IMPHAL, May 19: The Manipur Alliance for Child Rights and Manipur Mahila Kalyan Samiti have made a joint appeal to the concern group to release the two boys Moirangthem Sakhenba, 13 and Yaikhom Kumdumba, 11 safely at the earliest.

The two who are students of Lilasing High School and staying at the Children Home, Dewlahland, run by Manipur Mahila Kalyan Samiti had failed to return either to the children`™s home or to their respective homes since May 9. They have remained traceless ever since, leading to apprehensions that they might have been kidnapped.

Speaking at a press conference today, MACR convenor Keisham Pradeep Kumar asserted that this is not the first of such incidents happening in the State and it is high time that the Social Welfare department form a Child Protection Committee.

Manipur being a conflict State, there is high possibilities that the two have either been recruited as child soldiers or been victims of child trafficking, he said.

The two boys are still in their tender age, he continued.

The two organisations also strongly appealed to the government to take up immediate measure to trace the whereabouts of the duo.

N Jamini, secretary told the media persons that if the concern group did not release the duo before May 25, the two organisation along with civil organisations will launch a strong agitation.

BJP`s Tapir Gao hints at post ADC poll alliance with NPF

IMPHAL, May 19: The BJP has intensified its campaigning for the June 1 ADC polls with Union Minister for Tribal Affairs Jual Oram and the party`™s national executive member Tapir Gao addressing a public meeting at the Ukhrul Town Hall today.

Speaking at the poll meeting, Tapir Gao who is also the party`™s in charge of the ADC election in Manipur said the NPF and the BJP are allies at the Centre and even though the two will be fielding their own candidates in the ADC election, both will be supporting each other in principle during formation of ADCs after the election.

He said the elected BJP members can also act as felicitators of the Naga peace process to bring an early solution.

Gao, however, cautioned the armed outfits operating in the hill districts against disturbing the democratic process of election.

He warned any act of pressuring or threatening during the ADC election process would never be the solution.

Attacking the Congress government of the State, he said although five years have passed since the last ADC election, no autonomy or devolution of power has been handed over to the elected ADC members.

Meanwhile, addressing the meeting, Oram said the Congress, which has been ruling the State for 13 long years, has been the major stumbling block in the development of the State`™s Hills districts.

It is now time for the people to shift their support to the BJP and help the party in bringing development from the grass-root level, he said.

The Union Minister also assured a `corruption-free government`™ in the State if brought to power.

All that the Congress can do is to blame the BJP of being anti-Christian or try to create rifts between the Hindus and the Muslims because they have done nothing to talk about other than loot public money, Oram asserted.

He said although the Centre is always ready to sanction any amount of money for the development of the hill districts, the Congress-led government in the State has always stood in the way and denied the funds from reaching the targeted people.

For the Centre to release funds and the funds to actually reach the targeted public there is a need to uproot this corrupt Congress government in the State, Oram said appealing to the people to give BJP a chance to win the ADC seats.

He said he has received many memorandums from the people, and most of these have been demands for more funds.

However, even if I assure to provide the funds or special packages for the hill districts it would be of no use as there is no one to monitor the utilisation of the funds, he continued.

`Give BJP a chance in the ADC election and see the changes in all hill districts.`

He quickly added if the people vote for BJP candidates, then the party can ensure direct delivery of funds to the hill districts through the ADC.

`However, if you vote for the same old Congress, then you have made a big blunder,` he continued.

Continuing to lambast the Congress government, Oram alleged that the previous Congress-led UPA had swindled huge public money amounting in crores in the infamous 2G scam.

BJP State general secretary administrative, M Asnikumar said the Congress has not allowed or undertaken a single development work in the hill areas.

Asnikumar also said that the the party`™s candidate from 44/11 Khamasom constituency SK Somi was selected and approved by the party`™s national and State leaders and as such any claim against his candidature from any insider of the party will be seriously considered by the party.

Party`™s spokesperson Soso Shaiza also urged the Union Minister to ensure full autonomy to the ADC which is enshrined under the Indian Constitution.

IMPHAL, May 19: The KNLF has alleged that the BJP in collusion with another armed group, the UKLF has shifted the KNLF camp to gain political advantages in the Khengjoi area.

Speaking to IFP, Commanding Officer of the Semon camp Laldenga said that two candidate are contesting for the upcoming ADC elections under the BJP banner. The two candidates are Thongkhuthang of Torbung segment and Seithang Haokip of Songlang segment. It comes under Khengjoi sub-division of 41 Chandel assembly constituency.

He said that the two candidates are supported by the UKLF and even openly announced their support during a public campaign held recently. The candidates even have started spreading word that they have won under the patron of the mentioned outfit. But, their political objectives were hindered as the KNLF who has a strong presence in the area believes in free and fair elections. With that assurance, candidates representing the Congress party and as independent had filed nominations.

But, the BJP had colluded with the 6th Dogra Regiment and the UKLF to drive away the KNLF from the area, so that the BJP candidates would be `selected`™ and not elected, Laldenga alleged. This was perpetrated also with the help of CO of the said regiment namely one Sandeep Madan, who forcibly relocated the KNLF from Semon area on May 12 last.

Laldenga said that the real motive of their forced relocation is mostly for the political benefits and charged the state BJP of conducting pressure politics.

Contrast this with pictures of Black men arrested on the streets, where the police are often seen pinning the arrested men face down on the street or against a car, dread locking them, handcuffing them, or else guns pointed at them in combat readiness. Although media pictures are selected to catch the eye of the readers, therefore not always perfectly faithful to the reality on the ground, this general difference in approaches can be also confirmed by google searching images of arrests of Black men and White men. It is interesting in this regard that President Barack Obama is mulling the idea of downgrading the armoury of the civil police of his country to at least not resemble the military. If the police are trigger happy by nature, they can be trigger happy only if there are triggers to pull.

These thoughts come to mind in the wake of the gunning down of a youth in the Sawombung area along the Ukhrul road yesterday by the police. According to the account of a survivor, Konthoujam Vivek, they were returning towards Imphal in a car with friends from a favourite picnic spot of Imphal residents, when a police party signalled them to stop. Sensing that they would be in trouble for they smelled of liquor, they zoomed off without stopping. Thereupon they were chased by the policemen and at a turning they found themselves cornered between the chasing policemen and another police party coming from the opposite direction. It was there they were fire upon and his friend Konsam Kourounganba was hit fatally while he received a shrapnel injury in the neck. What a tragedy this was. It would be enough to give goose pimples to any parents. Like the man in America worried about his son, many of them must be also considering sending their children off from Manipur. They will have their shares of problems wherever they are, but elsewhere it would be less likely for them to die the senseless death that Kourounganba met.

Given the law and order situation in the state, it would be unreasonable to expect a sizing down of the police force or their armoury. It is also true the policemen too live on the edge in the present circumstance. But there is nothing that says strictly disciplining them will harm their morale. In fact, they may stand to gain from a reorientation. Let them know there is no room for mistakes, especially those caused by recklessness. There is no gainsaying that as of today, the armed wings of the Manipur police constabularies, the Manipur Rifles, IRB and the police commandos, are given to brutish arrogance that only the intoxicating power of the gun can give. This was evident even in the case of the escorts of the Manipur Speaker beating up a man for not giving way to the Speaker`™s convoy promptly enough, even though it was well past duty hour. These men are not empowered or protected by the notorious AFSPA. Yet, the climate of impunity usually associated with the AFSPA is loudly evident in everything they do. Like those covered by the AFSPA, they have come to think they are out of bounds of ordinary law. This is what is making life dangerous for everybody. The government must take action to reverse the trend. It must ensure that those found callous about causing deaths and injuries to another are made accountable and punished as per the law in proportion to the harms they cause.

Villagers of Sehao flee homes after KNLF unleashed violence

IMPHAL, May 19: After fleeing home and taking refuge at Khangbarol BDO Office complex, the villagers of Sehao Village under Khengjoy Sub-Division in Chandel district returned back to their homes and burnt down the dismantled camp of Kuki National Liberation Front (KNLF) today.

The villagers of Sehao village were forced to flee their homes after armed cadres of KNLF brutally beaten up some villagers of Sehao including the village Chief and other six labourers engaged in the construction of PMGSY road on May last besides threatening them to kill if they inform the army.

On receiving information about the removal of KNLF cadres from Simol and dismantling of their camp by the concerned authority, the villagers of Sehao returned to the village along with their belongings after taking shelter at a temporary relief camp set up at Khangbarol temporary relief camp for more than a week.

Soon after reaching their village, the villagers including women went down towards Simol village and torched the already dismantled camp of KNLF. However, the property of

Simol village including the Village Community Hall located inside the camp and livestock of the armed outfit were left untouched by the enraged villagers.

Speaking to media persons, a woman of the village said that the dismantled camp of KNLF was burnt down by them to show their discontentment against frequent torture of them by cadres of the outfit.

Ever since the outfit`™s camp was set up at Simol, the villagers of the area particularly Sehao villagers were gripped with fear as the armed cadres of the outfit ventured out and tortured innocent villagers without any reason, she lamented.

Seikhomang Haokip, chief of Sehao also expressed gratitude to the District Administration Chandel, KSO, TSA and all the Officers and personnel of 6 Dogra Regiment for their assistance towards the Sehao villagers.
