IMPHAL, Jul 23: The Joint Committee on Inner Line Permit System (JCILPS) has expres-sed strong displeasure over way the State police have been handing over non-local labour-ers to their respective contrac- tors/employers after they (non-local labourers) were pulled up by vigilant citizens for ven-turing into the State without necessary documents.
