It will come as no surprise that there is an exodus of young aspiring professionals away from the state. In a way it is good, for if and when they return, they will bring back new skills and outlooks. But there is also a fairly good chance a majority of them will not return for at this moment job prospects for them are virtually nil in the state. Nor is there a climate for them to want to return and build enterprises from scratch. It is in this sense a very critical period for the state. Push matters a little farther and things can reach a point of no return, where the best talents leave permanently to find their fortunes elsewhere. If however the state does not allow situation to drift beyond the critical point, who knows, in the years ahead, it may be time for a new renaissance, when the prodigals begin heading home. At this moment though, the picture is rather grim. As for instance, few jobs outside those offered by the government are worth today`™s wage standards, and the government job sector is super-saturated. A selection test for a few dozen state civil servants, or lecturers, once or twice a decade, cannot come as any consolation to the ever growing number of job seekers. There are no signs that the situation can improve in the near future either. The government neither has the resource to create more direct jobs, nor the will or imagination to foster the growth of employment outside itself. All it can do, and has been doing, is to blame the bad law and order situation for its failures. Nobody can deny this is a factor, but it is precisely the government`™s duty to ensure rule of law exists, and it can best begin by practicing what it preaches.

The rule of law is another story, but the immediate challenge is about creating jobs and since the capacity of the government to employ has a definite ceiling, it will have to look at the private sector. For this sector is multidimensional with practically the sky as the ceiling. It can in fact accommodate all, provided the atmosphere is right. An article some years ago, in a popular American weekly, comparing the resurgence power of Vietnam and Iraq, is interesting. And this article comes to mind in the immediate wake of world recalling the war with the 40th anniversary of its conclusion on April 30, 1975 approaching. The author of the article, Michael Hasting, who was also assigned the Iraq beat later, visited Saigon (now known as Ho Chi Minh City) for the story. Forty years after the war, Vietnam is bouncing back. Its economy is buoyant, everybody is raring to go and win his share from it, and in the process contribute his share too. Forty years later, he is not hopeful Iraq can emulate the same feat. Individual entrepreneurship was always very strong in Vietnam, unlike Iraq which was for too long hooked to easy petrodollars. Vietnam`™s economy was built around the enterprising spirit of its people, as well as the skill and discipline of its labour force. By contrast, Iraqis in general have come to be addicted to subsidies, so that in times of crises, such as wars and their aftermaths, while Iraq had nowhere else to look for resurgence, Vietnam could draw strength from within and pick itself up much sooner. Moreover, unlike Iraq which is dominated by a revenge culture, Vietnam was much more practical and outward looking. Even in the midst of the bitter war against America, it was never bitter toward Americans, so much so that Ho Chi Minh was supposed to have written a letter during the war to the then American President, Lyndon Johnson, that Americans would be welcomed back as friends after the war. And Americans are now indeed rushing back to Vietnam, not to make war but as tourists and businessmen.

The uneasy thought is, Manipur seems to be much closer to Iraq than Vietnam at this moment. It is possessed by a culture of revenge and bitterness. It is also almost completely dependent on government subsidies. Private entrepreneurship has been dwarfed, and at best it is about dishonest government contract work or else has not risen above retail trade, which promise money perhaps, but no creative contribution to the economy. There are of course now some individual brilliance beginning becoming visible, but it is still far from a widespread phenomenon. Its education system is in the pit, incapable of producing quality skills or knowledge. Parents who can afford the cost look away from the state increasingly for their children`™s education. These children may not feel inclined to return when they come of age, and they are not at all to blame. Shouldn`™t a rethinking process begin? Shouldn`™t the government be thinking of evolving policies to nurture back to health the general entrepreneurial spirit, instead of allowing its vision to be caught and limited to the percentage cuts culture of the place`™s infamous contractor-bureaucrat-politician nexus?

IMPHAL, April 5: The MLA Thongju constituency, Th Bishwajit said he welcomes any challenge to have an open debates on the developmental work in the Thongju constituency during his tenure, any time and any places. His only condition, he said is that the Thongju electorate should be witness to the debate.

The MLA was speaking at a press meet held at his home office on Saturday.

He further said that he has been seeking such an opportunity to initiate an open debate on the matter of developmental work in the last 10 years tenure of Bijoy Koijam and last three year of his own tenures in the constituency.

Bishwajit clarified the allegation against him was baseless and very unfortunate. He however said Thongju people are witness as to who have done more work for the people.

He further clarified on the issue of the fracas over the earthwork to clean the drainage system between Kongba Kshetri Leikai and Sapam Thongkhong saying it was unfortunate there were some technical failure of the machinery and this resulted in about 15 days delay, which the ex-MLA took advantage of to spread false propaganda.

The aim was to clean the whole length of the drain and not a few meters only. Unfortunate that some from the Sapam clan formed the Kongba Kshetri Leikai South people and tried to split the unity of a locality using false pretexts of the delayed work, he said.

He further clarified that he has no intent of issuing threats to any section of the people of his constituency, as somebody by the name of Mohindro claimed he did.

About the road condition in the Thongju constituency, he said that there was not a single village in the Thongju area which was included in the PMGSY scheme before he became MLA.

After he made complaint to the concern authority, two roads were included in the ninth phases and another four roads in the tenth phase of PMGSY scheme for Thongju constituency. The roads were widened to 18 feet instead of 10 feet which is the specification of the scheme.

Bishwajit promised that by 2016 the road condition of entire Thongju constituency will be in tip top condition and all will be blacktopped.

He said that till 2011 there was not a single crematory in the Thongju constituency. All last rites were performed in the open on the river banks. He therefore decided to take up the construction of crematories in every village, as per the needs and demands of the public.

About the PDS items distribution in the constituency, he answered Bijoy`™s question as to what was the increase in entitlement of the constituency. Bishwajit clarified that he does not have any power to increase quota of PDS entitlement from the allocation earmarked by the Central Government.

He said that the matter is whether the public received the PDS items during his period properly. The distribution system was totally in a mess when he took up office, but today people are getting the PDS item in time. They are getting even the MLA`™s personal quota of kerosene oil from the Assembly, Bishwajit said.

Again, he alleged the ex-MLA Bijoy Koijam of selling the dug earth to individuals, and has taken money from Kongba Kshetri Leikai. He said that seven truck loads were sold to Ningthem of Kongba Kshetri Leikai, four truckloads of Kh Boby, Six truckloads to , 10 truckloads to Th Asalata and another 10 truckloads at the rate of Rs. 500 per trips to Sobha.

MLA Bishajit lastly asked the ex-MLA if he did any developmental work in the Thongju constituency transparently, he should show the detail report for the 10 years of Local Area Development Funds utilized in welfare of Thongju public by him as MLA.

When state Home Minister Y Patton landed in Shamator Subdivision HQ under Tuensang district on March 30, a mammoth Yimchunger crowd in their public ground was waiting to hear from him of what the government was thinking about the recent clashes between the Chang and Yimchunger people in the district.

After three days, the Home Minister visited the Tuensang HQ on April 2 and interacted with the leaders of various Chang frontal organizations. They also narrated their side of the stories as to how the unwanted Chang-Yimchunger clashes happened in the district. They, however, did not buy the idea that the current issue as “tribal issue.” “This incident is not a tribal issue. It is an issue that started in a small village due to land dispute and it should be handled and solved locally,” said S Ato Chang, former CKS president.

They told the Home Minister that they had neither asked the Yimchunger people to leave the Tuensang town nor did they have any ill-feeling towards Yimchunger brothers till date. The Chang leaders urged the state law enforcement agencies to arrest the actual culprits responsible for the recent incidents.

Many NGOs including church leaders have already met leaders of both Chang and Yimchunger tribes and appealed them to maintain peace and tranquility, besides interacting with the affected people taking shelter in nearby villages and at Shamator town with aids. The ENLU team led by Medical Minister P Longon also visited the affected people with monetary aids.

While acknowledging efforts and contributions of various NGOs and church leaders for helping normalize the situation in the areas, the ENLU also appealed to Chang leaders to show their magnanimity as they were the big brothers in the district. They even urged the Chang people to call the fleeing Yimchunger people back to the Town to live as before and open channels for “dialogue” between them for an amicable and permanent solution to their problem.

According to intelligence report, some underground cadres are trying to penetrate into Tuensang town to create further problem which according them will worsen the already fragile situation in the district. The NSCN (IM) has already directed its cadres not to involve in the current Chang and Yimchunger issues.

It is reported that the police and paramilitary forces in the district are keeping close vigil on all the points suspected to be used by the underground cadres to penetrate into the Tuensang town. They are making coordinated vigil to thwart any such attempt.

From the interactions with the Chang and Yimchunger leaders and sequence of the incidents, it appears that things are not that easy to solve. However, one very positive development prevailing in the district is both Chang and Yimchunger tribes have not uttered any undesirable words so far. They are seen maintaining such a maturity and this shows that they understand who they are and what their future is.

The government or for that matter others may try to intervene in the clash and they are, no doubt, good gestures. But the ultimate solution lies between the Chang and Yimchunger people who have been living as one family and even heaven falls, they will continue to live as one family. This is the reality and they understand it.

The Chang and Yimchunger people should use the opportunity of “April 7 Tripartite Talk” to resolve their differences. “Without sharing your problems, how can we know your problems,” Patton said while appealing the Yimchunger and Chang people to attend the “Tripartite Talk.” “Only after knowing your problems, we will be able to move forward for finding solution to the problems.”

Yet, there is a perception around the region that the state government has not acted to live up to its noble rhetoric as a peace-loving power with lofty ideals. However, a little humility would go a long way in advancing government’s attempt to find solution through its initiative of “Tripartite talk.” Humility is demonstrated by understanding the history, culture, traditions, language, and current issues and concerns of the conflicting parties. We have also to listen to the views of the conflicting parties while treating them on an equal footing.

If we allow the unrest and turmoil to continue, the region will become a boiling cauldron and a huge security concern for the state government. As such, the post Chang-Yimchunger clashes, constant efforts should be there to promote reconciliation and reconstruction with the two tribes so as to prevent the recurrence of such incidents in future. In a larger sense, such reconciliation and reconstruction needs larger transformation toward manageable, peaceful relationships and governance structures.

The leaders of Chang and Yimchunger tribes should not miss the opportunity to attend the “April-7 Tripartite Talk” where government representatives will sit as one of them. They should bring up all their points across the table and discuss honestly and find the loopholes to plug. There is nothing that cannot be resolved.
