IMPHAL, November 25: After its first spell of international flight landings in the Imphal Airport during the 2013 edition of the Manipur Sangai Festival, Golden Myanmar Airlines had touch down at the Imphal Airport again for its second spell on November 21.

The first flight of the second spell of the international flight had brought 64 Myanmar nationals and took 38 passengers on its return flight the same day.

The second flight of the second spell landed at the Imphal airport today with 40 passengers including Indian Ambassador to Myanmar Gautam Mukhopadhyay while taking back 33 passengers including India`™s chief of mission YK Sailas Thangal.

According to the M/s KB Enterprises which play the key role in materializing the flights, Chief Ministers of Sagaing and Kachin regions of the neighbouring country will board the last flight of the 2nd spell from Mandalay to Imphal on November 30, 2014.

It may be worth mentioning that Govt. of India has already granted International Airport status to Tulihal Airport, Imphal just before the Golden Myanmar`™s 1st spell last year. The expansion work of the Imphal Airport is taking up in full swing to overcome the technical challenges. The new global air route is a part of the bilateral air service agreement signed by India and Myanmar in 2012.

IMPHAL, November 25: Lack of a common political aspiration among the people of the State and good governance are the main stumbling blocks to the State, said professor Gangmumei Kamei today, during a one day workshop titled Manipur`™s Tomorrow.

The one day workshop was held at Hotel Imphal, AOC organised by the Development of Human Potential, Raphei Valley, Mantripukhri today.

Prof Gangmumei said in order to make Manipur`™s tomorrow better, the people need to have a clear concept of what Manipur is, what it means to them and what they should do to make it better.

Elaborating further he said the people need to strengthen the unity among the different communities residing in the State.

Communities should be strengthened but not as a separate entity but as a collective entity, equal power to every community should be encouraged and the ethnic competition should be resolved, he said.

A cultural integration movement and social solidarity will save Manipur in the future, he added.

Professor Bimola of Political Science department, Manipur University said in order to build a better Manipur, people need to identify the problems first.

The absence of moral and ethical principles in the individual, in the family and in the society is the root cause for the degradation of Manipuri society at large, she said.

The mind of the individual is no longer guided by positive and creative thinking, she further asserted.

She also pointed out that promotions of self-interest and individualistic group interest and lack of honesty and sincerity have become the main behaviour of the individual.

It is also necessary to identify the factors responsible for the lack of development in the hills of Manipur she added.

IMPHAL, November 25: The Manipur Medical Council (MMC) which was lying defunct for two years after its inception is fully functional now with the full strength nomination of members and executive committee, said the council`™s registrar Dr Karam Lokendro during a press conference at the Manipur Press Club.

He said the Manipur Medical Council Act, 2009 received the assent of the President of India on May 12, 2012 following which the State government had published the Gazette notification on May 28, 2012.

He stated that under the provisions of this Act the powers, duties and functions of the State council is to maintain the live State Medical Register and to provide registration to medical practitioners; inspect, to hear and decide appeals against any decision of the registrar; to prescribe a code of ethics for regulating the professional conduct of the practitioners; to reprimand a practitioner or to suspend or remove his name from the State medical register or to take such other disciplinary action against him as may, in the opinion of the State council be necessary or expedient.

He said that the Act also provide the State council to exercise such other powers, perform such other duties and discharge such other functions as are laid down in this act or as may be prescribed; to receive complaints from public (including patients and their relatives) against misconduct or negligence by a medical practitioners, to proceed for inquest, take a decision on the merits of the case and to initiate disciplinary action or award, compensation and similarly to take action against frivolous complaints; to provide protection to its members in discharging professional duties; to ensure that no unqualified person practises modern scientific system of medicine in the state of Manipur.

Manipur Medical Council has constituted four committees – `Public Relation Committee`™, `Prevention of Quackery Committee`™, `Guidelines of CME and Accreditation of Continuing Medical Education Committee`™, and `Medical Ethics Committee`™, he continued.

He elaborated that the Public Relation Committee will look into the doctors-patients-public related issues, will work to create a cordial relationship between the doctors-patients-public, to create a friendly and harmonious environment in the workplaces of the Medical Professionals.

The Prevention of Quackery Committee will look into the issues of Quackery practices and unqualified practices in modern system of medical in the State while the Medical Ethics Committee will look into the ethical issues for regulating code of ethics and professional conducts of the registered practitioners, he said.

Dr Lokendro also said that the MMC has issued notification on November 17, 2014 which says under The Manipur Medical Council Rules 2013 and the Manipur Medical Council Act 2009 all doctors in the State of Manipur whether practicing or servicing modern scientific system of medicine as physician/surgeon or as an officer in government or in any other institution maintained by a local or other authorities shall be required to register with the Manipur Medical Council.

`Every such person shall apply for registration under this act to the State council with one year from the date of commencement of this Act failing which he/she shall be liable for action as determined by the State Council` he stated.

He mentioned that the executive committee of MMC has been constituted for a period of two years from October 27, 2014 with Dr Sinam Rajendra Singh as president, Dr H Liensang as vice president and Dr Ch Arun Kumar Singh, Dr Simpson Sareo, Dr Th Dhabali Singh, Dr Kh Palin and Dr L Ranjit as executive members.

Speaking to media person chairman of the Medical Ethics Committee Dr W Motilal Singh said that MMC is still in its infancy but will attain adulthood in a short period of time.

If any doctor is found guilty of misconduct, the first norm of the MMC will be to warn however, any further disregard will invite sever actions from the committee, he said.

MPHAL, November 25: The United Committee Manipur has lauded the initiative of the NDA government in its recent effort to give a logical conclusion to the ongoing peace talk between the NCSN (IM) and the government of India.

According to a statement, the peace talk has been continuing since the last 17 years with more than 80 rounds of talks held outside the country. In the meantime, different interlocutors have been changed in facilitating the peace process, and at the same time there has been change of governments from United Front government led by IK Gujral, AB Vajpayee led NDA government, to Dr Manmohan Singh led UPA government, it added.

It continued that the latest initiative made by the NDA government under the leadership of the Prime Minister, Narendra Modi towards giving a logical end to the peace talk is noteworthy. In this regard, the people of Manipur should keep a close watch of the development of the peace talk, it said.

The statement further cautioned that it is important to ponder on how the NDA led government is going to arrive at a logical conclusion of the talk, which has been a long pending. It reminded both parties of the talk that the people of Manipur are not ready to compromise the territorial boundary of the State at any cost.

Further it added that `June Uprising`™ in 2001, in which 18 peoples had laid down their lives for the cause of safeguarding the territorial integrity of the State is still fresh in public memory. It recalled that the apex body UCM was formed on the eve of that uprising with the support and strength of the people of Manipur.

It also welcomed the initiative of Modi for inviting the Chief Ministers of Nagaland and Manipur regarding the peace process. The CM of Manipur should accordingly act keeping in mind the sensitive issue in a transparent manner, appealed the statement.

The public are also invited at the UCM office for further deliberation on the peace process whenever the need arises, it added.

This was stated by Education Minister, Moirangthem Okendro delivering the chief guest speech during the inauguration of Kasturba Gandhi Balika Vidyalaya at Aimol Khullen under Chandel District today.

The minister continued that under the leadership of the Chief Minister, O Ibobi, the Government of Manipur has been giving priority towards education sector. The Education Department along with its officials concerned has been working collectively to give an impetus to this particular sector, he said.

Okendro further maintained that the Education Department was once stymied by legal cases, but now all the cases have been cleared and the Department is case free.

To give a new direction to the education sector, Manipur Education Service has been instituted, moreover recruitment of required teachers is being taken up through the MPSC, and vacant posts are being filled up, he added.

He continued that the progress made in the Education Department is because of the dedication and hard work of its officials. But without the cooperation of the public, NGOs and students groups operating in the State, it would not have been possible, he said.

As part of the government effort to improve the education sector, recently appointment of regular principals have been made in some of the colleges by the Education department and promotion of teaching faculties has also been done, he added.

Okendro also pointed out that the KGBV School at Aimol Khullen is the third of its kind in the State. The school is part of the flagship programme of the government of India, especially for the under privilege girl students of the country.

He appealed to the school management to maintain the newly inaugurated building of KGBV properly. Efforts will be made to add Standards 9 and 10 in the future which is currently providing facility till Standard 8.

Whenever there is any shortcoming, the department will earnestly see into it and support from the HRD ministry of the Union government will also be sought, he said.

The inaugural function was also attended by AD Korungthang, MLA of Tengnoupal A/C besides officials of the Education department, parents and locals of Aimol Khullen.

IMPHAL, November 25: The central committee of the proscribed United National Liberation Front of Manipur has greeted the people of Manipur on its 50th anniversary.

According to a statement, the central committee has also paid revolutionary tributes to its founder members namely: Kalanlung Kamei, Thonhkhopao Singsit, Arambam Somarendra, Nongmaithem Pahari, Longjam Manimohon, NK Sanajaoba and Laishram Kanhai, who founded the group on November 24, 1964.

Highlighting the reason for insurrecting UNLF, the statement pointed out that every nation has right to exist without any domination by a superior force, and live with full sovereignty. It recalled that the civilisation of Manipur is around 3500 years old, with 2000 years of documented history.

It continued that the people of this land belong to the Mongoloid racial stock, wherein the people of different communities have been living together as brothers, though small in number. The Meitei of the plain is a conglomerate of different clans, a process which took place around 500 years ago. Communities like Tangkhul, Mao, Maram, Kabui, Thadou, Maring and Anal etc of the hills have organised themselves into specific groups some 300 years ago, who then had settled without the nomenclatures.

Further it said with the coming of the colonialism also followed the western political ideas and religion, which divided the people among the hill and valley. The divide between the people of the land was to serve the colonial interest of the British, which in turn is still followed by India till today.

The statement maintained that Manipur not only lost its sovereignty after its forced annexation by the Indian Dominion on October 15, 1949, but also resulted in the trampling of a young democracy of an independent Manipur which was formed by the Praja Santi Alliance for a National Assembly.

Therefore, it continued that it is natural for the people of Manipur to launch struggle to regain the lost sovereignty. The right to self-determination of the indigenous is clearly laid down in the United Nation`™s Charters, and people of the world are witness to the decolonisation processes which have taken place in Asia and Africa in the past. In this backdrop, UNLF`™s struggle is to regain the lost sovereignty, so that a rightful place for Manipur among the independent nations of the world is achieved.

Reiterating its goal, the statement said UNLF strives towards building a socially cohesive society, where the rights and privileges of different communities are respected and safeguarded; where there is equal sharing of opportunities, and overall a democratic nation based on autonomy at all levels.

The statement also emphasised that the sovereignty struggle is prerequisite not only for Manipur, but also for other nations which are under the Western South East Asia, WESEA, which have been subjugated for a long time by the Indian colonialism.

The statement of the Central Committee continued that under India`™s neo-colonialism, Parliamentary democracy is a tool to subjugate the people of Manipur. It said the political machinery of the Indian State instead of overtly subjugating the people, has been `manufacturing`™ its henchmen by giving them contractual works and supply benefits through large schemes, which in turn deprive the rights of the common masses.

It said Indian colonialism and its capitalist path of development has been corrupting the minds of Manipuri people by instilling a false sense of dependency. The lives of the toiling people are in miserable state, which consist 80 percent of the total population. On the other hand, India and its captive market economy has been trying to extract mineral resources from different parts of Manipur, without the consent of the people for its colonial benefits.

Through colonial designs, the Indian State has been carrying out war of cultural assimilation, the statement continued. The 24X7 satellite TV channels is a powerful tool for Indianisation process.

It said above all, what is most alarming is the population invasion from the Indian mainland, which if left unchecked the identity of the indigenous peoples will be at stake. This predicament is collectively faced by both rich and poor, cutting across religion and ethnic boundaries of different ethnic communities, it added.

Further, it said that the much hyped Look East Policy is an instrument to further India`™s colonial interest, besides expanding its market in the South East Asia region through the Trans Asian Highways and Mega Railway projects etc.

The statement also questioned what benefits the indigenous peoples are going to achieve from the airport expansion, sports university and ring road projects which would displace the peoples from their ancestral lands all in the name of developing infrastructures.

Recalling the anti-colonial struggle against the British, it continued that while the people of this land cannot realise the goal of building a new Manipur, though episodic armed struggle were waged against the colonial regime and its atrocities. The 20th century has seen the heat of 2nd World War reaching Manipur, which was also accompanied by the wave of socialist ideology as well as the ideas of liberal democracy.

After that India`™s forceful colonisation could not be properly dealt with, although there was discontentment among a large section of the population, it added.

The primary task of the UNLF is to wage war against the Indian State to regain the lost sovereignty and build a new Manipuri nation for the welfare of the masses; however, it is also the belief of the UNLF that it is necessary to collectively understand the dynamics of the anti-colonial struggle by the people.

On the other hand, the Indian State and its puppet government of Manipur have been trying to project the liberation struggle of the UNLF as criminal activities. They have time and again appealed for surrendering arms and offer for peace-talk has been made many times from their side. But UNLF has denied their calls for talk, and instead had urged for a plebiscite to bring the conflict between India and Manipur to a logical conclusion. However, both the governments have been turning a blind eye to it, the statement said.

Further the statement said that UNLF has been struggling to build a composite identity of Manipur for a larger common good, whereas the Indian State has been trying to divide the people to serve its vested interest.

The statement expressed concern over the rising atrocities committed against women in recent times. It said this heinous crime is an outcome of continues propagation of cyber pornography films through new technology such as mobile phone and internet by the colonial Indian State. In spite of the rising crimes, the puppet government of Manipur has been watching it as a mere spectator.

Against this backdrop, the UNLF will not spare those who commit heinous crimes against women. Those found guilty of such crimes will be befitting punishment, it added.

The central committee statement also paid revolutionary salute to `Nura Temsingnabi`™ Irom Chanu Sharmila for her struggle against the AFSPA. It also paid revolutionary tribute to those cadres who have laid down their lives for cause of the liberation movement, and reiterated its stand to carry forward the struggle until the goal of freedom is achieved, the statement added.

IMPHAL, November 25: Former Mr India Pradip Kumar formally launched a Training Manual and Case Studies for community based drugs and AIDS program (CBDAP) today organised by the Diocesan Social Service Society launched at its Mantripukhri training hall today.

Three district coordinators of the DSSS will be taking part in the training programme.

Attending as the chief guest, the former Mr India who is himself living with HIV/AIDS said the spread of the virus in the State could have been much less if the doctors had made the people aware that the virus is preventable if not curable during the initial stage when it was first detected in the State.

He said people who are living with the virus need not panic but instead start being positive and put in effort to achieve whatever their aim is.

Pradip also said such training programmes and other campaigns related to AIDS should be encouraged and organised regularly to spread awareness on the issue.

DSSS director Fr Dominic Kanmi who attended as the president elaborated on the need to share love with those living with AIDS and encourage them.

In our State, the lack of education and awareness on the subject has created many difficulties in fighting the issue, he said.

DD Archbishop of Imphal and president DSSS Rev Dominic Lumon attended the inaugural as the guest of honour of the function.

During the programme, a Churachandpur project client Kangai (name changed) shared her experiences including the moral support, medical training for survival, counseling to come forward and to expose her talents received from the DSSS Churachandpur.

Begum (name changed) from Imphal East district and Tenna (name changed) of Ukhrul district also share how they had to suffer in their lives because of the virus and how they were guided by the DSSS in stopping from using drugs.

Imphal city is rapidly growing. Even before our very eyes, signs of this growth are starkly visible. To those who have been away from the state for longer than a year at a time, quite understandably, these changes appear to be happening in leaps and bounds. New restaurants, new hotels, new gymnasiums, new shopping centres, new automobile showrooms, catering to different strata of economic classes are opening up as if in a race with each other. Horizontally the city is expanding too. What once were outskirts have been absorbed into the city core. Satellite townships like Mantripukhri and Canchipur have today come to be contiguous with the main Imphal city. There has not been too much vertical growth, but it would be reasonable to predict this too would begin to happen sooner than later, particularly because there is now hardly any space left to expand horizontally without encroaching into farmlands, a prospect which the people fear and the government now has shown resolve not to allow. Paucity of space would also soon probably ensure apartment style accommodations are the new norm that replace Imphal`™s familiar homesteads. We saw this happen in Guwahati in just a matter of two or so decades. In the Northeast, in all likelihood, Imphal, currently struggling to manage its growing congestion would be next to transform similarly.

Call this new adversity or opportunity as you will, but the fact is, this is poised to be Imphal`™s new reality. This being the case, the only way to come to terms with it is to be prepared for the eventuality. Expectedly, there would be many challenges, including some very major ones. To name a few, these would be in areas of traffic management, drainage, waste disposal, clean water supply and many more. As of today, even in handling these few named challenges, Imphal has been miserably failing. The city has not even come up with a comprehensive solution to how it would manage its own waste. Since much of this waste constitute of non-degradable synthetic waste, the problem is even more compound. Sure no house can be considered beautiful if it does not have a clean toilet facility. Sadly and strangely, the irony of the situation still does not seem to have sunk in with the authorities. However we still hope they will soon. We also hope they will wake up to the reality of the other challenges as well. In this regard, it must be mentioned that the tough initiative of the current Congress government to widen Imphal roads, even though it caused dislocation of many, is laudable.

There is one other area where the authorities can begin work immediately. This one is hardly likely to cause the usual heartburns of acquisitions and demolitions. The authorities must in a systematic way, reorganise the mailing addresses of the city. Name the streets, leiraks and residential blocks, give a number to each house in each block, street and leirak. The old way was good enough once, when everyone practically knew each other. Today as the city grows, not only the population of permanent residents are growing, but also a floating population of company executives from other cities, workers, professionals etc. Many of them end up virtually without a reliable mailing address. Two decades ago, as one sat by the local road in the morning when people headed out for work, or in the evening when they returned home from work, one could recognize practically every single person who passes by, and close to 90 percent of them one was obliged to exchange greetings. Today, watching the same road at the same hours, chances are not even one is an acquaintance. Like it or not, this is the transformation Imphal is undergoing.

According to a release of the association, the 44 AR called up the bike owners of the Aishi village on November 24 and tortured them by alleging that the villagers had allowed valley based UGs to enter their village.

In all13 of the villagers were called by the AR to their camp at around 2.30 pm and were brutally assaulted despite their denial and lack of knowledge on the UGs.

The villagers identified as Jangkholun Haokip, 38, son of Ngamkhojang Haokip, S. Lunminthang Haokip, 28, son of S. Semkholen Haokip, Lunminlen Haokip, 33, son of Demkholun Haokip, Mangminlen Gangte, 37, son of Jamneo Gangte, Letkam Haokip, 50, son of Jangkhosei Haokip, Paolen Haokip, 29, son of Hemjangam Haokip, Thangsei Vaiphei, 25, son of Ngamhao Vaiphei, Ngamtinthang Haokip, 40, Paokam Haokip, Kailensat Haokip, 35, Thangkhai Haokip, Dempao Haokip,55, Zamngam Haokip, 40, son of Jangkholun Haokip, Mangcha Haokip, 44, son of Douthang Haokip and Letmang Touthang, 38 were released at 10 pm after they were mentally and physically tortured by the AR personnel, it said

The association has appealed to the concern authority to look into the matter and bring an amicable solution or it will put up the matter to Union Home Minister since the central and state forces are entitled to safeguard the citizens instead of harassing them, it said.
