IMPHAL, April 28: P.B Acharya, the Governor of Nagaland, Assam and Tripura, has expressed his happiness to have visited the `Tingkao Ragwang Chapriak Phom (TRCP), Assam, Manipur and Nagaland at Chingmeirong, Imphal yesterday.

An official statement of the Governor stated that `The primordial religion of the Zeliangrong people known as Tingkao Ragwang Chapriak is a very old and vibrant form of religion like the `Sanatan Dharma` meaning an ancient and eternal religion . `The soul, the eternal life force is the God` and its existence is the manifestation of life`.

The Governor further expressed his gratitude to the president of the TRC, Meisonglung Pamei and his colleagues including Prof. Gangmumei Kamei, Chaoba Kamson, Henry Poute, D Kathuna, Kasim Ruivah and all the members of the TRCP for having been shown a warm reception in traditional way.

The Governor said that he has visited the temple of Ima Khunthokhanbi on the same day and participated in the Lai Haraoba festival of the Sylvan deity.

The vibrant festival associated with dancing and chanting of the evolution of nature and formation of human being is a joyous experience, he said adding that he belief that preserving this kind of vibrant festival and religious realm will bring a calm and peaceful atmosphere in Manipur called by the Japanese as `A flower on the lofty mountain`.

IMPHAL, April 28: Ramrei villagers of Ukhrul district have today demanded the concerned authorities to shift away the 4th IRB Company from their village.

The IRB post was recently set up in the village on January 29, this year.

Village headman Shimdhar Zimic said the presence of the security personnel is creating a fear psychosis among the villagers especially the women and children.

The IRB post was set up suddenly in the newly constructed village community hall without any prior information to the village, he said.

A school is also located nearby to the post and the IRB personnel are using the toilet facilities of the school thereby disturbing the school atmosphere, he continued.

Very recently, some of the IRB personnel had entered into a quarrel among themselves after getting drunk and had even fired some blank shots, the village chief continued.

The incident has created a fear psychosis among the women and children restricting their movement in the village, the headman continued.

Regarding the inconveniences of the villagers due to the presence of the security post, the village head had submitted a written complaint to the concerned Ukhrul DC and Manipur Commission for Protection of Child Rights urging to help in shifting the IRB post from the village, Zimic said.

Unfortunately there has been no positive response from the government`™s side on their demand, he continued.

He demanded as to what was the reason of bringing the IRB post in the village.

Since the IRB personnel are occupying the village community hall, the daily and monthly activities of student unions, katamnaolong, sanaolong and the Natural Resource Management groups have all been affected, he continued.

NARM-G member Z Samuel who was also asaid the community hall was recently inaugurated and used for conducting meetings and function of the student bodies, women unions and others occasions of the vilagers.

IMPHAL, April 28: Chadonang villagers today demanded that the government should chalk out a way to pump out the water which has submerged their fields due to the closing of Mapithel Dam Watergates.

They have also demanded that the government should properly decide on the re-settlement issue of the affected upstream families.

A media team today visited some paddy fields which had been submerged after the waterways of the dam were blocked.

Speaking to media persons, a villager Ksh David said the government is yet to complete compensation distribution even though an agreement was signed earlier with the villagers.

Violating the terms of the agreement, the government has started evacuating villagers with the explanation that water level is rising and submerging the villages, he said.

We have no desire to give our land, but only in the interest of the people and the developmental work taken up by the government, we had decided to sacrifice our land, he said.

All that the people was hoping for was the government to atleast honour their side of the agreement, instead of violating the rights of the people, he continued.

Highlighting some points of the agreement signed with the government, he said it was agreed upon that the compensation amount will be distributed in two phases and if there were any delay than the government will pay a 12 percent interest rate extra.

Now, the compensation has been distributed for atleast six-seven phases but it is not yet completed, he claimed.

The government is now trying to evacuate the villages forcibly using police forces, he continued.

Being the guardian of the Manipuri people, Chief Minister Okram Ibobi Singh should atleast show some sympathy towards the grievances of the upstream villagers affected by the Mapithel Dam construction, he stated.

A farmer, Senghao Kasum charged that the government has not come forth to settle the issue of their resettlement.

We are farmers and our land has been submerged in water, they said.

Condemning the government`™s negligence, one of the farmers said one day the farmers and their children will raise their voices and then the government will have no solution.

Citing that their future is in grave danger, he said students are unable to concentrate on their studies.

If the children groom to be anti-social, no one other than the government should be blamed, he warned.

The government needs to consider the villagers as humans and not animals he said and continued that the attitude of the present government cannot bring any good consequence in the future.

Another villager who identified himself as Dominic said blocking the waterways of the dam without even settling the affected villagers amount to violation of human rights by the government.

He said around 100 hector of field have been submerged already and the villagers will face food scarcity next year. This is only creating apprehension and fear psychology among the villager, he continued.

At the same time, the villagers, he said, have pledged that even if their homestead gets submerged they will not move from there until the government fulfills the agreement signed earlier.

IMPHAL, April 28: The first day of the United Naga Council`s 48-hour total bandh that started from the midnight of April 27, affected normal life in the Naga dominated areas in State.

Vehicular movement in Chandel district came to a grinding halt due to the bandh.

The UNC had called the bandh demanding intervention of the Government of India on the issue of Alternative Arrangement for the Nagas outside the Government of Manipur and the pending Indo-Naga political settlement.

In Chandel district, the bandh was enforced by volunteers of Chandel Naga People`s Organization (CNPO), who blocked the Pallel-Machi road at Tuishimi, Chakpikarong Sub-Divisional road, Imphal-Moreh section of National Highway-102 at Lamkang Khunou and Chandel District Headquarters road at Liwa Changning.

During the bandh, all the roads in the district including the Imphal-Moreh section of NH-2 wore a deserted look as private and commercial vehicles stayed off the roads.

Shops and other commercial establishments in the district headquarters also downed shutters for the day.

However, vehicles carrying patients, religious programmes and other emergency services including media persons were exempted from the purview of the bandh.

Education minister Moirangthem Okendro and his team comprising of MLA of 42 Tengnoupal A/C and SP Chandel coming from Imphal towards Moreh were also detained for a while by the bandh supporters at Lamkang Khunou along Imphal-Moreh Section of National Highway this morning.

Speaking to media persons, CNPO`s information and publicity secretary John Chothe said that the organization fully endorsed the 48-hr bandh called by the UNC in pursuit of its demands.

While appealing all concerned to extend co-operation to the ongoing bandh, he urged the government to consider the demands of the UNC and solve the pending Indo-Naga political issue at the earliest.

Meanwhile, the ongoing total bandh also hit hard normal life in Tamenglong district.

All government offices, business establishments and markets in Tamenglong district Headquarters remained closed for the day.

However, educational institutes remained open.

Passenger services plying along Imphal-Jiribam road, NH-37, Imphal-Tamenglong and Imphal-Tamei road also remained off the road.

Noney Bazar also bore a deserted look though some shops were opened during the course of the bandh. There are also reports of bandh supporters damaging windshields of several private vehicles for defying the bandh call.

IMPHAL, April 28: Altogether 13 individuals have come forward alleging that they were duped of around Rs 40 lakhs by a man on the assurance of providing loans which could be as high as Rs 1.5 crore under the Reliance Finance Private Limited.

The 13 individuals called a press conference in this regard today at the Manipur Press Club.

One of them, Kh Ibohal Singh of Lilong Nungei identified the alleged defrauder as Yumnam Samanda Singh of Langmeidong Mayai Leikai.

According to Ibohal, they have also decided to take legal action against the man in case he fails to sanction their assured loans or return their deposited amount within 15 days.

He said, Samanda had approach them individually identifying himself as an agent of Delhi-based Reliance Finance Pvt Ltd and manager of another NGO based in the State called the United Social Empowerment.

In January 2014, Samanda asked them to deposit some charges and to avail loan from the Reliance Finance Private Limited which according to a paper provided by him was incorporated under the State Financial Act 1951 Regd, Ibohal said.

Believing him, the 13 of them had all individually deposited some amount according to their desired loan value, however, even after that Samanda continued to ask them for more charges with the promise every time that the loans will be provided in three-four days, he continued.

And by now they had collectively deposited around Rs 40 lakhs to Samanda although they are yet to receive any loan from him, Ibohal lamented.

Around some time back, they got worried and approached Samanda at his United Social Empowerment office at Nagamapal Kangjabi Leirak Machin, he said.

When Samanda refused to sanction their loans, they decided to check the Delhi office of the Reliance Finance Pvt Ltd, he continued.

It was only when they reach Delhi and found that the office was nonexistent that they realized they have been duped, Ibohal lamented.

He identified the other 12 duped by Samanda as Irom Bijenty Devi of Thoubal Leishangthem, Khaibam Ibohal Singh of lilong, Yumnam Ramakanta of Longmeidong Mayai leikai, Hijam Meinya of Lamdeng Sabal Leikai, Waikhom Memtombi Devi of Ningomthongjao, Ngangbam Imocha Singh of Yumnam Leikai Lairembi, Takhellembam ongbi Kethokpi Devi of Sangaiprou, Ningthou Singh of Langmeidong Mayai Leikai, Laishram Romikanta Singh of Moirang, Ningombam Sanayaima Meitei of Langmeidong, Pheiroijam Ibeyaima Devi of Sagolband Takyel Kolom Leikai, Ngangom Mansana Singh of Khurai and Dr RK Vidyarani of Ningthoukhong.

IMPHAL, April 28: An alleged hardcore member of Zeliangrong United Front (ZUF) who was reportedly tortured inhumanely in half-naked in full public view before arresting him by a team of 8 Assam Rifles led by its Commanding Officer from Noney, Tamenglong district on April 6 was rearrested by police from Sajiwa Central Jail today.

The rearrested member of the outfit has been identified as Joseph Rongmei, 35 son of Gaikhaning Rongmei of Noney Part IV Peaceland under Noney Police Station.

It may be recalled, he had earlier been handed over to Patsoi Police Station, Imphal West after an AR team allegedly tortured him inhumanely.

Nungba Police Station had registered a case against him under FIR no 28 (4) 2015 NBA PS. Accordingly, Chief Judicial Magistrate, Tamenglong remanded him to police custody up to April 21 last. He was again remanded to judicial custody thereafter.

It is said that Joseph Rongmei was rearrested from the Sajiwa Central Jail by police in connection with a case registered at Khoupum Police Station, Tamenglong district after taking permission from the concerned court.

He is now under the custody of Lamphel Police Station, Imphal West as part of requisition process of the case.

The Assam Rifles had claimed that a 9 mm pistol, 19 live rounds and cash amount of Rs 10,000 were found from the possession of Joseph Rongmei at the time of his arrest.

According to the AR, Joseph Rongmei is a self-styled captain and Noney Area Town commander of ZUF.

He is also said to have been involved in the ZUF ambush laid on a team of 8 AR at Noney as well as on a team of 2/5 GR at L Khunou village in March.

Deposition of the prosecution witnesses of the case had started from yesterday following an order passed by the court. The three prosecution witnesses including a woman whose statements were recorded today in connection with the case are identified as RK Napoleon Singh; L Ibeyaima Devi and Director of Forensic Science Laboratory (FSL), Guwahati.

Sources said the Director of FSL Guwahati during his deposition before the court verified the signatures of those forensic experts who seized several materials from the outfit`™s Chairman and his close aides.

It may be mentioned that two of the prosecution witnesses of the case, an Under Secretary of Ministry of Home Affairs (MHA) and an IAS Officer serving under the Government of Manipur failed to appear the court yesterday despite being asked to do so.

IMPHAL, April 28: Several Autonomous District Council members of the Congress have joined the BJP which is a clear sign of the party`™s gaining strength in the State, said BJP Manipur Pradesh president Th Chaoba today.

The leaders of the hill districts seem to have chosen their party affiliation well, he said.

He was speaking at the party`™s Nityaipat Chuthek office welcoming 18 leaders from different political parties including Congress and MPP.

With the joining of the ADC members, the likelihood of BJP winning maximum numbers of seat in the June 1 ADC election has also increased, Chaoba observed.

The BJP, he said will contest all 144 seats of the ADC.

Chaoba said the party needs support from the public to implement developmental works in the State.

During the past 13 years of Congress rule in the State, development has never reached the hill districts, he said taking a jibe at the Ibobi led Congress government.

Instead, the Congress government has only been interested in contract works and its MLAs and ministers have been only fighting for contract works, he continued.

Such malpractices cannot ensure success for long, he added.

It is the right time for the State to totally abolish the Congress government starting from the ADC election, Chaoba stated.

BJP national executive member Tapir Gao who had launched the party`™s website www.manip urbjp.org earlier today said the joining of the politicians has strengthened the party.

Our country is in a transitional phase under Prime Minister Narendra Modi after 10 years of Congress rule in the Centre, he said.

During the inspection of Sangaiyumpham Cherapur Primary School, rooms of the school were found reeling under pitiable state.

Members of the students`™ organization came to know from locals of the area that students of the schools are being taught by a teacher in his residence as regular class in the school had not been conducted in absence of proper school building and facilities.

Quoting the locals, the release alleged that students of the school are deprived of mid day meal scheme, uniforms and textbooks under SSA.

As headmaster of the school has not turn up for so long, locals of the area are now not able to recollect identity of the headmaster, it said.

IMPHAL, April 28: Members of Muslim Students`™ Development Organization (MSDO) paid an inspection visit to government schools situated in Sangaiyumpham area, Thoubal district today and found several schools in dilapidated condition coupled with absence of students and teachers; claimed a press release issued by MSDO on Tuesday.

During the inspection of Sangaiyumpham Cherapur Primary School, rooms of the school were found reeling under pitiable state.

Members of the students`™ organization came to know from locals of the area that students of the schools are being taught by a teacher in his residence as regular class in the school had not been conducted in absence of proper school building and facilities.

Quoting the locals, the release alleged that students of the school are deprived of mid day meal scheme, uniforms and textbooks under SSA.

As headmaster of the school has not turn up for so long, locals of the area are now not able to recollect identity of the headmaster, it said.

The release cautioned that the student`™s organization will compel to close down the school if its building is not repaired to ensure regular class in the school by the concerned authority at the earliest.

Informing that the members of the organization also inspected Puleipokpi Primary School during which it came to light that quality control had not been maintained in its construction, the release demanded immediate halt to further construction of the school.

It also alleged that headmaster of the school misappropriated materials sanctioned for its students.
