IMPHAL, October 4: The Regional Institute of Medical Sciences has appealed to RIMS Nurses Association Lamphel to suspend its proposed agitation in connection with their demands.

A statement issued by the RIMS authority through its media advisor has said it has been working hard for the welfare of both the institute and its employees.

Appealing to the nurses association to abandon its stand to start agitation from October 5, it said it would be wrong to implicate the RIMS authority has done nothing for their welfare.

It said the authority has been taking up welfare measures for the nurses and has been working hard to work out some demands of the association.

Elaborating further, the statement said it had toiled hard for the finalisation of their reservation roster.

RIMS officials had even visited the Ministry of health and Family Welfare, New Delhi pressing for the demand.

When even that failed, the RIMS authority had urged the Ministry to send two of its officials, following which two officials came from September 28 to 30 to finalise the reservation rooster, it said.

Further, without any delay, RIMS authority had requested the Ministry to send the deputy secretary (NE Division) for promotion of the nurses and with the acceptance of the request, the RIMS authority has already scheduled October 8 to hold the DPC for promotion of the nurses, it said.

The felicitation was organised jointly by local clubs and organisations of Ningthoukhong area at the Public Park, Ningthoukhong Bazar today.

Nabakishore said he will ensure that benefits of all developmental schemes reach the people throughout the State.

He also assured to follow detailed planning and strategy in organising any event by properly discussing with the concerned senior officials.

The IAS officer said his remaining days in office will be spent serving Manipur and its people for development.

Every successful individual have their own teachers and guides, and he has been really fortunate to have such teachers guiding him through out his life from the beginning till now he said.

If a person has the right environment and resources needed to become successful, no one can stop him, Nabakishore said.

Meanwhile, people thronged the road sides of NH 150 today welcoming the newly elected CS.

The appointment of Oinam Nabakishore as the Manipur chief secretary is a historic landmark for Ningthoukhong as one of its own has made it to such a high administrative post, minister of Commerce and Industries and local MLA Govindas Konthoujam who also attended the function said.

In the history of Manipur, it is said that the first doctor, advocate and lady teacher of the State were all from Ningthoukhong area, the minister said.

Appreciating both the Chief Minister and the deputy Chief Minister for appointing Nabakishore as the chief secretary without any hill-valley biasness, he said the IAS officer is an ocean of knowledge.

He continued that during the appointment of the chief secretary, the State`™s MLAs both from the hills and the valley had observed that they will support and accept an officer whether from the hill or valley if the officer can lead the State towards development and take responsibilities.

It said the mela was conducted taking another step to provide benefits of Rural Postal Life Insurance (RPLI) to maximum people.

It said pastor Kasiliang was the special guest for the function while Vinod Kumar, Director (Posts), Manipur attended as chief guest.

In his inaugural speech, Kumar explained the importance of taking cover of RPLI as it caters to the essential needs of the rural population and insurance should be treated as an instrument of investment so that one can plan for taking care of financial requirements which will appear in future, it said.

He also intimated that PLI & RPLI both the schemes are available on a very low premium while they offer good high bonus and it`™s always better to join these schemes in young age to fetch good return on invested money, it continued.

Supdt of Posts, Manipur division told the audiences that post office is offering various schemes for general public like Pradhan Mantri Suraksha Bima Yojna while Hemanta, Inspector of Posts, Kangpokpi Sub Division explained the various features of Pradahan Mantri Jeewan Jyoti Yojna which are available in post offices, it said.

He explained that all post office saving bank account holders under age of 18 to 70 years are eligible to avail benefits in these schemes at very economical subscription of rupee one a month only, it said.

Poireton Thokchom, Inspector of Posts further described the necessity of these schemes, as in time of need like if bread earner of family meets with an accident or suffers major injury the family faces financial difficulties and by subscribing these schemes a family can avail benefits of insurance of their earning member at Rs One only, it said.

Esther, an officer of the dept described about the benefits of Sukanya Samridhi Yojna, it continued.

She elucidated the features of the schemes and also clarified various doubts about this scheme. She appealed all the people that they should open a SSY account in name of every eligible girl child under age of 10 years saying that at the time of maturity the girl child will get a huge amount which can be used for higher education or brighter future plans. She informed 9.2% rate of interest if fixed by the government in this financial year which will be calculated compounded annually, it continued.

At the event, Kanglatombi Branch Postmaster Sanjoy arranged application forms for all schemes of postal department, he intimated that there are 200 households in the village and residents of more than 150 houses are having postal life insurance, it said.

Vinod Kumar, DPS said if the village is covered fully with postal insurance cover the dept will consider to construct a bus waiting stand or provision of water at the point for service of the villagers, it said. He also assured about the proposal of providing better postal and SB facilities there, it said.

The Lok Sabha MP was attending the Pt Deen Upadhyaya Prashikshan Maha Abhiyan 2015 organised by the BJP Kakching Mandal at the Ibudhou Naohal Lai Mandap, Kakching.

Speaking at the function, he said it is not just sufficient power supply which could bring about development, but peace will ensure development on its own.

He said the main theme of today`™s function is to impart an in depth understanding of the BJP`™s ideology and working system to the masses.

Since Indian got her independence, BJP has been following the `Sab ka saath, Sab ka vikas`™ ideology in trying to uplift the lower strata of the society, he observed.

He said it is unfortunate that the Building and Other Construction Work Labour Cess 1996 is still not implemented in Manipur.

Its implementation would tremendously help the labourers he said, and explained further that under the Act, the government has to bear all medical expenses if a labour gets injured while working.

The present government under the leadership of Prime Minister Narendra Modi has introduced many schemes for the poorer sections of the society and the senior citizens, but it has been a real challenge to reach out the schemes to its actual beneficiaries, he continued.

He elaborated Manipur has immense potential for economic growth as the land is blessed with natural beauty and once peace is ensured economic growth is possible.

Today`™s function was also attended by office bearers and volunteers of the Kakching, Wabagai, Hiyanglam and Sugnu units of the party.

BJP Manipur Pradesh president Th Chaoba, general secretary (organisation) BJP Manipur Sh Premananda Sharma and general secretary (Administration) M Asnikumar Singh also attended as the president and guests of honour respectively.

Later during the function, 29 beneficiaries of the MUDRA scheme were handed over loan sanction letters including seven by the Allahabad Bank and nine by the UCO Bank.

Meanwhile, the BJP Manipur in-charge had attended a MUDRA scheme awareness function at Ukhrul Town yesterday organised jointly by several banks including district units of SBI, UBI and UCO banks.

Speaking at the function, the Lok Sabha MP had highlighted the benefits of the scheme.

He had said the general public need to be aware of all the programmes taken up by the government in order to avail the benefits.

Prahlad said under the MUDRA Bank, loans are provided up to Rs 10 lakh to small entrepreneurs.

MUDRA would benefit small manufacturing units, truck operators, artisans, fruits and vegetable sellers, hair saloon, beauty parlours, shopkeepers, hawkers, in rural and urban areas, he said.

Many beneficiaries from different walks of life attended the function.

Prahlad Patel had also distributed sanction letters of the loan to beneficiaries of Ukhrul district.

On the other hand, he had also attended a two days district level BJP training program on worker/leaders level in Ukhrul where he instilled party worker on how to become more responsible BJP karekartas and underscored certain Dos and Don`™ts of the party.

Premananda Sharma, Organising Secretary of BJP Manipur BJP unit also shared the dais in the closing function.

Similar training programs were also inaugurated on October 4 at Imphal East, Kakching and Khongjom of Thoubal district.

Poverty can be extremely depressing. There is no gainsaying that it can dehumanize, depriving self-esteem as well as human dignity from those caught in its trap. If not for the support of the joint family institution, still very much a tradition in the Manipur, the number of absolutely poor, with absolutely no income source at all, would have become visible in very many ways. Nearly eight lakh unemployed youth, (as is what the registers in the state`™s employment exchange shows), out of a population of 28 lakhs, would have been simply socially explosive and devastating if not for this generously elastic shock absorber. Indirectly, we may already be witnessing the strain on the society in the rise of delinquency, prostitution, drugs abuse, street crimes and even organized extortion gangs. The tendency of street protests in the state these days to get mindlessly violent could be still another manifestation of mounting youth frustration. However, although related, it would be wrong say poverty is the only cause for this show of desperation, deviant behaviours. More often than not, it is the poor who are more generous and humane than the rich. Only when hopes for a redemptive mechanism that the state is duty bound to guarantee become lost, or when the conditions for poverty begins to be seen as a result of unjust administration, or when the disparity between the rich and poor become unfairly stark, that attitudes harden. No wonder than that most religions eulogize the state of material poverty, for it is assumed poverty in the external world is an indicator of the richness of one`™s soul. No other religion says this more explicitly than Christianity, when Christ in what is today considered one of the greatest and most poetic sermons ever, tells his disciples during the `sermon on the mount` that blessed are the poor for they will inherit the kingdom of heaven. In practice however, it is Buddha who showed by putting sermons into practice, how renouncing the material world and self-embraced of poverty, is the way to attain enlightenment. There are also so many other messiahs, from all regions of the world, who have followed this same path.

But the poverty that religions envision is more a metaphor of a spirituality to which material conditions make little difference. It probably referred to a life free of avarice and greed, and all other transgression into human understanding of ethical behaviours, which are generally associated with the way to material wealth. This poverty cannot however be the same, agonizing, life-sapping impoverishment that the modern world knows and sees on its urban streets. For this is a poverty that crushes not just the physical world of those it burdens but also their spiritual landscape with its sheer weight, and more importantly, hopelessness. Under such a circumstance, it is more a curse than a blessing. And this is the kind of poverty that is taking shape in our society today. We cannot see a bigger challenge before any government, our state government in particular, than to arrest the slow but sure onslaught of this poverty.

There cannot be any miracle solution to remove factors in an economy that leads to impoverishment of a population. It will have to be by a multi-pronged, long term, well thought out strategy that the problem is tackled. It cannot also be the government alone that fights this battle. The people and the government will have to make this a common battlefront. However, for the people to feel empowered to join the battle, the government`™s initiatives are vital. Poverty is terrible, but it would not have been so terrible if hope remained alive that given the will, this condition can be overcome if not in one generation, then in the next. That is to say that parents living below the poverty line must still be given the confidence that they have the means to equip their children to compete legitimately for the best life the system can offer, dependent solely on their individual diligence, industry and aptitude. The most important thing that the government can and must do, as we have been arguing in our editorial columns over the years, is for it to lift the standard and discipline of its moribund school system. Together with it, the shameful culture of corruption and nepotism must be put an end to. The elixir to instil hope even in the poorest is the sense that they can still empower their children with the appropriate knowledge and skills demanded by the modern world regardless of their poverty. Let the government not wait for miracles to drop from heaven, but begin fashioning it here on earth.

CHAKPIKARONG, October 4: Considering public ignorance on the spread of Hepatitis B and C and its costly medication, a free hepatitis B & C screening camp was conducted at Chakpikarong Bazar today.

The camp was organized by the Anal Students Union, Chakpikarong branch and assisted by social activists including Sp Kolomi, Ws. Benjamen, Rl. Khihari and Rd Shangmory.

The diagnosis was conducted by Dr. N. Biplab Singh and free medicine was also provided by Biocon & Virology.

While talking to newsman in the sideline of the camp, Dr Biplab Singh confirmed detection of +ve signs of hepatitis B & C in some of the patients and called for creating an awareness programme in the area and to contact medical companies for subsidized rate for mass vaccination in order to control the spread of the disease.

Meanwhile, the ALT extended its gratitude to Shaktiman Owners`™ Association Chakpiakrong for renovation and repairing of a bridge constructed across Ratulok (Ratu stream) at Anal khunou junction in Chakpikarong.

The statement in this regard thanked Hl Thungam, Nl Ngamshel and Sng Angthung for the initiative to execute and complete the work free of cost.
