Bishnupur sanitation campaign promotes clean and healthy society

BISHNUPUR, September 29: As part of the nation-wide sanitation cleanliness campaign which was launched on September 25, a mass rally cum public meeting was held today at the Bishnupur Headquarter.

BISHNUPUR, September 29: As part of the nation-wide sanitation cleanliness campaign which was launched on September 25, a mass rally cum public meeting was held today at the Bishnupur Headquarter.

The rally cum meeting was organised by the District Water and Sanitation Committee Bishnupur and Bishnupur District Swachh Bharat Mission (Gramin) Co-ordinating Committee.

The campaign was also participated by District Level officers and staff of different departments in the district, representatives of local governing bodies, students and teachers of different schools.

People converged at the Bishnupur Mayangamba Community Hall from where the mass rally was flagged off by the district commissioner Bobby Waikhom.

Those participating the rally held placards promoting washing of hands before every meal, clean and healthy society, sanitary latrines for every household, healthy body and Swachh Bharat Mission.

A team of the Bishnupur District Police also guarded the rally.

After the rally, a public meeting was also held at the Kiyamba Shanglen with DC Bobby Waikhom who is also the chairman of the District Water and Sanitation Committee was the chief guest and EE Bishnupur PHED O Meino was the president.

Bishnupur Municipal Council chairperson L Lolindro, SDO Nambol Ramananda Nongmeikappam, SDO Moirang Bantee Konthoujam, SDO Bishnupur Radhakanta, SDPO Bishnupur Rameshwar, Saiton GP Pradhan Samungou attended as guests of honour.

Speaking at the public meeting, the DC appealed to the general public to gather their garbage and waste at a corner of their residences so that the garbage collectors can collect them.

Meino appealed to the people to make the campaign a success by October 2, 2019.

It has been years since the Rights to Information, RTI, Act was implemented in the state, and as is its wont, with a dose of fanfare. However, in the years that have passed by, it has also been so successfully ensured that all voices seeking government transparency are silenced. The Act which was at the time of its inception, described as arguably the best anti-corruption legislation ever, remains largely unused in the entire country, except in pockets where conscientious and enlightened citizens have taken the best advantage of it to make government policies and the policy making processes as transparent as possible. It is quite a surprise that while there is a deluge of social organizations and NGOs in the state, pushing so many varied issues, none have found policy transparency, and corruption resulting out of the lack of it, important enough to reserve some focused attention. This understandably also suits the government and its machineries well. Years ago, it nervously constituted the mandatory Information Commission, and then probably heaved a sigh of relief that nobody is interested in it. It must be said the government contributed guilefully to making the State Information Commission redundant by default. As per the RTI Act, the government is called upon to publicize the Act`™s applications widely so that every citizen gets to learn them, and empower themselves with the Act adequately, though very simply and inexpensively, to challenge corrupt practices of the powers that be. Today, hardly anybody knows the mechanics of this Act, and most remain overawed and desist from approaching the Information Commission, presuming understandably, it is only another part of the same forbidding bureaucratic castle.

This being the case, it is still an open secret that official corruption is still rampant, and yet, none of these issues is ever brought up before the Information Commission. It never seems to occur to even those many who know of the Act, that these cases of possible official corruption can be dug out and made open, therefore checked. Except in the case of a few subjects, no government files can be withheld if sought through the prescribed procedure of this Act, although it must be added, the list of protected subjects seems to have grown inordinately in the decades that have gone by. The failure to check official corruption despite this legal handle, in our opinion, is yet another evidence of either the resignation or complicity of the elite of our society in this corruption scourge. Between their knowledge and their actualization, still falls the infamous shadow described by TS Eliot in `The Wasteland`. Despite being the custodians of knowledge, they remain un-empowered and to that extent, cowardly, turning into incorrigible cynics, perpetually complaining and fretting in private, but never bold enough to come out of their intellectual ennui to take the bull by the horns, as they say. And so, even as those in the Information Commission are left to fight the boredom of having nothing to do, even those who complain of being victims of official corruption, only fume and fret, and do nothing.

Meanwhile, Manipur continues to sink deeper into the abyss in many different ways because of the culture of self-obsession of the government. There is no gainsaying that most employees have paid heavy bribes, which are today almost mandatory, to enter their services and later for plumb postings, and are unabashed about their intent to recover what they have paid as they have paid. In this way, the entire government service sector has become self-serving and the very meaning of the word service has come to be skewed beyond recognition. Today, it is as if the government is meant only for government employees, concerned about salary hikes and perks of employees, and nothing beyond. Other than a few shining examples, private entrepreneurships have been condemned to remain stunted because the tertiary pillar of the economy government services are supposed to provide are non-existent. This despite the knowledge that the government job ceiling has already been touched and it cannot absorb more job seeker with benefit. The only solution to the growing unemployment problem in the state, under the circumstance, nobody will doubt, would have to be through an expansion and maturing of private entrepreneurships. Yet the government would rather have them bound down to the contractor-patron relationship, virtually making them run pillar to post to seek their entitlements, and by the same notorious contractor-patron culture, seeking percentage cuts from their earnings. We also wish that the NGO sector in the state, which is known for flocking to where donor funds are, would also be a little more pro-active, and start paying some attention to the use of available legal tools such as the RTI, to challenge and expose corruption. Until such a time as the RTI becomes very familiar and therefore everyman`™s weapon, it would be extremely helpful if organised civil society bodies were to take on the responsibility, in collaboration with the media as force multipliers, if need be.

KANGPOKPI, September 29: As part of the 60th Wildlife Week Celebration cum Painting, Article Writing and Photography Competition, 2015 under the theme `Protection of Wildlife and their Habitat` Divisional Level Wildlife Week Celebration have also been observed today at Community Hall, Kangpokpi.

The Divisional Level Wildlife Week Celebration here today has been organized by the Divisional Forest Officer, Northern Forest Division, Kangpokpi under the leadership of Robert Sheilam Haokip, DFO & District Wildlife Warden, Northern Forest Division, Kangpokpi.

DK. Thangboi, addl deputy commissioner, Sadar Hills and L. Birahari Singh, MFS (Retd) graced the occasion as chief guest and president respectively while Kh. Bira Singh, MFS (Retd) attended as guest of honour.

Around 100 students from different educational institution within Kangpokpi took part in the Painting and Article writing organized under the theme `Protection of Wildlife and their Habitat` while interested photographers are invited to submit their wildlife photograph for the Photography Competition.

Speaking on the occasion DK. Thangboi lamented Wildlife Week has been observed in all over the country every year mainly in the first week of October with a view to preserved the wildlife of India before adding that the wildlife of our region serves as a natural indicator of the health of our forest ecosystems.

Emphasizing the importance of wildlife protection and its habitat the MCS officer asserted that the large forest blocks that sustain wildlife supports our rural economy, produces clean and clear water for our communities, and maintains the natural beauty that defines the place we call home.

`No man can live without environment`, asserted the MCS officer while adding that animal is also a part of the environment and it is the duty of human being to preserve and protect the wildlife.

He also said that with the well organized of the wildlife week celebration by the forest department in Sadar Hills under DFO the message of wildlife protection and its habitat will be logical to everyone while adding that the message of wildlife protection and its habitat should not only be spread during the celebration but throughout the days, weeks and months in a year.

Robert Sheilam Haokip, Divisional Forest Officer & District Wildlife Warden, Northern Forest Division, Kangpokpi pointed out that Wildlife Week Celebration has been organized with an overall objection of sensitizing the general public on the importance of nature and wildlife and the need for their conservation.

`The weeklong celebration becomes more significant as it coincide with the birth of Mahatma Gandhi, the icon of Non-Violence to all forms of life`, lamented the DFO while adding that on this occasion the Prime Minister of India, who is also the Chairman of National Board of Wildlife appeals to all the citizens of the nation to work for conservation of nature and wildlife.

While elucidating the meaning of wildlife L. Birahari, MFS (Retd) said that when wildlife has been protected it will automatically breed environmental stability.

`Do not buy or trade in ban species of flora and fauna and do not keep any ban protected species as pet`, cautioned Kh. Bira Singh, MFS (Retd) while urging all individual to protect wildlife and their habitat.

IMPHAL, September 29: The Assam Sanmilitia Mahashangha (ASM), a confederation of Indigenous Communities of Assam has said that considering the validity of Coalition for Indigenes`™ Rights Campaign (CIRCA), Manipur demand for the restoration of Pre-Merger Special Political Status of Manipur, it supports CIRCA in its movement.

A statement of the confederation said Manipur`™s Maharaja Boddha Chandra was coerced to sign the Merger Agreement by VP Menon, advisor to the Home Ministry under the strict instruction from the then Home Minister of India Sadar Vallabhai Patel at Assam`™s Shillong House on September 21, 1949.

The statement issued by its working president Matiur Rahman here in Imphal today said it was not right for India to have forced the merger of Manipur into its Union without seeking the mandate of its people who had already had a Constitution of their own with an elected Parliament in the form of Assembly.

Rahman further stated that a `Manipur Peoples`™ Council` with representatives of all its indigenous ethnic communities as members, now being raised by CIRCA, Manipur as a demand, must be considered and realised by the authorities. Then there will be permanent peace in the state as everybody will feel secured and protected under such a constitutional set-up, it said.

On the other hand, Rahman deplored India government for restricting the people from their right to meet the renowned human rights activist Irom Chanu Sharmila without the approval from the Manipur State Police which requires submission of an application 30 days beforehand.

Rahman also claimed that he had approached the State police authorities to meet Irom Sharmila Chanu on September 24, but his request was not accepted as he had not submitted his application 30 days beforehand, he regretted. .

He also vehemently opposed the process stating that Irom Chanu Sharmila is not a criminal but a human rights activist.

Such a type of restriction should not be imposed on her, he added stating that he had even gone on hunger strike for 11 hours supporting her cause at Dispur, the capital of Assam, in 2011.

Renowned district and session judge (retd) Chanambam Upendra passes away

IMPHAL, September 29: Renowned judge (retd) of the State Chanambam Upendra died in an unfortunate incident this early morning at his Sagolband Moirang Leirak residence.

The District and Session Judge Manipur (retd) who headed the Commission of Inquiry ordered by the State government in the Thangjam Manorama case of 2004 was 85 years old and is survived by his wife, a son and two daughters.

Sources said he was electrocuted while trying to fix a domestic water pump around 5:30 am and that it was his wife who found him lying unconscious near the pump.

His wife informed the other family members who rushed the retd judge to the RIMS, however, doctors at the hospital declared him dead, informed sources.

The retired session and district judge was born on September 11, 1929 to Chanambam Ibomcha Singh and Laishram (n) Maipakpi Devi of Sagolband Moirang Leirak Imphal West.

The protestors mostly womenfolk shouted slogans demanding the MLA resign before September 30 which is the deadline set by the protestors for their resignation.

Manga Vaiphei is also the chairman of the Manipur Tribal Development Corporation.

Meanwhile, ex-servicemen of Churachandpur district also took out a protest rally in support of the JAC Churachandpur. The rally started from Tuibuang Peace Ground and concluded at the KKL complex.

Chandel: In Chandel, a consultative meeting on the three bills was held yesterday at the district headquarters attended by members of various CSos, senior citizens, advocates and Members of District Council (MDC) attended the meeting.

Convener of NPMHR (S) Dr Gina Shangkham said in a press statement, the meeting discussed the bills and its implications in length and later resolved to reject the bills as they were seen clearly infringing the rights of the tribal people especially traditional land rights.

It said the meeting extended support to the framework agreement between the GoI and the NSCN (IM) and impressed upon the two entities for sincere and honourable settlement and also urged the Naga people to work together to realize the peace process.

The meeting further resolved to extend all possible support to all groups of people who work for the advancement of the Tribal martyrs and the bereaved family.

New Delhi, 29 Sep 2015: Women leaders of Northeast India met last week in Delhi at an international conference titled “South Asian Women’s Peace and Security Conference: Formulating National Action Plans & the Way Forward”, that was held on 21 and 22 September 2015 at India International Centre, New Delhi.
The Conference was inaugurated by Shri Kiren Rijiju, Honourable Union Minister of State for Home Affairs and attended by Ms Teresita C Daza, Ambassador of the Philippines; Mr. Salahuddin Noman Chowdhury, Deputy High Commissioner, Bangladesh;  Mr Cesare Onestini, Deputy Head of the European Union Delegation to India and representatives from UN Women, Pakistan, Myanmar, Bangladesh and Nepal.
Women leaders across the eight states of Northeast India namely Ms Binalakshmi Nepram, Founder, Manipur Women Gun Survivors Network and Secretary General, Control Arms Foundation of India; Dr. Rosemary Dzuvichu, Associate Professor, Nagaland University, Nagaland; Prof. Lalneihzovi, Mizoram University, Mizoram; Ms Pratibha Brahma, Member of North East Research & Social Work Networking, Bodoland,  Assam; Ms. Agnes Kharshiing, President, Civil Society Women’s Organization, Meghalaya; Ms Rose Mangshi,President of Kuki Women Union, Manipur and Ms S Momon, Meira Paibi Leader, Manipur.
The meeting called upon the following appeal and resolved with a draft National Action Plan on Women Peace and Security of India:
  1. Call upon the Government of India for the formulation of National  Action Plans on Women, Peace, Security.
  2. Honor India’s international commitment to Convention on Elimination of Discrimination Against Women (CEDAW) and UN Security Council Resolutions (UNSCR)1325, 1820, 1888, 1889, 1960, 2106 and 2122 and to enact legislation for the same.
  3. Inclusion of more women in electoral processes, judiciary, police forces, economic decision making and other decision making processes for a more gender balanced equitable society
  4. Develop gender sensitization training of security personnel deployed in disturbed areas
  5. Inclusion of more women in peace talks and peace processes for a better gender perspective in peace negotiations
  6. Appeal to all ethnic groups, communities in to rise above the greater common goal of peace and prosperity for all . Women across ethnic, community, religion, state lines to unite to work together to make this possible.
  7. Adequate protection for women human right defenders
  8. Reformation of Customary Law for inclusion of more women in decision making
  9. Recognition and honoring of contribution of women in cultural and social processes,
  10. Inclusion of Peace Education in Educational Curriculum
  11. Recognition of women role in peace processes and ensuring the participation of women as decision makers in peace negotiations and present and post conflict reconstructions by both the Central and State Governments.
  12. The reformation of the security sector, involving a boosted morality especially when it comes to the protection of women by increasing the amount of female police officers in the stations and guaranteeing their presence at all arrests of women.
  13. For all women to work on a shared vision, through re-establishing relationships, networking and interacting with other workers in the regional, national or international level
  14. To build a positive peace starting from developmental aspects.
  15. To work towards empowering women survivors of any form of violence with emphasis on economic justice and rights.
  16. Till the state builds a dedicated capacity for restoring governance, stability, development and rule of law in disturbed areas, the armed forces leadership will have to constructively engage with the state and civil society in the disturbed areas.
The views forwarded by the speakers, along with insights from other experts and social activists, were also embedded in the draft national action plan on Women Peace and Security for India. Speakers also called for acceleration of the empowerment of women at all levels of peace processes; adequate services for displaced women and rehabilitation of victims of gender-based violence; and zero tolerance of sexual abuse by peacekeepers. During discussions all stressed to the importance of highlighting women’s role as actors and change agents, not just as victim, and stated “Without the inclusion of women in all aspects of life, whether political or in the economy, there can be no sustainable peace and no sustainable development”.
A memorandum on the issue of women, peace and security in India and urging for a National Action Plan was submitted to Union Minister of state for Home Affairs Kiren Rijiju.
The conference was organised on the occasion of the 15th anniversary of the UN Security Council Resolution 1325, which recognizes that including women and gender perspectives in decision-making can strengthen prospects of sustainable peace. The event was organised by Control Arms Foundation of India in collaboration with Manipur Women Gun Survivors Network (MWGSN).
