Cocoon buyers and sellers meet concludes

IMPHAL, April 25: The target set for cocoon production for Sericulture farmers in the State for this year has been met which is a sign of good progress, said Sericulture minister Govindas Konthoujam today.

The minister was speaking to media persons on the sidelines on the closing day of the Cocoon Buyers`™ and Sellers`™ Meet 2015 at the Project Management Complex Sangaipat today.

He said the Sericulture department is targeting employment generation by means of employment oriented schemes for the educated youth of the State who are flocking out of the State in search of employment.

The Sericulture department and the Veterinary and Animal Hunbandry Directorate are trying to bring back the educated youth of the State with promises of employment, under the initiative of the Chief Minister, he continued.

These initiatives will be undertaken under the funding of Special Plan Assistance and the North East Region Textile Promotion Scheme (NERTPS), he said adding that the increase in production of cocoon by the farmers this year as was witnessed during the meet is because of the government funding.

He said the production target was 8000-10000 kg and the farmers have already met the 8000 kg target, however, the demand inside the State alone is very high and our farmers are unable to meet the demand.

If the farmers can increase the cocoon farming by three-four times as of the present in a year, buyers from outside the State will also be called in the next edition of the Buyers- Sellers Meet, the minister said,

He further continued that even though the price of Rs 400 per kg of cocoon is high as compared to other States like Tamil Nadu, Karnataka, etc, the quality of cocoon produce in the State is of international quality.

He said he along with the officials concern including the principal secretary and the director are all ready to help any farmer who has any problem.

He said the failure of the Manipur Sericulture Project Phase I has been a big lesson for the government.

Manipur is top among the States of the country in Taser Silk production, why can`™t it be the same for the other varieties like Muga, Iri and Mulberry, he said.

We have good potential and suitable soil for sericulture purpose and our Manipuri women are traditionally accustomed with the work of Sericulture, he said.

According to Sericulture director, Waikhom Ibohal, altogether 376 farmers participated in the four-day long meet and had produced 6859 kg of cocoon.

He said farmers from all districts except for Tamenglong participated in the meet with 143 farmers from Imphal East who produced 2860 kg of cocoon with a Shell Ration of 17-28 percent, 40 farmers from Imphal West who produced 1600 kgs with SR of 18.3 to 26.5 percent, 128 farmers from Thoubal who produced 1140 Kg with SR 19.3-27 percent, 47 farmers from Bishnupur with 742 Kg production and SR of 13.3-24.6 percent, five farmers from Kangpokpi who produced 120 kg with SR of 22.7 percent, six farmers from Churachandpur who produced 242 Kg with SR of 19.3-25.8 percent, four farmers from Senapati who produced 125 Kg with SR of 19.8 percent and three farmers from Chandel with 30 Kg production and SR of 20.3 percent.

Today Nepal was devastated by an earthquake measuring 7.9, the biggest in 80 years the nation has seen. Our heart goes out to the sorrows the Nepali people are facing now.
This article has nothing to do with the earthquake, but one to recall the trauma`™s the nation has been going through the decades. It is from the IFP archives written a decade ago, after a visit to Kathmandu when the country was still a monarchy, but civil unrest under the banner of the Maoists was building up. What came across as remarkable at the time was a strong undercurrent anti-India feeling on the streets of Kathmandu. The article is reproduced as some of the core issues of identity and conflict remains the same though a lot has happened ever since. The issues are also in many ways a reflection of similar issues in the Northeast and Manipur.

Is Nepal in for an ethnic strife of the variety that much of the northeast region of India is going through? The starkness of this question became evident even during a 10 day stay in the nation`™s capital Kathmandu to take part in a European Union sponsored workshop on Xenophobia and Racism for South Asian countries, and jointly organized by five different NGOs from the various South Asian countries and one from Europe.

This is one question which is increasingly gaining currency in this landlocked Himalayan kingdom. Apart from the caste-Hindu (those falling within the four-fold Hindu varna or caste system) Nepali, who are basically of Indo-Aryan descent originally having migrated from India, there are 59 officially recognized ethnic indigenous communities in the state, although the actual number is as much as 102. Most of these communities are of the Mongolian stock speaking variants of the Tibeto-Burman language strain. The sanskritized Nepali language (or Khash Nepali), which is the official language of Nepal, serves as the lingua franca of the country and Nepali population in neighbouring countries, most prominently India. In recent times however, there has been an unprecedented upsurge in the identity assertion by most of the 59 indigenous Nepali communities, each claiming to be unique linguistically and conturally, but sharing their living space with other neighbouring communities.

Declining Hindu population:

Curiously, this resurgence of identity amongst Nepal`™s ethnic communities is marked by tendencies towards revivalism. As a result, this theocratic Hindu nation is witnessing a rapid decline in the Hindus population since the 1991 decadal population census. It is unlikely the revivalism wave will be total, as is the case with all such phenomenon everywhere, but if it was to be so, the official claim of the country being 90 percent Hindu may have to revise the figure to far less than 40, the indigenous, non caste-Hindu population in the country being close to 50 percent, and another 10 percent or so constituting of Buddhists, Muslims and Christians.

The Nepali communities falling within the Hindu varna are: The Hill Brahmins constituting 12.7 percent, the Chhetri (15.8 percent), the Yadav (3.9 percent), and the Kami (3.9 percent). Among the major indigenous communities are the Magar (7.1 percent), Tharu (6.7 percent), Tamang (5.6 percent), Newar (5.5 percent) and the Rai (2.8 percent). Nepali Muslims account for 4.3 percent of the country`™s population.

Rise of the Kirat:

Today more and more of Nepal`™s ethnic communities are registering themselves as followers of Kirat or indigenous animism which they now forcefully assert is as much a religion as any other. The rate of growth of the population registering themselves under this religious category in just the past decade beginning 1991 is estimated at 157 percent. Christianity is also on a rapid increase. During the same decade, followers of the religion is said to have grown 226 percent.

According to Balkrishna Mabuhang, a lecturer in the Tribhuvan University Kritipur, teaching in the central department of population studies, who belongs to the Limbu indigenous community, in the past, the practice has been to enlist anybody who does not belong to the established religions, most particularly Islam and Christianity, as a Hindu. The result has been the total denial of an independent space for the cultural, religious and other practices of the indigenous peoples of Nepal he said. Some terms and labels very familiar to India`™s northeast, such as `sankritization of culture`, `Hindu colonization`, `Brahmin hegemony` etc, are today becoming part of the parlance in any discussion on the indigenous question in Nepal.

Mabuhang says for instance that Nepal`™s indigenous population without exception love meat eating, including beef. But the superimposed Brahmanical order has declared a ban on cow slaughter. Persons guilty of the crime is punishable by a prison term of 15 years and those found selling beef can earn a jail term for 6 years. Many of the indigenous population including Kathmandu`™s dominant community, the Newars, who have not been able to give up the taste of beef has found a substitute `“ Buffalo meat. The meat is widely sold and eaten in Nepal today, and one finds the meat openly sold and relished even in vending shops on the streets of Kathmandu.

Not tribals please:

Curiously again, the non-caste Hindu population refuse to be called `tribals`. They prefer to be referred to simply as `indigenous people`, or `ethnic nationalities` or `Janjatis` saying the concept `tribal` carries with it negative and derogatory images, quite unlike in India where the official incentive structuring has brought about a total metamorphosis of the concept of pride and prejudices with regards to the term. There is no reservation policy in the country, although it is quite likely demands for such a policy may grow in the near future, considering 80 to 90 percent of all the white collared jobs in the country is currently the monopoly of the upper caste Brahminincal order. As of today the prospect of preferred treatment is met with a degree of indignation by many amongst the indigenous population who feel the pinch on their pride at being thus patronised. `We want equality not patronization,` they said.

Quite predicably, the main thrusts of the demands by the ethnic communities of Nepal today are:

* Equality of Language: Nepal has `Khash Nepali` as the official language. Everybody citizen in Nepal is expected to be proficient in it for all official transactions and job recruitment is to be based on it.

* Secular policy: Nepal is a theocratic state and Hinduism is the state religion. The Hinduism here is also openly discriminatory against non-caste Hindus, non-Hindus and the Dalits. Nepal`™s indigenous populations now want their traditional religion and customs to be officially recognized and given the freedom to be pursued and practiced.

* Ethnic autonomy and ethnic self-rule: There is also a growing demand for autonomy of the traditional territories of the ethnic communities where each can preserve their identities and customs more freely.

Maoist fodder:

Interestingly, the ongoing Maoist insurrection in Nepal encompasses all these aspirations within its revolutionary objectives. It is not a co-incidence hence that the backbone of this insurrection is formed by the indigenous population of the country. According to knowledgeable sources, 65 to 70 percent of the country is under the control of the Maoists, and the government controls merely the Kathmandu valley and its adjoining districts.

The question that not many are asking at the moment however is, what if the Maoist movement in the country fails? Would that amount to the subsiding of the growing ethnic identity assertions as well? The Maoist movement which draws much of its succour from the expanding ethnic churning is not secessionist. It is on the other hand a movement that seeks to re-order the power structure in the country by overthrowing the monarchy and ushering in a communist egalitarian rule. They are able to hold the energy unleashed by the ethnic unrest for the moment but what if the Nepali state manages to break the Maoist movement? Where would this energy go? Unchannelised, this energy can become a very dangerous loose cannon, destructive on its own, but viciously so when it falls into the hands of vested sectarian interests. Is Nepal in for the extremely divisive and fissured politics of ethnic insurgency as is witnessed in most of northeast India today? These are questions which should surely begin to ring the alarm bells sooner than later.

Insipid politics:

Compounding Nepal`™s problem is the insipid politics in the country. The monarchy which has grossly over-lived its utility, despite the popular demand for the ushering in of democracy, have shown no intent of relinquishing power. This notwithstanding there are not many who doubt its days are numbered and sooner than later it would be reduced to what it is virtually now `“ a vestigial organ. But the country`™s trouble is, at least for the moment, there seems no institution capable of filling the political vacuum this would leave. The various political parties continue to fail miserably to raise even one leader capable of taking on the challenge. They are mutually suspicious of each other, and indications are, the monarchy would be able to divide them to destroy the anti-monarchy movement they now are jointly leading currently. Nepali intellectuals are however convinced that even if a compromise is worked out between the monarchy and the political parties, it cannot end the pro-democracy movement of the people. In the eventuality of a possible compromise between the monarchy and the political parties, not just the monarchy, but also the traditional political parties may end up alienating themselves from the people.

Complex problem:

The complexity of the situation is again highlighted by the fact that the power tussles and equations are not just between the people and the ruling institutions. It is also between the different sections of the people as well. Call it the curse of democracy in its infancy, but democracy`™s mode of power sharing is creating many fissures within the Nepali society. Learning from the northeast experience, we can quite comfortably predict these fissures will harden further in the near future.

Furthermore, Nepal`™s poverty is amplifying its problems manifold. It is a large country with not enough for everybody. All the resources of the country are funneled into the Kathmandu valley, just about half the size of Imphal valley, but with a population of nearly 25 lakhs concentrated in it. Beyond the valley, there is practically nothing in terms of economic infrastructure or administrative presence, according to local journalists and intellectuals who have done extensive field studies. Poverty is all pervading and in such a situation, the sense of deprivation and neglect is natural. Not that everybody is well off in Kathmandu where most of the government infrastructures are concentrated. A mid level class one government officer in the Nepal government for instance draws approximately Rs 10,000 in Nepali currency, equivalent to a little over Rs 6000 Indian rupees.

Roots for mistrust:

But in an atmosphere of all round deprivation, relative prosperity is often interpreted as exploitation as we in the northeast have all seen all too frequently. The Sherpas for instance are seen as a major asset for the Nepali economy. They bring in big money spending foreign tourists, and today because of the mystique attached to this mountain community, prestigious mountaineering gears, ruggedly fashionable jackets, perfumes etc, use the community as their brand names. And yet, the revenue the Sherpas bring into the country, tend to ajain find their way back to Kathmandu even at the cost of the continued neglect of the Sherpa territory in the upper Himalayas. It may be a natural tendency in an unregulated or poorly regulated economy for wealth and commerce to concentrate in urban areas where it can transact and multiply most easily, but the natural pressures of economics is often overlooked and communal and sectarian motive attributed in a situation of widespread impoverishment. We have also seen this happen in our own environment before to mistake it for anything else.

Nepal`™s road ahead is as far as anybody can see it, arduous. Its salvation will have to lie in its ability to throw up capable, considerate, firm, visionary leadership and politics. We wish it precisely this so that its agonizing solitude is not prolonged unnecessarily.

IMPHAL, Apr 25: Peeved with the unwarranted steps taken up by the Thoubal Municipal Council regarding allocation of sheds for women fish mongers at Thoubal Market, women fish mongers at the market have launched hunger strike at Thoubal Wangmataba Waiting Shed from today.

As stated by the fish mongers who were present at the protest demonstration, there had not been any understanding brought about between the Thoubal Municipal Council and fish mongers till date regarding the allocation of sheds at the market.

They expressed discontentment on the Chief Minister and officials of Thoubal Municipal Council for remaining as silent spectators to the month-long impasse over the allocation of sheds.

Reiterating that altogether 39 women fish mongers at Thoubal Market have submitted Xerox copy of their vendor license to Thoubal Municipal Council as instructed by the council but there has been no response so far, the women fish mongers pledged that the hunger strike will continue till their legitimate demands are met.

They also cautioned that any untoward incident arises thereof should be the sole responsibility of the government and Thoubal Municipal Council.

Placards inscribed with slogans such as `We condemn highhandedness of Chairperson of Thoubal Municipal Council`™, `We demand resignation of the Chairperson`™, `Shift women fish mongers to their original sheds`™ etc were used at the protest demonstration.

IMPHAL, April 25: Indian Journalists`™ Union (IJU) national secretary Geetartha Pathak has earnestly appealed to the State government to support the implementation of the recommendations of the `Majithia Wage Board`™ in the State which has already been accepted by the government of India on October 25, 2011.

Speaking at a press conference held today at the Manipur Press Club, the IJU national secretary stated that the journalist community deserves a decent pay for a `decent living` and enjoy proper pay which is a ppropriate to their efforts made day and night in gathering and processing news reports.

He said the working journalists of the State should stand united and raise their collective voice to fight for their legitimate right.

Considering the present skyrocketing prices of commodities in the market it would be difficult for the State journalists with the minimal standard of pay to even maintain their lives, he said.

The IJU national secretary is on a visit to the State along with Press Council of India member Keshav Dutt Chandola to assess the conditions of the working journalists in the State.

Keshav Dutt said that it would become difficult for the small and medium newspaper establishments in the northeastern region if their respective State governments continue to maintain the low advert rates as compared to the rates of the Directorate of Audio-Visual Publicity rate card.

He highlighted that while the current rate of DAVP advert is Rs 10.69 per square cm, the Manipur government`™s advert rate is a mere Rs 10 per column centimeter which is quite less when compared to the former.

He further appealed to the State government to allocate the advert rate in accordance with the current DAVP rate card in the interest of the journalists and news publishers as a whole and help them to survive without much economic pressure.

The PCI member further appealed to the State governments of the NE region to implement the recommendations of the wage board in the larger interest of the working journalist and also assured that the PCI will always be there to extend any assistance for the welfare of the journalists`™ community.

IMPHAL, April 25: Combing of infected zone and surveillance operations of the surveillance zone have been started simultaneously from today as mopping operation which started yesterday ended successfully.

Official sources from the directorate of Veterinary and Animal Husbandry, said that during the mopping operations altogether 278 fowl were culled and 60 eggs along with 400 Kgs of poultry feed were disposed of by the Rapid Response Teams .

While the mopping operation was conducted by four groups of RRT, combing operation of the infected zone along with police personnel started today.

At the same time, adhering to the action plan to control and contain the avian influenza, another four groups of RRT have started surveillance operation in surveillance zone which falls under 10 km radius from the epicentre, ICAR Lamphelpat.

The same source informed that on the first day, the surveillance operation covered 20 areas lying in both Imphal West and East districts. The areas are Ucheckon, Irilbung, Keikhu, Pangong, Naharup, Kshetrigao, Thambalkhong, Potsangbam Khullen and Awang Potsangbam, Maibakhul, Mongjam, Khonghampat to Pheidinga, Yurembam, Phayeng, Haorangsabal, Sanjenbam, Loitang Khullen, Spinning Mill, Mantri Leikai and Khamaram.

Altogether, 20,859 fowl were culled and 2335 eggs, 5759 Kgs poultry feed have been destroyed since April 19 after the declaration of Highly Pathogenic Avian Influenza, Bird Flu, outbreak with ICAR poultry unit of ICAR Lamphelpat, as the epi-centre.

Meanwhile, in continuation of the house to house survey being conducted by health officials following the confirmation of the Bird Flu outbreak which was first reported from the Poultry Unit of Indian Council of Agricultural Research (ICAR) Lamphelpat on April 18, a total of 37, 485 people of 6606 families in Imphal West and East areas within 3 km from the epicentre were surveyed on flu related diseases today.

According to State level Monitoring Cell under Health Services Manipur, altogether 1, 18, 793 people have been surveyed so far. However, no one was found having symptoms related to Bird Flu disease during the survey.

Today North East Forum for International Solidarity(NEFIS) along with representatives from other organizations of Karbi Anglong submitted a memorandum to the Union Minister of State for Home Affairs demanding an immediate enquiry into the Karbi Anglong rape case.

It is to be noted that three women were raped in Khorsin Athoi in Karbi Anglong by 8 army personnel. AFSPA(Armed Forces Special Powers Act) is imposed in Karbi Anglong district of Assam under which Army officers have legal immunity for their actions. There are serious chances of putting even this rape case under the carpet as done earlier. Police can not take any action against the perpetrators unless the Home Ministry gives permission for the same. Such provisions clearly stand against common masses as such cases are gross violation of human rights and justice. Activists showed their concern over the rising militarization and asked for the immediate roll back of Armed Forces Special Power Act(AFSPA).

KOHIMA, Apr 25 (NEPS): Today, another Assam Rifles jawan was shot dead at broad daylight near Red Cross, Kohima by unidentified gunmen. The incident took place at about 1 PM when the jawans were patrolling. The jawan who was shot dead is identified as Rawat.

Eyewitnesses told NEPS that three unidentified gunmen were seen fleeing through the thoroughfare towards Mizo Church after committing the crime. So far no arrest has been made.

Security has been intensified and heavy frisking going on in the state capital.

Luckily much before the incident, this morning at about 8 there was a procession in connection with World Malaria Day Awareness from Fira Hotel to Old MLA Hostel Junction by hundreds of school students and passing through the very route where today’s unfortunate incident took place. Some panicky students asked, “What would be the consequences if this unfortunate incident took place when such procession was going on?”

It may be mentioned that one month ago on March 26, unidentified miscreants also ambushed on the Assam Rifles jawans near IG Stadium causing injuries to four jawans, two of them seriously.

Just 10 days ago on April 15, a crude bomb exploded at National High Way 2 near Larie Junction, Kohima but no one injured. Again the next day on April 16, another bomb went off at the same National Highway 2, again near Larie Colony, Kohima, injuring at least three innocent people.

The citizens of the state capital, Kohima, start feeling insecure now.

Meanwhile Home Minister Y Patton strongly condemned today’s incident and urged the state police to nab the culprits. He also urged both the Government of India and the NSCN (K) to extend the ceasefire which expires on April 27 this month for the larger interest of the settlement of the long drawn out Naga political issue once and for all.

A One Day Free Eye Screening and Cataract Session was organized by the Management of Advanced Speciality Hospital & Research Institute today, the 23rd April 2015, Thursday from 9.00 AM to 4.30 PM as a part Corporate Social Responsibility Programme of the hospital.  The Session was organized at the hospital premises situated at Palace Compound, Imphal East. More than 500 patients availed the free eye screening session and 80 patients have been listed for cataract operation. The Cataract operations will be conducted on 1st May 2015, Friday and 3rd May 2015, Sunday; registration will start from 7 AM onwards and operation will start from 9 AM. Dr. L. Tondon Singh, Senior Eye Specialist, Dr. Kh. Kamini Babu Singh, Senior Eye Specialist, Dr. L. Chaoba, Eye Specialist, Dr. Kh. Vikram, Eye Specialist, Dr. K. Romen, Eye Specialist and Dr. S. Bobby, Eye Specialist participated the camp along with the support of Ophthalmic Technicians and the staffs of Advanced Hospital. Free medicine, eye drop, etc. were also distributed to the patients.

IMPHAL, April 25: Contending that the government has misled the people of the State by wrongly assuming that the Khongjom Battle took place on April 23, 1891 which is not true as the historic war was fought on April 25; renowned historian RK Jhaljit further claimed that the battle fought between the Manipuri warriors and the mighty British took place at Tengol Lampak near Khongjom River not at Kheba Chingkhong.

He was speaking as a resource person during the observance function of 124th Khongjom Lan Ningsing Numit observed by Major Chongtha Miya Memorial Committee, Manipur in collaboration with Khongjom Battle Memorial Celebration Committee, Manipur at Tengol Lampak, Kakching in Thoubal district today.

The fact that the Khongjom Battle took place on April 25 at Tengol Lampak is clearly written in the British record. As there had not been any error in the British record till date, there is nothing to argue about the date and place of the Khongjom Battle, he said.

Quoting the British record, the historian pointed out that Paona Brajabasi died on April 23 but not at battle field.

Paona Brajabasi and Major Chongtha Miya had sent a request to Konung to provide weapons to them to face the mighty British forces. As the request was turned down, furious Paona Brajabasi holding a sword stormed the Lanjaba Camp of British at Kheba Chingthak but died in his fierce attempt.

On April 25 early morning, the British forces using bomb and artillery attacked the Meitei battle camp at Tengol Lampak. A fierce war took place between the Meitei forces under the command of Major Chongtha Miya and British forces at the area. There had not been any battle fought on April 24, he narrated.

Saying that April 23 could be observed as the death anniversary of Paona Brajabasi but not as Khongjom Day, RK Jhaljit emphasized the need for forming an expert committee to ascertain the facts of Khongjom Battle so that coming generation could know about it precisely.

He went on to say that the then Chief Minister MK Priyobarta had erected a memorial stone and offered tarpan on April 25 at Tengol Lampak in remembrance of the deceased unidentified Meitei soldiers who died fighting against the British forces.

Regretting that the Khongjom Day has been observed by the state government by investing huge amount of money that also in the wrong place and date, he said that it will be a wise step on part of the government if the money invested for observing the Khongjom Day is used for the welfare of the people.

Consultant to Government of Manipur, Dr RK Nimai who was present at the occasion as chief guest admitted that the then CM Priyobarta had erected the memorial stone at Tengol Lampak based on the genuine British record.

He exuded confidence that the government will look into the conflicting facts on the observation of Khongjom Day.

Offering of floral tributes to the statue of Major Chongtha Miya and rendition of Khongjom Parva by Subadani and her team were the main highlights of the observance function which was also attended by former Chairperson of Manipur Woman Commission, Dr Ch Jamini.
