IMPHAL, May 29: In an exercise aimed at building better relation between the police and the public, the City Police Station has installed a Public Address System which was inaugurated at its station premises today by additional DGP LM Khoute.

The PA system has been installed at 32 different spots within the jurisdiction of the police station.

LM Khoute said a pre-recorded message aimed at spreading public awareness on various issues including cleanliness will be relayed from time to time through the PA System, and in case of any emergency announcing mikes will also be made available.

As the project is in its initial stage the loud speakers have been installed in Thangal Bazar and its surrounding areas, he said.

He further called for co-operation from the public in building better relationship between the police and the public.

The police officer also said that through this system the presence of suspicious items in the area, cleanliness drive and other issues will be addressed.

It is a step forward towards the police-public partnership, LM Khoute asserted.

The inaugural programme was also attended by IG Clay Khongsai, DIG IK Muivah, SP I/W Dr AK Jhaljit, SP I/E Kamei Angam Romanus, Addl SP (Ops) I/W Th Bikramjit, Adl SP (Traffic) Lalboi Haokip, Adl SP (Prosecution) Victoria, SDPO Imphal PS GA Ghanashyam, DSP (Traffic) H Sanghamita and OC City PS Sudhir Kr.

KANGPOKPI, May 29: In a suspected act of warning, the residence of a Congress worker was torched by unidentified miscreants suspected to be NSCN-IM militants yesterday night at Panikheti under Irang Part-II DCC of Kangpokpi AC.

The Congress worker has been identified as Dhananjoy Basnet, working for Bhumi Prasad Basnet alias Vikas, intending Congress candidate from Irang Part-II DCC.

The house was burned down to ashes yesterday and the act is suspected to be carried out by NSCN (IM) militants as a warning for supporting and working for the Congress candidate, a reliable source informed.

With the house, his entire properties and belonging were also turned to ashes in the violence, the source added.

Mentioned may be made that the Congress candidate of Irang Part-II Bhumi Prasad Basnet`™s rival is NPF candidate Jonah Chawang of Tapon Naga who is allegedly recommended and supported by NSCN-IM.

Another source also informed that, before the public meeting of Bhumi Prasad Basnet at Panikheti Junior High School on May 23, suspected NSCN-IM militants allegedly threatened the Nepali community of Irang Part-II to avoid the public meeting.

It also added that suspected NSCN-IM militants threatened to make the Gaon Bura sink their teeth into a live bullet as a punishment if they happen to participate in the Congress public meeting.

It is worth mentioning that on that fateful day of the Congress`™ public meeting at Panikheti no participant turned out for the meeting till 12 noon while the local MLA and other dignitaries were already present at the venue even before 10:30 am.

The public meeting began only after 1 pm in the evening on the day at Panikheti.

Another unconfirmed source also informed that Irang Part-I INC candidate Pratiman Kadariya too received several threats from suspected NSCN-IM militant in relation to the upcoming ADC Election.

IMPHAL, May 29: The chief agent of BJP candidate for 18-Longmai DCC, Tamenglong district has lodged a complaint with the State Election Commissioner today over a foiled BJP rally allegedly by State force and Congress party at Noney on May 28 evening.

In his complaint letter to the State Election Commissioner, the chief agent of the BJP candidate, Lungthaorei Kamei wrote that the incident occurred at Longmai (Noney) Police Station on May 28 around 5pm.

He said the election rally of the BJP candidate of 18th Longmai DCC Pouthaogai was abruptly disrupted and detained for about an hour.

Kamei further alleged that the rally was foiled intentionally by two Congress workers identified as Dailin Kamei who is an asst teacher of the Tamenglong ADC and brother of Zino Kamei, the Congress candidate and TK Lanthuigong.

The duo acted in collusion with Phllip Jangailung, SDC Nungba Head Quarter and TP Kiukamlakpou SI, 2nd OC of Longmai (Noney) Police station Tamenglong District Manipur, he alleged.

He further demanded the State Election Commissioner to look into the incident and take necessary stern actions against the erring officials and check their unwanted activities which were in violation of the election code of conduct.

KANGPOKPI, May 29: Three suspected cadres of Kuki National Front (Nehlun) have been reportedly apprehended by a combined team of 25 AR Kangpokpi post and Kangpokpi Police personnel this evening at around 6:30.

The suspected militants were identified as Lulun Kuki, son of Ngamjang of Maojang, Saikul; Haothang Kipgen, son of Paokhoseh Kipgen of Hengbung, Kangpokpi and Lhunkhomang Kipgen son of Jamlet Kipgen of Phoibung, Kalapahar.

Source informed that personnel of 25 AR Kangpokpi Post and Police personnel of Kangpokpi PS led by Inspector SM. Hussain, Officer in-Charge of Kpi PS conducted a search operation at Chawangkining around 15 km West from Kangpokpi PS along IT. Road this evening.

It was at that moment the three suspected militants were travelling in a white Maruti Van bearing registration no MN01X-7915 along the road.

The combined security force stopped the vehicle and on checking and frisking they found two 9 mm pistols along with 12 live rounds from their possession.

On further interrogation, it has been established that Lulun Kipgen is the Public Relation Officer of the outfit while the other two were lance corporal, added the source.

It further added that they were involved in all the recent kidnapping of the laborers along the Imphal – Tamenglong road.

However, family members of Haothang claimed that he went out of the house for distributing wedding cards and flatly denied his involvement with the militant outfit.

The helplessness was not just palpable, but infectious as well. Yesterday, the chief minister, Okram Ibobi, speaking at the district level Congress workers`™ conference in connection with the celebration for the 125th birth anniversary of Dr BR Ambedkar at the public ground near Aimol Tampak, Pallel again tried to reassure the audience that things will not change for the worse even though the Centre, as per the outlook of the new BJP government, has ended the special category status enjoyed by Northeastern states. According to him, the Centre cannot stop the fund flow to Manipur. We however fail to see his logic. Essentially the government exchequer is filled by tax money. As per the federal dispensation of India, certain taxes go to the Central kitty directly and certain others to the states. There is a formula by which these tax revenues are pooled in and then redistributed amongst the states and the Union governments. Generally, this is to ensure some degree of parity between the different states, and states which have big tax bases do not end up keeping all and states with small tax bases are not left with inadequate funds. States in the Northeast would by and large fall in the latter category of states with little or no tax bases of their own, therefore so far given special category status so that they get more than their entitled shares by the general redistribution formula.
It is difficult to imagine where the chief minister will bring in the money which used to come to the state as grants, after the grants have been stopped. Will he be thinking in terms of reforming the tax structure in the state too, including bargaining with the Centre for a greater share of the Central taxes raised from the state? Will he be thinking of living within means, therefore sizing down salaries, or else lobby with the Centre to allow levying taxes on Central government institutions and jobs in the state? All these options at this moment seem at best fantasies? A sudden shift in the tax regime can cause huge social turmoil, and it also cannot go outside the permissible parameters set by the Union tax schemes either. For too long these states have been taking the matter too easy, and living as if the special category status is a given condition which would not change ever.

In all likelihood, the new policy does not mean there will be a depletion of the volume of expenditure on the former special category states. It probably means many developmental and governance programmes so far in the hands of the state governments, will now be taken over by the Central government. Thus, there will be a sizing down of funds passed on to these state governments, but the spread of the fields of expenditure these governments traditionally were given the responsibility of will be reduced, so that the smaller funds in their hands now can still keep them going. As it is, in the past few decades a great number of developmental schemes in the states have already come to be in the hands of the Centre, and now in all likelihood more will be taken over by the Centre. In all these years, both in the corridors of power as well as in the intelligentsia, there have been so much talk of funds pumped into the Northeast turning black and being siphoned off into individual pockets of the local power elites. Maybe this new outlook is influenced by this long cultured and widespread perception, false or otherwise.

If this guess is true, whatever the justification, it would be pathetic to see these state governments reduced to mere caricatures, left to take care of nothing more than disbursement of government employees`™ salaries. Let the local BJP not be happy about this either. If the structure of the tax redistribution is changed in the manner, they too would be in the same soup if they do ever come to power. In fact, public resentment may well turn against them for it is their government at the Centre which will be putting these state governments in this humiliating situation. In the meanwhile, whether the Centre relents and allows the special category status of these states to continue or not, these states and their people must learn the lesson and prepare to earn their own money, and also to live within their means. Official corruption must end too. Let them realise, even if does not end today, the special category status cannot be forever. Some day or the other, other states will protest their taxes are subsidising none earning states.

IMPHAL, May 29: Even though 71 years have passed since the Battle of Imphal was fought, the name of Imphal is still deeply rooted in the minds of the Japanese, and in fact Japanese groups still make memorial pilgrimage to Manipur every year.

This was stated by Takeshi Yagi, the Ambassador of Japan to India, during the commemoration of the 71st Anniversary of Battle of Imphal World War II and the Anniversary Ceremony of the `Battle of Red Hill Aka Point 2926` held today at Maibam Lotpa Ching.

The commemoration was also attended by the Australian High Commissioner to India Patrick Suckling and Chief Minister of the State Okram Ibobi Singh.

The Japanese Ambassador further extended his gratitude to the Manipur Tourism Forum, 2nd World War Imphal Campaign Foundation and Manipur Government for organizing such commemoration adding that he pay his tribute to the great heroes who fought in the battle of Imphal.

`Standing on this ground I am deeply pained to think of those who have experience extraordinary hardship. We should not forget that one of the harshest Battle of WW-II was fought in Imphal`, he said.

He thanked all the organisations and people of Manipur in particular for preserving and taking excellent care of the prayer memorial sites for such a long time including the Indian Peace Memorial which was constructed by government of Japan in the year 1994.

The Japanese Ambassador asserted that throughout its post war history Japan, filled with remorse over the war and bearing in mind that `our action`™ brought sufferings to people in Asian countries, has been contributing for the cause of peace and prosperity and further resolved to continue to do so in the future.

Japan and India have achieved very friendly and co-operative relationship particularly in recent years, he said adding that the interaction between the two nations have significantly expanded and deepened.

As for the North Eastern region of India, Indian Prime Minister Narenda Modi and Prime Minister of Japan Shinzo Abe had agreed in September last year to place special emphasis on Japan`™s corporation for enhanced connectivity in North East India and making this region an economic corridor for India and South East Asia, he maintained.

The Japanese government is already conducting technical studies of road networking programmes which include some roads in Manipur and as for other upcoming projects we hope that in co-ordination with the Centre and relevant State government our co-operation in this strategically important region will be further enhanced, continued the Japanese Ambassador.

Delivering his speech Chief Minister Okram Ibobi Singh said `We have heard of countless tales from our own parents and grandparents of that dramatic period when we found ourselves in the midst of one of the greatest battles of the Second World War`.

It is therefore incumbent on us, the people of Manipur to ensure that this fascinating chapter of our own history, which uniquely connects us to many countries around the world, is remembered he observed adding that the 71st Anniversary Commemoration of Battle of Imphal is a key step.

At the same time, the government of Manipur is pleased to be supporting the initiative, he asserted.

According to the Chief Minister, Manipur`™s experience of the WW-II and its related heritage and assets, cemeteries, museums, memorials, battlefields, airfields, bunkers and trenches can be of interest to the people from around the world.

Not just for the families of soldiers and others who were here during the war, but even for others, such as students, scholars, military, enthusiasts, tourists interested in history, general tourists etc., the Chief Minister observed.

He maintained that the challenges for us for the future then will be to see how we can tell the story of what happened in Manipur during the war and develop and present its related heritage in a way that makes it interesting and attractive for visitors to explore.

Ibobi continued that the historical importance with the natural beauty Manipur as one of the best Tourist Destination not only in North East but also in India in attracting the tourist from India and aboard.

The State government will support in preserving these heritage sites as well as to promote the tourism potential of the State, he said.

The Chief Minister also extended his gratitude to the Manipur Tourism Forum and the 2nd World War Imphal Campaign Foundation for organizing the magnificent event.

Australian High Commissioner to India, Patrick Suckling found it amazing, the interest of India in commemorating and remembering the sacrifices and services of the Indian forces that fought in great wars.

He said that the role of Australia in WW-II especially in Imphal was focused in the air.

`Our forces flew in supplies and flew out injured soldiers. Altogether 12 thousands injured soldiers were flown out`, he said.

Patrick asserted that as per accounts of the soldiers, the fighting was very hard and the circumstance were tough besides the unforgiving hot weather adding that the Battle of Imphal was a significant battle in the WW-II.

Every year when Australians gather to commemorate the battle it was out of humility `We do so not to glorify war, not to commemorate victory, we do so to remember the horrors of war and to commit ourselves not to enter into such horrific conflicts`, continued Patrick adding that now Australia and Japan once rival are looking towards peaceful measures.

As a part of the commemoration ceremony befitting floral tributes was also paid at the Indian Peace Memorial.

The Chief Minister of Manipur, the Ambassador of Japan to India and the Australian High Commissioner to India jointly unveiled the Memorial Plaque inscribed with the story of the `Battle of Red Hill Aka Point 2926`.
