LAMKA, September 6: The JAC Churachandpur convened an emergency meeting today at its information centre KKL complex and resolved that its decision to reopen schools from Monday in the district which was announced yesterday has been retracted.

A statement of the JAC said it would like to clarify its previous day statement that `schools will re-open as usual from Monday`™ has been withdrawn taking into account the volatile situation and mounting pressure and request from the parents/ guardians.

It said the schools will remain closed till further announcement from the JAC and the daily relaxation for shops to open and public transportation to ply would be extended from 5am to 2pm in consideration of the hardship faced by the public

The statement also said that womenfolk staging sit ins are also requested to continue on the good work while maintaining tranquillity and at the same time be on their guard in case of any eventualities.

The womenfolk and all others are also urged to support and co-operate with the media persons, it said. It said during the meeting, the JAC also resolved to urge the Village Authorities to support the womenfolk in maintaining a peaceful situation.

The JAC, it said, will also not be responsible for any arson/ violence arising without their consent. It has further appealed to all to continue to support the JAC in its future course of actions but to restrain from imposing any form of bandh or strike without the consent of the JAC.

Meanwhile, most residents of Churachandpur are against the burial or claiming the bodies of the eight who died during the recent agitations from the Churachandpur District Hospital morgue citing that it will dilute the cause for which they had made the supreme sacrifice, while others are arguing that normalcy will be restored only with the disposal of the bodies as they are kept in a Churachandpur district hospital morgue without any cooling of freezing facility.

Meanwhile, top officials of the Manipur police led by additional DGP LM Khaute and two IGPs are still stationed in Churachandpur trying to restore peace and normalcy in the district even as demonstrations like sit in protests continue as the eight bodies are still lying at the morgue where AC facilities have been fitted now in order to cool the bodies.

It may also be stated that the Young Paite Association (YPA) GHQ leaders and members had volunteered themselves and helped calm down the atmosphere following in the diktats of the JAC as there was a reported incident of anti-social elements trying to take advantage of the prevailing situation.

KANGPOKPI, September 6: Gorkha people within Kalapahar and its adjoining areas in Sadar Hills paid their homage to the tribal martyrs killed in Churachandpur incident by organizing a massive condolence and sit-in-protest at Kalapahar yesterday.

Organized by United Kalapahar Administrative and Development Society, the condolence function was attended by various Gorkha CSOs and social leaders apart from the Gorkha populace within Kalapahar and its adjoining areas.

Numbering around 500, the Gorkhas who participated in the condolence service lit candle and paid homage to the martyrs in their traditional ways while observing a minute silence as a mark of honor and respect of the supreme sacrifice made by the tribal youths.

Apart from the condolence, the Gorkhas also conducted a mass donation for the Churachandpur victims during the event.

Speaking to media persons on the sideline of the event, Subolsingh Mohote, chairman of United Kalapahar Administrative and Development Society said that the Gorkha people in Sadar Hills solemnly shared the pain and sorrow of the bereaved families of the tribal martyrs and at the same time pompously paid homage to the brave martyrs for their significant sacrifice for the tribal cause.

`We have been characteristically brought up and sustained our livelihood with the resources of the tribal land since time immemorial`, remarked Subolsingh before adding that the Gorkha would not tolerate when the tribal are subverted to their rights and land.

Urging the tribal people of the State to be strong during the difficult situation that they are enduring, he said that the Gorkha people prayed for the bereaved families.

Subolsingh Mohote further said that the Gorkhas within Kalapahar in Sadar Hills also strongly opposed the three bills passed in the State Assembly by the government and endorsed any movement initiated by the tribal people in connection with the matter.

We want the world to know that the Gorkhas will stand by their tribal brethren in Manipur, who are deprived of their privilege, he claimed.

Meanwhile, the relay sit-in-protest against the alleged anti-tribal bills passed in the State Assembly at Kangpokpi continued till today with black flags hung everywhere in the town vicinity.

Residents of Kangpokpi Ward 5 and 6 continued the relay sit-in-protest at Kangpokpi today till 5 pm in the evening.

IMPHAL, September 6: The JD (U) Manipur unit strongly condemn the police action during the recent Churachandpur incident during which many people had died, general secretary (Administration) of the party Lien Gangte told media persons today.

He was addressing media persons during a press conference called by the party president M Tombi to announce that party delegates had submitted a memorandum to the Prime Minister of India urging the Centre not to disturb the territorial integrity of Manipur.

Tombi had called the press conference today following the return of the party delegates who had met Union Home Minister Rajnath Singh in the national capital.

Meanwhile, speaking at the conference, Gangte said the party also observed a two-minute silence today honouring the eight who died during the Churachandpur incident.

The JD (U) at the same time appreciates the Chief Minister`™s State-level Teachers`™ Day speech as a leader of the people, Gangte said.

He said the Chief Minister has assured the people of Manipur that if the bills affect any community of the State, then it can be corrected after a proper discussion.

He said that such an open heart clarification and invitation from the Chief Minister should be accepted by the people including the Churachandpur JAC.

The protesters should also share their opinion and respond to it he said.

At the same time, it is unfortunate that the cellular data network has been closed down in the State following the recent outbursts of violence he said and further appealed to the government to re-open the networks.

Tombi also briefed the media about the assurance given by the Union Minister on the issue of the State`™s territorial integrity.

He said JD (U) national president Sharad Yadav and the Janata parivar have also showed the same concern as the JD (U) Manipur on the State`™s territorial integrity and the recently signed GoI and NSCN (IM) accord.

He further continued that during the meeting with the Union Home Minister, the JD (U) delegates had submitted a memorandum urging the Centre not to disturb the Manipuri territorial integrity.

The Home Minister had also replied positively to the appeal, however, we cannot remain silent on such an important issue due to the assurance from the Centre he said.

The JD (U) takes the Naga Peace Accord as sheer venom which would create factionalism among the Manipuri people, he claimed.

The June 18 incident happened in 2001 due to the `without territorial limit`™ clause in the GoI-NSCN (IM) peace deal, he reminded.

This time again if the accord affects the State, it could be more deadly and as such the BJP led NDA government in the Centre and the BJP Manipur unit should understand the pulse of the people, he said.

He continued the same memorandum was also submitted to the Prime Minister through the Union Home Minister.

Another detailed memorandum on the stand of the people on the Naga Accord was also submitted to the JD (U) national president Sharad Yadav and apprised the Janata parivar of the stand of the Manipuri people on the issue, which leaders and representatives of the parivar endorsed, he said.

IMPHAL, September 6: The initiative of the Rotary Club Imphal to organise a mega free medical camp at the Andro High School for the poor people of Andro is highly appreciated, and if such services continue in other parts of the State, it wouldn`™t be long before Manipur becomes a healthy society, observed Andro MLA Th Shyamkumar today during the inaugural of the camp.

The MLA said with the conduct of the health camp, Andro today certainly feels like a part of Manipur.

Due to the recent flood, a medical camp was needed for long, he continued.

He said medical camps in the remote areas are necessary to educate the girls and women on healthy ways.

Former DG of Rotary Club Dr Ajit Irom said at the moment the club`™s main focus is on Andro and during the medical camp wanted to spread the awareness that the club is financially helping children from BPL families with heart diseases get surgical treatments in Delhi.

The club will finance the entire cost for the treatment.

He said child specialist Dr Chourajit of JNIMS will check the children and the parents of any children found needing immediate treatment, will be advised to take the child to Delhi.

The club has been sponsoring treatment of Children with heart defects from BPL families in Delhi, he said.

Speaking on the occasion, chairman of the Rotary Club medical camp Dr Jitendra said the motto of the club is to service above self.

JNIMS director Dr Devendro said such medical camp is a team work of the private and government doctors with help from local communities.

He said the JNIMS is open for anyone who is found in a serious state during such camp.

Through the service of the Rotary Club, we are targeting to reach all parts of the State.

Today`™s camp was attended by around 25 doctors including specialists, 12 paramedical staff and laboratory staff and nurses from Shija Hospital and Research Institute, Babina Laboratory and Iboyaima Hospital.

During the camp, ENT, EYE, Pediatric, Gynae, Surgery, Ortho, Skin, Pharmacy counters were opened and free medicine worth Rs 2 lakhs were distributed.

Meanwhile, a PRO IGAR (s) statement said Assam Rifles of 28 Sector Assam Rifles under the aegis of HQ IGAR (South) teamed up with Flood Relief Manipur to organise a Medical Camp at Keirak village, Thoubal District.

It said a combined medical team comprising of doctors from Flood Relief Manipur and 22 Assam Rifles administered medical help during the camp.

Manipur belongs to the Meiteis, Nagas, Kukis, Meitei Pangans. Without Meiteis, Nagas, Kukis , Meitei Pangans, we can not call it Manipur. The Nagas and Kukis have sacrificed their lives for protecting the sovereignty, independence, unity and integrity of Manipur. Chirai Naga alias Chirai Thangal of Mayangkhang aged 30 years was hanged by the British on 13th Oct. 1891 inside the jail for killing and cutting off the head of a British Telegraph officer, W.B. Melville. He died for protecting the sovereignty of Manipur. Niranjan Subadar, son of Daria Singh Chetri aged 39 years of village Tikuamoh joined the native force of Manipur and later appointed as Subadar by the Tikendrajit Jubraj after leaving the regular British Army of the 34th Native Infantry. He was hanged by the neck for assisting the Manipuris against the British. on 8th June, 1891. He died for his country. Chowkami Naga of Mayangkhang and Gowho Naga of Mayangkhang were sentenced to transportation for life by the British to Andamans and Nicobar
Islands (Kalapani) on 7th March, 1892 on the charge of (1) Murder of Signaller O`™Brien and (2) Abetment of murder of Mr.Melville ( vide Administration Report of the Political Agency , Manipur for 1906-1907 ) (Vide Secretary to the Chief Commissioner`™s letter No. 1822 dated 23rd April, 1892).

The main worry of the Manipuris is the unabated influx of outside migrants from other states of India for the last 65 years with the risk of reducing the Manipuris into minority or even extinct as happened in Andaman & Nicobar Islands, Tripura and some districts of Assam. Now the outside migrants is dominating the markets. They have purchased lands in many parts of Manipur valley. The married local girls to claim their rights to land properties. Many of the outside migrants have become crorepatis after arrival in Manipur. The risk will be greater with the arrival of Railways and implementation of Look East or Act East Policy. That is why the Manipur State Assembly passed the three Bills.

Many people say that the business class of outside migrants in Manipur are secretly financing and instigating the tribal to ignite an uprising against the Meiteis to stall the implementation of the three Bills. We should not allow ourselves to be trapped at the hands of the outside migrants.

Is the Meiteis communal as charged by the hill people ?

The Meiteis once lived in the hills and migrated to the valley in search of better prospects. Why the hill people of Manipur blamed the Meiteis as communal on every issue. Why the hill people take it as a matter of honour, pride, popularity and prestige to carry out Anti-Meitei activities and slogans `“that too by sitting at Imphal. Is there anything wrong with the Meiteis mind set. The conflict between the Meiteis and Hill people started when the Meiteis became partial Hindus in 1732 under King Garib Niwaz (1709-48) and when the hill people became partial Christians with gradual conversion to Christianity with the arrival of William Pettigrew in February, 1894 although we claim to be pure Hindus and pure Christians. Further, with the merger of Manipur to India on October 15, 1949 AD and with the adoption of the Indian constitution on 26 January, 1950, the Government of India inserted a highly discriminatory article 370C in the Indian Constitution without consulting the Manipur Government to keep us divided and to keep Manipur on the boil all the time. Let us see some of the facts :-

There are more than 150,000 Kabuis, Tangkhuls, Maring, Aimol Chiru, Thadou, Paite, Hmar, Chothe, Vaiphei, Zou Gangte, Kom, Monsang, .Moyon, Poumai, Purum etc. settled in the valley with pattas of their homestead land under the Manipur Land Revenue & Land Reforms Act-1960. The valley land once purchased by a tribal can not be sold to a Metei without the approval of the deputy commissioner under the Act. But the Meities can not buy land in the hills. The Meiteis never complained about the discriminatory provision of the land law passed by the Indian Parliament. They never complained even if some tribal encroached over the valley land for constructing illegal buildigs, churches without patta. The Meiteis never complained even if some Imphal-based tribal leaders talk of redrawing the map of Manipur for greater Nagaland or Kuki homeland-that too by sitting at Imphal. The Meiteis never complained even if more than 200 Trucks and Buses are looted of Rs, 3000 to 5000 from every vehicle everyday by the NSCN-IM under the nose of Indian Army or state police. The Meiteis never retaliated against frequent killing of poor Meitei drivers along the national highways and talented Meitei Officers. Is it due to stupidity or timidity on the part of the Meiteis ? No hill leader got elected if he does not talk of anti-Meitei activities and chant anti-Meitei slogans. After getting elected, the first thing they do is to buy land and construct palatial buildings in the valley. The tribal MLAs and Bureaucrats sell off the materials earmarked for hills and siphoned off funds earmarked for hills, buy costly cars and blamed the Meiteis for underdevelopment of hills. The Hill MLAs did not raise any voice while the three Bills were passed on 31 July, 2015. What is wrong with the three Bills ?

On 31 August, 2015, the Manipur State Legislative Assembly has passed three bills to protect indigenous people of Manipur -(1) the Manipur Peoples Protection Bill-2015 (2) the Manipur Land Revenue & Land Reforms (Seventh Amendment) Bill 2015 (3) the Manipur Shops & Establishment (Second Amendment Bill -2015. On the same day at about 6 pm before knowing the details of the Bill, a mob in Churachandpur erupted into violence ransacking and setting fire on the houses of Shri Phungzathang Tonsing , Hon`™ble Health Minister, Shri Vungzagin Valte, Hon`™ble MLA of Thanlon Constituency. The mob also attacked the residences of Ginsuanhau, Hon`™ble MLA of Singhat, shri Manga Vaiphei , Hon`™ble MLA of Henglep constituency. Mr. Lunminthang Haokip, Deputy Commissioner imposed CrPC-144 with effect from 7 pm of the same day to control the mob. Till date eight lives have been lost and many are injured due to police firing. The people have declared the eight victims as Martyrs on 4th September, 2015. The indiscriminate police firing leading to death of eight people should be condemned in the strongest terms and the Government should conduct an enquiry and compensate the loss.

The three Bills were passed with the objectives of protection of indigenous people of Manipur including hill people. While the Manipur Peoples Protection Bill-2015 has some flaws, there is nothing wrong with the other two Bills.

Clarification of the Hill Areas Committee, Manipur

Dr. Chalton Lien Amo, Hon`™ble Chairman of Hill Areas Committee, Manipur declared on 1 August, 2015 that the three Bills passed by the Manipur State Assembly do not contain anything which may impinge upon the interest of the tribal people and the violent reactions which erupted was the result of misunderstanding . Clarification by the State Government

Shri Gaikhangam, Hon`™ble Deputy Chief Minister, Manipur clarified on 2nd August, 2015 that the Bills are meant to protect the indigenous people and not against any community. People should read. study and analyze the three Bills before agitating against the Bill.

Are the three Bills Communal ?

The eruption of violence even before the three Bills are made public shows that the protestors have not studied or read the three Bills between the lines. There is nothing communal or discriminatory provision in the three Bills.

What are the main reasons for the violent eruption ?

The main reasons for the mob violence in Churachandpur are `“

(a)Definition of `Manipur people `. According to the Manipur Peoples Protection Bill-2015, Manipur People is defined as ` Persons of Manipur whose names are found in the National Register of Citizens, 1951 or Census Report of 1951 or Village Directory of 1951 and their descendants, who have contributed collective social, social, cultural and economic life of Manipur. Considering the level of literacy in 1951, lack of communication facilities, lack of transport facilities, lack of record keeping facilities and skills and ignorance of the people, some of the indigenous people might face the risk of being identified as foreigner. This fear is genuine considering the standard of record keeping being in force in 1951.

(b) Cut off year 1951

The Manipur Peoples Protection Bill-2015 mentioned cut off year as 1951 based on National Register of Citizens, 1951 or Census Report of 1951 or Village Directory of 1951. This cut off date may hold good for the outside migrants from other states. But this creates a fear psychosis among the people considering the risk of being identified as foreigners. This cut off date may not be practicable and may be objected by His Excellency, the Governor of Manipur or His Excellency ,the President of India considering the Citizens act-1955 and the Indira -Mujib Treaty of 1972.

Under the Citizens Act-1955, Indian Citizenship is granted to any person born in India on or before 3rd December, 2004 if one of the parents is a citizen of India and the other is not an illegal migrant at the time of his/her birth.

Who is an Illegal immigrant ?

As per section 2(1)(b) of the Citizenship Act of 1955 an `illegal immigrant` are those people who enter into Indian Territory: `“

(a) without a valid passport or other travel documents and such other document or authority as may be prescribed by or under any law in that behalf; or

(b) with a valid passport or other travel documents and such other document or authority as may be prescribed by or under any law in that behalf but remains therein beyond the permitted period of time.

Dangerous consequences of large scale illegal migration entering Manipur

The Bangladeshis often come on pretext of visiting their relatives and then continue to live there forever. Political leaders include them in the voters list to help them in wining the election. For the last 25-30 years, the outside migrants are treated as vote banks .The They even help them in inhabiting them there and do nothing to stop further flow of illegal migrants. Sitting MLA of Jiribam, Minister Debendra is one of them, the villager of Jiribam said.

The large scale illegal migration from Bangladesh and Myanmar may lead to dangerous consequences for the people of Manipur as well as for the Nation. This is not democracy or secularism. Some of the dangerous consequences are (1) possibility of reducing the indigenous people of Manipur into a minority in their home State as happened in Andaman Nicobar, Tripura, Assam. The silent, armless and bloodless demographic invasion of Jiribam is turning the original population of Jiribam into minority. ( A Romenkumar Singh, IPS -retired) (2) increased security threat to the Nation and to the State (3) increased crimes (4) increased Drug Trafficking (3) increased human trafficking (4) increased spread of HIV/AIDS (5) increased threat to the identity, land, language, culture, traditions, employment, script, mineral resources of the indigenous people.

In 1998, the then Assam governor sent a secret report to the President informing that influx of illegal migrants from Bangladesh continued unabated into the state, perceptibly changing its demographic pattern and reducing the Assamese people to a minority in their own state. It had become a contributory factor for outbreak of insurgency in the state, he said. The same is applicable to Manipur.

Mr. Bikram Singh, Ex-Chief Of Army Staff, speaking at a seminar in New Delhi organised by a security think tank, said on 13 February, 2014 that the problem of illegal migration from Bangladesh has led to demographic changes in the northeast India. He said that illegal migration has also led to serious internal security challenges in the north East India. It can happen only in India, where vote-bank politics scores decisively over national interest and issues relating to India`s sovereignty.

The Governor of Assam, Lt. Gen. S.K. Sinha (Retired), ex- Deputy Chief of Army Staff , in a report dated 8th November, 1998 stated that there were many contributory factors facilitating infiltration from Bangladesh – “Ethnic, linguistic and religious commonality between the illegal migrants and many people on our side of the border enables them to find shelter. It makes their detection difficult. Some political parties have been encouraging and even helping illegal migration with a view to building vote banks. The immigrants are hardworking and are prepared to work as cheap labour and domestic help for lower remuneration than the local people. This makes them acceptable. According to the Hon`™ble Supreme Court by a bench of 3 Judges in Sarabananda Sonowal v. Union of India (2005) 5 SCC 665 at paras.55, 56 and 60 `Illegal migrants from neighbouring country amounts to an aggression of a worst order` The Supreme Court reported in Assam Sanmilta Mahasangha v. Union of India, (2015) 3 SCC 1 `such an influx of foreigners is `EXTERNAL AGGRESSION` within the meaning of Article 355 of the constitution of India. The Supreme Court held that the foremost duty of the Central Government is to defend the borders of the country, prevent any trespass and make the life of the citizens safe and secure. Manipur belongs to the Meiteis, Nagas, Kukis, Meitei Pangans. Without Meiteis, Nagas, Kukis , Meitei Pangans, we can not call it Manipur. The Nagas and Kukis have sacrificed their lives for protecting the sovereignty, independence, unity and integrity of Manipur. Chirai Naga alias Chirai Thangal of Mayangkhang aged 30 years was hanged by the British on 13th Oct. 1891 inside the jail for killing and cutting off the head of a British Telegraph officer, W.B. Melville. He died for protecting the sovereignty of Manipur. Niranjan Subadar, son of Daria Singh Chetri aged 39 years of village Tikuamoh joined the native force of Manipur and later appointed as Subadar by the Tikendrajit Jubraj after leaving the regular British Army of the 34th Native Infantry. He was hanged by the neck for assisting the Manipuris against the British. on 8th June, 1891. He died for his country. Chowkami Naga of Mayangkhang and Gowho Naga of Mayangkhang were sentenced to transportation for life by the British to Andamans and Nicobar
Islands (Kalapani) on 7th March, 1892 on the charge of (1) Murder of Signaller O`™Brien and (2) Abetment of murder of Mr.Melville ( vide Administration Report of the Political Agency , Manipur for 1906-1907 ) (Vide Secretary to the Chief Commissioner`™s letter No. 1822 dated 23rd April, 1892).

The main worry of the Manipuris is the unabated influx of outside migrants from other states of India for the last 65 years with the risk of reducing the Manipuris into minority or even extinct as happened in Andaman & Nicobar Islands, Tripura and some districts of Assam. Now the outside migrants is dominating the markets. They have purchased lands in many parts of Manipur valley. The married local girls to claim their rights to land properties. Many of the outside migrants have become crorepatis after arrival in Manipur. The risk will be greater with the arrival of Railways and implementation of Look East or Act East Policy. That is why the Manipur State Assembly passed the three Bills.

Many people say that the business class of outside migrants in Manipur are secretly financing and instigating the tribal to ignite an uprising against the Meiteis to stall the implementation of the three Bills. We should not allow ourselves to be trapped at the hands of the outside migrants.

Is the Meiteis communal as charged by the hill people ?

The Meiteis once lived in the hills and migrated to the valley in search of better prospects. Why the hill people of Manipur blamed the Meiteis as communal on every issue. Why the hill people take it as a matter of honour, pride, popularity and prestige to carry out Anti-Meitei activities and slogans `“that too by sitting at Imphal. Is there anything wrong with the Meiteis mind set. The conflict between the Meiteis and Hill people started when the Meiteis became partial Hindus in 1732 under King Garib Niwaz (1709-48) and when the hill people became partial Christians with gradual conversion to Christianity with the arrival of William Pettigrew in February, 1894 although we claim to be pure Hindus and pure Christians. Further, with the merger of Manipur to India on October 15, 1949 AD and with the adoption of the Indian constitution on 26 January, 1950, the Government of India inserted a highly discriminatory article 370C in the Indian Constitution without consulting the Manipur Government to keep us divided and to keep Manipur on the boil all the time. Let us see some of the facts :-

There are more than 150,000 Kabuis, Tangkhuls, Maring, Aimol Chiru, Thadou, Paite, Hmar, Chothe, Vaiphei, Zou Gangte, Kom, Monsang, .Moyon, Poumai, Purum etc. settled in the valley with pattas of their homestead land under the Manipur Land Revenue & Land Reforms Act-1960. The valley land once purchased by a tribal can not be sold to a Metei without the approval of the deputy commissioner under the Act. But the Meities can not buy land in the hills. The Meiteis never complained about the discriminatory provision of the land law passed by the Indian Parliament. They never complained even if some tribal encroached over the valley land for constructing illegal buildigs, churches without patta. The Meiteis never complained even if some Imphal-based tribal leaders talk of redrawing the map of Manipur for greater Nagaland or Kuki homeland-that too by sitting at Imphal. The Meiteis never complained even if more than 200 Trucks and Buses are looted of Rs, 3000 to 5000 from every vehicle everyday by the NSCN-IM under the nose of Indian Army or state police. The Meiteis never retaliated against frequent killing of poor Meitei drivers along the national highways and talented Meitei Officers. Is it due to stupidity or timidity on the part of the Meiteis ? No hill leader got elected if he does not talk of anti-Meitei activities and chant anti-Meitei slogans. After getting elected, the first thing they do is to buy land and construct palatial buildings in the valley. The tribal MLAs and Bureaucrats sell off the materials earmarked for hills and siphoned off funds earmarked for hills, buy costly cars and blamed the Meiteis for underdevelopment of hills. The Hill MLAs did not raise any voice while the three Bills were passed on 31 July, 2015. One is a lesson for the Meiteis who were all this while hanging on to this myth, presuming ethnic similarities predetermine fraternal bondages, and as a corollary, those outside this imagined fraternity are aliens not to be trusted. Now they are discovering those whom they, with such lack of unease, presumed shared fraternal ties, never appreciated or shared their worries. In short, they have ended up alienating everybody around them, both those they considered as aliens and those they thought shared fraternal bondages. This is also partly a price they are paying for leaving important matters of politics to the streets, to be executed by school children and vegetable vendors. This is also the price for ignoring the role of the intellectual elite. Democracy, it is often said is a system in which the people elect their enlightened elite to lead them, and not former government contractors to reduce politics to a bazaar.

The other way in which the myth is being exploded is by the new alliance seemingly struck between Nagas and Kukis under the claimed shared bondage of tribal brotherhood. This despite the fact that through history, if there have been any sworn enmity, it is between the two and not between either of them and the Meiteis. Nobody has recorded the progress of this relationship (and between other communities in the Northeast) better than British administrators. It must be said the British kept every trivial record, not just of the recce and punitive missions they undertook, but also of daily expenditure accounts to the last rupee. Accounts of Northeast affairs based solely on the British administration`™s records by Alexander Mackenzie and much later by Robert Reid confirm this for instance. And yet, Nagas and Kukis are now bonded. Our assessment is that this is a positive and forward looking bondage too, for it is based on shared interests, and therefore far from the kind of romance of ethnic brotherhood that the Metieis have made their staple.

Though there have been a quantum shift in the ethnic equations, it is not too late for the Meiteis to salvage some. They must remind themselves of the age old dictum that in politics there are no `friends` or `enemies`, and instead there are only `interests`, and from this vantage rework their relationships. Maybe it is a good thing to open a new page. The hills want more autonomy so let them demand it from those who can give it. But the valley must have a matching though not necessarily identical autonomy. This will be justice, and only justice can put conflicts to rest. The hills can then not worry about the valley standing in the way of their pursuits. The valley too must have the room to be itself. Right now, they cannot even think of sweeping their own courtyards without worrying about how the hills would respond. Geography of course will determine all remain bound to some extent. Attempting to severe this too would be asking for war. Take one example of how some geographies are integral and how any attempt to break these integrities can result in conflicts. Robert Kaplan`™s `Revenge of Geography` has this interesting illustration of the Nile River. The wind it seems blow against the direction of the current of the river, so a vessel wanting to go upstream can spread its sails and the wind would take it upstream. To return, it just has to pull down its sails and the current would bring it downstream. The river is extremely navigable and the archetypal memory of the Egyptian civilisation is so intricately woven around the Nile that today, even though the river is not as important as it was in ancient times, Egypt would still go to war with any upstream countries, be it Sudan or Ethiopia which dares tamper with the river. The hill-valley equation in Manipur is similar.

The Meiteis have one more to unwind. Let them realise there are many others who have a stake in the wellbeing of Manipur. Let them woo back these others they have alienated, the Nepalis, the Telis etc, who have made the state their only homes. This does not mean the fear of demographic overturn of small communities because of population influx is not real. Nobody anywhere in India or the world would fail to understand this. But there are more acceptable ways of ensuring a halt to this marginalisation of original populations. Let the three bills which have caused so much turmoil be reworked. The most essential of these is to take a more realistic, internationally acceptable and humanitarian base year to decide who is domicile. If it cannot be the current year, let the backdating be by about a decade or at the most two.

The myth of ethnic brotherhood is being blown up right before our eyes in at least two ways. One is a lesson for the Meiteis who were all this while hanging on to this myth, presuming ethnic similarities predetermine fraternal bondages, and as a corollary, those outside this imagined fraternity are aliens not to be trusted. The Inner Line Permit System, ILPS, movement that they headed comes straight out of this presumed sacred equation, and they consciously alienated those they considered aliens from this standpoint. IMPHAL, September 6: The Revolutionary People`™s Front has paid condolence to three cadres of its PLA identified as 2nd lieutenant Amar alias Kangjam Romi, sgt Shyam alias Tongbram Samananda and cpl Andy alias Chongtham Nabanta.

A statement of the outfit said the three had gone in civilian dresses without any weapons for a medical check-up but were waylaid by a group of security forces who fired upon them near B Bongjang Village in Chandel district around 11am on September 5.

Two of them died at the spot, while the other who was already injured managed to escape from the spot but succumbed later, it said.

It said Kangjam Romi son of K Babu and K (o) Kaboklei of Phoubakchao Ikhai Bazar completed the PLA Basic Training on January 31, 2004 and was allotted Army no 2560 on the same day by the War office. He was presently working at the GHQ, it said.

It said he started working in the GQ in 2004 and after July 14, 2004 he served as a guard of the 253 Reserve battalion B Coy platoon 1 section 1 group 2 Commander and War Office.

It said Tongbram Samananda son of T Biren and T (o) Ibeyaima of Thanga Khunsem completed the Basic training of the PLA on January 1, 2008 and was allotted Army no2992.

After completing his training, he worked with the 253 R Bn Platoon 1 section 2 A Coy section 2ic from March 2009 and was later transferred on August 21 2009 to Auxillary Command. Samananda was presently working at the GHQ, it said.

Chongtham Nabanta son of Ch Bhomendro and Ch (o) Udoirani of Keishamthong Elangbam Leikai completed his basic training under the PLA on October 27, 2008 and was allotted Army no 3098, it said.

It continued, Nabanta worked at the GHQ after completing his training and was transferred as the training instructor on November 30, 2009. He was presently working under the Training Command, it said.

The statement also said that all units, departments and stations of the organisation convened a condolence meeting.
