IMPHAL, April 12: As part of the demand for immediate implementation of 200 point roster of Manipur Reservation of vacancies in posts and services for Scheduled Caste and Scheduled Tribes in respect of engaging daily wage earners in JNIMS, ATSUM drew the attention to JNIMS authority through a memorandum yesterday.

According to a press release of ATSUM said the organisation while applauding the unceasing and tireless effort to have JNIMS recognized by the Medical Council of India (MCI) for starting an MBBS degree course, it was constrained to draw the attention of the authorities for immediate and prompt action pertaining to the engagement of daily wage earners.

It pointed out that with the objective of obtaining recognition from the Medical Council of India (MCI), JNIMS had engaged around 455 daily wage earners in various departments during the last 4 to 5 years to meet the requisite numbers of staff. However, no proper reservation norms were followed in these appointments, it said.

This enormous error of the JNIMS authority had deprived the Scheduled Tribe and other minor communities from availing their rights of reservation, it said.

The memorandum reflected that the Government of Manipur in its cabinet meeting dated May 12 decided to adopt all the daily wage earners as contract staff, which in fact, is a light of hope for all the stakeholders (daily wage earners). However, with the total absence of formal reservation policy at a time of engagement, blunt adoption of wage earners as contract staff will mean nothing but add more salt to the wounds of the tribal people and other minor communities of the state, the release said.

The ATSUM release said it requested the JNIMS to immediately implement 200 point roster of Manipur Reservation of vacancies in posts and services for Scheduled Caste and Scheduled Tribes in JNIMS in respect of the engaged daily wage earners before the adoption of daily wages earners as contract staff is materialised.

It warned that failing this the ATSUM would be compelled to resort to agitation.

A media team led by Information Centres for Hill Areas Manipur (ICHAM) visited villages under Phungyar Sub Division of Ukhrul District on April 10 and 11, on the occasion of the first observation of the 28th foundation day of Kham-Lungpha Fraternal Organisation (KLFO) at Khambi village.

President ICHAM N Rajendro (Boi) as guest of honour of the foundation day function said that government facilities reserved for the villagers living in the remote area of the state are handled questionably. He said that to bridge the gulf between villagers from remote areas and the government is the motto of the ICHAM. He further elaborated that members of ICHAM will always work for the welfare of the people living in the hill areas of the state.

The foundation day function was also attended by KLFO president, A Amo Samuel, chairman Lungpha Long A Masanang, ICHAM general secretary SP Ngachonmi Ramshang as Chief Guest, president and guest of honour.

After the function ICHAM toured remote villages of the area to witness the ground reality of life in the villages. The last village to be located was Nongman Village, about 15 Km from Phungyar Sub Division and about 34 Km from Sangshak. A small population of about 500 villagers lived there.

The approach road to the village was a tough drive as its condition was deplorable. On the way to the village, the team witnessed the construction of new HT electric line.

During the sharing with the villagers, it was learnt that the labour for the new HT line construction was provided by the villagers of Nongman and surrounding villages. They were supervised by a staff of state electricity department but the villagers are not paid for their labour yet.

Demand for proper medical facility, PDS items, TD facilities, school staffs were the common voices of the villagers of Nongman, Kumram, Patbung, Sorde villages.

Same voices can be heard echoing from other surrounding villages said ICHAM president Boi. He said that majority of the government supplies and facilities meant for the villagers living at the remote areas of the state are mis-utilised and do not reach the end beneficiaries. PDS items like kerosene, Atta, Sugar or TD supplies of GI Sheets, weaving machines and pump sets are a far cry in the area, asserted Boi.

It may be mentioned that education department identifying defaulting teachers in the hill areas to be penalised. This had been stated by education minister M Okendro Singh himself during a press conference held at SSA Office located at Babupara. It is high time for the department to check teaching staffs posted in the hill areas of Phungyar Sub Division. It was noticed that the maximum of the teaching staffs have been informally substituted or else are perennially absent. The school buildings are also constructed with substandard materials, a village member of the School Management Development Committee (SMDC) told the visiting media team.

Elders of the villages are keen for science and mathematics subjects to be more extensively taught to the younger generations of the village, the headmaster of a school said. He further maintained that in the absence of allotted teachers, they recruit substitute teachers from the village itself and some from Imphal. He said that two of the substitute teachers of maths and science from Imphal have contributed all their heart and soul in teaching both the subjects at Sorde Village.

PDS items of rice is the only item that is available to the villagers, but their prices are sky rocketing, as the media team found out. A rice bag of 50Kg is available at the cost of Rs. 1050 at Nongman Village said a villager and when asked about other items like kerosene and sugar, he replied that those items are not at all available.

Medical facility was another issue of concern as the Primary Health Sub Centres, PHSC, do not function in the area or have not yet been inaugurated. The only PHC located at Phungyar Sub Division was also in deplorable condition.

Chairman Phungyar town People Organisation, Victor Mangsang said that the PHC is in bad state. He said that the only PHC has no water supply and no electricity. It is also totally devoid of telecommunication facility. He added that without water and electricity in a medical institute, the medical staffs are handicapped.

He maintained that the staff quarter is also in deplorable condition and they are living in rented rooms. He further said that the PHC is run by only two doctors and two nurses. The OPD also is open only from 10 to 12 am, he complained. The worse part of the medical facility of the Phungyar Sub Division is that the centre cannot conduct a delivery case which is one big factor to concern of, he asserted.

Rajendro later urged the state Government and concern authority to make all possible effort to supply basic amenities to the people living in the remote areas of the state. He said that education system in the remote areas are in need of strict scrutiny. He further said that integrity do not come with words but actions. He said that the failed Public Distribution System and Tribal Development facilities need to be spruced up so they are made to reach out to the people of the remotest areas of the state.

KANGPOKPI, April 12: The Kuki Students`™ Organization Sadar Hills today has tenaciously criticized the alleged dismantling of ten houses at Laloiphai village reportedly by masked men numbering more than 20 on April 11 early morning at around 3:30 and warned of launching various form of intense agitation if the government fails to nap the culprits at the earliest and award befitting punishment.

Thangminlen Kipgen, president of KSO Sadar Hills, pointed out that Laloiphai Village under Saitu-Gamphazol Block in Sadar Hills has been frequently attacked by Pradhan of Moidangpok village Gambhir Meetei along with a large number of villagers in the past and this time `masked`™ men numbering more than 20 dismantled around 10 houses at Laloiphai village.

He said that the withdrawal of security forces from the village is a matter of great concern and lamented that 86 Bn. CRPF, Keithelmanbi Post preferred to remain a silent spectator to the incident.

KSO Sadar Hills had earlier conveyed its deep displeasure and concerned over the past incidents in Laloiphai giving the fact that such unfortunate happenings could ignite communal tension in the state particularly within the communities settling in Sadar Hills, he added.

He recounted that Laloiphai village came under attack by Gambhir Meetei, Pradhan of Moidangpok along with his villagers on February 12 and unlawfully took away the village signboard and also threatened to burn down the villages any time.

Subsequently, on February 24 chief of Laloiphai village Holkhopao Haokip sent a communique to the circle MLA Ngamthang Haokip, IFCD Minister requesting for deployment of security force in the village and accordingly on March 1 evening security was deployed in the village.

Despite deployment of security forces, on March 1 evening, Gambhir Meetei and his villagers attacked the village twice on February 25 at around 8 pm and on March 1 in which some houses were destroyed and a pregnant woman was allegedly beaten, he said.

The student body president continued that they had earlier warned the Pradhan of Moidangpok and his men that if such communal activities take place in future then they should be solely held responsible for it.

While Laloiphai village had been periodically attacked and threatened by the majority community from time to time without clear underlying principle, the state government never bothers to settle the problems.

The organization has resolved to launch different forms of agitation if the government fails to nab the culprits and give befitting punishment according to the law of the land at the earliest, he cautioned.

Need for Higher Funding: Agreed, but what for

Two very recent news items in local dailies have been of utmost interest and of extreme significance in relation to the nature and quality of governance here in the land of Manipur. The first news item relates to the non-release of the current month`™s quota of rice from the central pool of the country. This action was consequent upon the failure of some States, Manipur included of course, to meaningfully (read sincerely) report the list of beneficiaries of the rice distributed through the Public Distribution Systems in place in each State. The second news item relates to what the head of the people of Manipur had spoken for enhancing the funding for development of the North Eastern Region.

The interesting part is that almost all the dailies of Manipur carried these news within a week`™s time without ever relating the two. This speaks volumes of the quality and orientation of the dailies of Manipur in so far as their role as the Fourth Estate to inform, educate and enhance the quality of the people to frame opinions and take decisions. Almost all the papers reported both the news as stand-alone important. This is as if the dailies of Manipur are just one-day affairs and hardly engaged with the sustained issues of the land and the people of Manipur.

Now leave the character of the dailies aside. Let us confine ourselves to what the head of the people of Manipur had emphatically spoken at the Delhi meeting relating to the North Eastern Council. He had courageously spoken of the imperative to enhance the quantum of funding for development of the north-eastern region. So far so good. In the past few years, we have not seen reports of such emphatic statement in such meetings by him. If we go by the various reports in the dailies of Manipur during the last few years, we do not remember any instance when he spoke like this. He definitely had greater aura during the earlier regime of UPA to get what he wanted done, but now he does not command any kind of that aura as evidenced by the cancellation of rice quota from the Central pool. It is exactly at this moment that he is boldly asking for higher funding.

Here it may be of interest to note that under the new regime in the Centre, the various suspicions on the States as expressed by both Nehru and Ambedkar in the Constituent Assembly meetings are being negated by going for enhanced reliance on the States to deliver and emphasizing cooperative federalism. Well, to reiterate what is coming out in the open now, it was the patriarch of the party in government to which the present head of the people of Manipur belongs that put intelligence agencies monitoring the relatives of Netaji Subhas Chandra Bose and their correspondence; it puts all of us in shame and makes all the Congressmen incredulous characters.

Coming back to what the Chief Minister of Manipur had asked for higher funding for development of the region, many more questions arise. The foremost question is: higher funding for what? During the more than one decade in which he has been at the helm of affairs, we need to ask as to what has been the philosophy and objective of his government.

During the last decade, he had all the capability, given his command over the comity of UPA at the national level, to evolve a new direction to the development trajectory of Manipur. But nothing of that has come out. First, Manipur today needs an atmosphere for a generalized trust among the people across ethnic groups. But instead what we see today is deepening of inter-ethnic fractionalization. Second, what Manipur needs is not the multiplication of wealth of a few but a kind of scenario where all have the chance to grow in small bits.

Manipur has been characterized by the absence of non-emergence of new opportunities for livelihood and employment. In such circumstances, the only reliable source of livelihood happens to be the government sector. But any attempt at accessing the government sector can be successful only through one medium. Before the attempt at the success for entry into the government sector, there has to be a massive transfer of wealth from the intended candidate`™s family to the powers that be. In other words, if anybody wishes to escape from the lower strata of society to the higher strata, there has to be a prior transfer of wealth in favour of the higher strata. Now this game of transfer of wealth is one where the better-off in the society can indulge in more successfully and without feeling any pain. This implies that the government sector has been monopolised by the better offs in society `“ either through wealth or power `“ and any new member from the worse off in the society would get submerged in the whirlpool of indebtedness for long.

It is this kind of government which is asking for higher funding.

IMPHAL, April 12: It is very unfortunate that some people alleged Khurai MLA is not interested in developmental work in his constituency as he does not have any knowledge about the development work already taken up in Khurai, said Dr Ng Bijoy MLA Khurai.

While clarifying on the allegation made by Yaima, a well known social worker of Khurai, that there has been no development works taken up in Khurai Constituency during MLA Dr Ng Bijoy tenure, he said this is false publicity.

He said the most important road and communication developed till today in the constituency, including seven PMGSY schemes were done under him. He said all these roads are also black topped.

He further said that in his opinion development of road connectivity, health, power supply good potable water, education, social works and agriculture are the most important task, and he has concentrate in these areas.

Commenting on the dredging of the Kongba River with JCB by some individuals, he said this has brought no good, and moreover they were done without the consent of concern authorities of the IFCD Manipur. He said the digging has now resulted in the newly constructed blacktopped PMGSY road cracking as the bed was dug without any technical support or knowledge.

He said according to the IFCD`™s rules, whenever any individual want to work on the river bed, he has to take permission from the department. But it is very unfortunate that without the consent of the department the river bad has been dug and the road near the river bank has been cracked causing landslide alarm on the bank.

He clarified that so many development work has been taken up in Khurai which the alleged person does not know has he has the mind of a child.

Khurai constituency has three river passing through it and it needs a bridge for connecting the public, so recently the government of Manipur has approved an RCC bridge. The Chief Minister has said this will be complete in December, he added.

For the potable drinking water a water supply scheme under DoNER Ministry has funded 5.48 crores at Khumidok area which can provide and cover many villages of Khurai. This scheme is largest in the Imphal east district.

The Japanese project on water supply scheme in TV tower of Porompat already complete for provide sufficient water supply to nearby people.

For power supply in Khuraim, he said he has brought the VIP line. He said a Central School is going to establish in Kangla Samgomsnag area soon and 18 acres of land has been allotted for the purpose, he said.

He said there is a proposal for a two storied building to at the Lamlong Market, but problem is allotment of land for temporary shift of the current market while the construction takes place.

The state government is waiting for the land and once this is done, Lamlong will be one of the three markets recoommendaed for reconstruction and grade. The other two are Kwakeithel and Jiribam Keithel respectively, he said.

Naing`™s bad English writing skills and poor education hence becomes a report card for Myint`™s generation and other power brokers of the erstwhile military junta, who gave themselves the best of liberal Western education once available in the country, and after the military coup in the 1962 destroyed the education system at home but sent their children to foreign universities, using their positions of power. So interesting was the story that the IFP reproduced an account of it in yesterday in its Sunday edition.

Altogether under different circumstances, Manipur too is face with a similar situation. As in Myanmar which was under a corrupt and self-centred military administration for 60 years, the education system in Manipur too is in virtual ruins because of the selfishness of the past few generations of politicians and administrators. The indicator for this is the continuing flight of students, especially for college and university education, outside the state. Under normal circumstances, only students whose parents are in all India transferable services, therefore never rooted at one place during service years, should have preferred to send away their wards to colleges away from home. One, it means a lot of extra expenditure and second, the home environment has things which no boarding facilities can offer. School and college years are also the only time parents and children truly spend quality time together. After this, there are only separations of varying degrees, forced by the demands of modern living, waiting. For a long time, many parents in Manipur were also desperately pulling whatever resources within their command to send their children off to schools outside the state. Today, this is an option, but not an absolutely necessary one. In the last one or two decades, there has been an immense, indeed heroic revival of school education quality. A lot of thanks for this must go to the Catholic mission schools. It was they who laid the seeds for a revolution in school education system in the state. Taking the cue from them, today there are a slew of very good and very competitive private schools everywhere, churning out students able to face national and state competitions with little or no disadvantage. The results of the entrance examinations to the most sought after professional courses each year, such as medicine and engineering, are ample evidence of this. The state of government schools however remains pathetic by and large, except for a few model schools where the government is concentrating extra effort to improve. We await the day when all government schools are lifted out of the pit they are in because of corruption of the power elite which sold jobs as in open auctions for generations.

In higher education, there is little to be said still. No students whose parents can afford the cost want to do their college in Manipur. If allegations by college teacher are anything to go by, appointments are still made arbitrarily. One of the demands of the striking college teachers who stopped work recently was for the government to undo certain allegedly undeserving appointments of principals. They pointed out many issues, including one where fake Ph.Ds from a fake university in Shillong was used to score Academic Performance Index, API, points. The case of this fake university was widely publicised in the country and in the state. It is believed many college teachers in the state, and not just the one appointed as principal, had used fake Ph.Ds from this university for career advancement. How can anybody or any professional community who swear by quality education remain silent on this? Why are the government and the multiplying number of students vigilante bodies mute on this? Let it be known, though on paper Manipur`™s literacy rate is high, most of these literates hold degrees or skills with little worth in the real competitive job market. At best, they can join the corrupt culture of paying bribes to get government jobs.

After reaching the state he already held a meeting with secretariat official yesterday on the issue of minorities in the state. Today he met the minority community leaders at Classic Hotel.

He mentioned that his visit is to meet minority leaders of the state and share the knowledge of minority problems and grievances faced at present. He said he was appointed as National Commission for Minority member on January 27 2014 and is in-charge of Manipur and other two states Tripura and Meghalaya.

Before this he was in-charge of Madhya Pradesh, Bihar and Orissa. Yesterday arrived in the state from Nagaland. During his visit to the state he is focusing on the Prime Minister`™s 15-point programme and overseeing how the Multi Sector Development Programme is implemented in every state.

He further said MSDP is applicable in seven districts of Manipur and about 20% minority habited areas qualify for MSDP. On yesterday`™s meeting, he said he reviewed all the MSDP schemes and 15 points of PM schemes. He said that he asked for reports of all scheme and minority problems within one week.

He said that during his visit he will take report from all section of minority peoples of the state and hear their problems. These will include interactions with Muslim, Christian and Buddhist communities, he added.

Amin Shah Parliamentary Secretary MOBC said that MSDP schemes and other minority schemes implemented in state are done after thorough screenings.

So it is right time to highlight every grievance of minority and what are problem facing in minority in our state, said Amin Shah.

IMPHAL, April 12: The MOBC schemes beneficiaries are selected after rigorous screening by concern authorities in order to ensure the benefits reach the needy and poor only said Amin Shah, Parliamentary Secretary MOBC, Schedule Cast, Science and Technology, and Fishery, Government of Manipur.

Delivering a speech in a simple function of distributing tins, fingerlings, and machineries at his resident at Kshtrigao Bengun for Kshetrigao constituency, he said that as the state`™s financial situation is facing constraints, selecting beneficiaries of MOBC is becoming very difficult. The numbers of beneficiary for 2013-14 has reduced from previous years as authorities this time have selected only genuine beneficiaries through proper screening.

He further said that under the MOBC schemes housing, fishery, embroidery and tailoring are included for minority and OBC communities. The total numbers of beneficiaries is 264 households from OBC and another 264 from minority Muslims for whole state, he added.

He said that the numbers of beneficiaries are much less than those applying in each constituency. For his constituency there are 65 beneficiaries for housing for OBC and 55 for minority Muslim; for fishery 77 for OBC and 80 for Muslim; for embroidery and tailoring 20 for OBC and 20 for minority Muslim. These have been distributed accordingly needs, he said.

He said a number of the beneficiaries were given benefit from his own personal funds, he further said.

He said that in 2013-14, around 10,000 beneficiaries applied and from them only 500 ended up as beneficiaries. This being the case, selection has been very difficult, he said.

The Chief Minister has also pressured the Central government for increase in the number of beneficiaries for Manipur, he said.

During the selection of beneficiaries for Kshetrigao constituency, polling committee members were engaged to ensure the benefits reached only the most deserving.

He appealed to the people covered by MOBC schemes to use the items received properly and to uplift themselves. He said he was dismayed to hear of some individual who sold their items distributed by MOBC.

He said many rich people also slyly apply, so the concerned authorities in each constituency have to be on the alert.

The police version of the ‘encounter is that on the early hours of the 7th, STF came across more than a hundred ‘smugglers’ carrying red sanders logs. When challenged, the ‘smugglers’ attacked the force by pelting stones. In self-defense, the STF fired ‘random’ shots, which resulted in the death of 20 people.

The CDRO team’s observations at the encounter sites raise serious doubts about the police claims. The highlights of the observation are:

1.  The part of the forest where the encounter took place has no red sanders. There are no red sander trees within many kilometers of the site.

2.  Only twenty dead bodies were recovered (along with a few logs). Which begs the question, what happened to the rest? Where are the injured? Where are the arrests? What happened to the many logs that they were supposed to have been carrying?

3.  Blood stains are only found on the spots where the bodies were lying. There are no random blood marks on the ground, as one would expect in a random firing.

4.  There are no bullet marks anywhere on the encounter sites. No bullet holes on trees, the clay mounds or on the ground. In the ‘random’ firing every single bullet seems to have found it’s mark – the upper body of the victims. (In fact, media reports say, quoting both the witnesses who saw the bodies and the doctor who conducted the autopsy, that the bullet injuries are primarily on the upper body and the shots have been fired at close range.)

5.  The encounter sites are not stony at all. There are simply not enough stones to throw. (And we are talking of people carrying a very heavy load, using both hands to balance a log on their shoulders, throwing stones at an STF party armed with automatic rifles.)

6. The bodies were not lying among the trees or spread all over the space, as one would expect in a random encounter. The bodies were very conveniently found lying next to each other in two clearings inside the forest. Both encounter sites are clearings, and more or less accessible from the Jeepable road. Places where it is easy to bring in bodies (or people to be shot).

7. When the team tried to meet to forest officials to take their version of events, the team was threatened with dire consequences. Eventually, a case was registered against the team under the Forests Act for trespassing (other charges may also have been slapped).  Those charged include rights activist Mr.Chandrashekar (general secretary CLC, AP) who had moved AP high court, demanding that a murder case be registered under section 302, and due process laid down by the supreme court be followed and that the case be investigated by a neutral central agency like CBI and not AP police (who is the accused in this case).

 

Demands

1.  Case has to be registered under section 302 of IPC against the police personal who are responsible for the killing of red sandal coolies.

2.  An independent inquiry commission should be appointed to inquire this case without the involvement of AP police who is the prime accused.

3.  Immediately withdraw the cases that has been charged against the activists.

12th April 2015: Manipur Students’ Association Delhi (MSAD) organised an interaction program with a team of Manipuri film personalities on 11th April, 2015 (Saturday) at Delhi University Park, Delhi (North). Film maker Romi Meitei, actor Kaiku, actress Dodona Potshangbam and cinematographer Radhamohon were part of the team.

The interaction programme was attended by a large number of students and individuals from Manipur in Delhi. The film team shared their experiences on working in the film industry to the students. They also replied to the various questions raised by the students.

MSAD urged the team to produce films based more on innovative ideas, films with social and historical importance rather than for commercial benefits only. MSAD also wishes them success in the future.

The interaction program ended with a one minute silence to condole the sudden demise of eminent lyricist and writer B. Jayentakumar Sharma.

NEFIS(North East Forum for International Solidarity)  demands immediate arrest of army personnels  who raped three women in Karbi Anglong district of Assam. It is to be noted that AFSPA(Armed Forces Special Powers Act) is imposed in Karbi Anglong district of Assam under which Army officers have legal immunity for their actions. There are serious chances of putting even this rape case under the carpet as done earlier. Police can not take any action against the perpetrators unless the Home Ministry gives permission for the same. Such provisions clearly stand against common masses as such cases are gross violation of human rights and justice. NEFIS will take up the issue in the coming days against inaction against the rapists.
