In a hyperbolic way, there is so much similarity between insurgency and the feminist movement and for that matter other related notions such as patriarchy. They are all, in a profound sense, “a state of mind” first and then only a physical presence. That is to say, the substances of these notions are more important than their forms. Sadly, the tendency has always been to identify them with their forms mostly, and little or nothing with their substances. The result is flawed strategies in tackling these problems thus ensuring their perpetuation. On the question of insurgency, this needs little elaboration as so many have said this in as many words. This acknowledgement of the nonphysical aspect of insurgency is inherent in statements after statements by political leaders, academics and even a former chief of the army staff, that the final solution to insurgency has got to be political rather than military. The military component of the solution effort is just to keep the pitch of the insurrection within control so that the civil administration is able to continue discharging its vital duties of governance. At this moment, such a final solution seems far away and the problem as well as its solution is overwhelmingly taking on a military visage. Still, although a military engagement often becomes inevitable, it would be a fallacy to come to the conclusion that there is a final military solution to insurgency.

It is however on the question of the feminist movement as it is understood and interpreted in Manipur, and the patriarchal order that it challenges, which deserve more discussions. Because these are “states of mind”, they can easily cross physical boundaries within which they are traditionally confined. Hence, a man can be a feminist at heart, believing truly in female emancipation, as much as a woman can be a defender of the oppressive patriarchal values. Little documentation has been done yet, but it is a knowledge ingrained into our society that in the nearly universal tension between the mother-in-law and the daughter-in-law, the former always represents the gatekeeper of the patriarchal order. Only if the daughter-in-law conforms volitionally – which often is the case as she too would see the patriarchal order as “common sense” having probably been raised by parents who too have internalised the patriarchal order to believe its values are indeed “common sense” – or by force if it does not come by volition, would the tension between the two be eased. A good daughter-in-law hence is somebody who adores her husband to the extent of subservience, reveres her in-laws, apart from being a biological washing machine, dish washer, rice cooker, microwave oven, children tutor etc. In many families, she is also somebody who is expected to be contented and happy within the confines of the four walls of her husband’s house. In the Hindu world, this is the ideal woman, or the Sati. The Sati from this vantage is not about feminism at all, but about the hegemony of the patriarchal order.

The oppressed man is much more oppressive on his kind. In his preface to Frantz Fanon’s “Wretched of the Earth”, Jean Paul Satre calls this a self-hate syndrome. In reference to the colonised mind, he explains that the oppressed detests his self-image so much that he would inflict cruelty on anybody else who shares this self-image, much more than their common oppressor master himself would. The patriarchal order has also been a coloniser of the mind. It has successfully dehumanised the feminine gender so much that instead of understanding and sympathising, the mother-in-law has often been the one cruellest to the daughter-in-law, more so if the latter is non-conforming to their common oppressor, the patriarchal order. This same visage is often what the Meira Paibis put on too. Our so called emancipated arts and academics too are not free from the hangovers of this patriarchal syndrome. The provision in the traditional feudal Meitei society where the willingness of a convict to be “humiliated” by covering himself with a phanek to win a pardon, is often portrayed as a respect and empowerment of the feminine gender by the social order then. In reality the symbol is for just the opposite. It instead says that the woman has come to agree she is a subhuman and that wearing her dress would dehumanise anybody else. In this case it is a convict, so the unwritten subtext is, in this social hierarchy, she is even below the convict. This cannot be by any stretch of imagination, an assertion of strength or emancipation.

Dy CM tells Nagaland MP to mind his own business; says Thangso did not say what was reported

IMPHAL, September 20: Deputy Chief Minister Gaikhangam has termed the remark made by Nagaland’s MP regarding the three bills passed by the Manipur Assembly as irresponsible.

Regarding the reports of Mizoram’s Chief Minister writing a letter to the Prime Minister against the three bills, he said a complaint has been made to the Congress Party’s high command regarding the issue.

He said if there was anything the Mizoram CM wanted to comment on, then it should have been discussed within the party members first before going public.

“What he did was very unfortunate,” Gaikhangam said.

The Deputy Chief Minister said this while responding to the questions raised by media persons speaking on the sidelines of the closing ceremony function of 3rd North East Zone Shooting Championship 2015 held at Shooting Range, Khuman Lampak today.

He further said that the remark made by Nagaland MP is very unfortunate and is highly condemnable because in normal cases also people usually do not interfere in family matters. It is simply not right for a leader of a State to interfere in another State’s issue, he said.

“I on behalf of the State government as well as Manipur Pradesh Congress Committee would like to say that we are displeased with this act and also would like to make an appeal to all not to repeat such acts in the future.”

“It would to better for these people to keep your own houses in order instead of meddling in other’s affairs,” Gaikhangam further said.

“Focus your thoughts in managing your own state of affairs. We (Manipur Government) have no interest in meddling in other’s affairs so we will not do it in the future too and have never done it in the pass as well,” Gaikhangam reiterated.

Since time immemorial the hills and the valley peoples of Manipur have been living together with love and care. In a society there will be the good and the bad. It is pretty normal to have some black sheep among us, he maintained.

When asked about the initiatives taken up by State government to solve the Churachandpur issue, he replied that the state government is trying its best through various channels to bring the agitators to the table for talks.

“We hope that one day they will surely agree to have a dialogue with the State government. If there is a beginning to an issue there should also be an end to it as well,” he said.

“We have repeatedly said this earlier also that if there is a misunderstanding or misconception or difference in opinions then let us sit down together to find out where it is wrong and by correcting it we can move forward,” the Dy CM maintained.

Laws are created for the welfare of all section of the society in the State. If there is anything that hurts the interest of any community then it is pretty obvious that the government will correct it. However we need to sit together to find out where it is wrong, Gaikhangam said calling the attention of the anti-bills agitators.

“Sometimes arguments or confrontations among family members are natural but that does not mean we are going to break the bonding of the family relationship,” he said.

When asked about the reports of some MLAs representing the Assembly Constituencies in hill districts submitting their resignation letters under the demand of the JAC spearheading the anti-bills movement, he replied that the issue here is very sensitive and government has not discussed the technicality of it. “Our focus for the time being is how to calm the situation down,” he added.

“Also considering the boiling situation I don’t want to comment much on that. We are looking for a solution to subside the situation in the hills first,” the Deputy Chief Minister said.

When asked whether the third invitation which he mentioned a few days ago while attending the foundation day function of AMBA and the following day at the AMWJU foundation day function had been sent, he replied that the government is still looking for channels to send out the third invitation.

“We are still look for the right time and right persons,” he reiterated.

When asked why the government representatives have not visited Churachandpur or any other places where the situation is tense, he said “we will go there but first we want to create conducive atmosphere there. We need to handle the situation very tactfully.”

The government has made every effort to bring normalcy in the hill districts and the situation is slowly getting better, he maintained.

When asked what happened to what he said earlier that the government would be sending some high ranking government representatives, including the chief secretary, he said “the agitators had responded to the call and submitted a charter of demands with three points but they withdrew it the following day, under whose influence we are not sure”.

When asked about the MPCC’s stand on Thangso Baite’s reported recent suggestion of splitting the state into two Union Territories to solve the present crisis in State, he said that Thangso Baite’s has already made the clarification thought the media that he never made those remarks.

Gaikhangam also added that MP Thangso Baite himself told him on the phone that he never said such things and that they (the agency which took the report) are confused with the statement made by the Nagaland’s MP with him.

Gaikhangam quoted the MP as saying “I am not mad to I make such comments”.

IMPHAL, September 20: Residents of Kwakeithel Thokchom Leikai in Imphal West were in for a rude shock when they came to learn that their residential areas will be affected due to the land acquisition by the government for construction of Tupul-Imphal railway line.

At present, the construction of Jiribam-Tupul broad gauge railway line is going on in full swing.

Talking exclusively to this daily, Laishram Ratan Khuman who is the managing partner of LYS Cement & Steel Agency at Kwakeithel Makha Thokchom Leikai said that residents of Kwakeithel Thokchom Leikai were took by surprise over the news report published in a local daily today, stating that some paddy fields in the locality have been affected due to the land acquisition by the government for construction of Tupul-Imphal railway line and that residential areas converted from the paddy fields have been earmarked as industrial estate.

He claimed that not an inch of land at Kwakeithel Thokchom Leikai was included when the government planned to acquire land for construction of Tupul-Imphal railway line.

The authorities concerned including Revenue Department have not issued any official order for land acquisition at the locality, he said.

Clarifying that there is no arable land at Kwakeithel Thokchom Leikai or residential areas converted from paddy fields, he said that the news report cannot be taken lightly by the people.

The report came at a time when the State is limping back to normalcy after months of agitation over the demand for implementation of Inner Line Permit System, he said, cautioning that any bid to acquire land at the locality will ignite agitation.

He then appealed to the Deputy Commissioner Imphal West and Revenue Department to clarify the news report to the residents of the locality at the earliest.

KNO and UPF convenor unhappy with press statement by KNO leader

LAMKA, September 20: The Convenor of the joint committee of the United People front(UPF) and Kuki National Organisation (KNO), H.Calving, this evening said in a press meet at his residence

LAMKA, September 20: The Convenor of the joint committee of the United People front(UPF) and Kuki National Organisation (KNO), H.Calving, this evening said in a press meet at his residence in New Lamka that he finds it unfortunate that a top leader of KNO wrote in one English daily from Imphal highlighting about the Kuki State demand.

He said on September 13, the UPF and KNO had a joint meeting where it was decided that they will work for a comment goal and will not push different agendas, like the UPF’s Autonomous Hills State and KNO’s Kuki State.

He said later on, they discussed and set up modalities for the common demand which was negated by the said newspaper article creating confusion among all the people.

Calvin further said that in October and later on November last year, the two group met to discuss the common goal of the UPF and the KNO and set up a core /working committee which remain unsolved even after subsequent mention due the differences in demands.

The two however remained united on the issue of the recent three bill passed in the State Assembly and the sacrifices made by the nine martyrs.

The joint committee had also decided that the two would not talk about their own demands but would rather work unitedly.

Representatives of the two groups also went to meet Central leaders on Sept 15 and the Convenor termed this as positive adding that all four delegates have returned yesterday.

However, the Convenor said article by the KNO leader spoilt the mood saying “we can’t afford to go on having mutually exclusive policies and instead must go for inclusive common goals”.

Meanwhile the JAC restriction or relaxation of their bandh will continue to be from 5am to 1:00pm till further order, a statement said.
