IMPHAL, May 28: Border dispute in the north east states is not a new issue as this has been prevailing since the independence of the country from the hands of British colonial rule. Despite the passage of more than 60 years, the Central Government has not come up with an amicable settlement to the border issues, ex-Minister and president of Manipur People`™s Party (MPP) has stated.

He was addressing media persons at his residence at Singjamei Kakwa, Imphal West today.

O Joy observed that there have been instances of conflict arising out of the border issues in the north east states claiming lives of people and injuring many others.

The encroachment of land at Dzuko, Jessami and Tolloi is yet to be settled. The border dispute has brought sore relationship with the neighbouring state of Nagaland, he said.

Pointing out that some political parties have been gaining political mileage out of the border disputes rather than solving it, the ex-Minister said that Union Ministers who preferred to visit the state for election campaign should take note of the issues as well.

He mentioned that the state government should exert pressure on the Central Government regarding the border issue considering the sentiments of the people.

The border issue needs to be discussed in the Cabinet meeting as the territorial integrity of the state cannot be put at stake at any cost, O Joy said.

The Kuki civil bodies including Kuki Inpi Sadar Hills under the leadership of Kuki Inpi Manipur had a marathon meeting yesterday at the Chief Minister`™s Office chamber.

During the meeting the State government was represented by Chief Minister Okram Ibobi Singh, deputy Chief Minister Gaikhangam, IFC minister Ngamthang Haokip and Saikul AC MLA Yamthong Haokip.

Thangkam Lupheng, spokesperson of Sadar Hills Kuki CSOs said that after a harmonious settlement according to the Kuki customary law has been reached between the State government and the Sadar Hills Kuki CSOs led by Kuki Inpi Manipur yesterday over the killing of Paokholen Khongsai, a church secretary his body has been claimed today at around 11 am from the JNIMS morgue.

Hence, the Kuki civil bodies of Sadar Hills under the banner of Kuki Inpi Sadar Hills have decided to call off the proposed 48-hours Sadar Hills total bandh which was to start from midnight of May 30 added the spokesperson.

IMPHAL May 28: The Union Minister of State (Independent Charge) of the Ministry of Development of Northeastern Region (DoNER) Dr Jitendra Singh has announced 18 hours of daily power supply for all the districts in the State, during a press briefing at the Conference Hall of Secretariat South Block after his meeting with the Chief Minister.

`Northeast is an essential part of Prime Minister`™s Vision to develop all the regions equally. This is already translated with the announcement of the Sports University in Manipur which aims at bringing the mainland closer to the Northeast besides creating more employment for the insiders.` he said.

Towards addressing the power crisis, the Union Minister said the ambitious plan of installing a new 400 kw power station at Thoubal is materializing with a two year deadline.

Most formalities are over and financial aspect is duly decided for a budget of approximately Rs 124 crores, he said.

This should be able to cater 18-hours of power supply to all the districts, he assured.

On the progress of the sports university he said, `According to the Chief Minister, 300 acres of land at Yaithibi has been identified and acquired for the Sports University.`™

He added, this sports university will be unique and the first of its kind in the country.

It is meant to absorb people from other regions and integrate as a nation through closer interactions, he said.

Regarding the connectivity hurdles in the State the Union Minister said, `DoNER being a nodal ministry for all ministries has formed a Committee for Tourism and similarly hopes to establish a Committee for Road, Transport and Highway very soon.`

`We will incorporate the technical inputs that are suggested for the Imphal-Silchar road.`

The Union Minister also pointed out that the intra regional connectivity needs to be revamped.

He further said, `DoNER will consider the feasibility regarding the Chief Minister`™s request for night halt facilities at Tuhilal Airport.

We have also heard and marked the grievances about telecom network problems and related professional hazard, Dr Jitendra said.

Later answering to a query on the disparity between the plans and achievements of DoNER, he diverted the crucial query by detailing the fresh initiatives `DoNER at your doorstep`™ exercise which was supposedly started from Imphal in March this year.

IMPHAL, May 28: People of Sugunu constituency have been facing banking problems due to lack of banks in the area for the past many years, and so there are plans afoot to bring a branch of the State Bank of India at Sugunu and Kakchig Khunou after the June 1 ADC election.

This was said by local MLA K Ranjit today during a formal function inaugurating a market shed at Kakching Khunou.

He said there are no banks in his constituency afer the rural bank at Sugunu was shifted to another place owing to security problem.

Sugunu is the tri-junction of three districts, Thoubal, Chandel and Churachandpur, he said.

Now the situation in the area is quite good and so after the ADC election, we will bring a branch of the SBI in the area, he said.

We will open the bank on the first floor of a building in the market area, he said adding that if the bank authority agree, another branch would be open at Kakching Khunou.

He said he will work for the people and the blacktopping of the road from Sugunu to Chakpikarong was done by him.

He said in four terms as the local MLA, he is unable to reach even 20 percent of development in his constituency and so he has to work on the 80 percent.

Ranjit, however, acknowledged that the promise made to the farmers of Umathel to provide irrigation water from his local area development fund throughout the year has failed technically.

He said on a trial basis a water pump was used with the help of electric motors to pump water 24×7, however, the motor couldn`™t run for 24×7.

Now, we are looking for another means to avail water to the farmers, he said.

He said vegetable production from Kakching Khunou area is good but people have marketing problems.

The market shed inaugurated today was constructed at an estimated cost of around Rs 14.5 lakhs from his MLA local Area Development Fund and another Rs 90,000 from the municipal council.

The market shed is 200 feet long and 25 feet wide with a 20 feet height.

He said he is unable to materialize the demand for a Boys and Girls common room at the Kakching Khunou College, because Rs 10 lakhs had been recently sanctioned to the Governing body of the college to maintain the laboratory, equipment.

As for the construction of the common room, he said he will seek help from the higher education directorate.

In the 2017 election, please elect the right person who has been working for the people for long and not on the basis of the candidate`™s party, he said.

The function was also attended by Block Congres Committee, Sugunu president Khaidem Nimaichandra, DTO Imphal West Mutum Mani Singh, Kakching Khunou Municipal Council chairman Mayanglambam Raghu Meitei and aast director SAI Leishangthem Ibomcha Singh.

The Tripura government has withdrawn the controversial Armed Forces Special Powers Act, AFSPA, from the state. The state chief minister, Manik Sarkar announced this yesterday, citing a wane in the insurgency situation in the state. He also said the Left front government in his state had also earlier tried to repeal the AFSPA but did not get the consent of the Centre. This time obviously the Centre has given this consent. This development contrasts with the recent imposition of AFSPA in Arunachal Pradesh, a state which has no serious history of insurgency so far. These are interesting turns of events indeed.

One thing is certain from the Tripura chief minister`™s statement. It is a myth that the states can on its own decide whether it needs AFSPA or not, for it is entirely up to the states to declare themselves as disturbed area under the Disturbed Area Act, DAA. While it is true AFSPA can only be imposed in places where DAA has been declared, what is not written but also true is, it is the Centre which through unseen pressures dictates whether a state should declare itself disturbed. This should have been obvious all along, but the myth has been allowed to persist. When the Jeevan Reddy Commission, recommended AFSPA`™s replacement with a civil act, the Unlawful Activities Prevention Act, modified and upgraded to make military operation under it possible, it was only the Centre which stood in the way of adopting this recommendation. It is also known that within the Central government it was the military lobby which ensured the recommendation was shelved. This came straight from the horse`™s mouth. The former home minister, P Chidambaram minced no words in revealing this publicly several times.

When the AFSPA is seen as only a manifestation of the will of the Central government and not that of the states, its meaning should become clearer. Since law and order is a state subject, the implication is, AFSPA is meant to tackle is not merely an internal law and order situation. Insurgency in the Northeast and Kashmir, the only two regions where the AFSPA is applicable, is seen as a form of military aggression and challenge to the Indian State. This may actually be the case, but it needs to be admitted if indeed the Centre sees the situation as such. From a purely human rights perspective, such a situation will have other protections for non-combatants especially, but for the combatants as well, for then, international humanitarian laws defined by the Geneva Conventions and The Hague Laws etc, will become applicable. India`™s dilemma is understandable. It does not want to call this a war situation for obvious reasons, but it does not think it is a mere law and order situation either. The failure of liberal imagination in such a situation is in evolving an appropriate response to this grey zone of a violent crisis.

Although developments in the US where police brutality and partiality are already an appalling alarm bell, the answer will have to be in strengthening the civil police to handle such situation. The police can be even more brutal than the Army, but the difference is, they will come under civil law and the ordinary citizens will not feel totally disempowered in tackling them. This being the case, policemen will not be given to the same degree of impunity and arrogance that security forces operating under the AFSPA are prone to. Policemen can and do end up committing accesses, but the ordinary citizens on the streets can also get back at them for these accesses legitimately through the courts or else through democratic pressures on the legislators elected by their votes. In the BT Road daylight killing for instance, the civil population was outraged but not left powerless to seek justice. That justice was delayed or ultimately not delivered adequately is a failure of execution and not intent of the system. The Army can be and should be there as back up fire power if and when the need arises, just as it is there to help when natural calamities strike. The argument that the Army cannot function without the AFSPA is spurious. Laws are made by the Parliament, and in a system where the Parliament is supreme, the Army should have no other option than to abide by the laws the Parliament makes. The Jeevan Reddy Commission`™s recommendation was precisely about making the Army operate, but also accountable to civil(ised) modern law where civil welfare is paramount, and not one that should belong to the savage days of colonialism. The Indian Army is a great organisation, but the AFSPA is giving it and the entire country a bad name.

IMPHAL, May 28: Although the BJP led NDA government under the leadership of Prime Minister Narendra Modi has withdrawn the Special State Status from several States including Manipur, it is not in their capacity to stop sanctioning funds to Manipur, asserted Chief Minister Okram Ibobi Singh today.

Even if they fail to sanction the funds, we will grab the same, he said.

The Chief Minister was speaking at the district level Congress Workers`™ conference in connection with the yearlong Celebration for the 125th birth anniversary of Balasaheb Dr BR Ambedkar cum ADC election campaign meeting at the public ground near Aimol Tampak, Pallel.

Continuing his speech, Ibobi said during the time of the UPA government in the Centre, the North Eastern States along with Jammu and Kashmir were identified as Special States and provided with additional funds from the Centre recognizing them to be underdeveloped compared to the other States.

Under the status, Manipur must have received more than Rs 2000 crores, which also includes Rs 450 crores under Special Plan Assistance and Rs 800 crores under Additional Central Assistance, he observed.

However, the Status has been withdrawn from the States citing that these States are now comparably developed as the other States, he said.

The State government is not dejected with this development and we will try to move on, the Chief Minister said.

Chief Minister Okram Ibobi Singh also expressed that the recent shooting incident at Pallel during a religious procession resulting in the death of a man is unfortunate and we should assure that such incidents are not repeated in the future.

If a few individuals from any one of the communities residing peacefully together in the State create a problem then let them be punished according to the law, he continued.

Just because a few individuals of a particular community is bad, we should not blame the whole community and we should never try to create communal tensions in the State, the Chief Minister appealed to the people.

Meanwhile, replying to a memorandum submitted by the Aimol Tribes Union, the Chief Minister assured that the PHSC at Aimol Tampak will be upgraded to a PHC and that the DC, Thoubal and the SDO, Kakching will be informed to take up necessary steps to evict the illegal encroachers from along the road connecting Pallel to Aimol Tampak.

He also assured to construct a community hall at Aimol Tampak.

Manipur Pradesh Congress Committee president Gaikhangam who is also the State deputy Chief Minister presiding over the function said BJP leaders including Union Ministers and the party`™s State leaders have been lying that the withdrawal of the Special State Status from Manipur was completed during the UPA government.

He continued that other than the few Central institutes in the State all funds from the Centre are sanctioned through the State government, Gaikhangam said further claiming that the BJP leaders are claiming that funds for the ADCs will be directly sanctioned to them.

BJP leaders including Union Minister making such lies tantamount to a housebreak ahead of the ADC election, the MPCC president claimed.

He further claimed that some of the BJP`™s State leaders of today had even served as Congress ministers in the past who had taken everything from the Congress party.

He said the Congress party is one of the many political parties of the world, however it is not simply a political party, but it is a platform for the public`™s agitations.

Today`™s function was also participated by MP Dr Th Meinya, MP Thangso Baite, Tengnoupal MLA DK Korungthang, MLA T Mangibabu Singh, MLA E Dwijamani, party candidates for the ADC election among others.

Tiluck Keisam – Seven-year-old skating prodigy from Manipur aims for Guinness record

New Delhi, May 28 (ANI): Seven-year-old limbo skating prodigy Tiluck Keisam is aiming for an entry in the Guinness Book of World Records.

He registered his name in the Limca Book of Records in January by performing a 50-metre limbo skate under a horizontal bar set at the height of 7.5 to 9 inches from ground level.

“I love skating and I have been skating since 2013. Today, I’m very happy that I completed more than 100 meters. I want to become a famous skater. I want to play at the international level and want to

bring a gold medal for my country,” said Keisam.

He has been training under the guidance of Coach Rohtash Dinodia in the capital.

“Today, the event that Tiluck performed was a trial for the Asian events and the Guinness Book of World Records. He performed a 100-metre-long skating and back limbo. And for the first time, he did U-turn skating of about 80 metres, which is a big achievement for him. We did three events today, and next time, we will try to make him win at the Asian level in the same events,” said Dinodia

Tiluck is a Class two student of Bluebells School International in Delhi.

He has been skating since 2013 and has participated in various competitions and won a total of 36 medals and many certificates.

Tiluck was adjudged as the overall best Limbo skater in Delhi for the year 2014-15.

Apart from skating, he loves painting and drawing.

“We feel very proud of him, because now, we have come to know that he has got many talents. He has won numerous medals not only in skating, but also in drawing and painting competitions, and at the National Science Olympiad also,” said Ricky Keisam, Tiluck’s father.

“I have seen Tiluck for several years. Whether in summer or winter he always makes it a point to practice. It’s a wonderful achievement. He is very talented and we are very happy for him,” said D Sarkar,

Director of Sports, DDA.

Recently, he performed Limbo Skating at the Siri Fort Sports Complex in Delhi where he showed forward limbo skating over a distance of 113 meters under a bar set at a height of nine inches.

Kohima, May 28, 2015: With a vision to embark on a process to instill the spirit of innovation and use of technology for impacting positive change in the society with target audience comprising of students, entrepreneurs, NGOs, government departments and industry professionals, E-Naga Summit was held in Kohima.

The summit is an initiative of the Nagaland department of Information Technology and Communication, in collaboration with the Confederation of Indian Industries (CII) and it is being held under the theme ‘Ideas and Solutions to transform North East India through Information Communication Technology’.

Nagaland Chief Minister T. R. Zeliang said information technology and electronic media is playing a major role in building a knowledge led economy and India is looking at North Eastern State to boost economic growth.

“We have hardly experienced the local industrial revolution and it is now time for us to use IT for delivering government services and promote e-governance to balance the peculiar situation in which we are place,”

the CM conveyed through his inaugural address which was read out by the State Chief Secretary Pankaj Kumar in his absent.

The CM expressed happiness that the department of IT&C is making all out effort to the extent of organising the e-Naga summit which will surely help the state to adapt to the changing situation.

He expressed hope that someday, Nagaland which is known as the land of festival will also be known as the land of e-Governance.

According to PTI, state Minister for Information Technology and Communication, Paiwang Konyak said that summit will showcase the importance of e-Governance and information communication technology in bringing about a visible socio-economic change in the society.

He also asserted that his department would work for the youth and disadvantaged people while also creating employment and business opportunities for the educated youths and entrepreneurs.

The summit was also marked with the signing of Memorandum of Understanding between the State Government and the Software Technology Parks of India to establish a software park in Kohima and Dimapur.

IMPHAL, May 28: Reacting against the Speaker`™s verdict disqualifying three Trinamool Congress MLAs Thongam Bishwajit, Khumukcham Joykishan and Oinam Lukhoi, people of Thongju constituency took out a mass rally in the constituency before burning effigies of the Speaker who had passed the judgment. Later a public meeting was also convened at the residence of the disqualified local MLA.

Meanwhile, speaking to media persons, Thongam Bishwajit said that the judgment was unfortunate and there seem to be no consideration of its impact on the development schemes in the affected constituencies when it was taken.

The disqualified MLA also said that he will discuss the matter with his supporters and other experts to decide whether to file a case with the court or face a fresh poll.

Bishwajit who flew in today from outside the State was received by supporters at the Imphal Airport, even as people of the constituency gathered at his residence since early morning following yesterday`™s judgment.

At Bishwajit`™s residence, his supporters discussed their strategy to fight the Speaker`™s verdict and later womenfolk came out and burnt the Speaker`™s effigy.

Meanwhile, the disqualified MLA, Th Bishwajit told media persons `I can boldly call this judgment of the Speaker to be a wrong decision`.

He further asserted that so far we haven`™t formed any new political party and the infighting among the Trinamool Congress MLAs was on the issue of party leadership which is like a family issue.

However, according to legal experts the disqualification is because of the formation of a new political party, Bishwajit rued.

He lamented the decision will affect people and development of not only Thongju but of Thangmeiband and Oinam constituencies as well.

He asked if the verdict was delivered after proper consultation with experts, and whether they have proper documents testifying the formation of a new political party by the MLAs and the registration of the party in the State.

He also demanded the Speaker to make proper clarification before the people of the three constituencies at the earliest.

He demanded as to why the Speaker had reserved the judgment for so long and passed it now when there are several burning issues like the Dzuko Valley boundary issue.

He asked whether it was passed to divert the minds of the public from the State issues like the border dispute, ILPS demand, bandhs, blockades etc.

He said he wasn`™t afraid of fresh poll and that the people were on his side. However, conducting fresh polls in three constituencies will mean the State would have to utilize huge manpower, and when the State is facing financial problem, it would be mean extra expenditure that too when the 2017 election is approaching, he asserted.

This has also come even as the ADC election will be conducted on June 1, Bishwajit observed.

The people of Thongju has decided to defeat the opponents whether in fresh polls or by taking the issue to the court and seek justice, he continued.

The `No governance in Manipur` voice is now growing stronger after such a verdict was passed, he said.

He continued that the Speaker should also clarify on the issue of the five MLAs of Manipur State Congress Party who joined the Congress party although the MSCP was recognized by the ECI during the Hiyanglam bye-poll.

He also demanded a clarification on the disqualification case against K Sarat and I Ibohalbi of the Trinamool Congress.

He further continued that it is unfortunate that it was reported yesterday that fire crackers were blasted in his constituency yesterday following the disqualification verdict.
