IMPHAL, May 15: The skeletal remain of a person which was recovered from at bushy area near the office of Manipur Tribal Development Corporation located on the way between RIMS Complex and Minor Irrigation Department under Lamphel Police Station on May 12 has been identified by his family members to the Police.

The person has been identified as Md Riyaiuddin, 32, son of (L) Md Basiruddin, of Lilong Chingkham Makha Leikai.

The skeletal remain of the decease has been handed over to his family after a post mortem examination at RIMS morgue.

IMPHAL, May 15: The Saikul Area Naga People`™s Organisation (SANPO) has vehemently condemned the brutal killing of the two persons, Moirangthem Dayananda of Patsoi-III and Maibam Premananda of Haorang Keirel and also brutally assaulting a young boy, Konthoujam Bishal of Haobam Marak on May 10.

According to a release of SANPO, the organisation viewed the act of killing innocent persons and a assault on students seriously and such act should be condemned by every right thinking citizens.

The organisation appealed to all organisations not to commit such unwanted activities in future so that peace and tranquility can prevail amongst all the communities. It also share in the sorrow and agony of the bereaved families and also pray to the Almighty God for speedy recovery of K. Bishal, it said.

The Aam Aadmi Party, Manipur has strongly condemned the killing of the two labourers and burying the bodies at the KRF campus and brutally assaulting the young boy by the militant group.

A press release of the party, it condoled the death of a person who died on the way to the hospital due to injuries sustained from assault by unknown assailants at Haorang Keirel Khaidem Palli Loukol and the three persons currently undergoing treatment at RIMS hospital.

The party appealed to the citizens of Manipur to refrain from organising communal riots. It also appealed to the government to take up measures to control the situation so that labourers and students do not face any problems, it said.

The CAF and PD Labourers`™ Welfare Association has also strongly condemned the Haorang Keirel incident.

A press release of the association has said that the such incident caused by a militant group under SoO only proved that the government is incompetent.

The association will support any form of agitations taken up by the JAC if justice is not met out to the culprits within the allocated time period given by the JAC. The association also share the grief of the bereaved families, it said.

The All Manipur Meitei Christian Forum has also strongly condemned the killing of the two labourers and assault on a school boy by some the KRF group who is on SoO with the Centre and Manipur Government.

A press release of the Forum has said that it deemed the burning of a Meitei Christian Church at Patsoi by supporters of the JAC of the two labourers who were killed to be unfortunate. The forum also condemned the killing of the driver of Shaktiman truck and brutally assaulting three other passengers of the truck by the protestors.

It has appealed to all civil society organisations, women organisations, student organisations and community leaders to help in controlling the situation, it said.

Furthermore, destruction of religious sites is an act of uncivilisation. It appealesd to the concerned authority to look into the matter. The forum also appealed to the Centre and State Government to carefully monitor cadres of SoO militant groups so as to prevent any incidents, it said.

IMPHAL, May 15: Irom Chanu Sharmila will be produced before the Patiala House Court in New Delhi on June 5 and 6.

It may be mentioned here that it has been over 14 years now that Sharmila is on hunger strike demanding repeal of Armed Forces Special Powers Act, 1958 from Manipur.

Sharmila is planning to leave Imphal for New Delhi on June 4 for her physical appearance in the Court of Chief Metropolitan Magistrate on June 5 and 6.

The State Home Department has already sanctioned Rs 1.40 lakhs needed for her trip to New Delhi.

Health Services, Manipur has also granted medical fitness certificate for her physical appearance at the court.

A team which include doctors, nurses, police personnel and jail staffs will take Sharmila to New Delhi.

She is going to appear before the court regarding a case (FIR No 222/06 u/s 309 IPC) registered against her at Parliament Street Police Station by Delhi Police for staging a protest demonstration at Jantar Mantar, New Delhi in 2006 demanding repeal of AFSPA.

THOUBAL, May 15: The Apex Kuki Civil bodies of Chandel District has vehemently condemned the incident of Sehao Village in which some armed cadres of KNLF brutally assaulted the innocent Villagers of Sehao including the Village Chief and labourers who were engaged in construction of Inter Village Road recently and blamed the Government for the incident.

In a joint press statement, the Kuki Chiefs`™ Association (KCA) Chandel, Kuki Peoples`™ Forum (KPF) Chandel, Kuki Women for Human Rights (KWHR) Chandel, Kuki Students`™ Organisation (KSO) Chandel and Thadou Students`™ Association (TSA) Chandel jointly said that the civil bodies vehemently condemned the unwanted incident of Sehao Village in which a particularly UG group brutally beaten up the Villagers of Sehao including its Village Chief and some labourers who were engaged in construction of PMGSY Road recently.

The present chaos and suffering of the people of Khengjoy area is a result of high handedness on the part of the Government. Therefore, the concern authority of the Government should held responsible for the unwanted incident, alleged the civil bodies.

The joint statement further stated that to avoid such unwanted incident of kidnapping and torturing of innocent villagers, the Kuki Civil Organisations of Chandel District have appealed and submitted several memoranda to the concern authority of Government in the past for not accommodating two warring armed outfits within the same region.

However, the concern authority of the Government accommodated a particular armed outfit near a designated camp of another despite of all the memoranda and appeals of the Civil Organisations, stated the joint statement.

While sharing the pain and hardship faced by the people of Khengjoy Area particularly the Sehao Villagers, the Civil bodies also appealed the concern authority including the State Home Department and Ministry of Home Affairs to bring permanent solution at the earliest and bring back normalcy in Khengjoy area so that the people of the area can settle peacefully.

Addressing a press meet at the directorate, Sangaipat today, Ibohal said that after the MSP phase 1 failure in Manipur which was funded from Japan, new scheme of Sericulture funded from North East Region Textile Promotion Scheme through Central Silk Bad of Ministry of Textile is now making headway successfully.

The scheme is implemented in four valley districts of Manipur for year 2014-15 successfully he said.

All together 500 farmer beneficiaries have received 70% of sanction funds till today said Ibohal.

Even Minister of Sericulture has been conducting and inspecting the fields in every district frequently, to make sure the scheme are on target, he said.

Unfortunately, a rumoured has been spread to that some sericulture staff has been involved in collecting money and promising selection to prospective beneficiaries for the year 2015-16.

Our staffs are conducting survey for selecting genuine farmers who love sericulture to avail of the projects, he said. Even the district level applications are being screened by a committee he said.

He further appealed to farmer of sericulture not to believe in any such rumours

If any farmer has complaints to make or any problem to consult, he should contact or complain to the Director Sericulture, he said.

We have 500 beneficiaries for 2014-15 in four districts. Of these 50 are in Imphal West, 150 in Imphal East, 200 in Thoubal, and 100 in Bishnupur District he said.

In the second phase all four district will double their beneficiaries, he said.

He further said that Integrated Sericulture Development Project (ISDP) for five Hill districts which is going to be implement from NERTPS through NEC funding will be launched very soon.

The department has decided to implements Mulberry projects in Ukhrul and Churachandpur and in the there will be Iri projects, said Director.

IMPHAL, May 15: A press release of the JAC formed in connection with the killing of M Dayananda Singh and M Premananda Singh and also alleged inhuman torture of K Bishal Singh has said the JAC had a two consecutive hours meeting at the CM`™s office chamber with the CM, Deputy CM (Home) and Minister of Social Welfare & Cooperation on May 15 at 5.30 pm.

It said after a long discussion with the Government of Manipur through CM, Deputy CM and Social Welfare Minister had agreed to fulfil their demands.

It further said the State Government had already taken up necessary action against the culprits of K.R.F cadres under SoO who have involved in the killing of M Dayananda Singh and M Premananda Singh and also inhuman torture of K Bishal Singh at Mapao Khullen, Senapati District, Manipur. It also committed to frame charge-sheet as soon as possible for further Law Court action.

The State Government is willing to conduct an open discussion amongst the major civil organizations, both valley based and hill based including Kuki groups to chalk out a Charter of Understanding amongst the ethnic groups of Manipur to implant a long lasting peace and communal harmony in the State, it said.

Regarding the Ex-gracias for the victims, state govt. already had their scheme which is under process by the Govt without JAC`s request, it continued.

In view of the above agreement with the Government of Manipur, the protest rally which was planned to be held on May 17 has been withdrawn, it informed.

The JAC has also thanked all the civil organizations of Manipur who help in their movement.

IMPHAL, May 15: The Zeliangrong Youth Front has strongly condemned the physical attack and burning down of a Maruti Gypsy on May 15 at around 7.40 pm between Sangaithel and Maklang by a group of people without any reasons.

According to a release of the Front, the vehicle belonged to one Thaitangam Raimei of Khoupum carrying a sick person namely, Thanjikliu Rongmei, wife of Kajai from Luangrang (Nungngang) as well as other passengers. The vehicle was heading towards Imphal from Luangmai for medical treatment. The attackers who are bandh supporters did not spare even the sick woman and other women travelling in the vehicle.

The bandh supporters burned an amount of Rs. 94,000/- including important documents such as work orders issued by Power Grid Corporation, Bank ATM Card, Cheque book and Bank Passbook issued by Axis Bank, Cheque Book and Passbook issued by UBI, personal ID Card and CPW contract ID Card which are kept in the vehicle, it said.

The front deemed the incident unfortunate. It further said that taking extra precautionary measures by identifying the issue before taking up such sensitive issue if highly required and basic importance to avoid countermeasures, it said.

IMPHAL, May 15: The bandh called by the `JAC against the brutal killing of Dayananda and Premananda and inhuman torture of Konthoujam Bishal` has greatly affected normal life in the State.

However no untoward incident was reported till late evening.

The bandh was called in protest against the act of killing and beating of the young labourers allegedly by Kuki Revolutionary Front (KRF) who are under the tripartite Suspension of Operation (SoO) with the Government of Manipur and Government of India.

A large number of bandh supporters which include womenfolk were seen on NH-37 in between Patsoi and Moidangpok. The same scene was also seen at NH-2 in between Khabam Lamkhai and Sekmai and Maharabi.

Bandh supporters were seen blocking roads using logs, stones and burning tyres in most parts of Greater Imphal.

Brief confrontation between security personnel and bandh supporters were seen in various places.

A large number of bandh supporters were seen in areas where curfew has been imposed since 11:30 am yesterday by an order of District Magistrate, Imphal West.

Police had to fire tear gas shell to disperse the bandh supporters however no casualty was reported.

Interstate as well as inter district passenger services were off the road. In the late afternoon some loaded trucks and passenger vehicles escorted by security forces came to Imphal from Mao on NH-2. However bandh supporters attacked them by pelting stones causing some minor damages to the vehicles.

Almost all the shops, business establishments, markets, schools, colleges and other educational institutions, banks, petrol pumps remained closed for the day.

Attendance at the government offices were also very less.

Even private vehicles were seen in countable number on the roads.

The bandh has also seriously affected normal life in the hill districts too.

Meanwhile, an order issued today by the District Magistrate, Imphal West has said the areas covered by the curfew have been extended.

We have been deliberately trying to play down the unfortunate developments in which two labourers were inhumanly beaten to death in captivity and another 12 year old student tortured in beastly manner by cadres of the KRF militants, now on Suspension of Operation, SoO agreement with the government, for fear of the consequences this can have. Others were less concerned but that is their outlook. Whatever the case may be, what was feared, has happened. In the blind rage that followed, especially in the locality of the deceased labourers, there has been one more innocent casualty. The driver of a Shaktiman truck who probably unaware of the developments, tried to pass a blockade along the Imphal-Jiri road by protestors against the KRF affront, tragically ended up killed, while more were injured. Several vehicles were also put to fire. Moreover, the disturbing reports are, there were attacks on some Kuki villages in the vicinity in which houses and churches were torched. In an emergency cabinet meeting yesterday, the government has decided to clamp indefinite curfew in the Patsoi area where the two dead labourers belonged, so that the violence does not escalate any further. Commendable in the midst of the crisis is the fact of civil organisations belonging to both the Meitei and Kuki communities, which by force of circumstance found themselves on the opposite sides of the dividing line of the present tension, standing together to denounce the violence and appealing to all earnestly for the return of calm. Blessed are the peacemakers, as Christ preached in the Beatitude, for the kingdom of heaven will belong to them.

Peacemaking however is not just about crisis management, as peacemakers in conflict torn states like Manipur are often left to do. It is on the other hand also about identifying deeper issues that run behind these conflicts, and in a spirit of accommodation, seeking to resolve them conclusively. Often also these conflicts are fallouts of faulty or sometimes sinister policies of the government which is often inclined to tackle only the immediate, without a thought on their larger and longer term implications on the society. In this light, the SoO itself, its genesis and what it has been reduced to today, must come under some serious scrutiny. This consideration is important for on an incremental basis in the past few months, militant groups covered by SoO have been responsible for triggering one crisis after another, many of them with extremely dangerous portents.

When SoO came to the surface for the first time in the state about 10 years ago, it did become evident it made its entry into the body politics of the state surreptitiously. It was an agreement the Army signed with certain Kuki militant groups operating in the Moreh area, by which the Army suspended its operations against the latter without disarming them, self professedly to prepare for an ultimate peace negotiation. When it came to light, there were flutters in the official circles, and wide suspicions everywhere that the Army was playing its own politics, and was using the Kuki militants as their proxies to fight Meitei militants in the Moreh area. Subir Bhaumik, a former NDA cadet, says as much without mincing words in his book, `Troubled Periphery` (Sage 2009). Events at the time seemed to support this claim, for ethnic tensions in the Moreh area had escalated to an unprecedented high not long after SoO came into force. A lot has happened ever since. The state government is now on board, and many more militant groups, including many splinters of Meitei organisations are under the SoO umbrella.

This notwithstanding, after more than 10 years of SoO, peace negotiations are still nowhere in sight. Prospects of peace remain equally distant. And now, the SoO groups are routinely breaking the ground rules of the agreement, haranguing the public. The question is, what should the government do now? As we see it, there are only three options. First, begin peace negotiations and bring about a permanent settlement so these militants can return to normal life respectably. Second, if the government feels the time is still not ripe for any substantial negotiations, ensure that the SoO signatories strictly abide by the ground rules of the agreement. Third, if this is not going to work at all, and is instead going to remain a cause for strains in ethnic relations, banish SoO altogether. We do hope the first is the outcome.

Addressing the media after inaugurating the Pandit Deen Dayal Upadhyaya Auditorium Hall at BJP Manipur Pradesh office Nityaipat Chuthek Imphal, he said NE is considered prone to insurgency next only to J&K. The main cause of insurgency problem is corrupt leaders in Manipur, he said.

He said corruption in Manipur has no limitation, and has been perpetuated by the Congress government. The BJP government is giving great attention to the Northeast region. The Manipur state is also getting special support and focus from NDA government with regards development, he said.

The Modi government has a commitment that all the problem facing in Northeast have to be resolved and jobs provided to the public each for root out the corruption.

The target is to remove corruption from top to the bottom, he said. Manipur Congress government has been bleeding the State with corruption for the last 13 years, he charged.

He begged the people to give the State a clean government, to end insurgency and opt for development. In the coming two years the BJP aspirant candidates will go to every door with the message `Congress free Manipur` in the hills and valley districts, he added.

Manipur is a state with huge potential to be developed like Gujarat and other, he said. It is rich in culture and nature resources. It is also gifted with scenic beauty and it already shines in the field of sports. But with the Congress government at its helm for the last 13 years, only backwardness has resulted, said Madhov.

After the last Lok Sabha poll 2014, NDA government led by BJP leader Narendra Modi has been relentlessly pushing for development and schemes for the poor. He said the BJP is projected to capture power in Bihar this year, Assam next year and Manipur after Assam in 2017.

In the Northeast, Manipur will be the third state to have a BJP government. Assam will be the first and Nagaland the second he said.

He said the BJP under Narendra Modi has done much more than Congress could in the last 60 years. The BJP contributed Rs. 1500 crores rupees in first month for the `zero balance` accounts scheme it launched, he added. Within six month, 13 crores people have opened bank accounts for first time, and this is a world record, he said.

Continuing his tirade against the Congress, he said in the last 10 years in Parliament three Congress MPs from Manipur have been like babies who cannot speak.

So free Manipur of Congress, he urged. Manipur needs a strong party and an alternative political party which can change the Manipur scenario. This party is BJP so the people should support the BJP so as to strengthen their state and to eliminate corruption, he said.

President BJP Manipur Pradesh Th Chaoba said that Ram Madhov is in-charge of J&K and was able to bring BJP success in a Muslim dominated state. He exuded confidence that Madhov will be able to help remove and eradicate the Congress party from Manipur too, he added.

Manipur right now has the ADC election for six hill districts. He said he hopes that BJP will lead every district ADC. The ADC is the first step for BJP, next is Municipal Election next year and then the finale is the 2017 Manipur Assembly General Election said Chaoba.
