MPHAL, November 30: As part of the ongoing 16 days of Activism against Gender Based Violence campaign from November 25, an awareness programme on Gender, Human Rights, Violence against Women and Cyber Crime was held during the NSS camp at Ibotonsana Girls Higher Secondary School today.

The awareness programme was held with the main objectives of making the students aware on the increasing crime against women and girls and how to prevent and protect themselves from becoming a victim and sensitizing the students on what are the preventive mechanisms and legal procedure on gender based violence, cyber crime and domestic violence etc.

Vice-principal of Ibotonsana Girls Higher Secondary School Hemolata; secretary of Women Action for Development Sobita Mangsatabam and an Innovator of Our rest House Jina khumukcham graced the occasion as presidium members.

Jina Khumukcham shared her experience of domestic violence during her early life and the present experience of how she became an innovator.

She elaborated the role of the youths in preventing crime against women and advised the students to use their leisure time by producing small handmade home based products.

Laimayum Sevananda, advocate Human Rights law Network spoke on laws related to women and children, the issues of cyber crime and its preventive mechanism.

Sobita Mangsatabam deliberated on the gender based violence and the present trend of cyber crime against women and the declination of sex ratio in Manipur.

Altogether 250 students, teaching and no teaching staff participated in the programme. There was an interaction between the students and resource person during which many questions came up such as the problem faced by the students while travelling, eve- teasing, stalking, discrimination against women in the family and community.

Five cases of domestic violence were put up by the students.

IMPHAL, November 30: One day Manipur will be on the World Tourism map, Chief Minister Okram Ibobi Singh expressed confidently at the closing day function of the 10-day long Manipur Sangai Festival 2015 today.

Tourism in one of the sectors which is a talk priority of the government, he said.

Although it is important to develop infrastructure to promote the State as a world tourism destination, it is also crucial and important to promote peace in the land, the Chief Minister said further.

The closing function of the festival was held at the Bheigyachandra Open Air Theartre amidst much fanfare and a huge gathering.

Ibobi said the State is yet to develop infrastructure to meet international level and the State is taking up various projects based on priority.

Expressing happiness over the peaceful and successful conduct of the festival which showcases the rich culture and traditions, dance forms, indigenous games and the scenic beauty of Manipur before the outside world and promotes tourism in the State, the Chief Minister said it is essential to promote and encourage peace among the different communities of the State.

Urging the people to promote peace, the Chief Minister said it is evident that peace in the society and the hospitality of the people of the State will only attract more tourist inflow into the State and eventually develop tourism which will improve the financial status of the State.

The Chief Minister further lauded the cooperation of the people for the successful conduct of the festival and said Manipur is considered a miniature India with different communities residing together.

In order to promote tourism, we still need to encourage peace to provide assurance of security to the domestic as well as foreign tourists visiting the State. If the tourists are welcomed and treated with hospitality, they will carry back warm memories of the State which will promote tourism, he added.

Deputy Chief Minister Gaikhangam also elaborated on the importance of the Sangai Festival and said the festival is an important festival carrying the message of peace and love among the people.

Elaborating further he said the State-level Sangai Festival which celebrates both the hills and the valley unitedly is today attracting both national and international tourists.

The function was also attended by Manipur Legislative Assembly Speaker Th Lokeshwar Singh, parliamentary secretary Tourism and YAS M Prithiviraj Singh as guests of honour.

Artistes of the Jawaharlal Nehru Manipur Dance Academy also presented the “Machu Taret ki Masak mangal’ dance choreographed by P Dhanajit Singh of the academy.

DG AR visits State

IMPHAL, November 30: Lieutenant General HJS Sachdev Director General Assam Rifles (DG AR) had visited the State of Manipur on an official three-day visit to IGAR (South) from November 27 to 29.

The DG AR was briefed on the prevailing security situation in the State by Major Gen VS Sreenivas, IG Assam Rifles (South). The DG appreciated the relentless efforts being put in by all troops under the command of IGAR (South) in controlling insurgency in Manipur during his interaction with troops while visiting various Headquarters & Units.

He also visited the forward posts of Assam Rifles to motivate and interact with the troops deployed there.

On November 27, the DG visited the Manipur State’s Sangai Festival as a guest of the State, where he was felicitated by officials of the State and witnessed the culture of the State first hand.

On November 28, he called on the Chief Minister of Manipur Okram Ibobi Singh, during which the security situation in the State including the tasks undertaken by the Assam Rifles was discussed.

The DG assured the CM of the continuous support of Assam Rifles in the progress of the Sate. The CM appreciated the endeavours of IGAR (South) and also conveyed his whole hearted support to their sustained efforts in tackling the security challenges.

He also complimented the high level of camaraderie and synergy between the Assam Rifles and civil administration in dealing with the existing security situation in Manipur.

The DG, Assam Rifles was accompanied by Vandana Sachdev, president Assam Rifles Wives Welfare Association (ARWWA), DGAR who interacted with all the families in the Station and took stock of Welfare Projects being run for welfare of families in HQ IGAR (South).

KANGPOKPI, November 30: Civil Society Organizations of Sadar Hills have decided to called indefinite economic blockade along the Trans Asian Highway No.1 from midnight of December 2 over the dilapidated road condition of the highway today.

Spokesperson of Sadar Hills CSOs Lamcha Chongloi said that they had anticipatorily highlighted the deplorable road condition of the Trans Asian Highway No.1 a number of times to the concerned department and the State government officially as well as through media.

But, our hope of revitalizing the ghostly condition of the highway remain lingering in the air even after repeated plea which ultimately rendered us to came up with a warning of intense agitation if the condition of the lifeline of the State is not taken care of within a week time, Lamcha added.

Interestingly, the additional Chief Engineer, PWD, Govt. of Manipur met the CSOs on November 23 only to give us another false promise alleged Lamcha Chongloi while adding that during the meeting the official had assured them to begin the work immediately after two days but nothing has been done till today.

Therefore, we collectively decided today to impose indefinite economic blockade along the highway within Sadar Hills till the work has been passably put into practice, Lamcha Chongloi added.

He further said that apart from the ghastly condition of the road the Trans Asian Highway No.1 has been lodging incalculable potholes presenting the perfect sorry pictures of untold misery of the road users and rendered extreme hazard to ten and thousands commuters from various other states and the local residents.

“It also perfectly indicates the hands-off attitude of the Manipur Government apart from the concerned departments and contractors”, asserted Lamcha Chongloi.

RIMS contract employees agitation affects OPD services

IMPHAL, November 30 (Newmai News Network): Pressing for their demands, some 300 contract basis employees of Regional Institute of Medical Sciences (RIMS), Imphal today stormed the Administrative Block of the hospital causing serious disturbance to OPD services.

The contract basis employees of the premier hospital have been demanding a pay hike and regularisation of their service. Agitated over non-fulfilment of their demands, the employees gathered near the hospital Administrative Block shouting slogans around 11 am.

The protesters then stormed the Administrative Block and forced suspension of the OPD services in the Central Government hospital.

A large number of personnel from Lamphel Police Station rushed to the spot to control the ruckus. After a long scuffle, the police managed to keep the commotion under control.

RIMS Medical Superintendant Prof C Amuba was also seen at the spot trying to pacify the angry protestors. However, the protestors rejected any settlement to withdraw the agitation.

Prof C Amuba told the protestors the hospital authority had already raised the matter with the Central Ministry of Health & Family Welfare which had given approval in this regard.

Meanwhile, the ‘All Manipur ANM/GNM Test Appeared Candidates’ held a sit-in protest in front of RIMS Director demanding him to declare the results of the exam.

The test appeared by some 6000 candidates for the nursing courses with payment of Rs 600 each as exam fee in 2013. The RIMS authority has been keeping in withheld the results since then.

The protestors holding several placards said results of such tests can be declared even within 48 hours.

Talking to the media on the sidelines of the protest, a spokeswoman of the association said they wanted to submit a memorandum to the Director.”We are told that the Director is not at the hospital. But we will wait for him,” she said.

She added that memorandums have been submitted to the Chief Minister and his deputy and the Medical Director urging them to declare the delayed results, but nothing concrete action has been taken till today.

When the Mekong River cries, Manipur also sheds tears for the losses she has incurred so far. But the beautiful Mekong River, also known as the ‘Mae Nam Khong’, carries the guilt of millions lives sacrificed on the altar of the demon of drugs across the world. It knows that No. 4 is a dangerous. Now synthetic drugs are joining the slaughter. The WY (World is Yours) is one such drug of the category. What a lovely name? Like other peoples affected by drugs, the people of Manipur also longs for the funeral of the ‘Golden Triangle’ which keeps on sucking the blood of its victims. This region covers a large area of hilly and mountainous areas in Myanmar, Laos and Thailand. Like its cousin ‘Golden Crescent’, Golden Triangle contributes a large amount of drugs to the regional and international markets. The Northeast India also gets its fair share of drugs from the triangle region. Hence the No. 4 is called a dangerous number. According to many analysts, different types of synthetic drugs are posing greater challenge than the poppy products. When will the dangerous triangle die a horrible death?

Since the beginning of the 21st century, China has expanded bilateral and multi-lateral cooperation with the neighbouring Southeast Asian countries. Mention can be made of the Greater Mekong Sub-region cooperation (GMS) and China-ASEAN partnership. The GMS was launched in 1992 by the Asian Development Bank. Leaving aside the larger part of the country, Yunnan Province and Guangxi Zhuang Autonomous Region of China are participating in GMS cooperation. Yunnan Province shares long borders with Myanmar, Laos and Vietnam. Therefore, it is badly affected by the opium products and various synthetic drugs coming from the Golden Triangle region. Many bilateral and multilateral agreements were signed among these neighbouring countries to restrain the dangerous onslaught of these drugs. The relevant UN bodies and other international organisations have intervened to check the notoriety of the region. However, the potency of the poppy farmers and synthetic drug manufacturers continue to fan the bad reputation. After all, it is a multi-million dollar business with several rings of powerful well-wishers. Will China tolerate this region?

China had her ‘Opium Wars’ but the war goes on. Beijing has been fighting against the drugs for decades. Many countries have opened their fronts against the drugs. Unfortunately, there is little success so far. The concerned authorities in the Golden Triangle region pledged to cooperate against drugs but the volumes of both poppy drugs and synthetic drugs keep decreasing and increasing. The notorious border areas far away from the administrative centres have made their half-hearted efforts to adopt alternative development models. These measures also failed to generate much change across the region. We have stories about mini-Las Vegas flourishing in border areas with casinos, brothels, and drug markets.

In the meantime, the Mekong River (the Chinese section is called Lancang) attracted the attentions of these countries to change the socio-economic landscapes. It became an important international river of navigation to transport commodities and passengers. Suddenly, a shocking incident hit China deep in her heart. In October 2011, a total of 13 Chinese sailors belonging to two cargo ships were killed brutally leading to the suspension of shipping on the Mekong River. Following this bloody incident, in December of the same year, China, Myanmar, Laos and Thailand joined hands to begin regular joint patrols on the river for law enforcement.

The region gifted with beautiful landscapes and virgin forests is also infested with various ethnic armed groups, drug traffickers, human traffickers and other cross-border criminals. On Myanmar side, the ethnic peace process and proper administration of the far-flung areas could check the menace to some extent. However, China and these countries know the seriousness as well as complexity of the matter. For thousands of families, poppy farming is the best means of livelihood. Again, many of the drug lords have multiple handlers with different agendas. Drugs equate dreams for many souls here. Before his execution, Naw Kham, the mastermind of the October 2011 massacre on the Mekong River, warned people not to venture into the Golden Triangle region for the region sucks the innocence out of men. The region has varieties of drugs, prostitutes and black money. What a dangerous combination? No doubt, it is not the den of innocent players. However, the socio-economic dynamics of the region must be beyond the description of words for those who have experienced and witnessed for some years.

China and other GMS countries have been working on various economic corridors connecting the region. Some bilateral connectivity and infrastructure development projects such as Myanmar-Laos Friendship Bridge will gradually change the dynamics in the region. The GMS North-South economic corridor, China-ASEAN connectivity and various bilateral connectivity projects in the region will affect the Golden Triangle. Most importantly, the navigation along the Mekong River starting from Guanlei (China) to Chiang Saen (Thailand) is an important factor. Furthermore, the cooperation among the law enforcement agencies of these countries have been strengthened further to deal with various kinds of security concerns.

After launching the four nations’ law enforcement cooperation on joint patrol along the Mekong in the wake of the Mekong massacre, in October 2015, China, Laos, Myanmar and Thailand issued a joint statement on enhancing judicial cooperation and crack down on cross-border crimes to maintain security along the river. This time Cambodia and Vietnam were included as observer countries. A common vision of the region without poppy farms and drug manufacturing plants could be the foundation of a new beginning for Asia. Other parties can join hands for a common goal.

Moreover, launching of the Lancang-Mekong cooperation (LMC) framework on 12 November this year will bring these countries closer for their common objectives. At the first LMC foreign ministers’ meeting held in Jinghong City, Yunnan Province of China, foreign ministry officials from China, Thailand, Cambodia, Laos, Myanmar and Vietnam gathered together for cooperation. The three key areas of cooperation under the LMC framework include politico-security issues, economic affairs and sustainable development and social affairs and people-to-people exchanges. These arrangements will have the wherewithal to remove this cancerous tumour from the body of mother earth. Interestingly, there is interplay among livelihoods of the people, drug money, conflict situation, insecurity and poverty in the Golden Triangle region. There are many hurdles but the piles of money and gangs of powerful men are great barriers. If successful, Manipur will join the funeral of the Golden Triangle with laughter. Lastly, the Mekong will stop crying.
