Kanarjit`s Global Youth Icon Award cancelled

By Paojel Chaoba

IMPHAL, May 30: Kangujam Kanarjit Singh`™s `Global Youth Icon Award 2015`™ has been cancelled. This was confirmed from the International Youth NGO Summit (IYONS) 2015, Head of co-ordinations committee, Thamim Ansari on Friday.

The cancellation came after various charges were brought to the attention of the IYONS organizers.

They became aware of his fraudulent activities when this newspaper published stories exposing his con activities.

It may be mentioned that on May 20 last, Kanarjit had sent out a press release to the media mentioning that he along with Malala Yousafzai (Nobel Peace Prize winner) and Felix Finkbeiner (German child activist) have been nominated jointly to receive the Global Youth Icon award 2015.

The award was to be handed over during the Meet on July 25 by former President Dr Abdul Kalam at Marg Swarnabhoomi, Chennai.

In the press release he had claimed of winning many awards including Dr Ambedkar National Award, 2013. (He later owned up that he did not receive the award). He also claimed that he initiated relief, rescue and rehabilitation of the Nepal earthquake for the first time in the World.

He was exposed by IFP report on May 24 edition under the banner headline, `Global Youth Icon or `Con`™ Icon.`

The investigation was followed up further exposing his criminal activities of duping locals by not paying out due bills of Youth Meets in 2014, 2015 and travel allowance for foreign delegates, misusing the name of UNESCO and of the Club 25 international, of using an unauthorized flag post, falsely charging a minister, etc. among others.

As reports of this came to IYONS organizers, Kanarjit was mailed by them seeking a clarification from his end on May 23 last.

It read, `We are in position now to hold your participation and award nomination. Hence please give the necessary justification to IYONS Board against the allegations and submit your proofs of all awards/recognition which you received before to consider your selection.`

He was given till May 27 to prove his side of the story.

Kanarjit had previously mailed an impressive resume to IYONS for his nomination, he said he was Director of World Fund for Youth (Asia-Pacific Region), President of IYC, Project Director of MAMA project on DRR(UNESCO), former President of Manipur University Students Union, Country Coordinator at Millennium Campus Conference 2015 of United Nations held at New York, Coordinator of Anti Human Trafficking Cell of Indo-Myanmar Border, Member of IFRC, Member of ISBT, Member of Amnesty International, Member of International Press Association, Secretary of Eye Donor Youth Forum of North East India, Recipient of Governor`™s Award in 2014, Recipient of Dr Ambedkar National Award 2013, Organ Donor (Donated eye and other parts to Manipur State Blindness Control Society), Blood donor( Donated 24 times at the age of 23, he was born in 1991), World Traveler (Visited 48 countries), an Abolitionist and Global Feminist , Manipur State Coordinator of Disaster Response Team, Secretary General of Club 25 International etc. among others.

Kanarjit had sent his clarification starting with his invitation by IYONS, Payment receipts made to contractors, No objection certificates of work completion for youth meets and a clarification about UNESCO controversy. But, he had asked for more time to clear himself as he was presently `fighting for the truth.`™ However, due to the time limit extended by IYONS being over, the selection Board on May 28 had cancelled not only the award but also his participation.

The mail which was forwarded to this reporter states, `The time limit given by us to submit your proof of awards/recognitions has expired. We did not get any supporting documents justifying your Awards so far. Hence, we are withdrawing our confirmation of Global Youth Icon Award and your participation at IYONS 2015.`

Despite the tragic loss of reputation of the State due to Kanarjit`™s fraud activities, credible sources confirmed that a genuine Manipuri activist has been invited by IYONS to attend as a speaker at the Meet.

The mail further read, `The main intent behind the decision of honoring you was to encourage your social service.` So, Kanarjit has been officially rejected by the IYONS Board rules and regulations as he could not clear himself. The reason being evident that he made false claims to every organization or individual he met.

This con artist who was recently clarifying his stance that `after some time the truth will be known`™ at social media circles has deactivated his facebook account. This was after many concerned individuals questioned his credibility with facts that implicated him of many other fraudulent activities. This person also designates his qualification as a Master of Social Work which also is a fake merit, according to reliable sources from IGNOU and Manipur University. People who questioned his Katmandu donations and how much money was given there can arrive to the apparent conclusion also.

This paper has questioned in its headline whether Kanarjit was a `Global Youth Icon or a `Con`™ Icon` and this award cancellation proves that he is indeed a con man, who has tarnished the image of the State to outsiders, cheated investors, tried to defame ministers, dragged two lady delegates into a sexual harassment controversy and maligned the reputes of genuine organizations for his personal gains. Complainants and concerned organizations have questioned why this fraud is still not being arrested for his crimes.

Street corner meeting launched demanding ILPS implementation

IMPHAL, May 30: As part of its movement launched under the theme `Eikhoi na Pangthoklasi`™ on May 24 to demand implementation of Inner Line Permit System (JCILPS) in the state, the Joint Committee on Inner Line Permit System (JCILPS) organized street corner meetings and poster campaigns in different places today.

The places where the street corner meetings and poster campaigns held are Lamlong Keithel, Khabeisoi, Chingarel, Sawombung Lamkhai, Sawombung Khunjao, Lamlai, Napet Palli and Yanganpokpi.

According to a press note of the JCILPS, the committee along with support from public has been launching different forms of agitation demanding implementation of ILPS to monitor the rampant influx of outsiders into the State which has posed a serious threat to the existence of the indigenous people.

Though the House had passed a bill on March 16 regarding implementation of the system, nothing substantial has been taken up afterwards to do the needful, it said.

The committee convened a general body meeting wherein it was resolved to launch non-cooperation movement against the works of non-locals in the State, it said.

Lamenting the apparent failure of the government to bring a political solution that will pave way for implementation of the system, the release made a fervent appeal to the people to extend full support to the committee and jointly continue the movement until the demands served to the government are fulfilled.

The demands include implementation of Inner Line Permit System in the State without any further delay; withdrawal of the bill passed by the House as it favours outsiders; restriction of entry of outsiders into the sate without permit; protection of the indigenous people; exclusion of non-locals from the lists of voters and few others.

IMPHAL, May 30: The Committee for Koziirii & Dziiko (Dzuko) Land Boundary Resolution spokesperson N Rajendro alias Boi has announced that the committee will impose an indefinite blockade on National Highway 2 from June 1 midnight.

Speaking to media persons at a press meet at the Manipur Press Club today, Boi who is also the president of the Information Centre for Hill Areas, Manipur, ICHAM said the blockade will be imposed against the failure of the government to act on the Dzuko land encroachment issue.

He said the government has already been informed about the alleged encroachment of land at Dzuko Valley by neighbouring State Nagaland and a memorandum already submitted to the State Chief Minister.

The Chief Minister had been urged to intervene on the issue and to deploy State security forces at Dzuko Valley, he said.

In this regard, the committee was formed on May 14 at the Mao Council Office, Tadubi and on the same day, the committee had announced to impose indefinite blockade in case the State government fail to intervene on the encroachment issue in time.

The Mao Council has been mounting pressure for more than seven months on the State government and a written intimation submitted to the Senapati DC Lazarus Jacintha who informed the Tadubi SDO about the same, he said.

The SDO along with the Mao Council had inspected the extent of the land encroachment and reported back to the DC and submit the report to the State chief secretary, Boi continued.

He said until the demand for proper demarcation and deployment of security forces at the dispute area is not met, the indefinite blockade will not be revoked.

The movement is not related to any community in particular said Boi and added that the movement is to safeguard the State territorial integrity.

He also added that if the issue is not addressed in time then it will be too late to bring a peaceful resolution.

IMPHAL, May 30: Consumer Affairs and Public Distribution district supply officer, Chandel district SA Halim has alleged that he was physically assaulted by MLA Nunghlung Victor inside the Chandel CA&PD office premises attached to the Chandel DC complex yesterday around 5:30pm.

By Urmila Chanam

There was an old Australian couple in their sixties who chose life in Africa- left their Queensland home for a small house in the wilderness. They had grown tired of making safari trips every summer over the years and their love for animals made them finallymake Africa their home.

After 7 years in the region, one day in the forest they found a cub lying next to a dead lioness and got her home.Toby, the husband knew how to tend to motherless cubs and said,`In 7 months she will be ready for living on her own but needs some care now.`™ It sounded good to Kimberley.

So the cub became their own. Seven months stretched to one year.It was soon all of two years since the cub first came to their house and none of them was complaining.

This however came with a price tag. Their friends had long ago stopped coming over. They were not comfortable walking around the house with a fully grown lioness in proximity. But Toby and Kimberley couldn`™t ask for more.Their family was complete. They loved Sheeba, the cub,so much!

One day on their returning home they found the kitchen door that opened to the backside of the house and to the forest beyond, open.Toby was the first to realize what might have happened.Sheeba was gone.

Gone without a word. No prelude. No goodbyes. No explanation.Just gone.

Only Kimberley cried. They sat down to think of all the possibilities ofSheeba`™sleaving but came up with no satisfactory explanation. Toby was not sad. He accepted Sheeba`™s decision to move out.He had nestled and nursed her. He was her dad.

Years passed by. One day there was a huge flood and the couple heard that wildlife was affected in the forest. A flood of such magnitude that it would one day go down in the pages of Africa`s history bringing in death and doom in equal proportion. There were corpsesand there werecarcasses. There were fragments of what used to be once people`s homes along with vegetation and stench. The catastrophe was accompanied by a rise in the instances of crime in the small settlement.Homeless, displaced people and orphaned children transformed into thieves, burglars of scraps of food and moneyovernight and used the knife to open cans and stab people who resisted them.

Toby and Kimberley entered their house stealthily when they found signs of human presence within it. Few furniture pieces had been noticeably disturbed and there was mud on the carpets. From one room to another they waded carefully, preparing for confrontation with the imposter anytime when the sound of movement came from the kitchen.

Toby motioned to Kimberley to take position behind him as he drew out his shot gun.He had to protect the two of them. With one decisive movement both entered the kitchen and pointed the gun to the imposter.

They found no imposter but three tiny cubs not older than five months in the middle of the chaos in the kitchen, battling over an open milk can which lay on the floor of the kitchen. There were other opened cans and split milk everywhere. Toby and Kimberley had their minds racing and ran to the bedroom upstairs where Sheeba used to sleep before. They found her sleeping quietly near the bed overlooking the window. The lioness they had brought up had come back. Sheeba woke up with the noise and looked at them as if to say,

`I am home. And I got my kids.`™

Sheeba had walked for days to bring her cubs to a place where she was confident they were safe.

Toby and Kimberley rejoiced that day and they spent each and every moment around Sheeba and her cubs looking after them. But this time around they were prepared to have Sheeba leave the day the crisis was over. That day came nine months later and when it did arrive both were prepared to let her go.

This is a story of every lioness- a lioness within each woman who is a mother. She lives within me as well. And we wade through life and its many floods along with our cubs. The option to desert them is not even an option for the lioness. We know which house has a Toby and a Kimberley and which has a backdoor to the kitchen. We take shelter when the floods threaten to consume our cubs. While our cubs are the most wonderful thing that ever happened to us, they are also the very same thing that make us the most vulnerable. We subdue our dignity, our comfort, our hobbies and interests and our choices just so that we can manage a home for them where they are safe and where they are happy.

There are also empowered women worldwide who advocate the right of women to birth control to regain the power over their own vulnerabilities. According to them women if and whengiven the means and the power to control birth of children- whether to have them or not, when to have them, how many to have, with who to have them with, will give them opportunity to control their situation as per their own capacity.

In the transition between the ordinary women to the empowered lives a lioness in me.

For China, removing the historical baggage of McMahon may be more important than the Line itself

By Pradip Phanjoubam

(This article was first published in Siddharth Varadarajan and Sidharth Bhatia`™s new project which is already creating ripples in the media as well as academic circles in the country. This is the second article the writer has written on the McMahon Line for this web journal. Unlike the first, which was published by The Wire on May 20, 2015, and crossed the 1000 `shares`™ mark on the popular social network facebook in two days, and still remains as one of the most read article, as assessed each day by the website, this one published on May 26, 2015 was amongst the top stories of the website for just two days and has been shared only 89 times on facebook, which is large but hardly can be termed viral.
In this article, the writer argues that India`™s boundary problem with China in the Eastern sector over the McMahon Line may not originally be so much about territory from the vantage of China, and more about a historical baggage that the McMahon Line carries as a product of the controversial Simla Conference of 1913-1914. For China, ratifying the McMahon Line would have amounted to recognizing the treaty making power of Tibet therefore endorsing Tibet`™s claim of sovereignty from China. This article is also a response to the statement of National Security Advisor, Ajit Doval, when he in his Rustamji memorial lecture in New Delhi a week ago made the interesting remark that China recognizes the McMahon Line in the Myanmar sector but not in the Indian sector in an accusative tone implying China was partial in a sinister way. The article argues this does not necessarily have to have been the case.)

Without actually meaning to, the National Security Advisor, Ajit Doval, could have stumbled upon an important key to the vexed boundary issue between India and China. In his recent Rustamji memorial lecture in New Delhi, Doval had alluded that China acknowledges the McMahon Line in the Myanmar sector but not in the Indian sector. China has since responded to Doval`™s statement with the old posture that it considers the McMahon Line illegal.

It is true that part of the McMahon Line extends into Myanmar, and this is understandable for when the line was drawn, Myanmar (then Burma) was still clubbed with India since its annexation by the British in 1885. By the Government of India Act 1935, grounds were laid for putting Burma under a separate administration and the actual bifurcation happened in 1937. In fact, as Parshottam Mehra notes, one of the reasons why Olaf Caroe was in a hurry to publish the McMahon Line in the Aitchison`™s Treaties, which he ultimately did in 1938 under controversial circumstances, is this imminent separation.

China settled its outstanding boundary issues with Burma in 1960, and in the Burmese sector of the McMahon Line, in physical terms the settlement is virtually an adoption of the same alignment, with some minor gives and takes. Burma ended up returning 132 sq miles of territory to China and China 85 sq miles to Burma. However the important point is, the boundary agreed upon is not the McMahon Line anymore but a new line ratified by `The Burma-China Boundary Treaty of October 1, 1960`.

There is nothing trivial about this. From China`™s point of view, removing the historical baggage which comes with the McMahon Line may be what is more important than some territory lost or gained in accepting the line. From its vantage, an international acknowledgment of its sovereignty over Tibet would not be negotiable but a boundary realignment proposal should be open to parleys. Tibet therefore would not have treaty concluding powers, and the McMahon Line was the result of a negotiation between the Tibetan and British plenipotentiaries in the Simla Conference 1913-14, without the Chinese plenipotentiary taken into confidence, for reasons already discussed in an earlier article.

This has had an important precedent in the triangular relationship between British India, China and Tibet. In 1904, Lord Curzon, suspicious of the proximity of the 13th Dalai Lama with Russia under the influence of a Siberian monk of the Buriat community settled in Lhasa, Agvan Dorjiev, invaded Tibet. Curzon`™s suspicion may have had a basis, as Charles Bell notes, for the Dalai Lama, wary of the British, refused all communications from Curzon and even returned a letter from the latter unopened. On the other hand, in 1901, the Dalai Lama sent Dorjiyev as his envoy to the Russian Tsar and Dorjiev returned with gifts from the Tsar, including some Russian firearms.

The officer who led the 1904 invasion, Col. Francis Younghusband, forced a treaty on Tibet. If Curzon was allowed to have his way and this treaty remained as it was, in all likelihood, Tibet could have ended up close to what Sikkim was. But this was not to be, and the treaty was ultimately undone step by step, both at the behest of London and China, for different reasons.

Quite ironically, although the Tibetans were the ones who ended up massacred by Col. Younghusband and his soldiers, and the Lhasa Convention was a grossly unequally treaty forced on them, it was still a treaty which could have been a valuable alibi for Tibet`™s claim to sovereignty. This treaty was concluded between the Tibetans and the British, though the Dalai Lama was not a signatory as he had fled to Mongolia to avoid capture by the invaders. But significantly, China was not a party. As one of his predecessors Lord Dufferin had towards the end of the 19th Century concluded, Curzon too was of the opinion that China`™s control over Tibet then was a fiction, and decided to deal with the Tibetans on Tibetan affairs directly.

The victimised Tibetans understandably would have been blinded by outrage to appreciate the longer term implications of this treaty, but these implications were not lost on the Chinese. The latter immediately activated its diplomatic channels to initiate talks in Calcutta to work to undo this treaty. When it became evident the treaty would not be abrogated, the Chinese first tried to prevail upon the British that the treaty should be made legitimate only after another treaty with the Chinese ratified it. When Curzon was still in charge this did not work and the Calcutta talks was abandoned. Fortunately for the Chinese, Curzon`™s term as Viceroy ended in 1905. In London too, the conservative Arthur Balfour government made an exit the same year to give way to the liberal Henry Campbell-Bannerman government, further removing China`™s hurdles. The failed Calcutta talks was revived in Peking in 1906 and the Peking Convention adopted the Lhasa agreements with modifications. Also noteworthy was that though the agenda of the Peking Convention was Tibet, no Tibetan representative was part of the negotiations.

China was even ready to pay substantial costs to bring the matter to such a conclusion. One of the main articles of the 10-article Lhasa Convention was that Tibet was to pay war reparation of Rs. 75 lakhs to the British in an annual instalment of Rs. 1 lakh. Until this was paid in full, Chumbi Valley adjacent to Sikkim and Bhutan, was to be in British custody. The Tibetans were unlikely to be able to pay this so in effect it had meant a permanent British presence in Tibet. Lord Ampthill as officiating Viceroy while Curzon was on leave, voluntarily had this amount reduced to Rs. 25 lakhs in 1904 itself. The Chinese offered to pay this, and also to have the British agree that the payment be made in just three instalments. Chumbi Valley thus returned to Tibet in three years.

Maybe China was and still is looking for a settlement of the McMahon Line issue with India along this line. In October 1960, immediately after resolving its boundary issues with Burma, including the Burmese portion of the McMahon Line, Chou En Lai and his team flew down to New Delhi but the mood in India was different. The Aksai Chin highway had only been recently built and the Khampa uprising in Tibet had been suppressed brutally, prompting the 14th Dalai Lama to flee and take refuge in India in 1959. Nehru was besieged by the right wing in Parliament, including by those within his own party, and by the media that he was betraying Tibet and letting down India. After talks failed in New Delhi, Chou En Lai flew to Kathmandu where too, as in Burma, they settled their boundary issues, including dividing Mt. Everest by the watershed principle.

It will be a tough moral decision for India. Disowning the Simla Agreement would be a blow to the Tibetan cause, but having another boundary treaty supersede the Simla Agreement without substantially changing the McMahon Line alignment may prove to be a major step toward a resolution of India`™s border issues with China.

Unpredictable political future looming in Nagaland

By Oken Jeet Sandham Now that the NPF crisis has been resolved, the general expectation is development should start taking place in the state. Precious one year has been wasted

By Oken Jeet Sandham
Now that the NPF crisis has been resolved, the general expectation is development should start taking place in the state. Precious one year has been wasted when Chief Minister TR Zeliang was struggling to save his moribund Ministry.
But all is not going well as dissident leaders could not get back their earlier Ministerial positions even after “Reconciliation” with leaders of NPF (S). This, no doubt, will give a stinging push to the dissident leaders and their colleagues to think manifold politically for a different game in the coming Nagaland Assembly elections due in 2018 if nothing happens in between.
The people have immensely lost their confidence in their representatives this time. They saw how the state government was kept in suspense, and at some point of time, near revolt from the publics were expected when they failed to meet their representatives who remained like captives in different camps.
The other National Political parties like BJP, JD (U) and NCP had no role during the crisis because it was NPF crisis only. The BJP in Nagaland, however, did not keep quiet during the crisis as they realized Zeliang’s clandestine deal with the opposition Congress for securing his “Confidence Motion.” Even after the “Confidence Motion,” the BJP created massive psychological fear that they would not be able to go together with the Congress in the DAN government because of hugely different political ideologies between them. Zeliang inducted the Congress legislators into his Ministry with an explanation that it was their dream to have an “opposition-less” government in the state for the sake of finding permanent and honorable solution to the protracted Naga political issue.
The people of Nagaland had not questioned beleaguered TR when his government remained paralyzed due to unprecedented NPF crisis except urging them to resolve the issue for the larger interest of the people. They were tolerant enough till such time the party leaders resolved the internal crisis of their party. They did not mind of seeing no development during the past one-year shaky rule of the Zeliang ministry.
The people will not, however, go into raptures about such political gimmicks, dramas and canards. They are rather more informed with the ongoing crisis and the status of the Naga political issue. They simply watch the whole tamasa, waiting for the next Assembly elections in the state.
Former Chief Minister and present Member of Parliament Neiphiu Rio ruled Nagaland for eleven years and it will be, of course, not fair comparing with one-year rule of Zeliang. The latter has been in turmoil ever since he took over the reins of government from the former, but one cannot predict, of course, what he can deliver to the people in the coming days as Chief Minister.
Yet, Rio remained undisputed leader in the state and what prompted him to leave the state politics at the beginning of his third tenure as Chief Minister still remains mysterious. To push the early settlement of the Naga political issue and bring more developmental funds to the state were some of his main explanations for going to Delhi as MP. But these reasons were inadequate. He was accused of being the main person for the NPF crisis.
Surprisingly, the people seem more concerned for the next Assembly elections than development. And many siting legislators seem to be feeling uneasiness but clueless. The unusual political environment starts creeping in everywhere stirring many youngsters to come to the fore.
In all the elections in the state, the political parties prominently figured the Naga political issue in their election manifestoes with assurances of their roles for bringing settlement to the issue. Four Nagaland Assembly elections were held after the Government of India declared ceasefire with the NSCN (IM) and in all these elections, all the political parties gave importance for expediting the Naga peace process and early solution to the issue. Yet, solution to the Naga political issue remains elusive and the Government of India still fails to give a time frame for the final settlement to the Naga political issue.
It appears that the people start losing their hope in the leaderships of the Government of India and the NSCN (IM) as none of them is able to provide credible status of their progress.
New political parties may surface to join the next unpredictable Assembly electoral battles and likely to eat into the vitals of other established political parties. The youth, forming major vote shares, will play all in good time, and there may be drastic reduction of money politics in the next Assembly elections. The Naga issue may not attract the youth much in the next Assembly elections as they realize that various political parties have been playing Naga political issue card as election plank.
Bottom Line:
Chief Minister alone cannot guarantee for the return of his party. It is a team work but the most fractured among the political parties in the state is his only. Although he proudly advocates the concept of his new mysterious political chemistry as “opposition-less or party-less” government, it is just a gimmick, drama and canard as this will not work at the time of Assembly elections because everyone has to file nomination as official candidate of their respective political parties. At the same time, every legislator will have to see his party’s interest is protected and nurtured and they cannot go against the party interest and ideology.
Can all sitting sixty legislators contest the coming Nagaland Assembly elections as “Independent” as per the “theory and mysterious political concept of TR”? No way. If they do this, Election Commission of India (ECI) will freeze the “Cock” Symbol of NPF.
I will leave here with wisdom from Norman Vincent Peale – “Any fact facing us is not as important as our attitude towards it, for that determines our success or our failure.”
