SENAPATI, September 16: Poumai Naga Union (PNU) has revoked its civil non-co-operation movement against NSCN (IM) following the lifting of ban on PNU by NSCN (IM) with effect from August 28 2015 during its 2nd general assembly on August 27 and 28 held at Tungjoy village. The civil non co-operation movement against the NSCN (IM) was declared by PNU during its special assembly on March 6 2015 held at Koide village as the result of NSCN (IM) issued banned order on PNU related to Thiwa issue.

However, the PNU stated that the union will not compromise with the Thiwa village issue which was extensively deliberated in the assembly and forward the matter to the court of the Naga people`™s Organization (NPO) to settle the matter through customary law of the Nagas as per the appealed made by NPO.

PNU reaffirmed its earlier standing resolutions during the assembly passed by the union declaring that `Poumai areas as peace zone` that was passed during general assembly on February 28 2008 held at Saranamai village and also to endorse with non-cooperation movement against any faction by the union who perpetrates violent activities in Poumai areas. Meanwhile PNU vehemently condemned the brutal killing of three NSCN (K) cadres at Vaki near Purul village on August 10 by unidentified miscreant in its jurisdiction against the resolution of the union. The house directed the PNU executives to probe the matter and find out the responsible person/party.

During the assembly PNU welcomed the peace accord signed between GoI and NSCN (IM) and urged upon the Naga leaders and GoI to seriously work out for the honourable and acceptable solution to the prolong protracted Naga political issue. In this matter assembly affairs speaker PNU C.D. Jongeo John and secretary assembly affairs PNU P.S. Shelavei have appealed to all the Poumai churches irrespective of denomination to pray on every Sunday church service for the peaceful solution with the Naga issue.

Towards the end of 2004, the editor of the IFP had done a series of three articles after a trip to Italy. One of them was about how wonder-struck he and his travel companion, Sanjoy Basu Mallik, were at their first encounter with wireless internet at the Vienna airport where they halted for a few hours to change planes. The technology appeared so amazing at the time that it merited a full-fledged article, and judging from the response from readers, the IFP`™s assessment of newsworthiness of the event was not too far off the mark. Barely two years after, the author of the article re-read what he wrote, incidentally webcast among others on the Eurac website, and to his amusement found it quite silly even then. Eurac officials laughed when this was communicated to them in a meeting in New Delhi not long after. The wireless-fidelity, or wi-fi, as the technology is known, is now practically everywhere, in offices, homes hotel rooms, airports, conference halls, homes and even public parks, often for free or else for a nominal charge. You even have very fast connections on them. The pace wireless telephony development has been breakneck to say the least. Today, it is not just wi-fi but also so many other wireless internet connection technology, not only through dedicated modems but on mobile handsets as well, therefore in practically everybody`™s pocket. Indeed, unlike in 2004, it is no longer a subject of science fiction imagination. Busy company executives and journalists travel with their offices in pocket wherever they go, even remote islands, deserts and mountains. This scenario is very much an everyday reality for even those of us in remote Manipur.

Consider the pace of changes. By the latter half of 2007, 3G internet arrived in India. Consumers upgraded their cell phones to be able to take advantage of the then new technology. Needless to say these paradigmatic shifts in everyday technology would have continually thrown up new challenges before companies making mobile handsets. Even before our very eyes, we have witnessed how those who kept pace survived and prospered, while those who were averse to changes ultimately were eliminated from the race. The paradigm is changing again with the arrival of 4G internet technology. A whole generation of mobile handsets, even very expensive ones, are set to become obsolete and therefore phased out. It is the same challenge all over again, and only those companies resilient and creative enough to take advantage of the new leap in technology would be the ones to ride the tide and rise. No room for complaints. This is the rule of the new technological age. Obviously, even away from the world of technology, there is plenty of lessons for all of us to take note and rethink our ways.

The IFP article on Vienna airport wi-fi internet capability was written a decade ago. If the same article were to be written now, rather than any appreciation from readers, it would only attract mocking laughters for in the years that have gone by, the contextual background against which the article was written has unrecognizably altered, and it is a truism that it is the context which gives meaning to any text. This is extremely important. Since the context is not a static phenomenon, there is a need for even script writers of ideologies of homeland, identity, ethnicity, nationalism, autonomy, sovereignty etc, to reassess their thoughts against the changed contexts continually. Inability to do this would, like the Vienna airport story experience of the IFP editor, make the ideas themselves redundant, obsolete, and even silly. Like everything else, ideas and ideologies can have a meaning only in the context they were born. The Communist ideology for instance have had to undergo several reforms and overhauling since Marx. Hence, Marxism produced progenies in Maoism, Leninism, Trotskyism, Stalinism etc and so also the contributions of later day great Marxist thinkers such as Antonio Gramsky. Arguably, it was when the pace of these ideological adjustments became too lethargic and out of sync with the dizzying changes in human outlooks and predicaments in the overall context in modern times that the world of Communism collapsed dramatically towards the end of the last century. The question that beggars an answer now is, are the retrospections of the commanders of Manipur`™s politics, both the elected representatives of the Assembly variety, and more importantly the challengers of this brand of political leadership, deep enough to consider the possibility that their own thought processes may have lagged behind and gone out of tune with the changed times?

KANGPOKPI, September 16: Political dialogue with the Kukis is expected to begin shortly with assurance coming from the Union Home Ministry to the UPF and KNO delegates who are currently in the capital.

UPF Political Wing Convener Aaron Kipgen, who is one of the UPF and KNO delegates in Delhi while speaking over phone, informed that the UPF and KNO delegates met RN Ravi, who is the Interlocutor of the Naga peace talk in the capital and discussed the political issues of the Kukis.

`The discussion with RN Ravi is carrying great weight for the Kukis`, he said, adding that the UPF and KNO find noteworthy of the essence from the Government of India.

Aaron Kipgen further said that the Union Home Minister Rajnath Singh gave his promptness to start political dialogue with the UPF and KNO and put forward the Home Secretary to initiate political dialogue with the umbrella bodies at the earliest.

The UPF and KNO, the two umbrellas of the Kuki UGs have decided to pursue common political demand in its joint meeting at Churachandpur on September 13, he declared.

However, Aaron Kipgen declined to disclose what `Political Demand` the two umbrellas are going to pursue stating that it is too early to reveal it.

While cheering the collective and enthusiastic efforts of the Kuki civil societies, he asserted that all the affirmative and meaningful discussion with the Government of India and all the weight, the UPF and KNO delegates, achieved from the Central Government came from the unity and cooperative struggle of the Kuki civil societies including church leaders, chiefs, etc.

Meanwhile, the UPF Political Wing Convener said that the delegates of UPF and KNO also met with the Tribal Forum Manipur, Delhi in connection with the prevailing situation of Manipur and had weighty discussion along with sharing opinions and approach.

He also said that the Central Government is likely to send its delegates in Churachandpur to take stock of the situation and take up necessary steps in connection with the prevailing situation of Manipur.

IMPHAL, September 16: The restrictions placed on movements of non-locals in the Thangmeiband are has been revoked after the Manipur Assembly passed the three bills to restrict continued influx of migrants into Manipur.

There is longer any restriction of movement of non-locals in Thangmeiband Kendra said S Brojendro, President United Club.

He was speaking at a press conference after a consultative meeting between Bazaar Board members and Thangmeiband Kendra United Club this evening.

He further said that ILPS is directed at controlling the influx outsiders and in particular foreigners.

He further said that it is just a regulation system and not prohibition of entry altogether.

He said if there had been untoward incidents during the recent two months of agitation for ILPS, they were the handiwork of fringe elements and not the intention of those spearheading the movement at all.

It is appealed to all communities in the state to look to co-existing peacefully in Thangmeiband Kendra that in future to resolve any problem through dialogues.

Meanwhile, Ashok Bhai, President Agarwal Samaj said that there no pressure has been put on his community in connection to ILPS till today.

Yes, there were rumor being spread in other state that non-local were being assaulted in the agitation for ILPS, but these are totally baseless and unfound, he added.

He further said that some labourers did go away but there has been no exodus as rumoured.

Every problem can be discussed and resolved on a common platform to bring about amicable resolutions, he further said.

It is very clear that no non-locals were assaulted in the Bazaar area during the agitation.

He appealed to all communities to live together amicably and ensure peace in the state.

CHANDEL, September 16: Following assurance from ADC authorities concerned for talks on September 17 with the agitating JAC which has been demanding apology and appearance before a Anal court, the 12 hours total bandh in Chandel district imposed jointly by Committee on Protection of Tribal Rights (CoPoTR) Chandel district and Anal civil societies has been called off in between from 4 pm today.

Even though the bandh enforced from 6 am protesting against the use of Anal customary shawl as table cloth, during ADC Chairman election on September 14 at Imphal, as well as the absence of Chandel DC in the district during a mass rally held on the same day, was called off midway without any report of damages of properties, CoPoTR, on the other hand, reiterated that the boycott called against election of the so called Lhukhosei Zou as chairman of ADC Chandel will remain unchanged.

Large numbers of bandh supporters came out since early morning and blocked the Chandel Pallel road by piling logs.

Government offices in the district Mini Secretariat, shops and schools remained shut. All passenger carrying buses, sumos and DIs stayed off the road due to the bandh.

The bandh also affected normalcy in Chakpikarong Bazar and its surrounding areas under the initiative of Chakpikarong Bazar Board, ALT Chakpi Branch and Anal Naga Chiefs Association Chakpikarong. Due to the bandh supporters blocking the road at Toupokpi village, all vehicles remained along Chakpikarong-Imphal, Sugnu and Chandel section of the road.

Talking to newspersons today, chairman Victor Kohring informed that concerned ADC authorities have assured the committee for talks in the joint court of the Anals on September 17.

He said that further course of action will decided after the talks.

Meanwhile, Chandel DC Robert Singh Kshetrimayum has clarified that he has nothing to do with the use of Anal customary shawl as table cloth during the ADC Chandel Chairman election.

The DC further clarified that he has no knowledge about the importance of the customary shawl nor no one from the district, who had attended customary function of Anal has told him about the traditional value and importance of the shawl.

He also condemned the use of the customary shawl as table cloth which has hurt sentiment of Anal community.

IMPHAL, September 16: In protest against the passing of three `anti-tribal`™ bills, ADC Chairman Re-election and forming of ADC Chandel at Imphal, the Maring Uparup Assembly has called a 48 hours bandh along Moreh-Imphal road on National Highway-102 with effect from today midnight.

Announcing the bandh call in a statement, the MUA warned of launching different forms of agitation if the government continues to discriminate the people of Chandel district.

It appealed to the government to cancel the re-elected Chairman of ADC Chandel which is based at Imphal.

Condemning Darshingso CEO AOC Chandel and DC Chandel who are responsible for creating confusion in the district, the MUA in the statement cautioned that the two officers should be held responsible for any untoward incident arising out of AOC Chandel.

MUA is observing their activities since they assumed the office and hence this time, the assembly will not tolerate their insincerity towards Maring, the statement said.

Reiterating its stand of recognizing Mathew Maring as the Chairman of ADC Chandel, who was elected on September 9 and set to function from Chandel district, the MOA strongly objected the three bills passed by the Manipur Legislative Assembly on August 31.

IMPHAL, September 16: At least six persons including a girl child lost their lives when a Tata Sumo passenger vehicle they were travelling veered off track and fell into a deep gorge near Awangkhul Part II along National Highway-37 (Imphal-Jiribam Road) under Noney Police Station, Tamenglong district today around 3 pm.

According to reliable reports, the ill-fated vehicle bearing registration number AS-11-BC-7960 with 11 passengers was heading towards Imphal from Jiribam when its driver lost control and plunged into a 300-meter deep gorge killing six of them and injuring several others.

Identity of the deceased could not be ascertained till the time of filing this report.

The injured persons were administered first aid by railway workers and security personnel. As condition of five of them is said to be in critical, the death toll may rise.

The six deceased persons have been brought to Imphal by police. The injured persons were admitted to hospital based in Imphal for further treatment, the reports said.

IMPHAL, September 16: The All Manipur Working Journalists`™ Union (AMWJU) celebrated its 42nd foundation day today here at Manipur Press Club with Deputy Chief Minister Gaikhangam; AMWJU president Wangkhemcha Shamjai; Commerce & Industries, Sericulture and Vety & Animal Husbandry Minister Govindas Konthoujam and MLA N Biren attending as chief guest, president and guests of honour respectively.

Speaking at the function, MLA N Biren said that at a rally held at Senapati as well as according to some press statements, the agitators who are against the passing of the three bills in the Assembly have mentioned some points that the MLR and LR Act will be extended in whole of the State and by covering the hill areas the Section 14 (A) has been modified.

These points that the people want to know should be clarified by the media by asking the Dy CM, the MLA urged.

He also clarified that the amendment should be only confined to the principle bill that is the MLR & LR Act and that it is only enforced in the valley districts of the State.

And also the amendment of the bill is on the relevant subject and the relevant subject here is sales and purchase of land to non-Manipuris. That means it does not affect while selling the land to Meitei, Pangals, Kuki and Naga, he maintained.

He further said that few days ago a politician held a press meet where the politician had charged that the bills were created without including any tribal representative.

The charges levelled by the politician were carried by the local dallies as a news item the way the politician had claimed it, he said.

He said the media persons did not try to question the politician if the politician was not aware of the fact that the All Political Party Committee formed to discuss the ILP issue was headed by Dy CM Gaikhanagam, who is from the tribal community, as the Chairman.

The media persons were also pretty much aware of the fact that while discussing the bills the government ran pillar to post asking suggestions through the media and even consulted veteran politicians like former CMs Rishang, Dolendro and many others.

`Why was these questions not raised by the media persons to the said politician?`

`We are simply publishing whatever the person who held the press meet is claiming without even verifying the facts,` said the MLA who was a journalist himself before joining politics.

If the media persons had asked these questions to the politician, people would have been able to see a clearer picture of the issue, said the MLA who seems disappointed with the media persons.

He also maintained that there are currently four tribal Ministers.

`I urge the scribes to bridge the gaps in the communication during this time of crisis. The role of media is very important during this time,` he added.

Speaking on the occasion, Dy CM Gaikhangam reiterated what he said at the foundation day function of All Manipur Bar Association held at Cheirap Court yesterday.

He called upon the people of the hills who are agitating against the passing of the three bills to come forward for talks with the government to bring an amicable solution.

He also mentioned that the government had sent official invitation for talks twice already and now it is considering of sending the invitation for the third time.
