Chief minister, N. Biren said police personnel deserve to be appreciated for the sacrifices they have made for the welfare of public and added no violator of the law would be spared. The chief minister’s remark came during the observation of the 125th anniversary of Manipur police organised under the theme “Service always everything” today at first Manipur Rifle parade ground.
Biren said the police should be bound by the commitment to nation and state first, adding “we” should come second and “self” last.
He said the police department is the backbone of state, and police personnel should work with transparency, commitment and with full dedication.
Police are working day and night, besides sacrificing their lives when need be, protecting the people, he said.
“People should not blame police for small mistakes on social media and humiliate them with bad languages, when only some among the police do unwanted things” he said.
Biren urged the people to consider the good things police are doing day and night. People should work with police by co-operating with them for the welfare of the state, he said.
Police personnel should do their duty in the interest of nation and state regardless of caste and creed. “Nation and State are above of my status and positions,” Biren added.
He said the state will start a new policy on transfer and posting of government employees for police, medical services and teachers, which will come into effect from first day of next year.
To bring good governance in the state, government employees should take the order of the concern department seriously in order to make the state developed equally, Biren added. The government plans to setup a policy for rotation of posting for about two to three years, he added.
The employees of police, medical and teachers have been facing problems on accommodation in their respective places of posting for last many years which might be a reason for their inability to perform their duty optimally, he said assuring to make proper accommodations for the benefit of employees who are posted at far flung places of the state at the soonest.
Speaking on the occasion, Director General of Police, L.M. Khaute said that Manipur Police have been working and performing their duties making remarkable progress in many fields under the motto “Service always everything”.
Police including border security force (BSF), para-military forces, Central Reserve Police Forces (CRPF) should be appreciated for their service as they performed duties for the welfare of public even at the risk of harm to themselves, he said.
Khaute said Manipur Police have been able to bring around 3300 militants to mainstream so far.
This year, Manipur Police opened a separate cybercrime police station, deputed a separate SP for traffic police and introduced community policing.
Earlier at the function, the Chief Minister took salute from 25 march-past contingents of CRPF, Civil Police (male and female), Police Commandos, Manipur Rifles, India Reserve Battalion, Home Guards, VDF personnel, NCC Cadets, Manipur Police Dog Squad and Manipur Police Bomb Disposal Squad.
Commandant of 3rd India Reserve Battalion, Thokchom Vikramjit Singh, MPS was the parade commander.
On the occasion, a total of 982 police officers and other ranks and a total of 84 officers and other ranks of Assam Rifles, BSF and CRPF were awarded DGP Commendation Roll and Disc in recognition of their outstanding performance of duty in various fields including investigative works, law and order, counter insurgency operations etc.
Additional Director General of Police (Intelligence and Law and Order) Dr. Pramod Asthana received the Commendation roll and Disc on behalf of the recipients of civil police and intelligence wing.
The Commendation Roll and Disc for the recipients of Manipur Rifles and India Reserve Battalion were handed over to ADGP (Armed Police) Anand Prakash.
ADGP (Training) P. Doungel received Commendation roll and Disc on behalf of the recipients of MPTC while IGP (Administration) S. Ibocha Singh received for CMTW, PHQ, home guards and special investigation team.
In recognition of their excellent leadership and outstanding performance of duty during the last State Assembly election, the Manipur Police also honoured deserving officers and personnel of CRPF, BSF and Assam Rifles with DGP Commendation roll and Disc on the occasion.
IGP (Manipur and Nagaland Sector) CRPF, Vikram Sehgal received the Commendation roll and Disc on behalf of the recipients of CRPF while BSF DIG Angom Shamu received the honours for BSF recipients.
The DGP running trophy for the best battalion was awarded to 8th Manipur Rifles. The second prize went to 1st Manipur Rifles and 5th Manipur Rifles while 2nd IRB and 5th IRB were jointly adjudged the third prize.
The DGP running trophy for the best police station went to Thoubal Police Station while Singjamei P/S and Nambol P/S received second and third prizes respectively.
The winner of the best police officer is sub-inspector, E. Ayangleima Devi of Lamphel Police Station.
In connection with the celebration, the State Government presented quasquicentennial medals to all the serving officers and personnel of Manipur Police.
DGP LM Khaute received the symbolic medal on behalf of the department from the chief minister.
Later, N. Biren also released a souvenir, which contains the works and progress made by Manipur Police in the past 125 years, at the occasion.
Deputy Chief Minister Y. Joykumar, Ministers, MLAs, top civil, police, paramilitary and Army officers also attended the celebration.
