IMPHAL, October 17: Chief Minister Okram Ibobi Singh today opened a Reserve Bank of India sub-office at Manipur Legislative Assembly Hill Areas Committee chairman`™s bungalow in Lilashing Khongangkhong today with RBI deputy governor Haran Rashid Khan in attendance.

Haran Rashid said the opening of the sub-branch is a step towards economic and financial development of the region.

Speaking at the function, Chief Minister Okram Ibobi said the opening of the RBI office will facilitate financial matters and the workings of banks in the State. The opening of the branch office will also regulate and monitor the workings of other non-banking financial corporation, he said.

The Chief Minister while observing that the State government has been pressing for the opening of an office of the RBI in the State since the past around four years, also expressed happiness over the opening of the office today.

Although the State government has allotted a site measuring 5 acres for the construction of a permanent RBI office in the State at Mantripukhri, a temporary office has been set up at the bungalow constructed as the residential bungalow of the chairman Manipur Legislative Assembly Hill Areas Committee, according to a statement of the Chief Minister`™s Secretariat.

Citing that Manipur is one of the States with the least number of banks in the country, the Chief Minister also appealed to the banks to stop opening banks considering only their economic viability and to open branches in the interior parts of the hill districts.

The Chief Minister also drew the attention of the officials of the RBI towards the issue.

He continued that the government under its `Tribal areas inclusive growth project` is focussing on opening bank branches in 27 blocks where there are no banking facilities.

Elaborating further, he said, under the project, integrated office complexes which will house SDO/ BDO offices, bank branches and police outposts are under construction at the headquarters of the 27 blocks.

He added some of the complexes have been completed and already inaugurated and efforts are on to complete the remaining others by March next year.

The Chief Minister also continued that with appeals being made to the banks to open their branches at the complexes, atleast 30/40 security personnel will be stationed in each of the complexes to secure the vicinity.

Without banks the State government`™s disbursement of salaries to its employees through their respective bank accounts and efforts to ensure that all government schemes reach the intended beneficiaries through their bank accounts is not feasible, he said.

The Chief Minister also assured that the newly opened RBI office in the State will certainly identify the banking needs of people and help in providing sustained benefits to the people.

He further urged the RBI, NABARD and other banks to play more proactive role towards an inclusive growth of the State.

He indicated that that the State Government will focus on flood control under the Rural Infrastructure Development Fund (RIDF).

The Chief Minister also expressed his excitement to have T Hauzel as the first GM of RBI sub-office Manipur.

RBI deputy governor Haran Rashid Khan said the newly opened RBI branch will aim to impart financial literacy and provide financial inclusion to the people of Manipur.

He said that the Reserve Bank is sensitive to the need for economic and financial development of North Eastern States and said that the opening of Imphal office is a step in this direction.

Explaining the role and functions of the Reserve Bank and the range of services it provides, Khan said that the Payment Systems Vision of the Reserve Bank for North East states is mindful of the remote hilly terrains.

Hence he stated the feasibility of Payment Banks and Small Finance Banks for such areas.

He remarked that physical connectivity in the remote hill areas can be preceded by digital connectivity through the Business Correspondent Model by simultaneously creating public credit culture to collectively benefit from banking services.

Banking penetration needs to be improved, he said and stressed the potential of development of agriculture, particularly organic agriculture, horticulture, handlooms and handicrafts, Self Help

Groups, Joint Liability Groups and development of exports under `Act East Policy`™.

He also stressed on digital connectivity to improve banking facilities through branches and business correspondents.

He ended his speech by upholding the underlying need for synergy among all the stakeholders and an enabling environment to achieve the long term quality results and assuring that efforts will be initiated for the unbanked blocks immediately.

Deepali Pant Joshi, Executive Director, Reserve Bank of India while appreciating Manipur`™s tapestry of culture also extended full support to the initiative.

O. Nabakishore Singh, Chief Secretary, S S Barik, regional director, North East states along with other senior officers of the state government, commercial banks and the Reserve Bank were also attended the inaugural function.

The Imphal Office of the Reserve Bank will have Financial Inclusion and Development Department, Consumer Education and Protections Cell and Market Intelligence Unit.

Reserve Bank will now have offices in five of the seven states in the North East. The Imphal office will work in close coordination with the State Government, NABARD and the banks for financial and banking development of the Manipur, informed the Rupambara, AGM.

NEW DELHI, October 17: The Manipur Students’ Association Delhi (MSAD) held a meeting on October 11 from 4 p.m. to 7 p.m. at Delhi University Park, in which dicussions were carried out for the year 2015-2016, said a press release by MSAD.

It said, MSAD will be organising a farewell ceremony for all the members who have worked for the associaton for the year 2014-2015, followed by selecting a member to carry on the responsibilties until new members are assigned for the year 2015-2016.

In the meeting, things related to various activites done by the members were discussed to move towards progress and many important topics were brought up, and the former members were applauded for their work, said the press release.

IMPHAL, October 16: The Manipur Excise Department destroyed around 1556 litres of local liquor seized in six months at its office premise at Lamphel today.

Speaking to media persons Assistant Commissioner, Manipur Excise Department, K Joykumar said the local liquor seized by the police during the period of April 1 to September 30 was handed over to the department.

He said the department is able to collect a revenue of Rs 9,99,400 and took up 833 cases under the Liquor Prohibition Act.

Joykumar also said that the department collected a total of Rs 4, 23, 31 405 as Excise Duty Tax from the Army and Para-military forces during the same period.

The revenue collected by the department has been deposited with the State government, he added.

He further appealed to all civil organisations involved in seizing of liquor not to destroy the items seized without informing the department and to hand over the items to the department.

He said if the seized items are destroyed without informing the department, the department will loss the fines or taxes which should be collected from those responsible.

He further lauded the different organisation undertaking the hardship of fighting against illegal and banned substances.

He was speaking at a formal reception function of two newly enrolled members of the BJP Manipur held at the party`™s State office.

The two new members are former vice president of Manipur Pradesh Trinamool Congress Wangoi Constituency Naorem Rabei Singh and former general secretary of Manipur Pradesh Trinamool Congress Yaishkul Constituency Khumanthem Jiken Singh.

Speaking at the function, Chaoba condemned the government for remaining silent on the verdict passed by the High Court of Manipur cancelling appointment of around 1400 primary teachers.

Charging the government of maintaining silence on the court verdict, he questioned whether the State government was disrespecting the court.

He further demanded an immediate clarification from the government on its silence on the issue.

Chaoba also lauded the newly joined members of the party and said the increasing number of the party`™s members means it is growing in strength and that people want a change in the society.

Meanwhile, falsifying charges from some sections about the BJP party elections being discontinued midway, the party`™s State unit general secretary L Basanta said the charges were made to show the party in a bad light.

IMPHAL, October 16: Manipur State Council Communist Party of India general secretary Dr M Nara has said that the Modi wave has failed to woo voters in the ongoing Bihar Assembly Election.

Dr M Nara, who is also a national executive member of the CPI, is currently stationed in Bihar for election campaign of the left party in the State.

Speaking over the phone from Patna, Dr Nara informed that Left Front had fielded candidates in all the 243 constituencies during the first phase of the State assembly election of Bihar which commenced from October 12.

He further elaborated that of the total 243 seats the Left Front`™s ally CPI alone has fielded the fray for 101 seats while the CPM and CPI-ML are contesting in the remaining seats.

Currently the ongoing election is a triangular fight between the JD (U), NDA and left front he continued, and added voting has begun for the second phase from today.

He further claimed that so far the Left Front is apparently dominating the election.

Dr Nara also said that during the initial stage of the first phase, speculation doing the round suggested that the `Modi Wave`™ will sweep across Bihar, however, the speculations have been reduced to a mere hype, held Dr Nara.

KANGPOKPI, October 16: The Kuki Inpi Manipur today expressed endorsement of the 48 hour hill district bandh called by the JAC formed in connection with the alleged killing of Khupneilal Neihsiel and Robert Hesei Kipgen while strongly condemning the alleged unresponsiveness of the State government over the killing.

The JAC had called 48 hr bandh in the hill districts of Manipur from midnight of October 18 to show discontentment and dissatisfaction over the delay in furnishing the magisterial probe report by the Government.

KIM general secretary Khaimang Chongloi said that failure on the part of the State government who assured to table the magisterial inquiry report over the brutal killing of one innocent civilian and a leader of a SoO group Kuki National Front (KNF) by personnel of 8 AR on January 28, 2015 at Kadangband within the stipulated time has irked the people.

He alleged that the innocent victim Khupneilal Neihsiel, son of (L) Lallam Neihsiel of Kangchup Chingkhong, whose vehicle was taken along with him by the KNF men, had been mercilessly shot dead along with KNF officer even after identifying himself to the AR personnel as a civilian.

He continued that the deceased Khupneilal Neihsiel was the village authority secretary and the vice president of Kuki Inpi Twibul Lhang while Robert Hesei Kipgen on the other hand was the CAO of an armed organization KNF which is under Suspension of Operation (SoO) with the State and Central governments.

In connection with the brutal killing, the government had constituted a magisterial inquiry on January 31 and assured to table the report within three months said Khaimang Chongloi while adding that the State government as well as the concerned authority has doubtfully failed to table the report even after 8 months.

Therefore, the Kuki Inpi Manipur has decided to endorse the JAC 48 hr bandh in hill districts of the state logically and practically, added Khaimang Chongloi.

KIM secretary further alleged such inattentiveness and sloppiness on part of the State government is account for countless hurdles and baffling issues in the state.

KIM also holds the State government responsible for any problematic situations arising out of the 48 hours bandh.

There is nothing very much to commend about the aesthetics of either of the bridges, but one towards on the south not too distant from the Keishampat police traffic point is okay, at least in the sense of its ordinariness. What would strike anybody as absurd and outrageous is the second bridge to the north, towards the much older and well known heritage monument, the Maharani Thong Nambonbi. From the Waheng Leikai end, the first and only step that takes the pedestrian on this bridge is about three feet high, ruling out not just senior citizen, but women in phanek and children, from using it. As a matter of fact, anybody, even the fittest man or woman, probably would not find it comfortable to negotiate it if he or she were not in a sports jumpsuit. No kidding, you literally need a ladder to climb to the bridge which pedestrians are expected to use daily. Without a question, this bridge should have been dismantled the day it was completed and rebuilt to ensure it is user friendly, and together with it, the engineer who designed its structural frame and the architect who conceived of it should have been placed on suspension pending a satisfactory explanation, and the contractor who built should have been black listed. None of this is likely to have happened, and at the end of it, all parties, government officials and contractors alike, would have done nothing more than cover up each other`™s misdeeds and returned home with wallets fattened by the loot from the project. What a shame!

There are many more everywhere in the capital city and obviously elsewhere. In an age engineering elsewhere have achieved unbelievable feats such as tunnelling mountains to building highways through them or connecting islands by undersea railways and causeways, a look at the conditions of our roads will say plenty of the place`™s work culture. Many roads, be it the Imphal-Ukhrul road or the Imphal-Kohima highway, where they are lined by eucalyptus trees are warped making them dangerous for vehicle users. This problem is not new. It has been here ever since this moisture absorbing tree species was introduced in the state some decades ago. As to why this species was a choice to be introduced in the state is a matter of speculation, but the peculiar characteristic of this huge, tall and indeed beautiful tree species is they absorb soil moisture and the consequences this can bring about is now more than evident. They have all through these decades been a spoiler for roads whenever they are planted along them, as the soil under the roads lined by these trees shrink after losing their moisture content. Despite knowing this attribute of this tree and having lived through the havoc they cause for decades, how is it no remedy or remedies have been found yet for this condition? The fact also is, there is absolutely no need even to newly discover these remedies. In the countries from where these trees are imported from, for instance Australia, the technology is commonplace, and none of their roads suffer because of the tree. This technology could have simply been acquired from these countries. Every year, civil servants, engineers, police officers and a horde of other government officers from the elite strata make foreign tours on public money precisely to pick up these skills and technologies. How is it that the state has still not learned even how to manage this eucalyptus problem?

The abject lack of commitment to profession is what is evident here. The truth also is, while this has become very visible in the case of the engineering department because of the public nature of their responsibility, this work culture is true of practically every department of the government. As a rule, nobody takes pride in the work they do, and if at all, they only take pride in the social status their jobs afford them. The vicious cycle does not end here either because today this status is closely linked to money. The government employees, including those in lowly clerical positions who earn money other than what their jobs legitimately guarantee them, rather than face disgrace come to be in a perverse way, revered. Unlike in the private sector where quality and quantity of work done is the only salvation and guarantee for livelihoods, in the government sector, the most coveted jobs are those where little or no work needs to be done but plenty of public money pours into the job holder`™s pocket through organised manipulation of the system in collaboration with other sections of the corrupt establishment.

SENAPATI, October 16: The Senapati District Students Association, SDSA the apex student body of the district has expressed grievances over the dilapidated condition of the NH 2 that stretches between Senapati to Mao and strongly urged the concerned department of the State government to improve the same.

It is reported that potholes keep increasing day by day due to the rain and lack of maintenance so much so that one side of the two-lane highway remains unused in most part of the stretch.

Leaders of the apex student body of the district said during their inspection tour, they found so many spots almost un-motorable along the stretch.

According to the student body`™s general secretary Shakpa Sebastian `The NH 2 being the main lifeline of the State has a number of schools and other important infrastructures built along the sides of the road.`

He said `not only the vehicles, the pathetic condition of the highway has been affecting even the pedestrian especially school going children who use the road to reach their respective schools.`

`Both the dry and rainy seasons equally affect the school children.`

He also added that lack of bitumen which has been totally worn off made the highway too dusty during the dry season and too muddy during the rainy season.

The minimal maintenance of the highway has also not been upto the mark, he said.

The SDSA strongly appeals to the concerned department to take serious action on the matter at the earliest. If not any form of democratic agitation will be launched, it said

NEW DELHI, October 17: The Manipur Women Gun Survivor Network (MWGSN), a project of the Control Arms Foundation of India (CAFI) has entered into a partnership with North East Centre for Technology Application and Reach (NECTAR), an autonomous body under Department of Science & Technology, said a press release by CAFI.

It said, the partnership was made to expand the economic empowerment and livelihood possibilities for women members of MWGSN.

After the success of the handloom and handicraft display in Delhi  titled “Women Weaving Peace Together: Ima Keithel, A Northeast Bamboo Craft and Weaving Exhibition” held at India International Centre, New Delhi, from Sep 21-Sep 25, the two agencies are preparing the ground work for opening up economic empowerment and livelihood possibilities for its members, stated CAFI in the press release.

It said, NECTAR will support the technology input and has already provided funding for 50 looms, which would be installed in the existing MWGSN’s worksheds in Imphal and Bishnupur District of Manipur, and moreover has provided support for raw material purchase to kick-start production and has also offered to provide marketing support through their website.

The partnership will be expanded to support training, technology and livelihood in Manipur and other north-eastern states, stated CAFI in the press release.
