This is what has been proposed in the new draft Bill the State Government is currently working on in place of the Protection of Manipur Peoples Bill, which has been rejected by the President of India. A huge deviation from the base year of 1951 which was included in the previous Bill and this can be taken to mean that the State Government is ready to climb down from its earlier stand.
