IMPHAL, November 11: Those persons involved in the IED blast at the residential gate of Parliamentary Secretary K Meghachandra Singh were doing contract work and given an advance of Rs 10,000 and on successful completion of the work they were promised to be awarded more.

This was disclosed by the Parliamentary Secretary himself today while speaking at an inauguration function of a Mini Bridge constructed under the PMGSY, Rural Development Department, Government of Manipur at Phouden Keirambi under Wangkhem A/C.

He said those persons who exploded an IED were given Rs 10,000 advance and promised of Rs 40 thousand after successful blast, and finally Rs 50,000 when the whole process completes.

Meghachandra said that this was revealed by a woman who has been arrested in connection with the incident.

However, he declined to name the mastermind and left it to the people to guess who.

`I don`™t want to reveal the name of the mastermind. I want people to guess who could do this.`

He, however ruled out involvement of any UG groups in the attack.

Calling the incident very unfortunate he said as he is a representative of the people many underprivileged people of his constituency come to his house for help almost every day.

If some innocents were killed in the blast it would have been very devastating, he said.

`The intention was to kill people because if it was only for threatening they would have used some defective hand grenade which will never explode. By bring an IED it is very clear that the intention was to kill.`

The police are investigating the case and some have been arrested, he added.

Bomb attacks had been carried out targeting him for 4 times from the time he became a representative of the people, he added.

K Meghachandra, who is also the local MLA, said that even though the bridge which was inaugurated today is a small bridge but it is very important for the people of the area.

The bridge was constructed as a part of the Phouden Keirambi to NH 39 (passing Thoubal College) road construction programme for which around Rs 2.50 crore has been sanctioned.

The construction of the bridge was given priority considering the severe inconveniences face by the people of the area at a cost of around Rs 30 lakh.

He also informed that a construction work of a bridge at Litan Leirak in Phouden Keirambi has been started and Rs 8.50 crore has been sanctioned for it and another bridge in the same place will be built at Moirang Palli for which around Rs10 crore has been sanctioned.

When these bridges are completed, it will serve as a very important roads for people coming to Kaina Gojindajee Temple.

He appealed to the people of the surrounding areas to cooperate in the road widening and construction works.

The inaugural function was also attended by S Ibomcha Singh, Member, Ward No 17, MCTBL; M Ranjit Singh, president, Polling Committee, Phouden Keirambi; T Naba Singh, president, Phouden Keirambi Youth Club and L Babudhon Singh, VP, Wangkhem Block Congress Committee as presidium members.
