CHURACHANDPUR, October 6: The State Malaria Officer (SMO) also the State Nodal Offer(SNO) Jamkhokam Kuki led a team of two doctors and consultant of IEC/ BCC, and visited Rangkai Village, in Churachandpur which is considered the epi-centre of Dengue detection in the district.

The team had also met with the CMO Churachandpur Thangchinkhup Guite at his office.

The team who came to take stock of the situation also met with Dengue patients at their homes mostly in Rangkai area.

They also distributed pamphlets and leaflets to create awareness among the people regarding Dengue.

It may be mentioned that 10 out of 27 suspected cases have been tested positive of dengue so far.

The official team also check for breeding grounds of mosquitoes in the area.

They said they will further monitor the situation and if required come again.

The SMO also said they plan to open another isolated ward in the district hospital for which they had already met with the MS Churachandpur District Hospital S Samte.

It may be mentioned that the first test for dengue was conducted on the first of this month and the confirmation of positive case came back on October 3 in the district.

The district medical authority had also conducted fogging last month and was repeated this evening in the area in an effort to control mosquito breeding.

By an order from the office of CMO/DMO, fogging was repeated today, especially in Rangkai and its surrounding areas including the SP`™s residence.

There will be 52 prizes for the contest including consolations. A photography workshop which will be attended by experts will also be held during the exhibition, said DIPR director Salam Somorjit today at the press club.

Stating that details can be availed from the office of the DIPR, he said the last date for entry of submission will be October 20.

The competition and the exhibition will promote photo journalists.

IMPHAL, October 6: Irom Chanu Sharmila was produced before the Court of Akash Jain, Metropolitan Magistrate, Patiala House Court, New Delhi in connection with case no 476/02/2012 FIR No 222/2006 Parliament Street Police Station.

Her matter was listed as item no. 40 and her statement was recorded around 11.30 am according to a statement from Human Rights Alert executive director Babloo Loitongbam.

It said Sharmila wanted to explain her struggle to the Magistrate but the Magistrate wanted to confine her only to the relevant questions.

It said an emotionally charged Sharlima wept in the Court and Senior Advocate V.K. Ohri, Advocate Divya Sunderajan and Advocate Kezhosano Kikhi assisting her, persuaded her and helped her in recording the statement.

Sharmila stated before the Magistrate that she was picked up by the police on the night of October 6, 2006 because the government was concerned that national and international media have started taking interest in her struggle against AFSPA, it said.

She admitted that she denied medical attention but also clarified that she did not need it as her health was fine at that point of time, after all she have been on hunger strike since the year 2000 she asserted, according to the statement.

She also recorded that her struggle is to demand the repeal of the Armed Forces Special Powers Act or its total removal from Manipur, it added.

She stated that the application of this Act has resulted to untold sufferings on the Manipuri people and hundreds of women have been raped. But the armed forces indulging in these criminal acts cannot be prosecuted because they are protected by the Armed Forces Special Powers Act, it said.

The hearing on the case will continue tomorrow 7 October 2015 in the same Court and one defend witness will be examined, it said.

It may be mentioned that Irom CHanu Sharmila left Imphal for Delhi yesterday with a team of nine including haill staff, police personnel and medical staff.

However gainful Tea plantation could not done for lack of proper guidance and facilities in the plantation area of about 200 acres here.

According to the general manager of DIC/Tamenglong N Joykumar Singh , the district is known as Land of Tea and Oranges.

So a Common Facility Centre is coming up at Tamnglong, he said.

The Ministry of Medium and Small Enterprises(GOI) has already approved in principle to install the said CFC, he said.

This centre will help to promote the potential of Tea and Orange production at Tml.So Tea Board of India has been requested to suggest better ways to tap the potential available here, he continued.

The general manager, has also said that an `Incubation Centre` would be opened within this month of October at DIC office,Tml.

The concern Ministry has already sanction for the said centre, he said.

IMPHAL, October 6: The Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), Dr Jitendra Singh has asked the North-Eastern States to expedite the process of Central fund utilisation by them.

According to a PIB press statement, during the first meeting of the Executive Committee of the North Eastern Council (NEC) today in New Delhi, Dr Jitendra had also asked the Chief Secretary of Manipur to personally follow up the land transfer issue for the proposed Sports University at Imphal.

Dr Jitendra Singh said, the most common factors responsible for delay in the completion of various developmental projects include failure by the States to produce Utilisation Certificates on time, delay in submission of DPRs and inability of the State to provide its share of funding, it said.

As a result, not only the projects get delayed but the consequent escalation in the budget leads to further difficulties in timely completion of these projects, he added, said the statement.

Further according to the PIB statement at the meeting attended among others by Union Secretary, DoNER, Ameishing Luikham, secretary, NEC, Ram Muivah, chief secretaries of all the eight Northeast States and member, NEC, CK Das, Dr Jitendra Singh said, the NEC is no longer an advisory body but, in fact, a regional planning body with a wider and more crucial role.

He referred to the recent initiative of constituting inter-ministerial committees of the Ministry of DoNER with other Ministries and at the same time, engaging the Delhi-based Resident Commissioners of different States for the follow up of projects so that the targets could be achieved more smoothly, it said.

For this, he also hinted at revisiting and revitalizing the entire functioning of the NEC, it said.

However, he noted with satisfaction that the NEC headquarter at Shillong has become fully functional and reverberating with activity because the newly appointed Secretary and members are regularly attending the office on full-time basis, it said.

It added, on India`™s `Act East` policy, Dr. Jitendra Singh said, it is his considered view that to `Act East` effectively, we first need to act east proximal and empower the North Eastern region along the international borders.

In this regard, he suggested a number of measures including encouraging the local produce which could find takers for business across the Northeast borders, single window check-posts and limiting the list of items for cross-border trade to products exclusively originating from the region, it added.

Taking a note of the suggestion that the annual budget of NEC had not been enhanced for past almost 40 years in spite of change in fiscal and market scenario, Dr. Jitendra Singh advised Secretary NEC to prepare a comprehensive brief drawing comparative statistical differences in the annual budget allocation and disbursement as it existed in the earlier years vis-à-vis the current year, so that the same could be presented before the Union Finance Ministry with a request to seek appropriate enhancement, it said.

Expressing dissatisfaction over delayed progress of work at the airports at Gangtok, Guwahati and Itanagar as well as slow pace of rail and road projects, Dr. Jitendra Singh said, this adversely affects the progress in every sphere.

The Aos in Church movement in Amri Karbi areas

It is not out of nowhere, but it is God`™s plan that I landed in a village called Rongphar. It is one of the Amri Karbi tribe`™s villages in the Amri Karbi areas of Assam. The village is some 40 kilometers away from Guwahati and some 4 kilometers away from the National Highway 37.

I along with my colleague Takoba Teron reached the village on October 21, 2012. I was invited to present a paper in a `Seminar` on the theme `Awareness of Political Consciousness of Amri Karbi Tribes and Their Chartered Demands` on October 22 and 23, 2012 at Rongphar Community Hall. It was organized by Amri Karbi National Council (AKNC) which has been spearheading for the `Autonomous District Council` under Sixth Schedule for a separate Amri Karbis in Assam. Over the last decades, the leaders of the AKNC have been meeting various Central leaders including former Prime Ministers late Indira Gandhi and Rajiv Gandhi. They have also submitted various memoranda to previous Dr Manmohan Singh Government and also the present Narendra Modi Government at the Center.

The day we reached the Rongphar village was Sunday and did not know where we would be staying. But, so lucky that our accommodation was arranged in the Church Guest House. In fact, we were received by Pastor of the Rongphar Baptist Church, Pichong Ronghang when we reached in the village. Our team was first received by President of the AKNC, Mr Pudum Ingti, when we arrived at Sonapur, and from there, he led us to Rongphar village where I would be addressing the `Seminar.`

After having exchanged some pleasantries, the Pastor invited me to speak in the Church the same evening as that day was Sunday. I was really happy on being invited to speak in this Church, though not showing immediate response to him feeling a bit of reservation thinking it wouldn`™t be fair as I reached in the village for the first time in my life, and not knowing anything of its background rather.

My sharing in this Church was one of the most memorable ones in my life but the most important one, which I would like to tell here, is the way the Christianity started coming in this village and also other villages in the Armi Karbi areas. I didn`™t have much to share except my happiness of coming to this beautiful village. Although the attendance was thin, every moment was historic for me as it was the first time for me attending Karbi Church Service in my life. The news of sharing my feeling in the Church spread like a wildfire in the village and many complained the next morning saying that they would have attended the last evening`™s Church Service if they knew that I would be speaking in the Church. I really felt humbled by such responses from the villagers in this village.

It is heartening to note that the Christianity has been planted in this village and other Amri Karbi areas by the Ao Church leaders under the Merangkong Godhula Mission (MGM) of Mokokchung, Nagaland.

Rongphar village is inhabited by mostly Amri Karbi tribes. This village lies at the foothills and the people were mostly non-Christians but after the Christianity came in 32 years ago, majority of them are today Christians. The village has two denominations `“ Baptist and Catholic.

The Rongphar Baptist Church (RBC) was first set up under the sponsorship of MGM in 1983. Those first converts are still active in Church activities in the village and also in other neighboring villages. The initial thatched Church with few negligible members has today become a symbol and prestige for the Christian community in the village. Today they have a huge RCC Church boasting of having a good number of members from the village.

Many Ao missionaries from Nagaland`™s Mokokchung district have been actively engaged in promoting and developing Christianity in this village and other Amri Karbi villages. Yet, they still need supports for running and maintaining the Church administration and other activities. Prominent Ao Church leaders and high profile officials have been extending financial and material supports to the Churches, which have been established under MGM, from time to time. One of the known families not only among the Aos but also Nagas in Nagaland, late NI Jamir`™s family had their share for the growth of the Church activities in the Rongphar village. The name of late NI Jamir, father of former Nagaland Chief Secretary Alemtemshi Jamir and grandfather of present NPF MLA Marentoshi Jamir, has been written and displayed in the Church.

How much is culture responsible for the progress made or the lack of it of any given society? Or more provocatively in our context, how much is culture responsible for the embrace or resistance to modernity and development? These are questions that keep returning because of their continued relevance. There are any number of books written on the subject, addressing and seeking the roots of so much disparity in development all over the world. The intriguing nature of the question has also assured many of these books to become best-sellers. Just to cite two examples in the possession of IFP are Jared M. Diamond`™s `Guns, Germs and Steel` and Professor David S. Landes`™ `Wealth and Poverty of Nations`. But another one `The Central Liberal Truth` by foreign aid worker, Lawrence E Harrison, which says culture does make a world of difference in attitudes to modernity and development must also be in the list of important works on this subject. The thought if pursued, developed, and applied earnestly and consensually, can also pay dividends for the Manipur society. How much have our own varying cultures been a catalyst or inhibitor of modernity and development? Complaints about the lack of these qualities as consequences rather than causes of lack of development are not uncommon, but what has been uncommon is any sincere, soul-searching attempt to gauge the conditions that might have possibly contributed to things going wrong on the way. What has been the role of culture and tradition in our grappling with this issue of gravity? It would indeed be an interesting academic study to make an assessment of the correlation between development and the willingness of a community to accept change. We would for one vouch that the praxis, at least in this case is extremely strong.

Another study by American economists Raymond Fisman and Edward Miguel, to demonstrate the same praxis between cultural grounding and development is interesting from this vantage. The study takes into account records of illegal parking tickets earned by diplomatic vehicles from different countries in New York. The figures seem hardly a coincidence. The two economists found out that diplomats from countries that rank high on the Transparency International corruption index pile up huge numbers of unpaid tickets, whereas diplomats from countries that rank low on the index get barely any at all. For instance, between 1997 and 2002, they found out, the UN Mission of Kuwait picked up 246 parking violations per diplomat. Diplomats from Egypt, Chad, Sudan, Mozambique, Pakistan, Ethiopia and Syria also committed huge numbers of violations. By contrast, not a single parking violation by a Swedish diplomat was recorded. Nor were there any by diplomats from Denmark, Japan, Israel, Norway or Canada. The reason for this as per their conclusion is, human beings are not merely products of economics, but are also shaped by cultural and moral norms. `If you are Swedish and you have a chance to pull up in front of a fire hydrant, you still don`™t do it. You are Swedish. That`™s who you are.` In this light, another politician thinker of the mid 20th Century, Walter Lippmann, who once said in a speech: `All cultures have value because they provide coherence, but some foster development while others retard it. Some cultures check corruption, while others permit it. Some cultures focus on the future, while others focus on the past. The question that is at the centre of politics today: Can we self-consciously change cultures so they encourage development and modernization?`

The question is profoundly relevant to our situation. How receptive has our own cultures been to a vision of a modernised future. Can we say the same thing that has been said of the Swedish diplomats who would not park in front of a fire hydrant even in the dead of the night when no one is watching, in referring to our own elite? Do we see signs of any moral and social obligations that would stop someone from littering the streets with their kitchen garbage? Do our consciences come to play in checking personal urges for unfair and corrupt practices? Are there any unwritten norms that make people guilty at breaking one-way traffic norms? It is indeed a telling revelation that most often it is siren blaring, flag waving VIP vehicles that violate these norms. There have also been tremendous debates as well as idle talks about the infamous, lethargic work culture in the official establishment. Has there ever been an inherent, cultural checking mechanism that informs the place that such lethargy amounts to dishonesty to profession as well as to self. These data are convincing and they show that there is indeed a correlation between such cultural attitudes and the march of modernity. Shouldn`™t we then self-consciously make the effort to change the detrimental aspects of our cultures so that they encourage development and modernization? We must keep in mind that little brownie points scored, as for instance in the tussles of supposedly disparate interests of hills and valley, will not matter one bit if they stand against the tide of time. In the end, nothing can stand against the future, and there can be no argument that the future is headed for the modern.

IMPHAL, October 6: Bharat Sanchar Nigam Limited (BSNL), the only State run telecom service provider of the country is all set to give better service to the public of Manipur in a bid to compete with other private companies.

General Manager Telecom District, Manipur Secondary Switching Areas (SSA) J Lunkim while addressing the media in a press briefing on account of `BSNL Week`™ observation at the conference hall of Telephone Bhawan today, said that a lot of misunderstanding and misconception has clouded the minds of the general public of various benefits and services provided by BSNL.

He said that even though the service has improved to such an extent that BSNL is now capable of competing with other private sector telecom service providers, people are very much reluctant to opt for it.

There are many factors and one of the reasons is that people are not so aware of the benefits of BSNL, he said.

BSNL works under the guidelines set by the Telecom Regulatory Authority of India (TRAI), and which has tightened its hands against aggressive marketing strategies and yet BSNL works to provide the best service at much cheaper price, he added.

Other telecom service providers are profit seekers but BSNL is to control the cost of telecom, he asserted.

As part of observation a Consumer Education Workshop was also conducted where the Assistant Director (Sales) Ch Jiten presented various topics on consumer education and on the new Base Transceiver Stations (BTS) radiation plans and special initiatives taken up by SSA.

He addressed the consumers who took part in the workshop about various benefits provided under the BSNL, NE-II circle.

In the entire State, there are 11 customer care services centres where any consumer can address their grievances. The total tower count (radiated sites) in Manipur is 201 where the 2G BTS has 206 towers and 3G BTS has 106 towers and the total BTS towers is 307.

He stated that Manipur now has four Synchronous Transport Modules (STM) and they have been demanding for 16 STM from Power Grid Corporation of India, soon Manipur will have better internet and other facilities from BSNL, he added.

Further he said that importance of transmission stability is a must for smooth service and the main connectivity of BSNL is through Optical Fibre Cable which gets damaged from frequent landslides and other natural calamities.

To attract more customers BSNL has launched a new move of providing free calls from landline to any other network within the time frame of 9:00 pm to 7:00 am.

Altogether there are more than 18,000 landline users and over 2, 00,000 BSNL mobile phone users in the State.
