanitation Campaign was also held at Keipha Keithel Thamnapokpi by the Village Water and Sanitation Committee Thamnapokpi today.

CHANDEL: The District Water & Sanitation Committee, Chandel District in association with the All Private Schools Welfare Association, Chandel also observed the World Hand-washing Day as part of the National Sanitation Campaign under Swachh Bharat Mission at different schools located in the district today.

During the observation, students were given awareness on the importance of hand washing and the eight steps of proper hand-wash was demonstrated to the 9942 students of 21 schools located in the district of which 10 schools were from Tengnoupal Assembly Constituency and 11 schools from Chandel Assembly Constituency.

Speaking on the sideline of the observation, Jameson Bungdon, district coordinator who is also a section officer, Chandel PHE Division said that the government of India took up the National Sanitation Campaign under Swachh Bharat Mission in accordance with the vision of Mahatma Gandhiji`™s `Developed, Neat and a Clean Country` and the World Hand Wash Day was observed as a part of the National Sanitation Campaign for proving mass awareness of cleanliness, said Jameson.

The district coordinator further said that the easiest and most important steps of maintaining cleanliness is to wash hands properly as people use the same hands in doing different activities in daily life.

So, it becomes the most efficient carrier of germ which causes different ailments to the health, he said.

More than 3000 peoples die every day due to drinking unsafe water and eating without properly washing their hands, therefore, it is very important to know that washing hands in proper ways can prevent diseases, said the district coordinator.

Moreover, essay writing competition on the topic of `Safe water and improved sanitation in school` was organised at the St Joseph`™s Higher Secondary School, Kuraopokpi and a painting competition at Oriental Academy, Japhou in connection with the observation.

Later on, a street play was also staged at Japhou Market shed in Chandel District Headquarters by the Nokphade Theater Artistes to create awareness about safe drinking water and Sanitation.

UKHRUL, October 16: As part of the world-wide observance, Ukhrul district came up with a way to promote cleanliness and hygiene with health expert and concerned department giving basic demonstrations of cleaning hands in connection with the observance of the Global Hand-washing Day 2014 held at Ukhrul Higher Secondary School, Wino bazaar on Thursday.

Held under the theme, `Clean Hands Save Lives`™ the program was organized by the Ukhrul District Working Journalists Association (UDWJA) and sponsored by PHED Ukhrul division. The function was graced by Ukhrul DC Hrisheekesh Modak as chief guest, while Dr Manik Shaiza, MO Jessami took part as health expert of the day.

Speaking at the occasion, DC Modak called upon the participants especially students to take advantage of the day`™s observance and reorient themselves to healthier lifestyle by making regular handwashing a habit.

Dr Shaiza while asserting that keeping our hands clean does not cost people anything, has said that inculcating the very habit could prevent upto 50 per cent of diseases even without visiting doctors.

Elaborating on the theme, he said the message is loud and clear enough for everyone to understand that regular and frequent washing of hands could actually save millions of lives which are annually lost globally due to various bacteria-born diseases. He also demonstrated to the participants how the basic ways of washing hands using soap should be done.

Meanwhile, EE, Ukhrul PHED A Nikunja Sigh provided a simple and effective demonstration of handwashing to explain the importance of frequent handwashing to ward off myriad diseases. Soaps were also distributed to all participants numbering over 300 during the program.

Sr lecturer UHSS Mercy Keishing in her exhortation speech lauded the initiative in promoting cleanliness in the district while vote of thanks was toasted by UDWJA president Sothing Shimray.

IMPHAL, October 16: BJP Manipur Pradesh president Th Chaoba strongly condemned the attack on students from the State at Bangalore on October 14 and at the same time lamented the State government`™s failure to take any initiative on the incident.

During a brief interaction with media persons at the party`™s office this noon, Chaoba said he will be submitting a written complaint to the Prime Minister and the Union Home Minister on the issue seeking arrest and befitting punishment of all those involved in the crime.

He said an engineering student from the State Michael Lengjathang Haokip was severely assaulted at Bengalore.

The State BJP president condemned the assault as an act of cowardice.

This type of incident should not be repeated, he said before adding that the BJP State unit will also urge the Karnataka Chief Minister to take measures to ensure that such incidents are not repeated.

Miffed by the lack of response from the State government on the issue, Chaoba bemoaned that the State government has failed to take any positive initiative on the issue.

The BJP demand the State government to take some initiative and send some high ranking officials to Karnataka to look into the incident, he said.

This is not the first time, such incidents have been repeatedly happening in several States of the country since the last many years, he asserted before questioning why the State government is remaining silent on the incident.

He said during a simple quarrel among students of NIT Takyelpat, the State government had received strong pressures from the governments of several States including Bihar.

The BJP State president has also wished the people of the State on the occasion of Ningol Chakkouba which falls on October 25. He said the festival celebrates the bond of love between brothers and sisters.

Meanwhile, the The Thadou Students`™ Association, Imphal has also condemned the attack on the Thadou Students`™ Association, Bangalore president T Michael Lamjathang Haokip and two other members Ngamkholen Haokip and Rocky Kipgen at Kothanur, Bangalore on October 18.

According to a press release of the association, it has demanded punishment of the culprits and to deal with them severly.

The State government should also take necessary measures to give proper care and protection to the students from the State who are studying outside, it said.

The association will take up action if the government failed to bring a solution regarding the incident, it said.

The total number of polling stations in the Hiyanglam assembly constituency is 34 which are going to be manned by 170 polling personnel during the election. A section of ten security personnel are being deployed in every polling station. The total numbers of voters in the Hiyanglam Assembly Constituency was confirmed to be 24492 on the day of nomination for the poll of which 11953 were male voters and 12539 were female voters.

Meanwhile, the returning officer of the bye-poll has declared every polling station in the assembly constituency as sensitive. Polling station number 38/13 at Lamjao Girls LP School is considered to be the biggest whereas polling station number 38/34 at Thounaojam Primary School, South wing is considered the smallest.

The nearest polling station from the Thoubal district head quarter is polling station number 38/11 at Hiyanglam Junior High School located only about 30 Kms away and the farthest is 38/30 at Arong Khunou Heibong Keidongbi LP School which is about 50 Km away from the district head quarter.

It may be recalled that five candidates are in the fray for the Hiyanglam bye-poll. After the demise of Maibam Kunjo of the Trinamool Congress, the seat was lying vacant and the ECI recommended a bye-election in the Assembly constituency.

In the bye-election, the BJP, Congress, Trinamool Congress, Manipur Peoples`™ Party and MSCP are contesting for the lone seat. The BJP Manipur Pradesh is represented by Maibam Dhanbir, son of late Maibam Kunjo whereas former legislator Elangbam Dwijamani is being fielded by the Congress. IMPHAL, October 16: The Indigenous Perspective has alleged that proper resettlement and rehabilitation for 120 households of Ningombam Awang Leikai and Atom Leikai has not been done regarding the airport expansion by the State government.

According to a statement, the government had agreed to entitle a small plot of land of 0.15 acre to each affected family. Accordingly the government had identified sites at nearby hillock area, Heibokching Macha. It said the proposed site is currently not fit for human settlement.

It continued that the area to be settled compared to the displaced population is too small. Moreover, there is lack of basic amenities such as water, electricity, proper approach road, drainage and sanitation etc, it said.

Further the statement maintained that some of the houses face the possibility of facing landslide, before adding that there are still 20 families who have not received any compensation for their agricultural land, horticultural properties. The government`™s promise of building better houses and making a model village has not seen the light of the day, it added.

It also highlighted that of all the airports in India, Tulihal airport in Imphal is closest to the city and falls within densely populated areas of Imphal. Since its creation during the Second World War, it has been expanded in 1961, 1970 and 1991; thereby the villages have been made to suffer several times for the sake of `development`™, said the statement.

The idea of expanding the current airport to an `international standard`™ (as different from an international airport) is not based on actual study that justifies a need for expansion, it alleged.

The statement also added that it will be democratic on the part of the government to explain why such an expansion is still required, and why such vast amounts of agricultural land are needed.

The 6th Schedule of the Constitution was, as we have noted earlier, meant for the formerly undivided Assam on the peripheral hills of which lived many different, till then backward tribal communities. As the agitation for the implementation of the Inner Line Permit System in the State in the last few months have brought to the fore, the idea of delineating the unadministered Assam hills from those administered by modern laws was already a concern even during the British days. The Bengal Inner Line Regulation of 1873 was the first official documentary statement of this concern. This line as we now know was drawn roughly along the foothills of Assam`™s peripheral hills, and by this system, British subjects were required to take special permission to enter these hills. By the Government of India Act 1919, these hills would come to be designated as `Backward Tracts` and by the Government of India Act 1935, they would be further delineated into `Excluded` and `Partially Excluded` areas. The `Excluded` areas, constituting of the Naga Hills and Lushai Hills, were under the direct administration of the British Governor, while the `Partially Excluded` areas, constituting of the Khasi-Jantia Hills and the Mikir Hills (now known as Karbi Anglong) were given some representations in the Provincial Assembly through nominated members and therefore partially responsible for their own governance. After Indian Independence, the former `Excluded` and `Partially Excluded` areas were the ones sought to be given special administrative facilities under the 6th Schedule of the Constitution. The rest, including what became of the original 6th Schedule ADCs, is now history, and discussed in some details in another recent IFP editorial. As to why Manipur never had either the ILP or 6th Schedule from the beginning is because it was never part of British Assam.

In other words, these were administrative arrangements fashioned by the British and then the nascent modern Indian State, to govern formerly ungoverned or little governed areas of undivided Assam. Times have changed, and changed unrecognizably in the context of the Northeast. Out of the former Assam, four hills States have been bifurcated, making the Northeast a sisterhood of seven States, or eight including Sikkim after Sikkim was incorporated within the purview of the NEC. The Inner Line is now the boundary of many of these relatively new States, and the 6th Schedule thereafter become redundant and either was abandoned or retained in parts in most of these former districts of Assam. It is amidst these that the demands for the implementation of the Inner Line Permit System and the 6th Schedule are rearing their problem laden heads in Manipur. No argument about it that needs for similar legislations could have arisen again and therefore the urgency of bringing them back to the State`™s discursive forums, but the trouble is, those who feel so seem to think simply bringing back these archaic laws is the panacea for all problems the state is faced with. These instruments of governance had unique historical contexts, and these contexts are hardly likely to have remained intact, therefore the extreme likelihood of these instruments being outdated and unfit for the present times. Indeed, there were many who have had an experience of the Inner Line System, including the Chief Minister of Nagaland, saying how toothless this system is today. There are an equal number of people, say for instance in Meghalaya and Mizoram, who hold similar opinions about the 6th Schedule. Yet those demanding these systems insist on having them as they were.

The moot point is, it does not have to be these archaic laws, already bending under the weight of decades and even centuries of troubled existence. Instead, the better approach would be to take the spirit from them and make new laws which are fit to current purposes and needs. It is a truism that times change continually, which is why each era has its own needs and makes its own demands. Ability or otherwise to recognize these needs, and make adjustments to meet the new challenges, has always been the defining criteria for survival or collapse of societies. To hit shifting targets, the need is also to shift aims correspondingly. Let it also be remembered that the tides of time not only change, but also wait for nobody.

IMPHAL, October 16: Even though construction of the Sanjenthong is running far behind schedule, despite the State government`™s repeated assurance to complete it before the Sangai Festival, the government seems to be going ahead with preparations for the festival.

Repairing work has begun along the road stretch from Advance Hospital to Thumbuthong which presently acts as one of the major connection point between the twin Imphal districts, since the Sanjenthong was closed down for reconstruction.

Speaking to IFP, Rajeshwar, the contractor of the road repairing work said that the road stretch is 800 metres long with a width of eight metres from drain to drain.

He said repairing work of the road is undertaken 24×7 with 50 labours and heavy machineries engaged.

There is a strong instruction from the government to complete the work before the Sangai festival, he said before expressing confidence that the work will be completed before Nigol Chakkouba.

Meanwhile, it is also learnt that most of the labours who had left for the Durga Puja and Eid festivals are yet to return to their work site at Sanjenthong which is hampering work progress.

Officials had earlier informed that the labours would start returning by October 7, however only 23 labours have returned in the past three days. 30 more labours are expected to arrive tomorrow.

At the same time, a multipurpose crane which is supposed to unload debris from the Old Bridge and fit girders is said to be stranded at Maram since the past one month.

It is learnt that the master cylinder of the crane`™s brake has been damaged.

It is also leant that components of the bridge made in India have arrived while the important parts to be used to attach the girders and sustain the suspension cables will be exported from France.

Nevertheless, reassembling the parts in India will take another one month, sources said.

Workers present at the work site have also speculated that considering all the hindrances, the construction of the bridge could be completed in another four months.

Meanwhile contrary to all the work undertaken, Rajeshkumar, principal secretary, Tourism Government of Manipur has informed that the State government is yet to decide on the venue for the Sangai festival.
