An ANTA statement issued by its information secretary Kl Warhring urged the district Chief Medical Officer to take up preventative measures like fogging and awareness program in all areas of Chandel, Tengnoupal, Machi, Moreh, Pallel, Sugnu, Chakpikarong, Sajiktampak and Khengjoy latest by October 10.

IMPHAL October 8: Tangkhul Naga Gazette Officer`s Welfare Association (TNGOWA) has sounded resentment over the recent appointment of Chief Secretary of Manipur terming it as highly irrational for sidelining deserving senior officials.

TNGOWA in a press meet held at UDWJA office stated that sidelining senior officers is very demoralizing conduct and appeal for immediate rectification from the government.

Manipur government has recently appointed O.Nabakishore, a 1984 batch IAS officer bypassing Ameising Luikham, the senior most IAS officer in Manipur, the association said.

TNGOWA questioned why Ameising Luikham who is a 1981 MT cadre IAS officer was disqualified as the Chief Secretary of Manipur.

`We consider this as another systematic discrimination and exploitation of the tribal officers in particular and the tribal people in general` stated TNGOWA officials.

We have nothing against O.Nabakishore but deprivation of the deserving rights and privileges of Ameising Luikham, a tribal from Ukhrul, by the State government as the Chief Secretary is highly irrational and provocative, the members said.

If such systematic exploitation is practice even at the top post what will be the fate of lower level officials, lamentsed TNGOWA.

TNGOWA also questioned the uprightness of the people`s representative for not standing for the rights of the people they represented.

CHANDEL, October 8: The Committee on Protection of Tribal Rights (CoPoTR) Chandel conducted a surprise visit to ADC Chandel head office on October 5 and found only a few staff attending the head office while rest of the staffs with Chief Executive Officer operating from Imphal office, according to the committee`™s chairman.

In a statement, he said that making the ADC Chandel function from Chingmeirong during the last five years was against ADC rules and added that the repeating it would affect district resources, economy and benign developmental plan from Centre and the State.

The CoPoTR in this connection has asserted to the ADC staff concerned as well as the elected MDCs to attend head office located in Monsang Pantha or faced stringent action from the committee, Kohring warned in the statement.

The CoPoTR`™s statement on the other hand extended moral support to BJP`™s protest for appointment of junior IAS officers to the post of chief secretary by superseding a senior tribal IAS officer. Taking a dig, CoPoTR alleged that the State government has yet again added odds to the issue of discriminating tribal people of the State.

Alleging the State government for step motherly treatment, CoPoTR chairman questioned as to how tribal could tolerate to live together in such situation difficult situation.

Residents of Wangkhei blockaded the Kongba road and all its arterial lanes today to let the government know their resentment at the continued neglect of the Wangkhei Thangapat road leading to Thumbuthong Bridge. This route, as those living in the southern part of Imphal East will know has become an extremely important link road between Imphal East and Imphal West ever since the main Sanjenthong bridge across the Imphal River was closed for upgrade nearly two years ago. For reasons best known to the government, this road has been allowed to decay all along. It was even missed out in the government`™s desperate road facelifts in and around the Hapta Kangjeibung ahead of the 2015 edition of the Sangai Tourism Festival. While we are not saying this is the only road in the state which has remained neglected, for indeed there are plenty more in Imphal as well as the rest of the state suffering even worse degeneration and disrepair, we are prompted to highlight a general pattern of the working of the Government of Manipur. It neglects what should have been its routine responsibility, and is nudged into action only when there are street protests. While it is good it is shaken awake every now and then, the message that this sends out to the people by and large is dangerous. It translates as: you can only get things done if you threaten agitation. It is not surprising then that today street protests and government inactions have come to be seen as mutual triggers for each other. To state the obvious then, this culture must end, and government must begin acting on its own impulse of responsible governance. If this were to be so, these sporadic street protests too would become redundant and deprived of any sense of moral legitimacy which they today have in ample.

However, the concern of the conscientious public must go beyond this confined instrumentality of public-government relations. It must also importantly be about making sure these road construction works are done as per specifications and that no undue profiteering results from them at the cost of quality. The surest way to ensure this is to insist on transparency. In any given road construction work, and for that matter all other public projects, the government must be made to reveal details of the contracts including who the contractor or contractors are, the specifications of the project to be accomplished and the funds earmarked for it etc. This will not only ensure quality work, but also that no money meant for the project is siphoned off illegally. This will in fact be one of the most effective ways of checking corruption, for indeed, corruption in sponsored economies like Manipur has today come to be to a great extent synonymous with the place`™s contract culture. By perpetrating this culture, those in positions of power, and their power brokers build an elaborate nexus of politicians-bureaucrats-technocrats-contractors, and happily loot and share a percentage of the state`™s annual plan budgets. Maybe the nexus is simpler, much simpler as an observer suggested. Maybe everybody in this nexus is a contractor at heart. In the case of the politicians at least, this observer further pointed out, almost all of them have contractor backgrounds, and almost all of them are still contractors, swarming around the boss of all government contracts in the state with a begging bowl for their shares.

Manipur`™s, and indeed much of the Northeast`™s, economy is today in shambles. These are economies where a primary sector had evolved, but before a secondary sector could also shape up and take roots, a superimposed tertiary service sector, in the shape of government jobs, have virtually short circuited the process, leaving the secondary sector vulnerable in its infancy and grossly underdeveloped. Manipur, in particular the valley, was showing signs of the secondary sector germinating. Professions were multiplying as per the intrinsic demands of the economy, and maturing encouragingly too. Then came the shift in the economy with the introduction of the government service sector, commanding salaries much higher than what the market realities would warrant, therefore killing off the germination process of professions grounded in the economy. Today, with the exception of a few, all the blacksmiths, goldsmiths, motor mechanics, tailors, carpenters, journalists, newspaper hawkers, and the honest money they earn, have become so subordinated to the government services, that those in these professions would sell off their wares to pay bribes so their children would get into the government service sector. The trend cannot be reversed, but with imagination and commitment, the government itself can do the needful to ensure that the economy`™s vital secondary sector does not disappear altogether. It must, with an effort, reorient its investments, of effort and funds alike, towards this end.

The Young Voter`™s Festival and women specific SVEEP Campaign was launch yesterday at Kanggui Christian College in the presence DK. Thangboi, MCS, Addl. DC Sadar Hills, who is also the Electoral Registration Officer; Chungsat Khongsai, Election Officer, ADC Kangpokpi and Doulet Khongsai, Principal Kanggui Christian College, Kangpokpi.

DK. Thangboi addl DC Sadar Hills/ERO Sadar Hills, Chungsat Khongsai, EO ADC Kangpokpi and Seikholen Milhiem, Asst. Professor, Dept. of Political Science, Kanggui Christian College stressed on voter enrolment and electoral participation during the function.

Students especially women who have attained 18 years of age and who are about to attained as on January 1, 2016 were encouraged to enrol themselves in the voter list so as to exercise their rights as an adult franchise.

Meanwhile, the same program was also organized today at Presidency College, Motbung in the presence of Chungsat Khongsai, Election Officer, ADC Kangpokpi.

IMPHAL, October 8: The Rhythms of Manipur`™s latest music composition based on Manipuri drums `Dancing Drummers` will be presented at the prestigious 9th edition of the Delhi International Arts Festival (DIAF) 2015 organised by the Sangeet Natak Akademi, New Delhi in collaboration with Prasiddha Foundation from October 16 to November 1 at different venues in Delhi, said a statement of The Rhythms of Manipur.

The festival will feature performances of dance, theatre, film and music groups and individuals from different countries including Taiwan, Singapore, Israel, Russia, Egypt, Hungary, Sri Lanka, UK etc. and from different States of India, it said.

The `Dancing Drummers` will be presented on October 19 at Shri Ram Centre, New Delhi at 7 pm. National Award winning music composition `The Journey` will also be presented at the festival on October 19, it said.

It said music has been composed by Huidrom Anilkumar and Laishram Milanjit and the overall production was designed by RK Sanatomba, founding artiste of the Rhythms of Manipur.

It may be noted here that the Dancing Drummers mainly performed by seven young girls premiered on May 10 at NT Theatre, Imphal and received wide appreciation from the general public and art critics, it said.

The drummers had also performed as one of the main attractions at the recent Wolrd Tourism Day celebration on September 27 organised by the Department of Tourism Government of Manipur at Andro Natural Park.

The team is leaving Imphal for New Delhi on October 18 and will return on October 20, it said.
