Traffic in Imphal continues to sink into a mess. The growth in the number of motor vehicles has been phenomenal – partly to do with scaled up government salaries as well as much improved credit facilities availed by the banks. But this growth has not been adequately complimented by an increase in the city’s road infrastructure, although it must be said, painful though it may be for individuals who lost their homesteads, the drive to widen Imphal roads in the last decade, in hindsight has proven visionary. It is tough to imagine where Imphal traffic would be today, had this not happened. Even if this came as a blessing, there is still much left to be done. The shortfall in developing infrastructure can indeed be a fall out of paucity of funds, but what remains unexplained is why the government is making no effort whatsoever to improve the road discipline of vehicle users. For indeed, apart from the inadequacy of roads to handle the traffic volume, it is the utter disregard of traffic norms by a great many vehicle users which has made the situation alarming. It would not be too much of an exaggeration to say today that driving in Imphal is not only a frustrating exercise, but hazardous for smaller classes of vehicles, cyclists and pedestrians, precisely because hardly anybody stick to traffic norms. Imagine, passenger buses, jeeps, auto-rickshaws, etc, have no scruples about stopping right in the middle of a bridge, or other equally forbidden places to pick up passengers. As for instance, the northwest corner of the CM’s office complex opposite the general post office, is an unmarked bus stop, just as the middle of the steep climb on the approach road to the Thumbuthong bridge. But then there are no designated bus stops either so that these vehicles have some justification in stopping wherever they sight a passenger.
Traffic control in the state’s vocabulary seems to be just about regulating traffic flow at busy traffic junctions, and nowhere else. If periodically there are spurts of police activities in checking of driving licenses and vehicle registration papers on the roads, these have had hardly anything to do with traffic control but insurgency and crime vigil. We wish they were otherwise. We wish there were mobile traffic policemen on motorcycles, chasing down rash drivers and awarding them penalties including confiscation of driving licenses or even jail depending on the seriousness of the offences. But then again, driving licenses in Manipur have long ceased to have the value they are supposed to have, because they are so freely available and signifies no particular knowledge of traffic rules or driving skills. It is also no longer a document that anybody would be particularly worried about losing, or confiscation by police, for replacements are just a matter of a few hundred rupees tip to touts outside the motor vehicle department. Equally easy would be to tip the policemen on traffic vigil duty instead and get the original back. The traffic mess in this sense is also a part of the Aegean stable of corruption in the state awaiting a Hercules to clean.
Then there is the question of the larger governmental vision and will. Does the administration have these at all? Reams after reams have been written on why inter-district as well as interstate buses should not have their terminuses in the heart of the city. And yet, the government remains unperturbed, by daily horror faced by the public. The Jiri bus parking at Waheng Leikai and Tiddim road bus parking at Keishampat Power House to name just two are nightmares for any average commuter. Until ring roads are built around Imphal (of which we have been hearing there is already a plan to build two), all long distance buses can skirt around the city to dock at a central terminus in one of the suburbs, why cannot the present bus docks in the heart of Imphal be shifted a few kilometres away from where they are now? The larger city architecture also contains more flaws. Like a house with no kitchen, or toilet, Imphal city has no proper parking space for private vehicles. This being the case, vehicle users park their vehicles wherever it pleases them. The city’s architects remain uninterested in doing what is obviously the needful. All that they are interested is erecting more box stalls whatever space is available. What can be more myopic than this? There is also the narrow two-lane BT flyover which many had argued would be the solution to Imphal traffic. Where is the solution then? We will not be surprised at all if Imphal begins to see atrocious traffic jams on top of the flyover itself considering the driving discipline of the place. Shouldn’t attitudes change now? Shouldn’t traffic control be treated as an important responsibility and not a subsidiary function of the government?

IMPHAL, September 27: “We should promote the idea of unity and togetherness,” former Chief Minister Rishang Keishing said today.
Rishang, who holds the record of the oldest and longest serving parliamentarian of India said there are around 300 sub-tribes under the nomenclature ‘Tangkhul tribe’ in Ukhrul district and they had different dialects with no common dialect or language to communicate among each other in the olden days.
He said Manipur is formed by the hills and valley and around 37 to 38 tribes reside in the hills.
“When the American missionary Pettigrew came to Manipur in 1904 he was only welcomed by the Ukhrul people. Mizoram, the valley people and others had rejected him on different grounds.”
He was speaking at the distribution ceremony of the Governor’s Award and the Rajkumari Santombi Devi Award 2015.
The ceremony was held at Asha Jina Complex at North AOC.
“Pettigrew translated the Bible in the local dialect of Ukhrul people and wrote it using Roman letter.”
This was the beginning of education for the Tangkhul tribe and from which the different 300 sub-tribes started to communicate with one another and later on reached the valley areas and the mainstream by coming out from their habitat hills, he observed.
The former Chief Minister who is a Tangkhul himself said “When I was an MP, Manipur government allotted a land especially for hill peoples of the State to setup Adim Jati in 1952. It was inaugurated by the first president of India Rajendra Prasad.”
“From my MP fund I sanctioned Rs 1 crore and constructed a hall at the Adim Jati. The construction work is completed only the furniture work is left.”
“In 2004, I deposited another Rs 1 crore to build a 50 seated working women’s hostel for the working women of the hills who are working in Imphal and a hostel for the students of the hills, as most of the higher educational institutes are in Imphal.”
He said he had met Prime Minister Narendra Modi for the construction of these buildings and pressurized the government.
“Now around 180 girls from 17 different tribes are staying in this hostel.”
“By living together here we will start loving and understand each other. This kind of initiatives needs to be increased,” Rishang Keishing said.
Speaking on the present situation he said “I told the government that to tell them (hill people who are agitating) that we (govt) do not intend to harm the interest of yours (hills or Tribals), if there is anything that you are not satisfied or happy about it bring it out so we (govt and the agitators) can find a solution.”
“Trying to breaking the territorial integrity of the state by taking advantage of the present turmoil will not succeed,” Rishang said.
He said many outsiders have entered inside Manipur.
Referring to the tribals, he said “I told them not to allow that but they wouldn’t listen.”
“There are tribes many tribes in Manipur like Lamkang tribe which has only five villages (Khuls) with only four churches in Manipur,” he said adding that there are more such tribes including the Monsang, Moinao, Anal, Maring etc.
“I told them not to bring outsiders to strengthen the number of the particular tribal population.”
Rishang Keishing further appealed to all to find a constructive means to discuss the issues so that the State can be governed peacefully.
The awards distribution ceremony was also attended by MP Dr Th Meinya, and IAS retd Pangambam Bhorot Singh as president and guest of honour respectively.

IMPHAL, September 27: Governor of Manipur Dr. Syed Ahmed passed away today at 12:45 pm after a brief illness at Lilavati Hospital, Mumbai.
A statement of the Governor’s secretariat Raj Bhavan said “In him, we have lost an able administrator, learned person and above all a good human being.”
It said Dr Syed Ahmed was sworn in as the 16th Governor of Manipur on May 16, 2015.
Prior to his appointment as the Governor of Manipur, Dr Syed Ahmed was sworn in as the Governor of Jharkhand on September 4, 2011.
He was born on March 6, 1945.
“He was an Indian Politician, author and a member of the Congress Party. He joined the Indian National Congress in 1977. He was AICC member from 2005, member Central Wakf Council, member Central Haj Committee, Chairman Maharastra Pradesh Congress Committee (I) Minority Cell from 1989 – 1993, Vice-President All India Muslim Youth Conference (AICC) (1978-1990)” it said.
“He was elected the Vidhan Sabha of Maharastra five times as a representative of the Nagpada Constituency in Mumbai. He also served as Minister of State in Maharastra in 1986 and 1991.”
He held two Masters degree in both Hindi and English and Doctorate in Urdu.
He has written an autobiography Pagdandi se Shahar Tak. Other literary works authored by him include Maktal se Manzil, Kafas se Chaman, Jange-Azaadi me Urdu Shayari, The Revolutionary Character of Urdu Poetry (1857 A.D. to 1947 A.D.), Collections of Essays on the role of Muslims in Struggle for freedom and Collections of Essays on the role of Urdu in Struggle for freedom.
His social activities included being the president, Maharastra Welfare Center, Mumbai; president, Savira Naki Education Society, UP; president, Tameeri Idaara, UP; president, Awadh Cultural Society, Mumbai; president, Sayed & Sayed Educational Trust, Mumbai and patron, Green Mumbai Movement, Mumbai.
The statement said “Though his association with Manipur State has been very brief his charm and affable nature touched all those who came close to him. On more than one occasion, he expressed his love for the state of Manipur and its people.”
“He was an experienced person with full of wisdom in the field of Governance. He was soft spoken but firm in his decisions. He believed strongly in doing things as per rules.”
“In this moment of grief, we share the sorrow of the bereaved family of the departed soul. May his soul rest in peace.”

IMPHAL, September 27: The BJP Manipur Pradesh organisational election will be completed by the month of November starting tomorrow as was unanimously decided by leaders of the party for the smooth functioning of the party, BJP Manipur president Th Choaba informed today.
This will ensure that there is no differences among the party leaders, he told media persons this evening at his party office.
According to party guidelines, the process for the election is being undertaken under the initiative of State in charge for enrolment Sh Shantikumar who is also a former State president of the party, he said.
The election, will however, he conducted phase wise for booth level, mandal level, district level and State level starting from tomorrow, he added.
Announcing that booth committee elections will commenced tomorrow, he said the party’s organisational election will be huge as there are more than 4.70 lakh members enrolled with the party with more than 5000 active members.
He said the booth committee elections will continue till October 10, and the district level elections will conclude by November 20, he added.
On October 20, the BJP State president and national councillor will also be elected, he added.
Reports of all elections will be submitted to the party’s national returning officer for transparency and smooth election, he claimed.
He further said that senior spokesperson of State BJP professor S Tiken has been appointed as State Returning Officer for the election and Sh Shantikumar will overlook the whole election procedure under the supervision of himself who is also the present State president.
All misunderstandings among the party leaders have been removed, he added.
The party is all set to fight the coming by-elections in two constituencies, and elections for 315 seats in Municipal Councils of 19 municipality and 9 nagar panchayats covering 20 Assembly Constituencies, he announced.
He elaborated, the Imphal Municiap Council election will be held after three months and the Manipur General Assembly election in 2017 and the BJP Manipur will fight these elections under Sh Shantikuamr and Prof S Tiken.
General secretary Administration M Asnikumar who is also the party’s state enrolment co-in-charge said there are no differences among the leaders of the party.
He said the BJP will save the people from the prolong rule of the Congress.
Spokesperson prof S Tiken said the misunderstanding among the State leaders of the party witnessed in recent days was due to the expansion witnessed in the party.
As there was a large number of supporters enrolling for the party, small misunderstandings among the leaders, but now there is none, he said.
The organisational election of the party will be held in three Assembly constituencies tomorrow at Khurai, Nambol and Thanga, he added.
He said being the State returning officer of the party election, he will send daily report to the central leaders of the party.
He said the party’s electoral list will be completed soon.

IMPHAL, Sept 27: The Railway Affected Land Owners’ Welfare Committee has claimed that several faults are found in the survey work of land for the construction of the Tupul-Imphal railway line and Imphal Railway Station.
Speaking to the IFP, general secretary of the committee Laishram Ratan Khuman and Finance secretary Brojendro Konthoujam said the faults were committed during survey and assessment of land for the rail line and railway station conducted on September 14 and 23.
They said, the Revenue department has already issued official notifications on January 6 and September 9 after finalising the land required for the rail line and the railway station, however, another survey of land has been conducted during which land of some have been affected more while for some less land are affected.
According to them, there are also some land owners whose lands have not been affected at all during the recent the recent survey although in the previous two notifications their lands were affected.
They further appeal to the government to address the issue at the earliest.

IMPHAL, September 27: The Thadou Students’ Association Chandel has reiterated its claim that ADC Chandel chairman Lhukhosei Zou was not a part of organizing the controversial ADC swearing in function, wherein an Anal traditional shawl was used as a table cloth.
Reacting to allegations of the Anal Lelruwl Tangpi (Anal Students Union), it said keeping in view the unprecedented unity movement of the Hill Tribals against the three bills passed on August 31, the Thadou Students Association (TSA), Chandel will try its best not to hurt the sentiments of the ALT but will only expose the crux of the ground realities point by point.
A statement of the TSA Chandel said Lhukhosei Zou was invited as a candidate only and nothing more than that to the swearing in function.
It said at the said function and at that point of time, it was one of the staff who happened to lay Anal Shawl as a table cloth out of sheer ignorance.
“Hence, he is not responsible for the use of Anal Shawl.”
However, when a hue and cry was raised unexpectedly, the competent and appropriate authority, CEO/ ADC/CDL intervened in the matter as demanded by ALT at the Anal Customary Court in Chandel and the matter was thus settled according to the custom of Anal Tribe, it said.
So raking up the issue again and again after settlement of the matter is viewed as malicious, the TSA claimed.
It prompted one to think that, it has been designed to make the issue not only out of proportion but also to use it as an opportunity to make personal attack on the legitimate and mandatory chairmanship of Lhukhosei Zou, it claimed.
“The ALT alleged the formation of the ADC as “self-elected” as its formation took place in Imphal West district. This statement shows that ALT is in confusion and unaware of the government order/notification. Election of Lhukhosei Zou as Chairman of ADC, Chandel was done in accordance with all the norms and procedures for election of Chairman as per Act & Rules of the Council with the full backing of 14 Chandel ADC members out of 24″ the statement pointed out.
Moreover, he was elected as Chairman of ADC, Chandel uncontested as he was the lone candidate, it continued.
So, the question of “self-elected” is baseless and unfounded, it said.
“Matter regarding holding of the said election at Imphal West District was related to security reasons unlike ADCs in other hill districts.”
It said the ALT had maintained that regarding to education system, Lhukhosei Zou focuses more to appease just one community. This statement is viewed as very communal, misleading, baseless and fabricated, it said.
As a matter of fact, Lhukhosei Zou during his tenure as chairman in the 4th ADC,
Chandel maintained fairness and equality to the best of his wisdom.
Regarding to ALT’s allegation on establishment of 50 unrecognized Primary Schools, it is clarified that it was done within the Council administration on need basis and not on community-basis it continued.
“A very good number of villages particularly of the Kukis located in the interior and far-flung areas are totally bereft of the benefits of primary education of the children.” “Such being the backward circumstance, when allocation was made on priority basis, it happened to be naturally more in the Kuki areas than Anal areas. Mention may be made that when this allocation was made, Vice Chairman and CEO of ADC, Chandel were Anal.”
Regarding upgradation of Primary Schools to Upper Primary Schools, ALT alleged that 3 out of 5 schools was allotted to one community (apparently referring to Kuki Community). Allocation was made on the basis of reports from AI, DI and officials concerned, it clarified.
When the matter was misunderstood by the Anal Naga Student Union, Chandel, it was explained to them in detail, it said.
The matter was finally settled by making agreement between the Council authority and leaders of Anal Naga Student Union, Chandel on the condition that the Council will include in its work programme “construction of Barrack Type Staff Quarters” at Unopat primary School under the District Council, Chandel in the 2nd Phase Work Programme List-2015 which is to be materialized sooner or later.
ALT also alleged that TSA supported the Congress led ADC in Chandel amid the sensitive issue regarding the three “anti-tribal” Bills. On this matter, TSA neither supports nor is against the Congress led ADC in Chandel as it is not involved in politics, neither did Lhukhosei Zou served our interest but made the statement on the issue on the basis of the veracity of the Chairmanship of Lhukhosei Zou in the best interest of fairness and justice so that the tribals of Chandel district can avail equal justice of development, peace and communal harmony, it said.
It continued in the HQ of ADC Chandel, while there are only four staff from Kuki community (comprising of several tribes) 23 belong to Anal community. But in the case of Departments like PWD, Medical, Agriculture and Veterinary, there is not even a single staff from Kuki Community. With regard to 12 regular posts of School Chowkidar/Mother, only one is from Kuki community, it said.
In the case of 919 teaching & non-teaching posts, hardly 104 are from Kuki community whereas Anal Tribe alone has 366. Out of 129 posts of Chowkidars, only 40 posts are from Kuki community. In respect of 129 Schools under ADC, Chandel, the Kuki community has only 45 while Anal Tribe alone has 29, it said.
On closer examination of the facts and figures stated above, the Kuki community, comprising of several tribes is far behind Anal Tribe in terms of posts under various Departments of ADC, Chandel, it continued.
It also said that the Zou Saangnaupang Pawl pi (Zou Students Assn.) endorses the
Statement made by TSA and is of the opinion that ALT did all these with a view to tarnish the image of Lhukhosei Zou, Chairman, ADC, Chandel.

IMPHAL, September 27: Like in the rest of the world, Manipur also celebrated the ‘World Tourism Day’ today as different organizations and associations joined hands to promote tourism in the State.
The day was observed at the Santhei natural park, Andro organised by the State Tourism Department.
The observation was attended by Chief Minister Okram Ibobi Singh as chief guest, parliamentary secretary Tourism, Youth Affairs and Sports M Prithiviraj as president and local MLA Th Shyamkumar, additional chief secretary O Nabakishore and retd IAS and consultant of the State government RK Nimai as guests of honor.
Speaking on the occasion, the Chief Minister said in order to attract tourists to the State, we should first ensure peace to prevail and make it safe and secure.
He said the people should also support the government’s initiative to bring solution and peace by way of conducting talks whenever there is any misunderstanding among the different communities residing in the State.
Stating that tourism will bring much improvement to the financial condition of the State, the Chief Minister also assured to take up all steps to develop tourism in the State.
The Chief Minister also announced to help develop Andro as a tourist spot.
Meanwhile, the Manipur Tourism Forum also initiated a mass rally under the theme ‘walk-run-ride for tourism’ which was flagged off from Khuman Lampak by the Chief Minister as part of the day’s observation.
The inaugural function was also attended by parliamentary secretary Tourism, Youth Affairs and Sports M Prithiviraj, additional chief secretary O Nabakishore, secretary of Tourism Nidhi Mani Triparthi, Tourism director Shyamlal Poonia, Education secretary H Deleep, president of Manipur Tourism Forum Dr Th Dhabali, MD of Shija Hospitals and Research Institute Dr Kh Palin and other government officials took part in the ceremony.
The Manipur Tourism Forum also bestowed ‘Media Fellowship Award’ to six media persons of the State.
Moirangthem Rustum of the Sangai Express, Meisnam Nongpoknganba of Sanaleibak, Thongam Premchand of Poknapham, Grace Jajo of Imphal Free Press, Kshetri Meghajit of Naharolgi Thoudang and Asem Babycha of Hueiyen Lanpao were awarded with the fellowship award.
The observation was endorsed by various organization like the Manipur Horse Riding and Polo Association, Horse Riding (Pana), All Manipur Football Association, Manipur Institute of Management Studies, MU, Manipur Mountaineering and Trekking Association, Babina Diagnostic, Classic Group of Hotels, Shija Hospital and Research Institute, Manipur Cycle Club, Cube Ten, Green Revolution Society, Manipur Tourism Development Society, KB enterprises ,Royal Riders Manipur, Palliative Society, NEST Advertising, MAMBA, Wilderness and Adventures, Seven Sisters Holidays, Kha Manipur College, All Manipur Gymnasium Welfare Association, Communique Concerns, Sports Academy and film personalities of the State and the rally culminated at the Kangla where various cultural program was conducted.
